GOIF 2027 Programmes, Approaches and Strategies
Programme Context and Strategic Direction
In 2027, Global Open Initiative Foundation (GOIF) will build on lessons from its 2026 programmes and feedback from community members, volunteers and partners. While participants continue to value Wikipedia editing and content creation, feedback shows strong demand for more practical skills development, training on Wikimedia tools, personalized support, cultural documentation, community meetups, photowalks, and opportunities for volunteers to organize and lead activities themselves.
These lessons demonstrate that sustainable participation cannot depend primarily on recurring editing workshops. GOIF will therefore take a broader community development approach in 2027, combining skills development, community building, knowledge creation, audience engagement and volunteer leadership.
The programme is designed to contribute to a stronger and more sustainable Wikimedia movement in Ghana by developing a broader and more diverse contributor base, strengthening communities, increasing the representation of Ghanaian and African knowledge, improving access to that knowledge, and creating pathways for volunteers to increasingly lead and sustain community activities.
Challenges
GOIF's 2027 programme responds to six interconnected challenges.
Skill gaps: New and existing volunteers need opportunities to move beyond basic editing and develop practical skills in Wikimedia tools, research, information literacy, photography, digital documentation, open data, copyright, storytelling and other skills that support both their Wikimedia participation and personal development.
Volunteer retention and limited participation pathways: When engagement is centred mainly on editing, some volunteers do not find sufficient ways to participate according to their interests and skills. Communities therefore need diverse pathways that include learning, social connection, documentation, outreach, creative work and technical activities.
Limited community ownership and leadership: Some activities continue to depend on a relatively small number of facilitators. GOIF needs to develop a wider pool of peer mentors, facilitators and organizers so that communities can increasingly plan, lead and sustain their own activities.
Gaps in Ghanaian and African knowledge: Ghanaian culture, history, languages, biographies, institutions and local knowledge remain underrepresented across Wikimedia projects. Emerging language communities face additional challenges in developing content, language resources and sustainable contributor networks.
Gender gaps and underrepresentation: Women and other underrepresented subjects and perspectives remain insufficiently represented in Wikimedia content and participation. Continued targeted activities and partnerships are needed to increase participation and improve representation.
Limited reach and use of Wikimedia content: Creating content does not automatically result in people discovering, reading or using it. Important Ghanaian and African knowledge, particularly local-language and cultural content, requires deliberate promotion and stronger connections with audiences.
Programme Approach
GOIF will address these challenges through five interconnected strategic areas: Learn, Connect, Create, Reach and Lead. These are not separate programmes; they are the approaches that will be applied across GOIF's programmes and community activities.
Learn will address skills gaps by providing practical, hands-on learning connected to real Wikimedia activities.
Connect will provide diverse and welcoming pathways for participation, helping volunteers build relationships and remain engaged beyond individual workshops.
Create will advance knowledge equity by expanding the representation of Ghanaian and African histories, cultures, languages, people and institutions across Wikimedia projects.
Reach will connect Wikimedia knowledge with audiences by making readership, storytelling and public engagement part of content creation.
Lead will strengthen community ownership by developing volunteers who can mentor others, facilitate activities and increasingly organize and sustain activities themselves.
Together, these approaches are intended to move GOIF's work beyond activity-based participation toward stronger contributors, more resilient communities, greater representation of African knowledge and increased public access to that knowledge.
GOIF will implement the programme through its Wikimedia language communities, WikiClubs, institutional partnerships and volunteers. Each GOIF-supported community has a designated community lead who works with volunteers within the community to identify priorities, organize activities and strengthen participation. This structure allows GOIF to provide coordination and support while progressively increasing community ownership.
GOIF's language communities in 2027 will be Twi, Ewe, Nzema and Ghanaian Pidgin. GOIF will also support WikiClubs at Islamic University, Westend University, Christian Heritage University and Zenith University. Several language communities are connected to universities where the relevant languages, cultural studies or related academic interests are represented, including KNUST for the Twi community and UEW for the Ewe and Nzema communities.
GOIF will continue working with established partners including Nubuke Foundation, the Ghana Library Authority and the Council for Scientific and Industrial Research (CSIR). These partnerships provide access to institutional expertise, research and cultural resources, networks, venues and audiences that complement the capacity of Wikimedia volunteers and communities.
Core Programmes and Activities
1. GOIF and Partners Workshop and Edit-a-thon Series
GOIF will continue and deepen its collaboration with Nubuke Foundation, the Ghana Library Authority and CSIR, alongside relevant new institutional partners. These partnerships will provide opportunities to combine Wikimedia skills development with content creation, digital literacy, documentation, outreach and efforts to address content and gender gaps.
GOIF and its partners will:
Organize 25 joint workshops and edit-a-thons with partner institutions. Organize 3 contests addressing identified content and gender gaps. Create 30 new articles and improve 500 Wikipedia articles. Create 500 new Wikidata items and improve 1,500 Wikidata items. Improve 50 Wikisource indexes. Continue and develop partnerships with libraries, research institutions, cultural centres and civil society organizations. Use partner activities as entry points for volunteers to join GOIF communities and continue participating beyond individual events.
The series will provide accessible entry points for new contributors while giving existing volunteers opportunities to develop practical skills and take on more advanced roles. Over time, these activities are expected to strengthen the contributor pipeline, expand institutional collaboration and increase the amount and quality of Ghanaian knowledge available through Wikimedia projects.
2. AfroCuration: Documenting African Languages, Art and Culture
AfroCuration will serve as GOIF's cross-community programme for African languages, art and culture. In 2027, GOIF's Twi, Ewe and Nzema communities will participate alongside four external African language communities: Dagbani, Moore, Kusaal and Gurune.
The programme will bring together Wikimedia volunteers, language communities, students, lecturers, researchers, historians, cultural practitioners and other knowledge holders to document African knowledge and improve its availability through open platforms.
GOIF will:
Organize 7 online workshops involving the participating language communities. Convene 1 main AfroCuration event with approximately 100 participants, including Wikimedians, students, lecturers, historians and cultural practitioners. Create and improve 200 Wikipedia articles on African culture across the 7 participating languages. Continue collaboration with universities, including KNUST and UEW, cultural institutions and Wikimedia language communities. Create opportunities for participating language communities to exchange skills and approaches to language and cultural documentation.
AfroCuration will strengthen cross-community learning and collaboration while increasing the representation of African languages and cultural knowledge in Wikimedia projects. It will also create opportunities for volunteers and emerging community leaders to learn from one another and develop approaches that can be adapted within their own communities.
3. Wiki Birthday Meetups
GOIF will organize 2 Wiki Birthday Meetups, one for Wikipedia and one for Wikidata. These informal gatherings will bring together members from across GOIF's communities to celebrate Wikimedia milestones, build relationships, recognize volunteer contributions and learn more about the movement.
The meetups will provide a space for interaction that is not dependent on editing or formal training. By creating opportunities for volunteers from different communities to meet and support one another, they will strengthen belonging, cross-community relationships and continued participation.
4. Oral History and Intangible Cultural Heritage
Ghanaian intangible cultural heritage, including oral traditions, craft knowledge, music and cultural practices, remains poorly represented in accessible, citable and openly licensed digital content. GOIF has previously documented Kente, Ghanaian traditional beads, Dipo and Ghanaian traditional drums through oral history and community-based documentation.
Building on this experience, the 2027 programme will continue documenting Ghanaian intangible cultural heritage while improving its visual representation and reach.
GOIF will:
Organise a digital story workshop for members Conduct 1 oral history documentation projects with cultural practitioners and knowledge holders. Organize 1 heritage photowalk, contributing at least 100 openly licensed images to Wikimedia Commons. Produce 1 short documentary documenting a selected Ghanaian cultural practice. Create and improve related Wikipedia and Wikidata content using the documented sources. During Ghana Month, promote images, articles and other heritage content documented in previous months through GOIF's social media platforms.
The programme will help preserve knowledge that may otherwise remain undocumented while creating reliable, reusable and openly licensed resources for Wikimedia projects and wider public use. It will also give volunteers practical experience in research, interviewing, photography, documentation, copyright and storytelling.
Community-Specific Implementation
GOIF will not use a one-size-fits-all approach. Each community will receive support according to its current stage of development, priorities and capacity. Community leads will work with volunteers to identify local priorities, organize activities and build pathways for continued participation and leadership.
Twi Wikipedia Community
The Twi community is an established language community. In 2027, it will focus on consolidating its contributor base, developing advanced skills, improving content quality, documenting Ghanaian culture and strengthening community leadership.
Activities will include community planning and orientation; Wikipedia skills development; research and reliable sourcing; Ashanti Kingdom and traditional state documentation; biographies of Ghanaian historical figures and prominent individuals; Ghanaian school documentation; Wikimedia Commons photography; Twi language and pronunciation documentation; Wikidata training; copyright and licensing; article quality improvement; community edit-a-thons; photowalks; and annual review and planning.
The Twi community will:
Organize 6 workshops and 2 contests. Create 200 new and improve 50 Twi Wikipedia articles. Upload 70 photographs to Wikimedia Commons. Create 100+ Twi audio resources. Reach 20+ participants per event. Organize 1 photowalk.
The community's development will be assessed not only through content production but also through participation, skills development and the emergence of volunteers who can mentor and organize activities.
Nzema Community
Nzema is an underrepresented Ghanaian language whose Wikimedia project remains in the Wikimedia Incubator. It therefore requires a development approach suited to an emerging language community. GOIF will focus on contributor network development, foundational Wikimedia skills, language and cultural documentation, partnerships, mentorship and community building.
The Nzema Community will:
Organize 4 workshops, comprising 2 in-person and 2 virtual sessions. Create 100 articles. Organize 1 contest.
Success will be assessed not only through content created but also through contributor growth, skills development, community ownership and progress toward a more sustainable language project.
Ewe Community
The Ewe community is an emerging community. Its priority is to build a stable contributor base and community leadership alongside content development.
GOIF will support contributor recruitment, introductory and intermediate skills development, language and cultural documentation, mentorship, online and in-person activities, community building and the development of emerging facilitators.
The Ewe Community will:
Organize 6 workshops, comprising 3 in-person and 3 virtual sessions. Create 200 new Ewe Wikipedia articles. Improve 50 Ewe Wikipedia articles. Organize 1 contest.
Progress will also be assessed through contributor growth, participation, retention, skills development and the emergence of community leadership.
WikiClubs
WikiClubs will serve as an important student recruitment, learning and leadership pathway. GOIF will support WikiClubs at Islamic University, Westend University, Christian Heritage University and Zenith University.
Activities will include student recruitment and orientation, Wikimedia and digital research skills development, training on Wikidata and Wikimedia Commons, campus documentation activities, peer-to-peer learning, student facilitator development, club leadership development, student-led activities, cross-club collaboration and stronger relationships between clubs and their host institutions.
WikiClubs will:
Organize 30 workshops across 4 universities. Organize 4 contests. Improve 900 Wikipedia articles. Improve 3,400 Wikidata items. Create 500 new Wikidata items.
Beyond these production targets, GOIF will monitor the development of student facilitators, club leaders, returning participants and student-led activities. The longer-term aim is to create a pathway through which students move from participants to contributors, facilitators and community leaders.
Ghanaian Pidgin Community
Ghanaian Pidgin is one of Ghana's Wikimedia language communities, with about 10 active contributors. The project requires continued support to grow its content, contributor base and community capacity.
GOIF will focus on strengthening the contributor network, expanding and improving Ghanaian Pidgin content, documenting language and culture, developing Wikimedia skills, providing mentorship and creating opportunities for sustained community participation.
The community will:
Organize 2 in-person workshops and 2 virtual sessions. Create or improve 150 articles. Organize 1 editing contest.
Success will be assessed not only through content created, but also through growth in active contributors, skills, community ownership and the sustainability of the Ghanaian Pidgin Wikimedia community.
Expected Outcomes and Impact
Through these programmes and approaches, GOIF expects to contribute to change at both community and movement levels.
At the individual level, volunteers will develop practical Wikimedia, research, documentation, digital and leadership skills and gain more diverse opportunities to participate.
At the community level, language communities and WikiClubs will have stronger contributor networks, more peer mentors and facilitators, and greater capacity to organize activities. Communities will increasingly be able to identify their own priorities and take ownership of their development.
At the knowledge level, the programme will expand the representation of Ghanaian and African languages, cultures, histories, people and institutions across Wikipedia, Wikidata, Wikimedia Commons and Wikisource. Oral histories, photographs, audio resources and other documentation will also contribute to preserving and making accessible knowledge that is currently underrepresented or difficult to access.
At the audience level, GOIF will make the discovery and use of Wikimedia content an intentional part of its work. Selected content will be promoted through storytelling, digital media and community networks, with readership baselines and pageviews used to assess whether locally relevant knowledge is reaching new audiences.
At the movement level, these efforts will contribute to a more diverse, representative and sustainable Wikimedia ecosystem in Ghana and strengthen connections between Ghanaian communities and the wider African Wikimedia movement. By developing contributors, strengthening communities, expanding African knowledge, increasing participation by underrepresented groups and supporting volunteer leadership, GOIF will contribute to the movement's broader goals of knowledge equity, inclusion, linguistic diversity, community resilience and access to free knowledge.
GOIF's overall approach is therefore not simply to increase the number of Wikimedia activities or contributions. It is to develop people and communities that can create, sustain, lead and share more diverse African knowledge through the Wikimedia movement.
