In 2025, Wikimedia Serbia will continue the strategy implementation, created for the period 2024-2026, which is mostly realized through three programs: Education, GLAM and Diversity Program, but also through the work within the global and regional activities. In all three programs, volunteer support activities are integrated, both for those who are already part of the community, and for those who are just planning to be more actively involved in the organization's programs or in the work of Wikimedia projects.
The challenges WMRS faces in education are the lack of free educational content, the stigma about Wikipedia in academic circles, the misunderstanding of the concept of free knowledge in the academic environment, as well as the commitment of professors to use a traditional approach in teaching. Approaches that are applied to solve these problems are cultivating existing and creating new partnerships in order to work together on the education of project participants, developing the skills of both students and teachers, especially through the availability of seminars for professional development. In addition, we pay great attention to thematic conferences and the creation of papers in order to reduce the stigma around Wikipedia in the academic environment. This is all done with our Education Program.
As cultural heritage is often a subject to damage over time or improper handling, the GLAM Program enables its preservation for future generations and a global audience. By decentralizing activities, it is possible to emphasize the richness of Serbia's regional cultural diversity. Cooperation with cultural institutions enables greater availability of information, which leads to greater transparency of cultural institutions, but also better access to cultural heritage. Many cultural institutions have valuable materials that, due to lack of resources, they are unable to digitize and contribute to Wiki projects. By implementing the Wikipedia in residence program within them, this problem is successfully solved.
The insufficient representation of certain groups on Wikimedia projects and the lack of free knowledge about the problems of marginalized and vulnerable groups is the reason why we implement the Diversity Program. Through activities within it, we want to reduce demotivation and less participation of volunteers in Wikimedia projects. We also want to decentralize activities in smaller cities to provide the community with equal opportunities to contribute to free knowledge. We strive for organic growth of the organization through investment in independent teams and training of trainers.
The strategy also includes work at the regional and global level, since one of the strategic goals is to achieve a leadership role in the region in terms of initiating interregional cooperation among Wikimedia affiliates and achieving greater impact. In this regard, Wikimedia Serbia will have a greater presence and activity at events and networks in the Movement, such as CEE hub, Let's connect, network of executive directors, etc. Events, conferences and meetings, whether in an offline, online or hybrid format, will have representatives from the organization to provide advice and expertise. The goal is to increase the visibility of projects and activities, as well as success stories and applicable project models, which will be presented through Education, GLAM and CEE hub's newsletters If the grant proposal is approved, Wikimedia Serbia will also support the Youth group conference, organized and hosted by Wikimedia Czech Republic, together with the CEE hub.

Planned outcomes with indicators that will be indicators of success are available. In addition to the program tasks, organizational tasks are also presented with the aim of efficient and effective operation of the organization and the cultivation of transparent processes.
WMRS’ programs are created based on long-term and sustainable partnerships and the mutual interest of the parties involved. A wide network of partners, both internal and external, enables the use of common resources, the effective achievement of goals, better reaching the desired target groups, but also the building of the organization's reputation. The regional connection of Wikimedia affiliations provides the possibility of organizing joint events, community networking and launching projects aimed at cross-enrichment of Wikimedia projects. External partnerships refer to cooperation with educational institutions (schools and faculties), organizations that deal with informal education, GLAM institutions (museums, libraries, archives, institutes...), as well as non-governmental organizations that specialize in certain issues (human rights, minorities...). All collaborations are established with long-term and sustainability in mind. Possible models aimed at mutual benefit and achieving better results are presented. Whether it is involving students in work on Wikipedia, digitizing cultural heritage or educating members of underrepresented and vulnerable groups, WMRS strives to multiply resources with partners and work together to achieve the same goal.

In addition to the above, it is important to note that Wikimedia Serbia has an average of 10 projects led by volunteers (together with their teams) within the annual plan, as well as 6-9 projects that will receive microgrants during the 2025 for the realization of their ideas. Most of these projects are led by volunteers who are already involved in WMRS’ activities for years, but some of them will be new to the organization, since we want to engage new people.
Wikipedians in residence (within GLAM Program) are also part of WMRS’ team as well. Since they are selected during the year, it’s not possible to add them in the annual plan.

Wikimedia Serbia has a wide network of partners, both internal and external. In terms of internal partners, WMRS mostly cooperates with the Wikimedians of Republika of Srpska and Wikimedia Macedonia. Regional connectivity provides the possibility of organizing joint events, community networking and launching projects aimed at cross-enrichment of Wikimedia projects. Potential for stronger internal partnerships is much bigger since the launching of the CEE hub, which we’re a part of (WMRS has SC member representative). In 2025 we will support the Youth group conference, if the grant is approved. This is led by Wikimedia Czech Republic in collaboration with the CEE hub.
External partnerships refer to cooperation with educational institutions (schools and faculties), organizations that deal with informal education, GLAM institutions (museums, libraries, archives, institutions, institutes...), as well as non-governmental organizations that specialize in certain issues (human rights, minorities...). All collaborations are established with long-term and sustainability in mind. Possible models aimed at mutual benefit and achieving better results are presented. Whether it is involving students contributing to Wikipedia, digitizing cultural heritage or educating members of underrepresented communities, Wikimedia Serbia strives to multiply resources with partners and work together to achieve the same goal.
Examples of such partnerships follows:
- Wiki Librarian project - implemented in collaboration with "Svetozar Marković" University Library. The project is completely self-sustaining, as it has a built team of librarians who carry out activities from year to year, and aims to network and educate librarians from all over Serbia regarding the use of Wikipedia in libraries, digitization and release of materials from numerous cultural institutions in Serbia.
- Collaboration with Habiprot organization - Students editing Wikipedia on biology topics, but also organizing photo tours and conducting Wikipedia editing workshops completely independently. We strive for WMRS to develop a support system, and therefore have sustainable growth.
- Wiki Senior - It has been implemented for several years now in partnership with Belgrade City Library. Wiki Senior gathers many senior citizens who have the possibility to become active editors on Serbian Wikipedia and contribute to the spread of free knowledge on various topics.
- Wikipedian in residence in various GLAM institutions - This project is supported by Ministry of Culture in Serbia, which provides us with various opportunities in terms of our partners’ network. Wikipedian in residence usually spends a month of two (sometimes even longer, depending on the arrangements) during which their tasks are focused on digitization, conducting Wikipedia workshops for staff and being the liaison for WMRS.

- WMRS didn't have any changes in terms of organizational structure, but in the beginning of the year we did have a change of person on Diversity Manager position.
During 2024, Wikimedia Serbia lost the right to state subsidies for persons employed in two positions, which conditions the growth in the staff budget. For those who are reading our grant proposal for the first time, we are talking about multi-year subsidies that the Republic of Serbia gave for hiring persons who have not been employed in the previous period. Net salaries have been adjusted to follow the average net salary for central Belgrade municipalities (Savski venac is the municipality where the Wikimedia Serbia office is located).
