Proposal Title Idea: "Sudan 2026: Digital Resilience, Heritage Preservation, and Community Rebuilding" The Narrative Strategy The Sudan Community after the 2023 conflict and with the support of the foundation has been able to craft a model of how free knowledge communities survive and thrive during conflict and displacement. Our commitment and priority as stated in our strategy document is mainly focusing on having a community that can contribute to digital documentation of Sudanese heritage. In 2026 we are looking forward to supporting our resilience system, strengthening our community and expanding our partnership. This annual general support grant is focussing on three main pillars, the first is supporting our stability by continuing working on our strategic documents, governance tools and building the capacity of our community management team The second pillar is focusing on our equity, enabling and supporting the environment for volunteers to be able to work within strategic thematic contribution to the content on wikimedia projects, designing mentorship programs that give the second line management team more responsibilities with focus on bridging the gender gap. The third pillar is resilience given the context of Sudan. Our expanding approach needs to be flexible and innovative, building on our resources to strengthen our partnership, providing voluntary model youth communities such as universities.
Pillar 1: Governance & Institutional Maturity (The "Stability" Pillar) Following our work in development of the community and improving the governance of the community our Strategic Plan will focus in level up the Community Maturity Level moving the user group from "Initial/Managed" (Level 1-2) to "Defined" (Level 3) designing our annual plan to accommodate the context of Sudan and the level of Risk in working in such community where a lot of creativity and adapti;ity is highly required. Investing in the dedication of the community member and developing an enabling environment to help them reach their best potentials. Key Activities to Fund: Strategic Mentorship: The community through 2025 drafted the main community document bylaws and membership policy. The community need to further develop tools and document needed to implement policies and community members’ ability to have fully elected board, the need for continuous support of the strategic mentorship program to ensure that its management have the required flexibility and sustainability Fiscal Sponsorship Fees: having our general grants supported by Wikimedia Uganda (as per the Central Database agreement) as this will support our sustainable plan Core Team Stipends: Supporting the continuity of the core members to enable the community to build stronger ties with other communities as part of the community growth plan building on the experience of our volunteers who are not just contributing to Wikimedia projects but are developing a community in such a context which give them skills of Crisis Managers who coordinate a displaced community. Social media : Using paid service for designing media content and continuous followup on the social media platforms will support the community visibility and strengthen its digital presence, expand audience reach, increase engagement, and ensure consistent, professional communication of activities, campaigns, and impact across platforms Pillar 2: "Wiki for Kandaka" & Content Glocalisation (The "Equity" Pillar) Addressing the severe "WikiGap" regarding Sudanese culture and gender, specifically focusing on the Sudanese Women Writers project mentioned in your 2026 plan.Building on two models of Wiki loves Women and Africa Wiki Women to build a more tailored model for Sudanese Women Wikimedian. Key Activities to Fund: 2.1 "Wiki for Kandaka" (Wiki Women) Track: A dedicated budget for training female editors (10 per Quarter) (wiki and soft skills). Training for 10 participants, mainly women, to join a mentorship program over three months that target building their skills on wiki and leadership provide mentor sessions on soft skills (Project Planning, Public relation management). The communication team will be working in preparing the participants per the training and coordinating the sessions timeline according to the participants availability. Target is members of the community who already have the basic wiki skills 2.1.2 Wiki for Kandaka engagement and motivation Ongoing research, documentation and reflection on mentorship program & community building and management: regular stop and assess the new members recruiting and retention (community health). Putting the human story to the Alumni of the project into a published white paper. To monitor the progress of mentoring program will be closely associate with our communication plan to ensure its credibility and attraction 2.2 Content development and partnership building Based on: Action Plan 2026 & the Community Profile we will identify main theme for content development for each wiki project (Wikipedia, Wikimedia commons, Wikidata and Wiki Source) 2.2.1 Bilingual Content: Funding for the "Sudanese Women Writers" project (Arabic/English) to bridge the language gap. Target Audience Translators (Zaina translation) Publishing Agents Two orientation session on content of Sudan Culture and the need for translation 2.2.2 Wiki Loves Sudan 2026 ( third edition) Photo Contest Wiki Loves Sudan 2026 A photography contest, aimed at documenting educational institutes all over Sudan under the theme Education and Sudan’s future, the contest will support the content development activities and the partnership of the project. Inline with the outreach program the contest will be working towards documenting the process of Education across different actors in Sudan and the hope for Sudan development through Capacity building program. Activities around the contest will include motivating the photographers and the community members to work on wikipedia articles related to education. Training for photographers (writing the narrative with the photo+portfolio review) awarded with a photo exhibition for the short listed photos of the contest.
Based on the previous analysis of the Contest edition the submitted photos lacked naming, description and clear concept review . The workshop will help the photographers enhance their skills exploring concept around education and capturing the educational processes and institutes around the country Pillar 3: The "Resilient Community" Model (The "Innovation" Pillar) Based on: Incentive Plan & Research Draft targeted newcomers training participants; it's important for our community and given the context of Sudan to support user retention to build a program that satisfies its need. The program will mainly adopt a gamification process which will help younger generations stay motivated, keeping all tasks simple and clear and connected to their career development goals. Providing opportunities such as access to online professional training (project management, graphical designing and coding) Designing an annual based training program will help motivating newcomers to stay engaged and enhancing experience sharing between community members Our resilience plan is to ensure engagement of wiki for kandaka graduates within the newcomers training program as mentees 3.2 Outreach sustainability : Newcomers Basic Training Sessions Online Targeting the newcomers from the orientation session to have a basic training on wikipedia, wiki commons and wiki meta. 3.3 Newcomers in Action Designing 3 Marathon events of 2 weeks duration to help newcomers enhance their skills and increase their contribution. Research Publication: Sudan community new user training project between November 2024 to September 2025 beneficiaries were the research sample, to better understand the context of volunteering from a conflict area. Analysis of the participants experience training model on sustainability of the effort 250 form were filled and analysed, the next step is formalising the Research Draft ("Volunteerism Under Fire") into a published white paper to share the experience of our work with the movement at nearest Wikimedia conference (WikiArabia/Wikimania) 3.4 Connecting with the movement:

Arabic Wikipedia Birthday 22 In line with the community in-person and online event celebration of the Arabic Wikipedia 22th birthday the Community will organize in person the 6th Birthday to celebrate commitment of the community members and plan for the community growth (In person meeting in Sudan). 3.5 Research : Research Draft ("Volunteerism Under Fire") into a published white paper or a session at a future Wikimedia conference (WikiArabia/Wikimania Critical "Risk Management" Section (Must Include) The GSF specifically asks about risk. You must use your context as a strength. Risk: Financial blocking or banking failure in Sudan. Mitigation: We established a Fiscal Sponsorship agreement with Wikimedia Uganda (signed June 2025) to handle all international transfers and compliance. Risk: Volunteer safety/burnout. Mitigation: We operate primarily online. We have implemented the 'Incentive Plan' specifically to combat burnout by rewarding small achievements (badges) rather than volume.
