Part 1: Understanding your work
[edit]Per the recent update on the Wikimedia Foundation Affiliates Strategy process, Wikimedia Affiliates that are General Support Fund grantees will fulfill their affiliate reporting requirements through their final or yearly grantee report.
If you are a Wikimedia Affiliate, you will use this form for your affiliate reporting and to address the affiliate health criteria. You do not need to submit a separate report to AffCom. Follow the guidance in the green boxes to report on how you met the corresponding affiliate health criteria.
If you are not a Wikimedia Affiliate, aligning your responses with the affiliate criteria is optional and not required.
1. Please share to what extent your programs, approaches, and strategies contributed to addressing the challenges you shared in your proposal. If they did not contribute as you believed they would, please share what obstacles you faced and what, if anything, you learned from them? (required)

Wikimedians of Japan User Groupは2023年10月に提携団体となりました。主に日本語ウィキメディアプロジェクトの質の向上やコミュニティ支援を課題に据えて活動してきました。プロジェクト参加者の心理的安全性の確保、ユーザーグループの運営体制整備にも取り組んでいます。
2024-2025年度は、メールマガジンの発行、Wikimediaプロジェクトへの知名度向上の取り組み、ウィキメディアのアウトリーチ活動への支援、心理的安全性を高める取り組み、国際連携、組織体制強化などを行いました。
情報発信として、ウィキメディアの情報を集めたメールマガジン [1] を毎月発行しています。ウィキメディアの世界は広く、自律分散型コミュニティであるため、情報も分散しています。ウィキメディア・プロジェクトの参加者にとってもキャッチアップするのは容易でありません。そこで月次で主なトピックを集めています。Chqaz (https://meta.wikimedia.org/wiki/User:Chqaz)がリードしてすすめ、臨時とあわせて合計13回発行しました。
Wikimediaの各プロジェクトの知名度や関心を高める活動を行っています。Wikipedia以外の知名度はかなり低いため、まずは知ってもらうところから始める必要があるためです。中でもWikidataはエンジニア層にも興味を引く可能性が高いためセミナーで複数回取り上げるなど注力しました。主な対象としては、隣接領域でありプロジェクトへの参加やデータ活用、また私たちとのコラボレーションに興味が高いと想定される、オープンソースコミュニティや他のオープンデータコミュニティです。日本全国のオープンソースカンファレンス（オープンソースコミュティや団体が集まるカンファレンスシリーズ）に合計7回参加し、展示やセミナーを行いました。また、その翌日に集まってWikimediaに関する作業や意見交換を目的とした「もくもく会」を2回開催しました。
オープンソースコミュニティで活動する人や、それらに関心のある人たちへは一定の認知度をあげることはできましたが、その先に繋がる部分は途上です。セミナーやもくもく会の参加者は少なめで、どのように興味を持ってもらうか課題です。一方で、もくもく会に、オープンソースコミュニティのオーガナイザーが参加して意見交換したり、ウィキメディアで活動している人たちや私たちのメンバーの交流や議論の場としてはとても有用であり、機能しました。
オープンソース、オープンデータコミュニティへだけでなく、ウィキメディアコミュニティにもノウハウや情報を発信するということで、両者をターゲットに、オープンソースカンファレンス2025 Tokyo/Springで3コマ利用してJapan Wikimedia conference 2025を開催しました。
海外、国内からオンラインを交えた4本の発表がありました。Wikimedia movementの概要、Wikidataの概要や事例、テレビ番組がウィキペディア日本語版を編集してトラブルになった事例、Wikimedia Commonsの写真とオープンストリートマップデータを組み合わせたサービス事例といった内容でした。また参加者同士でも交流することができました。

Wikimediaのアウトリーチ活動をしている他団体と一緒にイベントを企画したり、イベントに私たちのメンバーが参加して参加者の支援や講演を行いました。期間中3つのイベントに協力しています。長浜市で行われたWikimedia Commonsへの写真投稿とOpenStreetMapの編集を行うオープンデータソンにメンバーが3名参加し、講師やスタッフとしてイベント運営や参加者の編集サポートに協力しました。[4]
図書館司書の自主学習グループ「ししょまろはん」とオープンデータコミュニティの「諸国・浪漫」が企画するWikimedia Commonsへの写真アップロードレクチャーのイベントにもメンバーが講師や運営スタッフとして参加しました。このイベント参加者からは私たちのメンバーに参加してくれる人も出ました。また、東京外国語大学で開催された「知られざるウィキペディアの世界」には、メンバーで未成年でありながらウィキペディア日本語版の管理者でもあるコヨミヤ([5])が登壇し、経験を共有しました。
国際連携では、ウィキメディアの国際カンファレンスであるWikimania 2024（ポーランド・カトヴィツェ） 、東アジア・東南アジア・太平洋地域のWikimediaコミュニティが戦略運動について議論する国際会議のESEAP戦略サミット2025（フィリピン・マニラ） 、台湾のオープンソースやオープンデータコミュニティが一同に集まるCOSCUP 2024（台湾・台北） に私たちのメンバーが参加し、アジア太平洋地域および世界中のウィキメディア関係者との交流や情報交換を行いました。
2024年アジア月間韓国特集というオンラインの取り組みも行いました。その一環として、韓国コミュニティと互いの去年をオンラインでつないでエディッタソンを行いました。

Wikimediaプロジェクト内外で心理的安全性を高める取り組みとして、ユニバーサル行動規範/執行ガイドライン(UCoC)の普及にも取り組みました。2025年2月に行われた日本語コミュニティ向けのUCoCオンラインセミナーの開催への協力を行いました。毎月のニュースレターでの継続的な情報発信や、オープンソースカンファレンスやその他のイベントでUCoCに関するパンフレットを合計約100部を配布しました。
組織体制については、アクティブメンバーが数名と少なく、人が圧倒的に不足している状況です。個別の声がけにより1年間で新規メンバーが約7名が参加しました。OpenStreetMapの貢献者であるBarsaka2 [7] が参加し、オープンデータの企画を協力し合ったり、合同で企画するようになってきました。書籍「70歳のウィキペディアン」を執筆し、ウィキメディアのブログDiffでも数多くの記事を執筆しているWadakuramon, [8] も参加、図書館とも絡んだアウトリーチ活動を強化していく予定です。ベテランのウィキペディアンで長年アウトリーチイベントの講師やサポートをしてきたMiya.m [9] も年度の終わり頃に参加し、今後は各地のアウトリーチイベントを支援したり連携していく予定です。また、LibreOfficeを始めとするオープンソースプロジェクト、コミュニティイベントの運営にかかわっているShinji Enoki https://meta.wikimedia.org/wiki/User:Shinji_Enoki(WJPUG) が有償スタッフとして加わりイベント運営や事務能力を少し強化しました。一方で、プライベートなど様々な事情により、活動することが難しくなったメンバーも複数おり、依然として小さいグループです。さらに公募や個別の勧誘で増やしていく必要があります。リソース不足から、公式サイトの開設、日本語版ウィキペディアのコンテンツ分布調査は実施できませんでした。
非営利型一般社団法人設立については、グループの方向性の議論や、メンバーのプライバシー保護を踏まえた制度にむけて、情報収集と議論を続けています。2025-2026年度に設立を目指しています。
これらの取り組みを通じて一定の成果があったものの、計画と実施のギャップが見られ、今後も多様なメンバーを増やしていき、コミュニティ支援の増加、心理的安全性の向上、体制整備を強化していきます。

今回の会計年度で得られた、オープンソースカンファレンスなどでオープンソースコミュニティと協力してイベントに参加し、オープンソースコミュニティやオープンソースに興味がある人に対してウィキメディア運動に対する認知を拡大できました。今後も継続して活動を実施し、引き続きオープンソースコミュニティ以外も含め、ウィキメディア運動の認知、ウィキメディアのコンテンツを使った新たなプロダクト開発を盛り上げる活動につなげていきます。また、この活動に参加できるメンバーを拡大し、オープンソースカンファレンス以外のイベントにも参加できるようにしていきます。
