Part 1: Understanding your work

[edit]

Per the recent update on the Wikimedia Foundation Affiliates Strategy process, Wikimedia Affiliates that are General Support Fund grantees will fulfill their affiliate reporting requirements through their final or yearly grantee report.

If you are a Wikimedia Affiliate, you will use this form for your affiliate reporting and to address the affiliate health criteria. You do not need to submit a separate report to AffCom. Follow the guidance in the green boxes to report on how you met the corresponding affiliate health criteria.

If you are not a Wikimedia Affiliate, aligning your responses with the affiliate criteria is optional and not required.

1. Please share to what extent your programs, approaches, and strategies contributed to addressing the challenges you shared in your proposal. If they did not contribute as you believed they would, please share what obstacles you faced and what, if anything, you learned from them? (required)

For affiliates, use this space (Question 1.) to address Affiliate Health Criterion 1.1 (Goal delivery). Describe how you actively delivered on mission goals, e.g. content creation.

The Philippine Wikimedia Community (PhilWiki Community) User Group implemented its main programs from July 1, 2024 - June 30, 2025 consistent with the Movement Strategy, centering on the goals of knowledge equity and knowledge as a service. Our strategy is simplified into 5Ps or Promotion - Participation - Partnership - Pursuit of Purpose to address the main objective of the organization: "to initiate, support, promote, participate, create, organize, develop and engage in projects, programs and activities that promote free, responsibly open-content resources and reference materials, in English and in different Philippine languages, and of the Wikimedia Foundation."

I. Our first strategy, which is Promotion, aimed at raising the awareness of Filipinos on the Wikimedia projects that serve open knowledge through PhilWiki Community's Advocacy Program (PhilWiki Advocacy) and Wiki Education Philippines (WikiEdu PH):

Wikisource Loves Manuscripts: The journey so far and looking ahead - Spreading the spirit of Wikisource Loves Manuscripts — The PhilWiki Community UG engaged with college students and teachers to grow the Wikisource community in the Philippines. Through collaborations, Bikol Central Wikisource was launched in October 2024 becoming the first Philippine language based Wikisource project. To date, the local edition has a total of 1,949 pages. One of the featured books in the Bikol Wikisource is Mga Rawitdawit Ni Jose Rizal which includes the translated work of the Philippine national hero entitled Mi Ultimo Adios.

Wikisource Loves Manuscripts PH establishes a Wiki Club — The UNC Wiki Club was formed as a result of the Wikisource Loves Manuscripts in the Philippines (WiLMa PH) training, a GLAM program. An extra-curricular club composed of BS Architecture students and faculty was established during the Bikol Wikisource Training of Trainers organized by the PhilWiki Community UG, in partnership with the Bikol Wikipedia Community, the City Government of Naga and the Nueva Caceres Heritage Movement Inc (NCHMI). The UNC Wiki Club is the first private university-based community of Wikimedians to be established in the Philippines. It is the second tertiary Wiki Club supported by the PhilWiki Community after CBSUA Wiki Club, a state-run agricultural university in the Bicol Region, formed in October 2023.

CBSUA Wiki Education program turns 1 year — This year marked the first anniversary of CBSUA Wiki Education, the pilot joint program of the International Relations Office of CBSUA-Calabanga, the PhilWiki Community User Group, and the Bikol Wikipedia Community. This unique Wiki Edu PH program integrating Wikimedia projects in instruction, research and extension, is the first of its kind in the country. To date, CBSUA Wiki Club has thirty (30) members comprised of alumni, faculty members, non-teaching staff and students from 3 campuses. Twelve of its members received conference scholarship and actively participated in the WikiCommons Conference PH 2023 and GLAM Wiki Conference Philippines 2024. Its most recent activity was the LitFest 2025, a month-long literary competition hosted by the College of Education at CBSUA-Calabanga. This year’s LitFest, with its new theme "Cabinet of Curiosities" featured ten exciting events, including Dakitaramon, and Saysay using the Bikol Wikipedia platform. Around 100 participants were oriented on Wikipedia and the Wikipedia training modules last April 22nd. More than 50 students completed at least 3 topics: Wikipedia Essentials, Editing Basics, Evaluating Articles and Sources. The two Wikipedia-related competitions ran from April 23 - 28 and continued until June 18 as an extension of Feminism and Folklore 2025 campaign on Bikol Wikipedia. The activity was co-organized by BSE 3A, BSE 3B, BSE 2A, CBSUA English Educators Hub, The Writers Project, Pintados, CBSUA Wiki Education, and the Calabanga Tourism Office. At the end of the campaign, there were a total of 130 submissions from 53 participants.

CNHS Wiki Club explores open resources  — The Cararayan National High School (CNHS) Wiki Club kicked off 2025 with an awesome event called Wiki Mastery! The extra-curricular activity was all about exploring how to get involved and work together on creating open resources. Last October 2024, the newly elected officers of the accredited CNHS Wiki Club at Cararayan National High School took their oath during a mass induction held at the school pavilion with the club advisers, Marife Altabano and Judith.arendaing.

PhilWiki Community promotes accessible multilingual stories for children — Fifteen (15) translation fellows comprising 5 primary and senior high school teachers, a published writer, a graduate student in creative writing, and 8 undergraduate students taking up education participated in the inaugural Hablon-Usipon Children's Book Translation Workshop to collaborate in producing free licensed reading materials through the StoryWeaver platform. The 2-day translation workshop was held in celebration of the 10th founding anniversary of the PhilWiki Community.

Through its different social media pages, the PhilWiki Community has promoted information about the Wikimedia projects and the different Wiki Loves Philippines photography competitions. It maintains the following pages: PhilWiki Community 1.4K likes • 1.6K followers; Wiki Loves Earth Philippines with 3.7K likes • 3.9K followers; Wiki Loves Monuments PH with 947 likes • 1K followers; Wiki Loves Food Philippines with 392 likes • 611 followers; Bikol Wikipedia with 1.5K likes • 1.6K followers; Bikol Wiktionary 1.1K likes • 1.1K followers, and the newest page, Bikol Wikisource 93 likes • 120 followers. It also manages Facebook groups for its Wiki Education Philippines program which currently has 258 members, and the Bikol Wikipedia Community with 281 members. To reach more audience, it also maintains the The PhilWiki Community blog.

II. The second strategy which is Participation aimed at increasing participation from all sectors of the society increasing participation from all sectors of the society, through the Philippine WikiConferenceWiki Loves Philippines, and the WikiWomen Filipinas

UNESCO World Heritage City to host GLAM Wiki Conference PH 2024 — The PhilWiki Community UG organized the inaugural GLAM Wiki Conference Philippines. Declared as a UNESCO World Heritage City in 1999, the city of Vigan served as the host city with partner, the National Museum of the Philippines - Ilocos. The heritage city is described by the United Nations specialized agency as “the most intact example in Asia of a planned Spanish colonial town, established in the 16th century.” Over 40 cultural heritage activists and professionals from Galleries, Libraries, Archives, Museums with the vibrant Wikimedia communities in the Philippines exchanged and shared their experiences, the practical challenges encountered and the solutions adopted.

One of the participants, User:SheenaAloner writes: My GLAMourous Vigan Con Experience — "I discovered new learnings on how to upload images on Wiki Commons and how to edit on Wiki Source. I would like to share these new learnings to my colleagues in the Department of Education (DepEd), I plan to have a lightning talk in our Learning Action Cell (LAC) Session about what we are doing in PhilWiki Community and as a Wiki Medians..." "The Wiki Community provides an invaluable platform for collaborative knowledge-sharing and creative expression. However, to enhance its impact, I suggest focusing on improving user engagement through more interactive and user-friendly features. Overall, the Wiki Community has great potential, a bright future and has a great ability to elevate its contribution to the world." Read more reports from the participants here.

Part of the conference's side events was the Wiki Takes Vigan, a photo scavenger hunt and free-content photography contest where participants competed to take as many photographs as possible of sights in the City of Vigan for Wikipedia articles that need them. As a result, 191 images were gathered. The top 3 participants: ShmilyDigitalShiminUfesoj and CharMel Creations who garnered the highest points were awarded a certificate of recognition and tokens of appreciation.

From November 25-26, PH-WC board secretary Bernadette Roco along with educators, students, researchers and cultural practitioners from various countries such as the Philippines, China, Indonesia and Spain gathered at Villa Caceres Hotel in the City of Naga for the 2024 International Conference on Filipino-Chinese Histories. The conference offered presentations – some delivered online via Zoom ―by keynote speakers, plenary and paper presenters. The various discussions and insightful presentations introduced the participants to the multi-disciplinary areas of family dynamics and intermarriage; migration, cultural integration and identity formation; culinary, heath, and well-being; economic contributions and trade relations; linguistic practices, education and social mobility; and environmental adaptation and sustainability practices. The presentations and discussions were focused on how the Filipino-Chinese relations developed over time. Bernadette reflects, "This 2-day international conference on Philippine Studies is relevant to PhilWiki’s thrust of promotion and conservation of Filipino heritage. The new and rich resources gathered could potentially be accessed for promotion of free knowledge which is very much aligned with PhilWiki’s advocacies. It was also made clear in the open forum that digitization of archival documents covering the Filipino-Chinese historical interactions is starting and should be pursued for their posterity. Future collaboration with the Partido State University could also probably be explored."

Wiki Loves Earth 2024 in the Philippines — The 2024 edition of Wiki Loves Earth in the Philippines was held to promote the natural heritage sites of the Philippines. Now on its 7th year, the Philippine edition of the competition has received over 6,000 images now available under creative commons license. The competition is part of the international annual photography competition. At the end of the month, a total of 1,145 photographs from the Philippines were submitted as part of the world's largest nature photography contest.

Wiki Loves Monuments 2024 Philippines — A panel of jurors composed of architects and Wikimedians selected the 10 best photographs among 235 entries based on the following criteria: technical quality (sharpness, use of light, perspective etc.), originality, and usefulness of the image for Wikipedia. Winning the grand prize in this year's edition is Richmond Chi's photograph (CC BY-SA 4.0) of El Depósito, an underground water reservoir located at the Pinaglabanan Shrine in the city of San Juan built during colonial period, was adjudged as Grand Winner in this year's edition.

Wiki Loves Food 2024 Philippines — Now on its 3rd year, the gastronomic photography received a total of 302 appetizing entries from 30 participants;

Wiki Loves Folklore 2025 Philippines — This year, a total of 351 entries was submitted to the competition. PhilWiki Community started organizing a local campaign in 2020.

Bikol Wikipedia reaches 18,000th article — Bikol Wikipedia reached a milestone with the creation of the article MrBeast on December 6, 2024. Since November 2023 or just over a year ago, the Bikol Wikipedia Community increased the number of articles by 2,000. During the Bulan kan Asya nin Wikipedia (Wikipedia Asian Month 2024), a total of 90 new articles were created.

Through the Wiki Gap Campaign Philippines 2025 a total of 492 articles were created, 567 articles were improved, and almost 6,000 references were added to improve the credibility and verifiability of the content. The organizers, led by Maria Glenda Brioso, aim to achieve the following objectives: Foster inclusiveness by welcoming participants from various backgrounds, irrespective of their sexual orientation, occupation, or religious affiliation; Raise awareness among participants about Wikimedia Foundation's advocacy concerning the gender gap on the internet; and Motivate participants to increase the representation of women in Wikipedia by editing and translating articles about women. At the end of the campaign, a total of 492 articles were created, 567 articles were improved, and almost 6,000 references were added to improve the credibility and verifiability of the content.

III. In Partnership as our third strategy, we created opportunities through collaboration with public and private organizations with our Outreach, and GLAM Philippines programs.

The PhilWiki Community UG and the Camarines Sur Polytechnic Colleges through the Center for Rinconada Culture and the Arts signed a memorandum of understanding. Under the memorandum, PhilWiki Community UG shall: a. Foster diversity and inclusivity in collaborative activities on building open and free content around Rinconada Bikol language, culture and arts through the Rinconada Bikol Wikipedia, Rinconada Bikol Wiktionary, and Rinconada Bikol Wikibooks; b. Strengthen cooperation in developing free-licensed materials and open access resources through trainings and workshops under the Wiki Loves Rinconada Project through the PH-WC Advocacy Program; c. Support the conservation, protection, and promotion of tangible and intangible cultural heritages through the Wiki Loves Philippines Program by showcasing them on Wikimedia Commons making the local knowledge more accessible and relevant in the modern world while upholding the principles of the 2003 UNESCO Convention; d. Pave the way for both parties to assist each other in the promotion of free culture within and beyond the academic institution through symposia and conferences; and e. Collaborate on resource sharing, including both budgetary and non-financial resources as essential components in achieving the agreed-upon plans and targets.

The PhilWiki Community UG conducted 3 outreach activities in Cebu, Bacolod-Silay and Puerto Princesa with the aim to create linkages and networks with Wikimedians, photographers, educators and the organizations they are part of. In July, the Third Wikimedia meet-up in Cebu took place from July 4 - 6, 2024 in Cebu City. This is the first actual meet-up since May 3, 2009 which happened in the afternoon to early evening in Mandaue City. Four Wikimedians participated in the activities, which included an informal discussion among other attendees from UP-Visayas, USP and LUDABI members on how to revitalize the Cebuano Wikipedia. A photography walk and museum hopping walk were done at the National Museum of the Philippines, Port San Pedro, Museo de Parian, Yap-San Diego Ancestral House, Casa Gorordo, among others. As a result, the Bisdak Wikimedian Community was formed. The Fourth Wikimedia meet-up in Cebu took place from June 28–29, 2025 in Cebu City. Seven Wikimedians participated in activities that included a planning meeting and ocular visits for the upcoming Cebu WikiConference 2025. The conference organizing team aims to partner with the National Museum of the Philippines-Cebu, and the Cebu City Public Library.

We conducted the Wiki Takes Bacolod in October 2024, a photo scavenger hunt and free-content photography outreach activity held during the MassKara Festival. A total of 171 photographs of sights in the City of Bacolod and Silay City were captured during the activity participated by Cebu-based photographers Putowalkers and some of these images are now being used in Wikipedia articles that need them.

Wiki Takes Bacolod organizer User:Herbertkikoy writes: "[it] is the first, ever, photo scavenger hunt and free-content photography outreach activity of the PhilWiki Community in the Visayas and Mindanao. Since the cities of Bacolod and Silay are well-renowned for their rich culture and colorful heritage, they're the perfect venue for this collaborative event. We would like to extend our sincere thanks to Mark Kineth of Sagay City, the Putowalkers of Cebu, and especially to Andro of Silay LGU Tourism for your invaluable contributions. — On to the next Wiki Takes.

The PhilWiki Community UG formed the Team Wiki Loves Birds PH which participated at the Puerto Princesa Underground River 7th International Bird Photography Race in November 2024. The event was organized by the City Government of Puerto Princesa, through the Office of the City ENRO and Puerto Princesa Subterranean River National Park (PPSRNP) Management Office, in collaboration with SUBARAW Foundation, Palawan Geographic Society, Haring Ibon, Bird Finder, Sony, Nikon, Palawan Pawnshop, and Palawan Pay. The team, composed of PhilWiki Community members Michael Angelo Luna, Raniel Jose Castañeda and Alvin Casitas partnered with the Wild Bird Photographers of the Philippines (WBPP). The event is one of the highlights of the Puerto Princesa Underground River Subaraw Festival. The team also conducted an outreach in Puerto Princesa to increase the quality and quantity of free licensed images of different bird species on Wikimedia Commons. Currently, there is a total of 80 images uploaded by the participants. Team PH Wiki Loves Birds won the Best Team Uniform! We plan to partner with these organizations in the future Philippine WikiConference.

To date, the partnerships of the Philippine Wikimedia Community Inc. between the Central Bicol State University of Agriculture, the Nueva Caceres Heritage Movement Inc., and the City Government of Naga are still active.

IV. And finally, our fourth strategy which is Pursuit of Purpose aimed at developing and strengthening the members' skills and abilities, and building the organization's capacity in pursuit of its mission and vision.

To date, PhilWiki Community has one hundred seven (107) volunteers, and three (3) staff.

Facilitation and speakership: During the Bikol Wikisource Training of Trainers held in August 2024, nine (9) community members were actively involved in running the project in different capacities, from facilitation to certification. Most of them would volunteer to be part of the conference committee at the GLAM Wiki Conference Philippines 2024 held the following month, wherein fourteen (14) community members actively participated either as part of the organizing team or as presenters or both. Lightning talks were presented by Herbert Kikoy on Wiki Loves Folklore and by Elmer Montejo on the Cebuano Wikimedian community, a workshop on Macro Photography was given by Mark Kineth Casindac, and a lecture on Wiki Loves Philippines was delivered by Maffeth Opiana. Five members volunteered to be part of the logistics - Jesse Alegre, facilitation – Marivic Altabano and Marvin Molin with Judith Arendaing, and documentation – Alvin Casitas and Raniel Jose Castaneda. The board secretary Bernadette Roco served as conference secretariat while three board members served as members of the scholarship committee, namely: Maffeth Opiana, Leah Sumalinog and Marife Altabano who also served as trust & safety officer. Founding chair and project manager Irvin Sto. Tomas served as the lead in the Bikol Wikisource Training of Trainers and the GLAM Wiki Conference Philippines 2024.

At the Wikisource Conference 2025 held in February 2025 in Sanur, Bali, Indonesia, Irvin Sto. Tomas and Maffeth Opiana shared the best practices for sustaining the Wikisource Loves Manuscripts Philippines activities. They discussed at the session entitled Collaboration Toward an Open GLAM: The Case of Wikisource Loves Manuscripts in the Philippines the strategies in fostering collaboration among the participants, and the learnings and challenges in implementing the program.

Volunteering: Under our Capacity Building program, the community has initiated projects through self-funding and volunteerism as it envisions itself to be a free, open and vibrant organization. The community aims to achieve its goals through sustainable, creative and innovative projects and partnerships. Community members and contributors sustained active participation in different campaigns on Wikipedia, Wikisource and Wikimedia Commons during their free time and working with targets in mind. The Cararayan National High School Wiki Club held their induction of newly elected officers after its official accreditation as an extra-curricular organization with club advisers Marife.altabano and Judith.arendaing. The Bikol Wikipedia Community increased the number of articles on Bikol Wikipedia achieving the 18,000th article on December 6, 2024. The Wiki Club Minalabac will be organizing a storybook translation training to be published under CC BY-SA licensing.

Beyond Wikimedia, community members involved in heritage conservation also sustained their involvement in public consultations with local government on the city's cultural development projects hence building alliances with other civic organizations and supporting the preservation of historical structures. The organization aims to be part of the Naga City People's Council under the education or culture sector.

Annual general meeting and Regular board meetings: The organization elected its new board at the 2025 Annual General Meeting. Entrusted with another full year term are Leah B. Sumalinog (chair), Maffeth O. Sto Tomas (president), Bernadette F. Roco (secretary) and Marife G. Altabano (treasurer). Also rejoining the 5-member board is Marvin R. Molin who served in 2020-2021. During the meeting, president Maffeth gave a detailed report of the activities conducted from March 2024 to the present while treasurer Marife presented the mid-year report of its general support fund grant from the Wikimedia Foundation and responded to relevant inquiries from the members. The board had six (6) face-to-face meetings and several virtual meetings since the annual general meeting of members held on March 16th. The board meetings were held in various venues within Naga City and at The Boardroom by Keystone on three occasions. Several decisions were made during the board meetings including the selection of PhilWiki Community representatives to conferences, partnership with cultural and educational institutions, and application for accreditation at the Naga City People's Council.

Co-working space: In November, the PhilWiki Community started its activities at The Boardroom by Keystone located on the 2nd floor ADC Building, Magsaysay Avenue, Naga City where board meetings and editing sessions are conducted. On the first month at the new creative space, multiple activities were conducted which included a whole day back-to-back activities covering an Intro to Wikisource session, the 17th Bikol Wikipedia Day celebration, and launching of Wikipedia Asian Month 2024 on November 23rd. The activities were originally calendared before the tropical cyclone hit the province. In spite of the postponement of the activities, slated a week earlier, BS Architecture students from the Bicol State College of Applied Science and Technology with local Wikimedians were in attendance in the activities. The following week, a panel of jurors from the PB Writers Inc. helped in trimming down the number of entries in the Wiki Loves Monuments Philippines 2024 in the first round of elimination. The final judging was held on November 30th with jurors Ar. Artemio Pasa Jr. (User:Jun_pasa), Ar. Casey Abalayan and Ar. Josenia Merencillo of the United Architects of the Philippines-Camarines, Bernadette Roco of the PhilWiki Community and Irvin Sto. Tomas (User:Filipinayzd) of the Commons Photographers User Group, and Wasiul Bahar (User:Wasiul_Bahar) of Project Korikath attending virtually.

The co-working space has served as a place for collaborations with other mission-aligned organizations and partner organizations. The PB Writers Inc., Nueva Caceres Heritage Movement Inc. and United Architects of the Philippines-Camarines Inc. participated during the elimination and final rounds of Wiki Loves Monuments Philippines 2024. The boardroom is also open to UNC Wiki Club, CBSUA Wiki Club, CNHS Wiki Club, Wiki Club Minalabac / Alliance for Open Education Collaboration Inc., and other communities and partners to work on existing and future projects.

Capacity Building: The organization conducted the Capacity Building Workshop at Aguirangan View Hotel in Maagas, Presentacion, Camarines Sur. The aim of this activity is to come up with a project roadmap to support the promotion of free knowledge and our shared objectives reflected in the annual plan for 2025-2026. The project roadmap which outlines the sequence of activities involved in implementing, enhancing, or upgrading solutions will support the organization achieve its goals in the succeeding years. During the workshop, participants had an exchange of ideas based on their own experience in project management and collaborate with each other in exploring the most effective strategies and innovations that can be used throughout the year.

The PhilWiki Community sent its president Maffeth Opiana-Sto. Tomas and secretary Bernadette Florendo-Roco as official delegates to the ESEAP Strategy Summit 2025 held in Malate, Manila, Philippines and its treasurer Marife Altabano and staff Judith Arendaing at the Wikisource Conference 2025 held last month in Sanur, Bali, Indonesia. The regional summit for Wikimedia affiliates and invited resource persons discussed the Movement Strategy, including any developments around the Movement Charter, as well as topics for the ESEAP Hub. The two officers held an executive meeting with the Commons Photographers User Group after the photowalk in Manila during the ESEAP Summit 2025 on May 25, 2025 initiated by the two user groups. Meanwhile, the Wikisource event with the theme "Transform & Preserve Heritage" was an international gathering to enhance global collaboration among Wikisource contributors.

Yes, the grant supported the Community undergone skills development that made impact in our activities. Held in September 2024 in the UNESCO World Heritage City of Vigan in Ilocos Sur, we organized the GLAM Wiki Conference Philippines 2024 that served as a forum to impart new ideas, to exchange, and to share the participants' experiences of cultural heritage professionals from Galleries, Libraries, Archives, Museums with the vibrant Wikimedia communities in the Philippines. Collaboration results, practical challenges encountered, and the solutions adopted in open digital resources and cultural preservation, including tangible and intangible heritage, were also discussed. In January 2025, at The Boardroom by Keystone, the organization's creative space, the PhilWiki Community discussed the learning questions from the Community Engagement Survey to gather valuable insights for planning activities in 2025-2026 and to develop new strategies during the hybrid community engagement meeting. The meeting concluded with a celebration of Wikipedia‘s 24th birthday. In June 2025, the organization conducted the Capacity Building Workshop at Aguirangan View Hotel in Maagas, Presentacion, Camarines Sur. This activity aimed to come up with a project roadmap to support the promotion of free knowledge and our shared objectives reflected in the annual plan for 2025-2026. The project roadmap, which outlines the sequence of activities involved in implementing, enhancing, or upgrading solutions, will support the organization in achieving its goals in the succeeding years. During the workshop, participants had an exchange of ideas based on their own experience in project management and collaborated with each other in exploring the most effective strategies and innovations that can be used throughout the year.

13. What is one capacity/skill area that you would like to focus on for the next year? And how do you plan to achieve this capacity? (required)

We aim to enhance the Philippine WikiConference in terms of program design, diversity of participation, and partnership with institutions. Since organizing the WikiCommons PH Conference in 2023, these aspects have significantly improved. Organizing WikiCon capacitates the members and volunteers in planning and implementing the activities and assessment. It also serves as a venue for editors and partners to showcase their contributions to the open knowledge to a diverse audience from different parts of the archipelago. We plan to achieve this capacity by replicating the best practices in ESEAP and thematic conferences and Wikimania, and by adapting innovations done in other conferences that our diverse members have attended and organized as part of their profession or organization.
