8. What are your programs, approaches, and strategies? What are the challenges that you are trying to address and how will your strategies support you in addressing these challenges? (required)

Wikimedia Serbia will finalize the implementation of its current strategic plan (2024–2026) in 2026 and initiate the process of shaping a new strategy for the period 2027–2029. The new Strategy will be built in a careful evaluation of achieved results, active consultations with the community and partners, and alignment with the broader Movement Strategy recommendations. The present strategy is carried out primarily through three core programs, Education, GLAM, and Diversity, while the organization also remains engaged in regional and global initiatives.. Across all programs, volunteer engagement and support remain a central focus, both for long-standing contributors and newcomers who are just starting to get involved.

In the Education program, WMRS continues to face challenges such as the lack of openly accessible educational resources, skepticism toward Wikipedia in academic settings, limited understanding of the free knowledge concept, and the tendency of professors to stick to traditional teaching practices. To respond, Wikimedia Serbia works on building and maintaining partnerships with schools and universities, organizes accredited seminars as a method of professional development for teachers, and develops skills among both students and teachers. This program also encourages participation in academic events and the publication of research papers, in order to reduce prejudice against Wikipedia and promote it as a useful tool for teaching and learning. Due to unforeseen circumstances related to the ongoing student protests, which have been taking place since November 2024 at public faculties across the country, the focus will shift to cooperating with private universities and high schools if the protests continue throughout 2026.

The GLAM program remains focused on preserving cultural heritage and making it widely available. Many cultural institutions in Serbia hold valuable materials that are at risk of deterioration or remain undigitized due to a lack of resources. Wikimedia Serbia addresses this by having Wikipedians in Residence, supporting digitization, and organizing campaigns and events. Starting in 2026, scientific institutions will also be included in this program, paving the way for its formal transformation into the Culture and Science Program from 2027. This expansion ensures broader impact, sustainability, and more diverse content contributions.


The Diversity Program continues to address gaps in representation on Wikimedia projects, both in terms of content and community participation. Through its activities, WMRS works on decentralizing initiatives beyond Belgrade, empowering volunteers in smaller communities, and providing opportunities for marginalized and vulnerable groups to share knowledge. The program also strengthens the organization’s work by investing in workshops and close work with volunteers.

In 2026, Wikimedia Serbia will also focus on strengthening its own structures. This means investing in staff development, clarifying roles to make the work more efficient, and maintaining open communication with the community. Special attention will also be given to documenting and sharing lessons learned, so that successful models can be replicated both locally and internationally. By doing so, the organization aims to remain adaptable and resilient in the face of new challenges and opportunities.

At the regional and global level, WMRS continues to pursue one of its strategic priorities: taking on a leadership role in fostering interregional cooperation and amplifying impact. In 2026, the organization will remain active in structures such as the CEE Hub, Edu Wiki Hub, Content Partnerships Hub, Wikimedia Europe, and the Executive Directors’ Network. Participation in conferences, hubs, and collaborative projects, whether online, offline, or hybrid, enables WMRS to exchange expertise, increase visibility of its work, and contribute to shared learning across the Movement.

The annual activity plan sets out a clear schedule of local, regional, and international activities, with expected outcomes and indicators of success. Alongside programmatic work, organizational tasks are also included to ensure smooth operations, transparency, and solid preparation for the next strategic cycle.

Wikimedia Serbia’s programs rely on long-term and sustainable partnerships and the mutual interest of the parties involved. Wikimedia Serbia works with schools, universities, cultural institutions, NGOs, and Wikimedia affiliates within the Movement, which allows for effective use of resources, broader outreach to target groups, and an enhanced reputation for the organization. Regional cooperation creates opportunities for joint initiatives, while external partnerships expand the scope of free knowledge, from digitization of cultural heritage to engaging students and underrepresented communities.

Finally, in order to strengthen financial stability and long-term sustainability, WMRS will continue trying to diversify resources in 2026, including financial, human, and in-kind support. These efforts will improve the quality of program implementation and enhance the overall capacity of the organization.

In 2026, Wikimedia Serbia will continue to rely on a stable structure of four salaried staff members and one contractor: an Executive Director, a Program Manager for Culture and Science, an Education Program Manager, a Diversity Program Manager, and an Office Manager. The GLAM Manager position has formally evolved into the Manager for Culture and Science, reflecting the expansion of activities in cooperation with scientific institutions.

In addition to the core staff, the organization works with a wide circle of volunteers who play an important role in implementing the annual plan. On average, around 10 volunteer-led projects are carried out each year, supported by their teams. Through the microgrants program, another 6–9 projects are expected to be realized during 2026, many of which are initiated and led by community members. While many of these volunteers have been active with WMRS for years, we also encourage newcomers to join and bring fresh perspectives.

Wikipedians in Residence, within the GLAM Program, also form a significant part of WMRS’ team. Since they are recruited throughout the year, their names cannot be listed in advance, but they are essential in strengthening partnerships with cultural and scientific institutions.

Finally, the organization benefits from the support of advisors, consultants, and external partners when specific expertise is required (for example in IT, finance, or legal matters). Their role is flexible and task-based, ensuring that WMRS can adapt to new opportunities and challenges.

Wikimedia Serbia has a wide range of partnerships, both within the Wikimedia Movement and with external organizations. When it comes to Wikimedia Movement, cooperation is strongest with affiliates in the region, such as Wikimedians of Republika Srpska and Wikimedia MKD. These connections make it possible to organize joint activities, support community networking, and develop projects that enrich Wikimedia projects across borders. Since the creation of the CEE Hub, opportunities for regional collaboration have grown significantly, and WMRS is actively involved through its representative in the Steering Committee. In 2026, the organization will continue contributing to the work of the CEE Hub, as well as to Edu Wiki Hub and the Content Partnerships Hub, bringing local experience into regional and global structures.

When it comes to external cooperation, WMRS has long-standing and diverse partners: educational institutions (from primary schools to universities), cultural institutions (museums, libraries, archives, institutes, and others), organizations engaged in informal education, science, and NGOs focusing on human rights, minorities, and other social issues. These partnerships are designed to be long-term and mutually beneficial. They open up possibilities such as involving students in writing Wikipedia articles, digitizing and sharing cultural heritage, or training members of marginalized communities to participate in Wikimedia projects.

Examples of such partnerships follows:

  • Wiki Librarian – implemented with the University Library “Svetozar Marković,” this project has grown into a self-sustaining model. A strong team of librarians continues activities every year, supporting both Wikipedia use in libraries and digitization of valuable cultural materials.
  • Wiki Senior – run in partnership with the Belgrade City Library, this initiative brings senior citizens into the editing community, giving them a chance to contribute actively and expand free knowledge on diverse topics. This project evolved into an accredited seminar in cooperation with the Belgrade City Library.
  • Wikipedians in Residence – supported by the Ministry of Culture and organized in cooperation with various cultural and scientific institutions. Wikipedians in residence usually spend one or two months in the host institutions, focusing on digitization, staff training, and being a bridge between the institution and WMRS.
  • CEE Hub - As one of the members of the Steering Committee, Wikimedia Serbia actively contributes to shaping the development of the CEE Hub. Through this partnership, WMRS takes part in regional coordination, supports the exchange of knowledge between affiliates, and provides advisory input when needed.
  • Content Partnerships Hub - Within the Content Partnerships Hub, led by Wikimedia Sverige, Wikimedia Serbia was one of the co-applicants and the second co-signatory.

In 2025, Wikimedia Serbia went through several organizational changes: the position of Executive Director was filled through an internal selection process, and we also hired a new Education Program Manager and an Office Manager. One additional change is made, the current GLAM Manager position was transformed into the position of Program Manager for Culture and Science, reflecting the program’s expansion to include cooperation with scientific institutions. No other staff or contractor changes are expected.
