DORS/CLUC is the biggest and longest running regional conference on Open Technologies, Linux and the Internet and though it has primarily local and regional audience its guests are international and conference is conducted in English with Croatian when adequate (mostly workshops). Its audience are mostly from Croatians and people from neighbouring countries (Slovenia, Bosna&Herzegovina, Serbia, Montenegro)

Most participants are technology savy professionals, students, teachers, academics, journalists and activists for Open (like Open street Map community). Event will cater to both needs of beginers and those informed of Open Linked Data. Aside for semi-experienced organizers that work though HR OPEN, Croatia does not have established Wikimedia Affiliate or a User Group. It has no community of MediaWiki/Wikidata/Wikibase contributors, so this would be a first big effort to advance this situation in 2025.

In that respect this will be a Growth conference, as most participants will be completly new to OpenLinkedData/Wikidata/Wikibase.

13. What are the main objectives of the event?

Develop informative and inspirational DORS/CLUC conference track on Wikidata/Wikibase together with Open Street Maps (they already did it in 2024), as well as prep and post event workshops and presentations to attract students and enthusiasts to the topic. We would like to see at least 100 people attending different programs and 50 engaging in practical terms with the educational material and programs.

Wikimedia sister projects visibility in Croatian is minimal and the only prominent Wikipedia has negative reputation for over a decade. This created multiple gaps and prevented development of local work in structured way with instititions. We hope that more content from Croatia and about Croatia will be contributed in the future when Wikidata becomes more visible and both individuals and institutions start donating open data in volumes.

We will collaborate with partners of HR OPEN including (but not only) the main Faculty of the Electrical Engineering and Computing in Zagreb, as well as Open Street Maps community Croatia.

19. What will you do to make sure participants continue to engage in your activities after the event?

We will do post-event workshops and clinics for Wikidata and Wikibase.

Logistical Aspects

21. Do you have any proposed venue for the event?

Algebra - private polytechnic was host in 2024 and was in Zagreb wider center (easily accessible with public transport). It is likely to be the same in 2025 unless we manage to find sponoring for even bigger venue.

22. Is the event venue and hotel accessible for people with physical disabilities?

23. How many scholarships would you like to offer?

We would not offer scholarships, but will cover costs of food and local travel for students coming from outside of Zagreb.

24. What expenses will the scholarship cover?

4.500eur for 300 meals = 50 x 3 day x 2 meals x 15eur 1.500eur for 50 travel compensation = 30eur (aproximate bus and train tickets)

25. How will scholarship recipients be selected?

Based on participation in online pre-conference events. We will organize multiple webinars and presentation and offer these benefits to those participating as tokens and coupons.

26. In which ways can Wikimedia Foundation staff support your event onsite?

We are in touch with Denny Vrandečić for to join us both in person as a keynote and as advisor. We would love to have online support of at least one Wikidata admin and Wikibase developer for weekly consultations when working on pre and post conference workshops and clinics.

It would be also nice to have at least the local MediaWiki developer Željko Filipin, who is based in Zagreb and speaks Croatian to join us at the conference and contributed in discussions on how Wikimedia Foundation is developing, testing and deploying software with profesional staff, contractors and volunteers.

It would be nice if some amount of Wikimedia promotional material and goodies is made available as gifts to most commited contributors and enthusiastic participants.

26.2. Do you intend to invite any WMF staff members to your event? (please note that all WMF staff travel and accommodation costs will be covered by the foundation). Please indicate what is the limit number of WMF staff members you would like to welcome at your event.

We were only thinking of Denny Vrandečić and Željko Filipin from WMF, but if Tisza Gergő is in Hungary it might be worthwhile for him to join and help with outreach to new users and possibly presenting the work of Growth team.

29. What kind of risks do you anticipate and how would you mitigate these?

At the moment we can not see obvious problematic issues externally as we will have people register accounts and do work on Wikidata.org and Wikibase.cloud, not on HR Wikipedia. As for internal issues - Conference team has been stable (re-elections were just done before summer) and only addition this year was Open Street Maps community who built up a #3 track in the conference - shares interest in MediaWiki/Wikidata/Wikibase as they use it also (at least partially by most informed members).

Conference is usually supported by multiple sponsors (usually as cost of speakers covered), donors (general costs of catering and promotion), discounts on services (space rental) and subsidies (compensations for student regoistration). Most of the event labor is done by students on voluntary basis on the days of the conference. For more details check out the past conference info on the website.
