PhilWiki Community implements programs that strengthen free knowledge, promote Philippine languages, and build sustainable volunteer leadership within and beyond the Wikimedia movement. The 2026–2030 roadmap reflects the community’s commitment to strengthening participation, deepening partnerships, elevating education and digital literacy, expanding language and cultural representation, and enhancing internal capacity for sustained impact.

Our core values are PHWC or People-centered, Honesty, Working Together and Connectivity. We put people and communities at the heart of free knowledge creation and sharing; We value accuracy, verification, and integrity in all content across Wikimedia platforms; We promote collaboration among volunteers, partners, and communities; and We connect Filipinos to knowledge and to the global Wikimedia movement.

Our goals will be achieved through the following strategies: 1. People-centered community development - At the heart of the PhilWiki Community’s sustainability is its people. This strategy prioritizes inclusive growth, leadership development, and the creation of safe, welcoming spaces where volunteers from across the Philippines can meaningfully participate and lead. By expanding membership nationwide, strengthening leadership pathways, and ensuring diverse regional representation, the community aims to build a resilient and future-ready movement.

Through the establishment of Regional Community Hubs, the expansion of Youth and Campus Wiki Programs, and the institutionalization of annual Leadership Summits and mentorship initiatives, this strategy empowers volunteers at all levels, from new contributors to experienced organizers. Over the next five years, PhilWiki commits to cultivating 300 active volunteers, forming 20 institutional Wiki Clubs, developing 10 regional coordinators, and increasing leadership representation beyond the Bicol Region to at least 50%, ensuring a truly national and inclusive Wikimedia community.

2. Multilingual knowledge and cultural heritage - PhilWiki Community recognizes that the richness of Philippine knowledge lies in its linguistic and cultural diversity. This strategy advances the preservation, documentation, and amplification of local languages, histories, and heritage by strengthening multilingual content creation and building meaningful partnerships with cultural institutions and communities. By centering regional voices and safeguarding intangible heritage, the community contributes to knowledge equity and ensures that Filipino stories are represented on Wikimedia platforms.

Through the Philippine Languages Initiative, expanded WikiTakes the City and heritage documentation efforts, strengthened GLAM partnerships, and the development of ethical Oral History and Indigenous Knowledge programs, this strategy fosters inclusive cultural representation and responsible knowledge sharing. Over the next five years, PhilWiki aims to produce 50,000 new or improved multilingual articles, upload 25,000 media files to Wikimedia Commons, and establish 15 sustained GLAM partnerships, building a stronger digital presence for Philippine languages and heritage.

3. Education and capacity building - Education remains a powerful pathway for expanding access to free and reliable knowledge. This strategy focuses on integrating Wikimedia projects into formal and informal learning environments while strengthening digital and information literacy across communities. By equipping educators, students, and volunteers with the skills to critically evaluate sources and contribute responsibly, PhilWiki Community promotes ethical, verified, and impactful content creation.

Through the Wikimedia Education Program, nationwide digital literacy and fact-checking workshops, and the development of game-based and creative learning tools tailored to local languages, this strategy bridges open knowledge with classroom and community learning. Over the next five years, PhilWiki Community aims to train 100 educators, engage 10,000 student editors, and ensure that 80% of its programs integrate verification and responsible content creation modules, building a generation of informed contributors and critical thinkers.

4. Technology, connectivity and access - Access to knowledge should not be limited by geography, connectivity, or resources. This strategy focuses on reducing digital divides by expanding access to Wikimedia platforms in underserved and remote communities across the Philippines. By strengthening digital inclusion initiatives and investing in technical capacity, PhilWiki Community ensures that more Filipinos can both access and contribute to free knowledge.

Through offline Wikipedia distribution using Kiwix, connectivity support for volunteers, and advanced technical skills training in Wikimedia tools such as Wikidata and Commons, this strategy builds a more connected and technologically empowered community. Over the next five years, PhilWiki Community aims to deploy 100 offline installations nationwide, train 200 individuals in advanced Wikimedia tools, and actively participate in at least three global Wikimedia campaigns annually, advancing sustainable and equitable access to knowledge for all.

5. Sustainability, governance and global engagement - To ensure lasting impact, PhilWiki Community commits to building a strong, transparent, and future-ready organizational foundation. This strategy focuses on strengthening governance systems, securing sustainable resources, and actively engaging with the broader Wikimedia movement at regional and global levels. By reinforcing accountability and strategic alignment, the community positions itself for steady growth and long-term resilience.

Through continuous organizational development, diversified resource mobilization, and meaningful global representation, PhilWiki aims to enhance both its internal capacity and external partnerships. Over the next five years, the community targets stable annual operating budget growth, the successful hosting of five major national conferences, and consistent representation in ESEAP regional initiatives culminating in hosting an international Wikimedia conference by 2029.

Lead: Maffeth Opiana (User:Maffeth.opiana). President, Outreach Committee Chair, co-founder, and an incorporator of the Philippine Wikimedia Community Inc., she has been the national organizer of Wiki Loves Earth Philippines since 2018, WikiGap Campaign in the Philippines from 2018-2023, and a volunteer and contributor in Wikipedia Asian Month and Wiki Loves Monuments PH. As the Outreach Committee Chair, she organized the Wiki Loves Fashion, Wiki Loves Folklore, and Wiki Loves Food Philippines. She has been a contributor, facilitator, participant, and organizer in different campaigns and outreach activities since 2014.

Co-lead: Marife Altabano (User:Marife.altabano) Board Treasurer and Education Committee Chair of the Philippine Wikimedia Community Inc., she chairs the Education Committee, which runs the Wiki Education Philippines program. She actively volunteers in organizing activities that involve teachers and students at the CNHS Wiki Club, an extra-curricular organization. She has been part of the movement as a volunteer since 2020.

User:Herbertkikoy - An active member of the User Group based in Cebu, a Community Organizer in the Visayas, and a hobbyist photographer who focuses on Travel and Festivals photography. An award-winning photographer both in the national and international levels, he has successfully organized WikiTakes the City outreach activities in Bacolod, Puerto Princesa and Bacolod, and presented his accomplishments and learnings at the WikiCommons PH Conference 2023, GLAM Wiki Conference 2024 and at the Cebu WikiConference 2025.

User:Micluna - An active member of the User Group based in Batangas, a Community Organizer in Luzon, and he is a hobbyist photographer, engaging in various genres of photography, including wildlife, macro, astrophotography, and street photography. An award-winning photographer both in the national and international levels, he has successfully participated at the PPUR 7th and 8th International Bird Photography Race, Subaraw Festival representing the User Group. He participated at the WikiCommons PH Conference 2023, GLAM Wiki Conference 2024 and at the Cebu WikiConference 2025.

User:Jessartcam - An active member of the User Group based in Ilocos, a Community Organizer in Luzon, and he is professional photographer and the grand winner in the 3 editions of Wiki Loves Food Philippines. He joined the User Group and participated at the WikiCommons PH Conference 2023 wherein he gave a presentation on landscape photography. He also supports the activities of the User Group as a resource speaker and part of the documentation committee.

User:Filipinayzd - An ESEAP Community Connector based in the Philippines, he currently serves as the Project Director (contractor). He supports in overseeing the formulation and development of PhilWiki Community programs, in ensuring that the project coordinators of the various programs adhere to the budget for efficient fiscal management ensuring maximum impact with their available resources, and in establishing new partnerships with local, national and international institutions.

Jessa Arca - The Liaison Officer (contractor) of the User Group, she assists the Project Director, create and develop and expand a network of PhilWiki Community partners and maintain liaison with such institutions; coordinate with established partners, government and non-government institutions that support sustained implementation of PhilWiki Community projects; assist in conducting orientation and/or planning workshops for project coordinators and partner institutions.

Judith Arendaing (User:Judith.arendaing) - The Office Admin (contractor) of the User Group, she manages the day-to-day operation of the office; support the administrative needs of the various programs and projects; assist in organizing meetings, events and conferences; booking transport and accommodation, ordering stationery and supplies. She is also an active contributor on Wikisource.
