Summary/Report:
Marco Correa, Director of Wikimedia Chile, participated as the presenter of the seminar titled, "Dominio Público en Internet: cultura libre y acceso en la era digital" ("Public Domain on the Internet: Free Culture and Access in the Digital Age"), organized by the Center for Information Studies, of the School of Law, Universidad de Chile. On this occasion, the topic of importance of public domain among the projects of Wikimedia, and how the use of works in the public domain could be affected by copyright regulation.

Wikipedian in Residence at the National Library of Chile[edit]

Summary/Report:
Within the framework of the collaboration agreement, developed during 2014 and arranged to be signed in March 2015, Eduardo Testart, member of Wikimedia Chile, began his participation in the pilot project as the Wikipedian in Residence at the National Library of Chile. The project consists in the development of Wikipedia articles related to the culture heritage of the National Library and the transcription of three brief texts in Wikisource, together with the creation of a guide based on the developed experience.

Meeting with the National Library and Memoria Chilena (I)[edit]

Summary/Report:
A coordination meeting was held between Daniela Schütte and Eduardo Testart, to review the work for the Wikipedian in Residence pilot program in the National Library of Chile. Conversation covered: The list of "incunables" (publications preceding 1500 A.D.) possessed by the National Library of Chile, the list of preliminary documents to be released on Wikisource, as well as the selection of topics that could transform into new articles or improvements in Wikipedia. Also, the possibility of signing a collaboration agreement between both institutions was reviewed, tentatively for the first day of the Wikimedia Chile Conference 2015, even though this last event remained pending to confirmation.

Meeting with the Salvador Allende Foundation[edit]

Summary/Report:
A meeting was held with Carla Hernández, manager of the Documentation and Project Center of the Salvador Allende Foundation (FSA), and the results of the project development were given, up till the moment of the meeting, of the third stage of the "Discursos Oficiales de Salvador Allende" project, whose process of correction and validation had not finalized yet. The FSA, made a positive evaluation of the progress made so far and desired to continue with the liberation of material, for which it was proposed to create a fourth stage to liberate an additional 400 pages (and now measuring the number of pages transcribed rather than the number of speeches,) possibly in two sets of 200 pages each. The selection of (new) material could be made during March, once the third stage is finalized.

Wikipedia in the University 2015 in the U. de Chile (I)[edit]

Summary/report:
In this activity, where Martín Pérez, professor of the University of Chile played a part, with Eduardo Testart, president of Wikimedia Chile, it was discussed the details for the implementation of a fourth stage of the project "Wikipedia in the University." The application of the project was agreed on for at least one course taught by Martín Pérez in the University of Chile during the first semester of 2015.

The topics addressed in the first ordinary session of the Board during 2015, was the revision of the budget presented by the 2013-2014 annual plan and the discussion of the organization of the new budget; the possibility was reviewed of participating as a chapter in the GLAM-Wiki conference in The Netherlands; the presentation of the idea proposed by Anna Torres, Executive Director of Wikimedia Argentina, over a joint "editatón" or edit-a-thon, between Wikimedia Chile and Wikimedia Argentina in the city of Mendoza, bringing to a vote this same event for the approval of the board.

Meeting, Wikipedia in the University 2015 in the UAH (I)[edit]

Summary/report:
A meeting was held with Enzo Abbagliati, professor of the Interactive Communication course, for the major of Information Management, Libraries and Archives of the Universidad Alberto Hurtado. During this same meeting, a brief presentation was made over the experience gained in the implementation of the project "Wikipedia en la Universidad" or Wikipedia in the University, developed since 2011. An agreement is reached for the implementation of a version of the Wikipedia in the University program for 2015 in Universidad Alberto Hurtado.

Editing Workshop and Editatón on International Women's Day 2015[edit]

Summary/report:
Wikimedia Chile, together with Girls in Tech Chile and Women Who Code Santiago, held a double session of editing in Wikipedia the 13 and 14 of March 2015 in the Universidad San Sebastián. The first day an editing workshop was given for those who weren't familiar with Wikipedia, and the second day an "ediatón" was organized over the topics of gender and biographies of notable women. 56 participants attended in total (35 attended the workshop and 21 attended the editatón), 23 articles were created, besides an additional remote (online) participant that created another article, to bring the totals to 56 total participants and 24 articles created.

Presentation Wikipedia in the University 2015 - School of Economics and Business, Universidad de Chile[edit]

Summary/report:
Within the scope of the project of Wikipedia in the University for 2015, a presentation was held, with the participation of around 40 students, one assistant and the professor. Various concepts that define the world of Wikimedia were explained, as well as the pillars that sustain the function of Wikipedia, with emphasis over what is a "free licence" and its effect on the projects in the Wikimedia Foundation.

Conference Wikimedia Chile 2015[edit]

Summary/report:
The 26th, 27th and 28th of March, Wikimedia Chile organized the first Wikimedia Conference in the country that presented a diverse array of topics in relation to free culture and the wiki world, such as the role of cultural institutions, the gender gap, as well as the influence and use of Wikipedia in educational contexts.

The conference was held in the Sala América in the Biblioteca Nacional de Chile, pilar of the collective memory and identity of the country, and a strong, strategic partner of Wikimedia Chile in pursuing the diffusion of free knowledge. The event included international and national presenters, as well as a total attendance of 173 persons. The first day, arrived 50 participants to block II; the second day 34 to block III and 53 to block IV; and the third day 36 to blocks V-VI.

The event was covered by one of the principal, nationally circulated newspapers in Chile, El Mercurio.

  • First Day - March 26

On Thursday, March 26 the first day of the conference was held, inaugurated with the signing of the partnership agreement between Wikimedia Chile and the Biblioteca Nacional.

Afterward, a speech was delivered by the then, vice president and member of the Board of Directors of the Wikimedia Foundation, Patricio Lorente, who gave the traditional "state of the wiki," a consistent ritual throughout the annual conferences of Wikimedia (Wikimanía), where the successes of Wikipedia are shared and the future plans of the Wikimedia movement are reviewed.

  • Second Day - March 27

On Friday, March 27 the day’s schedule was divided into two blocks. The first was held during the morning, where the topic of importance was "free culture" and its application in the projects of Wikimedia.

This same block was begin with the panel "Wikipedia in Free Culture," where Patricio Lorente and Eduardo Testart reviewed the history of Wikipedia’s development, which took place in the free software movement, and addressed any doubts from the public in respect to free culture.

After, Vladimir Garay from the NGO, Derechos Digitales, addressed the relevance that the Public Domain holds in the access to knowledge as a right, and alerted to the effects of regulation through international copyright agreements, that damage the national Public Domain. In addition, Garay covered the results of an interesting study over Public Domain in Chile, that was the origin and inspiration for a type of "calculator" for the protection of national works. Finally, Eduardo Testart and Rocío Consales formed part of a panel over the projects of Wikimedia Chile related to Wikisource and their experiences as "Wikipedians in Residence."

The second block of Friday 27, addressed in depth the collaboration agreements between Wikimedia and cultural institutions or "GLAM" (Galleries, Libraries, Archives and Museums.) Marco Correa, director of Wikimedia Chile, introduced the concept of GLAM and presented the diverse opportunities that could be created between GLAM and Wikimedia. Afterward, Daniela Schütte, general coordinator of Memoria Chilena, spoke about the dedication of the National Library in opening access to knowledge.

Later on, Osmar Valdebenito, general coordinator of Iberocoop, gave various examples of a wide range of activities made in GLAM Wiki collaborations throughout various countries in Latin America, Spain and Italy. To close the sessions of the day, Carla Hernández, manager of the Documentation Center in the Fundación Salvador Allende, delivered details over the development and achievements of the project dedicated to the liberation of the official speeches of Salvador Allende, carried out with Wikimedia Chile, that have liberated, until the moment, 50 speeches from the ex-president, consisting in 814 pages, that have been transcribed by volunteers in Wikisource.

The last day of the conference, Saturday March 28, was dedicated to the role of Wikipedia in Education. The first presentation was delivered by Kacie Harold, Learning and Evaluation analyst from the Wikimedia Foundation, who presented the Wikipedia Education Program, that is present in more than 70 countries, including Chile, with close to 10 thousand students involved that have contributed to more than 105 million bytes of new content. Afterward, Melina Masnatta, Education Director of Wikimedia Argentina, shared a diverse range of activities from this same country, created under the educational context of the project "Wikipedia en el aula" or Wikipedia in the Classroom.

Third, Eduardo Graells-Garrido, who gave the results from two investigation projects where Wikipedia had been utilized; one of them was a sociolinguistic analysis of the biographies of men and women in English Wikipedia, that demonstrated the phenomenon of gender bias in this encyclopedia.

Finally, the panel "Use of Wikipedia in Chilean Universities" was held, where two professors from Chilean universities recounted their experiences from using the encyclopedia in their classes. Ricardo Martínez, a journalism professor from the Universidad Diego Portales, began to work in 2006 with Wikipedia and was able to achieve the creation of more than 200 articles throughout different courses he has taught. The young professor, Martín Pérez from Universidad de Chile, who has participated since 2014 in the project "Wikipedia in the University of Chile", proposed the use of Wikipedia as the solution to two problems found among his students: students would copy Wikipedia to complete their essays, and couldn’t write according to their university level.

Agreement Signing with the National Library of Chile[edit]

Summary/report:
On Thursday March 26, the partnership agreement between the Biblioteca Nacional de Chile and Wikimedia Chile was signed, represented by the director(s) of Dibam, José Cortés, and the president of Wikimedia Chile, Eduardo Testart. On this occasion, the subdirector of the National Library, Ana Tironi expressed her agreement to reinforce the mission of their institution, that together with their other projects Memoria Chilena and the Biblioteca Nacional Digital, "that will permit us to amplify access even further and interest the generation of collaborative knowledge from our collections". Eduardo Testart, on the behalf of Wikimedia Chile, laid out in his speech the importance of this agreement, since the National Library is a natural ally of Wikimedia Chile, and reflected that these types of agreements assist in the liberation of culture, with which "we open the doors to construct and generate more knowledge".

A meeting was held with José Cortés Vergara, Manager of the Judicial Department of the DIBAM; Claudio Ossa Rojas, Manager of the Intellectual Property Department; Roberto Aguirre, Manager of the Digital Collections Department and Daniela Schütte; Coordinator for Memoria Chilena, to review issues over the possible liberation of logos on behalf of the Biblioteca Nacional. In said meeting, some concepts were clarified in relation to free licenses and other legal aspects related to Chilean law.

Summary/report:
Wikimedia Netherlands (WMNL) organized a conference over the GLAM (Galleries, Libraries, Archives and Museums) initiatives, which is composed of collaborative activities between GLAM institutions and the Wikimedia movement. In representation of Wikimedia Chile, and thanks to a scholarship given by WMNL, the director Marco Correa attended, who as a GLAM coordinator presented over the project Official Speeches of Salvador Allende, and attended a diverse array of presentations and panels organized over the three days of the conference.

Science and Technology in Chile Edit-A-Thon[edit]

Summary/report:
Wikimedia Chile, through an invitation extended by SpaceApps Challenge 2015 - the world largest hackathon convened annually by the NASA and organized in Chile by OpenStreetMap Chile - performed the first Science and Technology Edit-A-Thon, and the third one in Chile. Seven Wikimedia editors and two volunteers took part in this activity, where nine articles were created. Also, one volunteer worked remotely, creating one article.

A meeting took place to discuss the details of the 2015 Wikipedia in the University implementation in the Interactive Communication class, part of the Information Management, Library and Archives program course in Alberto Hurtado University (AUH). Under the supervision of Prof. Enzo Abbagliati, the meeting focused on the use of the educational program, the delimitation of the topics that are going to be created by the students and the evaluation parameters that are going to be used by the class instructor.

Meeting with Pan-American Association of Medical Technologists[edit]

A meeting took place with Juan Carlos Araya, President of the Pan-American Association of Medical Technologists. During the meeting, the general context of the Wikimedia movement was explained and the way Wikimedia Foundation projects work, as well. Additionally, we considered the possibility of engaging together in an activity such as a Wikipedia Edition Workshop and also the possibility of releasing free licensed articles through projects supported by the Wikimedia Foundation.

Summary/report:
Eduardo Testart answered various questions made by Margherita Cordano, Education journalist for the newspaper El Mercurio in Santiago, based on the presentation made by Kacie Harold in the Wikimedia Chile Conference 2015. The presentation was given during the “Wikipedia and Education” block of the conference, which was created under the Collaboration Agreement signed between Wikimedia Chile and the National Library of Chile.

Editing Workshop, Wikipedia in the University 2015 in the UAH (I)[edit]

Summary/report:
Within the project Wikipedia in the University 2015, the first workshop was held in the Interactive Communication class, taught by the professor Enzo Abbagliati in Alberto Hurtado University (UAH), where 14 students participated alongside professor Abbagliati. The presentation analyzed the five pillars of Wikipedia and policies of Wikipedia, as well as the use of free licences that permit collaboration between the projects of Wikimedia. Afterward, the format of Wikipedia articles was explained and together with the participants wiki code was put into practice for these same articles.

Summary/report:
The third regular Board Meeting of 2015 focused on these topics: voting and rectification of the new applications for active partners; the rectification of the regulations for the Corporation Board applications; discussion over the participation in the SpaceApps 2015 event; and the introduction of new initiatives for creating new mailing lists for GLAM and Education.

Summary/report:
During the fourth WMCL member assembly, a report of the 2014 activities as well as the financial status of the Corporation was presented to the members. In addition to that report, the pending activities for the Corporation in 2015 were discussed. Also, members of the second Board of Directors and representatives of the Tribunal of Honor were elected; the ordinary membership dues were determined as well. Seventeen active members attended and participated in the assembly.

Wikipedia in the University 2015 in the UTEM (I)[edit]

Summary/report:
The first Wikipedia in the University workshop at the Universidad Tecnológica Metropolitana (UTEM), fell within the framework of the Wikipedia in the University 2015 project. This workshop was part of the activities of the Analysis and Information Retrieval class, supervised by Prof. Guillermo Toro. Eight students and Prof. Toro himself took part in it. In the course of the workshop, Wikipedia's five pillars were analyzed, with a focus on free-licensed works and the benefits the brought to projects such as Wikimedia Foundation. In addition, mediawiki software code was introduced and, as a matter of understanding the inclusion of references in wiki-related articles, to concepts such as transclusion and templates, were explained. Moreover, Wikipedia-related edition concepts and its potential as tool for education, management of information and knowledge generation, were also introduced during the conference.

Summary/report:
A meeting was held with Elisa Figueroa Cox, the administrator of the Fonck Museum. During the meeting, the general context of the Wikimedia movement was explained as well as how the Wikimedia Foundation projects work. Additionally, the concept of GLAM (Galleries, Libraries, Archives and Museums) was introduced, featuring the multiple uses of this initiative in a museum: priority access to restricted places, guided visits to the museum, Wikipedia editing workshops, Wikipedia edit-a-thons, Wikipedia contests, Wikipedia-related internships and the creation of free-licensed works, according to the Wikimedia Foundation guidelines.

Summary/report:
The annual conference of Wikimedia, where the representatives of chapters from all over the world attend, was organized in 2015 by Wikimedia Deutschland. Two members of Wikimedia Chile attended the conference: Eduardo Testart, president of Wikimedia Chile, and Juan David Ruiz, treasurer of Wikimedia Chile. The representatives attended the general sessions, as well as other talks and specialized workshops, over an array of topics of interest to Wikimedia Chile. Also, during the first day of the conference they met with representatives of other chapters that form the Regional Cooperation initiative for Iberoamérica (Iberocoop).

Thursday 14, there was a pre-conference event, where various talks and workshops were held. Some of the most relevant topics covered was the design of the SMART proposal, analysis of Wikimetrics and an activity over survey design. During the afternoon, the activities continued with a workshop over reports and storytelling, as well as a section over Program Toolkits focused on Education.

During the first day of the conference a ‘round-robin’ activity was held, with a series of rotating micro-conversations between participants, and afterward in another segment, ideas and information were gathered over the value of local/public organizations in different areas. In the afternoon, some notable events were: A presentation over the processes, goals and achievements of different regional cooperation networks, where the case of Iberocoop was presented; sessions over managing the challenges in the administration of a Board of Directors; and a ‘Q & A’ session with the Funds Dissemination Committee (FDC), to better understand the function/structure of the Annual Plan Grants (APG).

The second day began with a session that covered how to achieve that ‘quality’ becomes a standard ‘habit’ throughout all of our organizations, and afterward: a meeting between the Wikimedia Foundation (WMF) Board of Directors, and the chapters and thematic organizations, which was held in a series of table rotations. In the afternoon, Lila Tetrikov, Executive Director of the Wikimedia Foundation, who delivered her vision of the Wikimedia movement, the Foundation, as well as the importance of local organizations and groups, followed by a reflection over this same talk.

The third day of the conference, several sessions of discussion were held over the definition and measurement of the concept of ‘impact,’ by way of Global Metrics in Wikimedia; in parallel a talk was held where Wikimedia U.K. shared the lessons learned over the financial management and how this experience could turn out to be relevant for the rest of the organizations. Next, a session analyzed the six most relevant questions that resulted from the Chapters Dialogue, where a space was generated to discuss possible answers and or steps to follow. Later on, the last two sessions of the conference took place: In the first, the present model of the Wikimedia Conference was discussed and how the program could be changed so it could be more useful to the movement in the future; last, the closing general session was held, where for the first time a connection or bridge was attempted between the Wikimedia Conference and Wikimania.

Within the Interactive Communication class, supervised by Prof. Enzo Abbagliati, the second session of the Wikipedia project was held at the Alberto Hurtado University. Marco Correa reviewed the progress made by each student, pointing out the positive and negative aspects of their articles in-process, reinforcing the importance to not plagiarize when writing in Wikipedia.

Summary/report:
The third Heritage Day Edit-a-thon took place at the National Library of Chile, under the National Heritage Day activities. Throughout the day, public museums, libraries and different points of historical interest are open and freely available to everyone interested in visiting them. This year, the edit-a-thon's main objective was the creation of Wikipedia articles related to the cultural heritage of Chile. Wikimedia Chile members acted as guides to dozens of visitors to the Salón Bicentenario and explained the uses of Wikipedia and the multimedia resources of Wikimedia Commons. Eleven editors participated in this activity and fifteen new articles were created, all of them related to museums, monuments and Chilean public figures that are culturally relevant.

A meeting was held with Guillermo Toro, Professor and Director at the School of Library Science in the Technological Metropolitan University (UTEM). A short presentation was given over the experience gained with the implementation of the project Wikipedia in the University, in development since 2011, as well as the educational tool from the Wikipedia Education Program, analyzing the possibility to officially implement a version of "Wikipedia in the University 2015" in UTEM. Summary/report:
Daniela Schütte, María José Cumplido and Eduardo Testart held a coordination meeting to review the progress and pending tasks of the Wikimedian In Residence pilot-program at the National Library of Chile. Other goals and further work engagement, once the project is finished, were considered by the team. In addition, the content of the three final documents of the Wikisource pilot program were established. An October edit-a-thon was proposed, to commemorate the anniversary of the cultural website Memoria Chilena. Daniela Schütte proposed a selection of these documents to showcase while the edit-a-thon takes place, so the participants can compare the original documentation with the digitalized version.

Summary/report:
A meeting between Marco Correa and Beatriz Lorenzo, Academic Department Coordinator of the Centro Cultural de España (CCE), took place to explain the details about the required resources for an edit-a-thon. The cultural influence of Spain, as well as the Spanish exile in Chile - with a focus on the landing of the ship Winnipeg(1939) - were set as the main topics of the forthcoming edit-a-thon. All the required resources were planned to be provided by the CCE as well as the original images from the Spanish exiles (provided by the Winnipeg Association.) It was planned to upload these images to Wikimedia Commons as well. In addition, Ms. Lorenzo offered to propose an editing workshop to the CCE officials, before the edit-a-thon to expand the event impact.

Editing Workshop, Wikipedia in the University 2015 - FEN of the Universidad de Chile (I)[edit]

Summary/report:
The first Wikipedia in the University workshop at the Economics and Business School of the Universidad de Chile, fell within the framework of the Wikipedia in the University 2015 project. This workshop was part of the activities for the Introduction to Technology class, supervised by Professor Martín Pérez Comisso. In the course of the workshop, where two students and Professor Pérez attended, Wikipedia's five pillars were analyzed, with a focus on free-licensed works and the benefits brought to projects such as the Wikimedia Foundation. In addition, Mediawiki software code was introduced and, as a matter of understanding the inclusion of references in wiki-related articles, two concepts such as transclusion and templates, were explained. Moreover, Wikipedia-related editing concepts and its potential as tool for education, management of information and knowledge generation, were also reviewed during this session.

The Wikimedia Chile Board attended and engaged in several events within the Wikimania 2015 Pre-Conference. Eduardo Testart and Rocío Consales took part in the Education event, where experiences, tools and effects of the Wikimedia educative project were discussed. Marco Correa and Sarah Chambers participated in the Wikimedia Foundation Learning Day, where storytelling and reporting techniques were reviewed to perfect documentation produced by chapters, as well as methods of engagement for volunteers and new participants, while Dennis Tobar took part in the Hackathon.

Wikimania 2015[edit]

Summary/report:
Wikimania 2015 is the official annual conference and meeting of the Wikimedia Foundation and the Wikimedia Community. Wikimedia Mexico was the event host, opening the discussion over the vision and work of the Wikimedia Foundation and the free knowledge (movement) around the world, where talks and activities were held not only in English, but activities and a Spanish 'track' were included within the conference to improve the local engagement and regional involvement in the event.

Ten members of Wikimedia Chile took part in the event, two of them as representatives of Wikimedia Chile, funded by a Wikimedia Foundation subsidy to the WMCL chapter. All of them engaged in different activities within the conference program such as discussion sessions (in English and Spanish), where the community manifested their interest in the issues related to Wikipedia and other Wikimedia Foundation related projects.

The official opening of the conference was July 17, with an opening ceremony and speech presided by Ivan Martínez, the Wikimania 2015 Coordinator and President of Wikimedia Mexico.

Throughout the diverse talks, meetings, conferences and workshops that took place, the different aspects of the Wikimedia Foundation projects were discussed as well as opportunities for chapter or regional collaboration. The representatives of Wikimedia Chile divided themselves to take part and attend the largest number of sessions possible, selecting those with the topics most relevant or pertinent to the current projects and interests of the WMCL chapter.

On July 17, the first sessions and activities commenced where the WMCL team divided itself between the activities in Spanish and English, related to the Wikimedia movement, GLAM, technical talks as well as the advances and initiatives related to the Wikimedia movement.

On July 18, similar to the previous day's activities, the team took part in different meetings and workshops related to Wikipedia and Wikimedia policies, new initiatives, practices and featured speakers over cultural topics related to the technological use of the knowledge, privacy, licenses and uses.

Finally on July 19, the secretary of Wikimedia Chile, Sarah Chambers presented a mini-workshop titled "Supersize Me! – Growth Hacking for Developing Wiki Groups", focused on sharing the diverse, low-cost or free techniques to gather together and encourage participation in local (interest) groups. Additionally, the President of Wikimedia Chile, Marco Correa attended a meeting of Wikimedia Chapter Presidents, led by Jimmy Wales. At the end of this day the closing ceremony was held, along with a brief awards ceremony for the 'Wikipedists' of the year and the presentation of Wikimania 2016 in Esino Lario, Italy, which will be organized by Wikimedia Italia.

Commencement of Event Photography Project[edit]

Summary/report:
Overlapping with the Wikimania Conference, the Event Photography Project was started under the coordination of Carlos Figueroa, member of Wikimedia Chile. A Nikon D5200 was bought to capture pictures of the participation of Wikimedia Chile during the Wikimania 2015 conference in Mexico City. Starting July 15, various photos of the conference were uploaded to Wikimedia Commons with a total of 128 images produced.

Lessons learned[edit]

What lessons were learned that may help others succeed in similar projects, or that may change the way you are doing this project?
What worked well?
  • Administrative Tasks
The grant received allowed us to cover various administrative costs. Thanks to this we have moved to a new web hosting, which has allowed our website to continue with a healthy operation. Members of Wikimedia Chile, including the Board, now have faster access to chapter information, in comparision to the previous provider, improving the availability of the site. In addition, and since it now runs under a VPS service, a customized configuration allows the administrator and users to have all their needs covered. In addition, our virtual office used for tax purposes, is now working properly, with services that allow the entire board to use a physical office once a month for board meetings and general coordination. The financial operations of our institution continues on the right path: Monthly payments for the chapter bank account have been processed, allowing the Corporation activities to continue. Also, the grant funds from the Wikimedia Foundation can now be received properly.


  • Birth and Death Registries of Leadership Seats of Chile
For the project Birth and Death Registries of Leadership Seats of Chile, 25 documents that were part of the Chilean Civil Registry records were located in 2014; 24 were requested and finally 23 were provided through a formal channel. From the latter, only 22 could be used, since one document was a copy from a modern certificate. From these documents, 6 were uploaded on 2014, and 4 of them during April 2015, leaving 12 documents pending to be uploaded. We are also trying to acquire certificates from the Archbishop of Santiago. Additionally, the process of locating documents is slow due to the fact that Chilean authorities need the specific location of the documentation in order to solicit a copy.


  • Official Speeches of Salvador Allende
The transcription and validation of the liberated speeches from the third stage of the "Speeches of Salvador Allende" (on September 22, 2014) is still ongoing. By the end of 2014, 19 speeches (and around 375 pages) from the third stage were corrected and 10 speeches (and around 132 pages) were validated. By this date, all 25 speeches from the third stage have been corrected —composed of a total of 473 pages—, but only 12 of them have been validated, including a validation of 173 pages. This leaves around 300 pages remaining to be validated, but we understand that there is still time to liberate more speeches, if this present stage is finished in the short to mid-term. Also, there might be a chance to ask for additional help from the interns in the Salvador Allende Foundation, that normally arrive in the third quarter of the year.


  • Wikipedia in University
During the first semester of 2015 we worked with two courses that participated in this project. The first one was "Introduction to Technology", held in University of Chile by the same teacher that participated in previous versions of the project, who also joined Wikimedia Chile as a member. The second course was "Interactive Communication" in the Universidad Alberto Hurtado, which was its first time joining this project. The first course (U. de Chile) had 48 students (and new users) that created and improved almost 40 articles in Spanish Wikipedia; in the second course (U. Alberto Hurtado), 20 students created 20 new articles about national monuments and museums of Chile. With these two courses we were able to meet and achieve the project goals for the whole year, with a total of 68 new editors and 60 new articles. Also, with the help of the Wikipedia Education tool, the project's execution was made easier.


  • Wikimedia Chile Outreach
Through the creation of a network between different organizations with common goals, several edit-a-thons and editing workshops were held. The number of people who registered and participated with our Meetup group increased. This group has created the possibility to connect more people interested in the free-culture movement and could potentially serve as a source for future Wikipedia editors and WMCL chapter members. A Hootsuite account was set up to manage our social networks as well. Until July 2015, Wikimedia Chile organized three edit-a-thons and two editing workshops, with a total number of 5 outreach activities. Unfortunately we will not reach the goal of 40 chapter members total. Until July 2015, Wikimedia Chile organized three edit-a-thons, each one with a focus on a specific topic: Women's Day, National Heritage Day and a complementary activity during the SpaceApps event, along with 6 other workshops. Social media has helped us to share more information about Wikimedia Foundation projects, monthly initiatives, as well as Wikimedia Chile events. The number of followers within our social networks, according to our predictions for 2015, have been increasing consistently; the Meetup group "Wiki Force Chile" reached 100 members on July 4, 2015. By July 31, we have a total of 1,150 followers in twitter and 1,402 followers in Facebook. For the second semester we are expecting an increase in the total number of users for our Meetup group, and are planning to start using a social management tool to boost the ratio of followers in our social media networks.


  • Wikimedian in Residence in the National Library of Chile
Thanks to the agreement with the National Library of Chile, between February and July of 2015, a “Wikipedian in Residence” visited the National Library of Chile once a week, to help develop and create Wikipedia articles about or related to the National Library itself. Also as part of the residence, 208 images ranging from public spaces to areas of restricted access within the National Library were photographed and 3 documents (composed of 168 pages) where uploaded to Wikimedia Commons.

  • Wikimedia Chile Conference 2015
A three-day Conferece was organized by Wikimedia Chile, were 173 people attended. The first day 50 people arrived for block II, the second day 34 attended block III, and 53 for block IV; the third and last day, 36 people attended blocks V-VI. The conference took place in the last days of March and was held in the National Library of Chile. Numerous organizations, educators and people with interest in the Wikimedia Foundation projects attended the conference, who were all introduced to the different features and projects of the foundation. During the event, attendants were informed about the benefits, challenges and means to collaborate with free-content projects. Additionaly, the achievements reached through GLAM, outreach and educational projects were presented. The main goal of the event was achieved, allowing us to reach a range of representatives from educational areas, as well as the general public. In addition, some cultural organizations engaged with us, creating a link between them and Wikimedia Chile. We are expecting to generate new content with their help, through the creation of articles, magazine documentation and so on. Finally, it is important to point out that during the conference, an agreement between WMCL and the National Library of Chile was signed which will allow us to create an alliance for future events.

A camera was purchased and designated for the Wikimedia Chile member that is in charge of this project. Most of the work related to this project is expected to be produced during the second semester of 2015.

What didn't work?
  • Administrative Tasks
Some administrative tasks could not be carried out, such as the printing of diplommas for founding members of the chapter and additional Board business cards, due to the busy schedule of the volunteers.


  • Birth and Death Registries of Leadership Seats of Chile
Not all of the necessary documentation is available from the Chilean Civil Registration office. The oldest documentation is kept in the Archives of the Archbishopric of Santiago, where the access to these documents is restricted. Consequently, they could not be obtained.


  • Official Speeches of Salvador Allende
The third stage of the project "Official Speeches of Salvador Allende" is the most ambitious stage of the project so far; it is composed of the same number of speeches than the first and second stages combined, with 132 pages more than the first two stages, entering a total of 473 pages. The Spanish community of Wikisource has moved a bit slower than we expected, and by this point, understanding at the same time that this was the most ambitous stage of the project, we do not have all the speeches corrected and validated. That is why in a mutual agreement, we decided along with the Salvador Allende Foundation, to wait to liberate more speeches until the third stage is finished, deciding to postpone the next part of the project for the second semester.


  • Wikipedia in University
The Wikipedia in University project was affected by outside issues that generated a postponement of the project. The Metropolitan University of Technology —and other universities— underwent a student strike and as a result, it wasn't possible to complete the project in this university.


  • Wikimedia Chile Outreach
One of the problems that we have faced is the necessity for outreach materials as requested from the Wikimedia Foundation that haven't been sent, creating a lack of supplies; we have been continuing outreach with the limited materials we have in stock from past years.


  • Wikimedian in Residence in the National Library of Chile
In regard to the Wikimedian in Residence in the National Library, the hardest task was the selection of the material to be uploaded and worked on. Since the Library has an immense catalog, it's difficult to select and agree on material of impact, within a manageable size that can be uploaded.


  • Trans-Andean Edit-a-thon
Planned for the second semester of 2015.


  • Wikimedia Chile Conference 2015
Wikimedia Chile made a great outreach effort, contacting 291 GLAM and Educational organizations, but even considering the latter, we considerer that the response from target organizations wasn't as good as we expected, even though a fairly good number of attendees were present at the final event.

Since the camera for the project was recently acquired, we have not been able to submit a press credentials request yet, and now can proceed to do so for the project.

Additionally, Wikimedia Chile will be able to accomplish its administrative tasks, some of them as requested in our bylaws, this involves the organization of our general assembly, secure participation of regular and board members on relevant activities, sending materials, as the formal letters for participation on the Assembly as well, to our members, pay our bank fees and replenish office supplies.

Birth and Death Registries of Leadership Seats of Chile[1] [2]
The project's objective is to seek, obtain, record and digitally publish birth and death certificates of the Presidents and Governors of Chile and make them digitally available in order to preserve historical data (and allow Chileans and foreigners that want to use them) through Wikimedia Commons, as well as complete historical information relevant to Chile. The amount of certificates yet to acquire is 112, and according to the dates, 25 of them should be under the tuition of the Civil Registry and Identification, most of the remaining registries are located in the Archive of the Archbishopric of Santiago, and this would require further development.

Official Speeches of Salvador Allende[3]
The Official Speeches of Salvador Allende (former president of Chile) is a project currently under development at Wikisource, supported by the Salvador Allende Foundation (FSA). FSA has in its archive near 217 different speeches (in some 247 documents), which consist of the surviving transcripts of his official speeches, since the rest have been destroyed or are missing. We developed a pilot project, consisting in ten speeches donated by the FSA. The files, originally provided in .PDF format, were converted to DjVu, and uploaded to Wikimedia Commons. Afterwards the articles for the speeches were created in Wikisource, so they could be corrected and validated. We launched this project in stages: The pilot project included 10 speeches, the second stage 15 and the third one 25, which reached 50 speeches in total, therefore almost a 23% of the material available in the archive of the FSA has been freely licensed. In January of 2015, we held a meeting with the Salvador Allende Foundation, and a preliminary release of 400 pages of material to be freely licensed during 2015 was scheduled. We decided to change how we speak about and measure the releases, since the work in Wikisource is made by pages, and the latter is variable from speech to speech.

We have seen that things have been moving slower than expected on Spanish Wikisource, which we believe is the major reason for not having being able to close the third stage of the project —that started in 2014— yet. We are also waiting to see if the interns of the Salvador Allende Foundation can help us to validate the third stage of the project and start the fourth.
Wikipedia in University[4] [5]
This would be the fourth version of this project organized by Wikimedia Chile. The pilot project consisted of teaching law students in Coquimbo, from the Catholic University of the North, on editing Wikipedia, and 7 new articles were created by 39 students as a part of their regular curriculum. In the second version of the project, held in University of Valparaíso, 16 new articles were collectively created by 116 students. Also, after conversations that started in July, a third version of this project was implemented. Wikimedia Chile gave a speech/editing workshop by September, and by the end of 2014 two courses in Universidad de Chile, one called “Science and Technology on Urban Space”, and the second one “The Power of Science”, implemented Wikipedia as an educational tool. In the first course 12 individual students created 12 articles (but one was taken down); and the second course had 46 students distributed in groups of 6, working in articles, from that work, 6 articles where created, but only 2 articles remained. The plan is to organize a fourth version of this initiative during 2015, for a course of about 50 students, where each of them must create an article that does not exist in Spanish Wikipedia.

During the first semester of 2015 there were two courses that participated in this project. The first one was "Introduction to Technology", held in University of Chile, and the second course was "Interactive Communication" in the Universidad Alberto Hurtado (first time joining this project). The first course had 48 students (and new users) that created and improved almost 40 articles in Spanish Wikipedia; in the second one, 20 students created 20 new articles about national monuments and museums of Chile. With these two courses we achieved this project's goals for the whole year, with a total of 68 new editors and 60 new articles.
Wikimedia Chile Outreach: During the organization of our projects and activities, were we tried a wide variety of activities related to outreach, we decided to focus on four aspects:
  • a) The first one is to organize at least 8 Wikipedia editing workshops, edit-a-thons and or Wiki Takes events.
  • b) The second one are the usage of promotional materials (T-shirts, printed material)
  • c) Increase the participation in Meetup group Wiki Force Chile
  • d) The fourth is to facilitate the handling of our social media and outreach tools.

Until July 2015, Wikimedia Chile organized three edit-a-thons, each one of them with a focus on a specific topic: International Women's Day, National Heritage Day and a complementary activity during the SpaceApps event, and held 6 workshops. Social media has helped us to spread more information about Wikimedia Foundation projects, as well as Wikimedia Chile events. The number of followers in our social networks, according to our predictions for 2015, has been constantly increasing. The Meetup group Wiki Force Chile reached 100 members on July 4, 2015. By July 31, we have 1,150 followers in Twitter and 1,402 followers in Facebook. For the second semester, we are expecting the number of users in our Meetup group to raise and we are planning to start using a social management tool, to boost the ratio of followers in our social media channels.
Wikimedian in Residence in the National Library of Chile
This is a new project derived from our future agreement with the National Library of Chile. The idea is to work in collaboration with the National Library of Chile, improving articles in Wikipedia, and uploading material (books, images and maps) that belong to the public domain, which is archived in the National Library and scanned by Memoria Chilena, onto Wikimedia Commons, and Wikisource. At the present moment 76 images and 1 document have been uploaded thanks to this collaboration. We hope to upload and transcribe an average of 2 documents per month (a total of 10 documents), and improve about 20 articles commonly chosen, and create a manual in Spanish, as a guide for Wikimedians in Residence.

Thanks to the agreement with the National Library of Chile, between February and July of 2015, a “Wikipedian in Residence” attended once a week to the National Library of Chile, to help develop and create Wikipedia articles about or related to the National Library itself. Also, as part of the residence, 208 images ranging from public spaces to areas of restricted access of the National Library were photographed and 3 documents (composed of 168 pages) where uploaded to Wikimedia Commons. For the second semester, we are expecting to upload over 220 images to Wikipedia and the improvement of 2 articles (in English and Spanish), through the uploaded pictures and the day-to-day engagement of the intern in the National Library.
Trans-Andean Edit-a-thon
This is an idea proposed by Wikimedia Argentina, to organize a bi-national editing event in Mendoza, Argentina. Preliminary conversations have already been held by Wikimedia Argentina with the National University of Cuyo, to organize this event, and also a date has been proposed, between September 30th and October 4. We would like to make possible for 10 volunteers to attend to this event, to take pictures and to improve articles that cross the common history of Chile and Argentina. To keep the costs as low as possible, we plan to travel by bus.

This activity was planned for the second semester of 2015, due to the bad weather that occurs in Chilean-Argentinian border during the winter season. We are planning to execute this event in the spring, around September or October.
Wikimedia Chile Conference 2015
This project is a fusion of two activities that were not executed during our last grant, and we decided to postpone for 2015. Over that, we decided to add an additional element to the prior two. The overall activity consists in organizing a conference with four blocks: The future of Wikipedia, Free knowledge, GLAM and Education. We already reserved the room for the Conference since December, and the the National Library of Chile donated the cost of it, therefore, the venue will represent no disbursement for the project. We also have invited three keynoters, and already started reaching out people, to target the right audience for each track. We would like to reach the widest amount and types of cultural and educational institutions and people that might be interested in the world, conceptions and ideas of the Wikimedia movement, and within this group find people that is willing to engage in Wikimedia, GLAM and/or Educational activities, and hopefully would like to establish long-term, strong relations.

A three-day Conference was organized by Wikimedia Chile, where 173 people attended. The first day 50 people arrived for block II, the second day 34 attended to block III, and 53 to block IV, and the third and last day 36 people for blocks V-VI. The conference took place during the last days of March and was held in the National Library of Chile. Numerous organizations, educational groups and people with interest in the Wikimedia Foundation projects, attended the conference. They were all introduced to the different features and projects of the foundation. During the event, the attendants were told about the benefits, challenges and means to collaborate with free-content projects. Additionally, we presented the achievements through GLAM, outreach and educational projects. The main goal of the event was achieved, allowing us to reach different people from educational areas and general public, as well. In addition, many cultural organizations engaged with us, creating a link between them and the Wikimedia Foundation. We are expecting to generate new content with them, through the creation of articles, magazines, documentation and so on. Finally, it is important to point out that during the conference, we signed an agreement with the National Library of Chile that will allow us to create an alliance for future events.
Sport and other Events Accreditation
This project consists in purchasing a professional camera to be able to get accreditation for sports and other events. We asked Wikimedia Spain, and Wikimedia Switzerland to share their experiences with the projects they developed on this matter, and what things should taken into consideration. Following this advice, we realized the importance of owning a professional equipment to be able to be granted accreditation for events. The main objective is to obtain accreditation for two, third division football teams as a starter; this decision was also based on the information presented by both Chapters. The idea is to build reputation and experience and in turn, show this to get accreditation to more exclusive events, either of higher divisions, other sports, and or other types of events. The overall goal is to document two different third division Chilean football teams and their sporting events.

Postponed for the second semester of 2015. A camera was purchased and designated for the Wikimedia Chile member that is in charge of this project. Most of the work related to this project is expected to be produced during the second semester of 2015.
Wikicontests
We want to organize 4 different wikicontests. We realized through the organization of different photograph contests, that we were able to gather 11,000 images. Sadly, a vast majority of those images remain unused, for example: for the Wiki Loves Monuments 2013 contest, 7.35% of all images are being used; and for Wiki Tour Chile 2014 contest, 3.49% of all images are being used, also, a lot of images have not being categorized. We believe this is an opportunity to take advantage of this material, and organize contest to create articles, incorporate images to Wikipedia, and other sister projects, and categorize images. We also plan to make a contest for new editors, and hope to be able to seduce people out there, that have curiosity, but never made that extra step to edit. Also, this is project is also linked to the next one, since we decided not to make more photograph contests not linked to a wikicontest, that uses the material gathered through it.

Since we organized several activities, we decided to postpone the organization of this contests for the second semester of 2015.
Wikiepic of the Meals and Drinks of Chile Photo Contest
Inspired by the success of Wiki Tour Chile 2014, the contest WikiCheese organized by Wikimedia France, and the poem by Pablo de Rokha "Epopeya de las Comidas y Bebidas de Chile", we decided to create a photograph contest called "Wikiepic of the Meals and Drinks of Chile". The idea is to obtain images of all kinds of food and drinks of Chile, upload them to commons, and then create or improve articles in Wikipedia and Wikivoyage. Therefore this project should be linked to a wikicontest.
