The Narrative Strategy The Sudan Community, after the 2023 conflict and with the support of the foundation, has crafted a model for how free knowledge communities survive and thrive during conflict and displacement. Our commitment and priority, as stated in our strategy document, is to build a community that can contribute to the digital documentation of Sudanese heritage. In 2026, we look forward to supporting our resilience system, strengthening our community, and expanding our partnership. This annual general support grant is focusing on three main pillars, the first is supporting our stability by continuing to work on our strategic documents, governance tools and building the capacity of our community management team,to ensure that the second line leadership team are able to take the lead in case of the absence of the core team management. The second pillar is focusing on our equity, enabling and supporting the environment for volunteers to work within strategic thematic contributions to the content on Wikimedia projects, and designing mentorship programs that give the second-line management team more responsibilities, with a focus on bridging the gender gap. The third pillar is resilience, given the context of Sudan. Our expanding approach needs to be flexible and innovative, building on our resources to strengthen our partnership and providing voluntary model youth communities, such as universities. The monitoring and evaluation process related to community programs will utilize the existing dashboard and the event registration tool to be able to track our community members' contributions and analyze the impact of our program. For the documentation and activity sharing the community will be using Wikimedia Meta and Wikimedia diff platforms. Pillar 1: Governance & Institutional Maturity (The "Stability" Pillar) Following our work in development of the community and improving the governance of the community our Strategic Plan will focus in level up the Community Maturity Level moving the user group from "Initial/Managed" (Level 1-2) to "Defined" (Level 3) designing our annual plan to accommodate the context of Sudan and the level of Risk in working in such community where a lot of creativity and adaptivity is highly required. Investing in the community members' dedication and developing an enabling environment to help them reach their full potential. Key Activities to Fund: Strategic and capacity-building mentorship: The community drafted the main community document, bylaws, and membership policy through 2025. The community needs to develop further tools and documents to implement policies, ensure community members have a fully elected board, and provide continuous support for the strategic mentorship program to ensure its management has the required flexibility and sustainability. The fellowship program Wiki for Kandaka and the capacity building program of training and outreach. By the end of this contracted period we are expected that the community in 2027 will be able to steer the management roles to a good level and the ability to build partnerships in regards to content management will be enhanced. Having a strategic plan in place is one of the main goals of the 2026 plan. Fiscal Sponsorship Fees: having our general grants supported by Wikimedia Uganda (as per the Central Database agreement), as this will support our sustainable plan Core Team Stipends: Supporting the continuity of the core members to enable the community to build stronger ties with other communities as part of the community growth plan, building on the experience of our volunteers who are not just contributing to Wikimedia projects but are developing a community in such a context, which gives them skills of Crisis Managers who coordinate a displaced community. Social media: Using paid service for designing media content and continuous follow-up on the social media platforms will support the community visibility and strengthen its digital presence, expand audience reach, increase engagement, and ensure consistent, professional communication of activities, campaigns, and impact across platforms Pillar 2: "Wiki for Kandaka" & Content Glocalisation (The "Equity" Pillar) Addressing the severe "Wiki Gap" regarding Sudanese culture and gender, specifically focusing on the Sudanese Women Writers project mentioned in your 2026 plan. Building on two models of Wiki Loves Women and Africa Wiki Women to build a more tailored model for Sudanese Women Wikimedians. Key Activities to Fund: 2.1 "Wiki for Kandaka" (Wiki Women) Track A dedicated mentorship program for training community editors (10 per Quarter ) (wiki and soft skills). Training for 10 participants, mainly women, to join a mentorship program over three months to build their skills in wiki and leadership, with mentor sessions on soft skills (Project Planning, Public relations management). The communication team will prepare the participants for the training and coordinate the sessions' timeline according to participants' availability. The capacity-building Mentor will observe the community's capacity-building program. The main goal of the program is to enable second-line community leaders to take responsibility for expanding the community across Sudan and to build partnerships. To enable the program participants to carry out tasks such as event planning and follow-up, engage with new users, and share experiences with them. The target is members of the community who already have basic wiki skills.

2.1.1 "Wiki for Kandaka" Management team The program will have a management team to oversee session planning, ensuring the skills sessions are useful and aligned with the program's main goal. The Team will mainly be the core group, with overall follow-up with the capacity-building mentor. Supporting team Connectivity and Logistics to facilitate follow-up and evaluation processes. 2.1.2 Wiki for Kandaka engagement and motivation Ongoing research, documentation and reflection on mentorship program & community building and management: regular stop and assess the new members recruiting and retention (community health). Putting the human story of the project's alumnis into a published white paper, which will help expand our community. To monitor the progress of the mentoring program will be closely associated with our communication plan to ensure its credibility and attraction: 2.2 Content development and partnership building Based on: Action Plan 2026 & the Community Profile, we will identify the main theme for content development for each wiki project (Wikipedia, Wikimedia Commons, Wikidata, and Wiki Source) 2.2.1 Bilingual Content: Working on the content about Sudanese culture with a focus on the "Sudanese Writers" project (Arabic/English) to bridge the language gap. The priority of the strategic direction of the community for this year is to start building partnerships and working on the content in both Arabic and English, which will enable us to attract more contributors, especially from outside, to support the efforts of the inside volunteers and expand our network. Working in partnership within the open knowledge movement, such as Global Voices, is providing a golden opportunity to strengthen our experience as a community and will offer a good opportunity for volunteers to see the linkage between their efforts for free and open knowledge and the development of their own career paths. Target Audience Translators (Zaina translation, Global Voices) Publishing Agents (Sudanese, Egyptian) Two orientation sessions on the content of Sudanese culture and the need for translation. 2.2.2 Wiki Loves Sudan 2026 A photography contest, aimed at documenting educational institutions across Sudan under the theme Education and Sudan’s future, will support the project's content development activities and partnerships. In line with the outreach program, the contest will be working towards documenting the process of Education across different actors in Sudan and the hope for Sudan's development through the capacity-building program. Activities around the contest will include motivating the photographers and the community members to work on Wikipedia articles related to education. The main narrative around the contest will need to motivate the photographers and collectors to contribute in keeping online heritage and albums about Sudan for the next generation and for open knowledge. Training for photographers (writing the narrative with the photo + portfolio review) was awarded with a chance to have their photos in a photo exhibition featuring the shortlisted photos from the contest. Based on the previous analysis of the Contest edition, the submitted photos lacked naming, description and clear concept review. The workshop will help photographers enhance their skills by exploring concepts around education and capturing the educational processes and institutions across the country. The goal of the contest support activities is to enable the photographers to build a network and share experience in volunteering to save Sudan's heritage and digital memory.

Pillar 3: The "Resilient Community" Model (The "Innovation" Pillar) Based on: Incentive Plan & Research Draft, targeted newcomers' training participants; it's important for our community, and given the context in Sudan, to support user retention to build a program that meets its needs. The program will mainly adopt a gamification approach, which will help younger generations stay motivated by keeping all tasks simple and clear, and connected to their career development goals. Providing opportunities such as access to online professional training (project management, graphical designing and coding). Designing an annual-based training program will help motivate newcomers to stay engaged and enhance experience sharing between community members Our resilience plan is to ensure engagement of the wiki for Kandaka graduates within the newcomers training program as mentees 3.1 Outreach program Meeting the Wikimedians of Sudan: Organising orientation sessions around Sudan to meet young people and attract newcomers, and promoting the Wikimedia Sudan project (Wikipedia and Commons). The main goal of the outreach program is to build community partnerships and resource mobilisation. The outreach will connect us with the target group of university youth and help the community expand its access and presence across Sudan. This stage is important to ensure the community's diversity and the representation of different regions of Sudan. The selection of the States is based on the current members of the community, graduates of the 2025 Capacity Building program. We believe this is a good opportunity for the new leaders to exercise their potential and skills gained through our community programs. The main identified target states are ( North State, Kassla, Gezira, Sennar). Expected outcome:

10 newcomers from each state (4*10), for a total of 40 new accounts.

4 MoU with partners in the states 3.2 Outreach sustainability: Newcomers Basic Training Sessions Online Since February 2026 the community has planned for the newcomers online training to be carried on online on quarter based; this is to ensure that newcomers are within the priority to support the community growth. Targeting newcomers from the orientation session for basic training on Wikipedia, Wikimedia Commons, and the wiki meta. Organising 6 online sessions using the Community's existing training materials, but redesigning the sessions around each state's priorities and making the theme more relevant to the targeted group will help in making the experience more attractive and participatory. These sessions will mainly be implemented in cooperation with the Wiki for Kandaka Graduates and the community's second line of leaders. The targeted participants will be combined with the group of newcomers applicants of our community online training that is mainly focusing on our community members both in Egypt and Uganda and globally. Having the one-day orientation session will help in breaking the barriers and building trust with the youth in the state, and strengthen the partnership with the universities by planning more tangible results for them. 3.3 Newcomers in Action Designing three Marathon events of 2 weeks duration to help newcomers enhance their skills and increase their contribution. The design of the outreach program and the follow-up events is planned to help the community share the experience of the work the volunteers are doing in such a critical and challenging context. Supporting the online graduates of the Newcomers training through planning engagement edit-a- thon and marathon, and ISA challenges will help keep them engaged. "Connectivity Support"—purchasing internet data for women and youth to allow them to work from home. 3.4 Connecting with the movement:

Arabic Wikipedia's 22nd birthday and Community Summit For 2026 the community will organise in-person and online events celebrating Arabic Wikipedia's 22nd birthday and an in-person summit to celebrate the commitment of the community members and plan for community growth and discuss our plan for community growth. Targeted group 20 persons Accombined Editathon 3.5 Experience sharing with the movement: The Sudan community new user training project, conducted between November 2024 and September 2025, was a research sample used to understand better the context of volunteering in a conflict-affected area. Analysis of the participants' experience training model on the sustainability of the effort. 250 forms were filled and analysed, the next step is formalising a Crisis Management Playbook named ("Volunteerism Under Fire") into a manual booklet to be shared with other knowledge communities Working on developing tools related to the playbook and being discussed in a session at a future Wikimedia conference (WikiArabia/Wikimania), this will mainly serve as a playbook to manage the community in a situation of crisis and point of resilience.
