Allowing a user to block or mute or however you call it another user is a fast and effective way to end 95% of online harassment including stalking, without building a framework for censorship or a discrimination of ideas. On the other hand, creating any kind of 'police force' can lead to bias as well as other problems - for example, there can be editors who are talented and educated but have poor social skills. Other ideas like reputation points could lead to trolls creating multiple accounts or bots in order to help their own account and shutting down those of other users. And every structure intended to punish users could be attractive for authoritarian governments.
