In 2026, SKAP will focus on opening up government data, amplifying women’s stories, preserving local governance records, and building new communities of editors in underserved areas. Through projects like the National and Local Government Database, DTI Cities & Municipalities Competitiveness Index, InfraData, WikiWomen in Red, local ordinance digitization, and Wikipedia Basics Training, we aim to make reliable information more accessible, close the gender gap on Wikipedia, safeguard historical records, and create safe spaces for new contributors to learn and grow. We are addressing challenges such as scattered and hard-to-access government data, the underrepresentation of women, the inaccessibility of local laws, and the lack of support for new editors. Our strategies like partnerships with government agencies, edit-a-thons, digitization efforts, mentorship programs, and regional collaborations, directly respond to these challenges, ensuring that knowledge is preserved, shared widely, and made equitable and sustainable for all.

Yes. In 2026, SKAP will work with both internal Wikimedia and external partners.

Internal partners include ESEAP affiliates and Wikimedia communities through joint campaigns, capacity exchanges, and representation at Wikimania and the ESEAP Conference. Locally, WikiClub Cebu and emerging WikiClubs will help deliver trainings and edit-a-thons, supported by experienced Wikimedians in SKAP as mentors and advisors. Key contributors include Exec8, Lady01v, JasDolt, LawmedPH, WishywizPH, and RomeOTD, who provide expertise in governance data, policy advocacy, and community training.

External partners include government agencies such as Department of Education ( DepEd) and Department of Trade and Industry, (DTI) local government units (e.g., Lanao del Norte, Cebu, Pangasinan, Pampanga), universities, and civil society organizations. These partnerships support education data projects, digitization of ordinances, and gender-focused content campaigns.

Significant examples are EduDataPH with DepEd and universities for education data on Wikidata, WikiWomen in Red with civil society groups to expand women’s biographies, LGU Ordinance Digitization with partner municipalities, and ESEAP Collaboration to strengthen regional Wikimedia ecosystems.

These partnerships combine Wikimedia expertise with institutional and community participation, ensuring impact and sustainability.

Other Metrics Description Target
Capacity Development for New Community Leads We place this metrics to equip our prospective community leads with the fundamental knowledge and skills to sustain and grow their volunteers after a Basic Wikipedia Editing Workshop activity. We learned that aside from teaching volunteers to edit Wikipedia, promising community leads need to be capacitated about the Movement, its culture and organizational processes. We wish to increase the number of newly trained community leads or mini project coordinators across various parts of the Philippines where we will conduct Basic Wikipedia Editing projects to sustain our activities and increase participation for future projects. 8

19. Does this proposal include compensation for staff or contractors? (required)
Yes
19.1. How many paid staff members do you plan to have? (required)

Include the number of staff and contractors during the proposal period. If you have short-term contractors or staff, please include them separately and mention their terms.

We plan to cover 2 paid staff members with this General Support Fund during the proposal period:

1. Project Coordinator/Manager (full year, 12 months) 2. Admin Assistant (full year, 12 months)

In addition, there will be short-term project-based contractors/staff engaged for specific activities, including: 1. Project Supervisors (per diem, assigned per event across Strategies 1–5) 2. Digitization Staff (short-term honoraria under Strategy 3 for OCR and proofreading work)

19.2. How many FTEs (full-time equivalents) in total? (required)

Include the total FTE of staff and contractors during the proposal period. If you have short-term contractors or staff, please include their FTEs with the terms separately.

Project Coordinator/Manager - 1.0 FTE (12 months full-time)

Admin Assistant - 1.0 FTE (12 months full-time)

That makes a total of 2.0 FTEs for the full year.

19.3. Describe any staff or contractor changes compared to the current year / ongoing General Support Fund if any. (required only for returning grantees)
In 2025, SKAP had only one part-time admin staff (₱120,000) and a short-term researcher contractor (₱32,000), with most work supported by volunteers.

For 2026, we propose two full-time staff: a Project Coordinator (₱300,000) and an Admin Assistant (₱180,000), totaling ₱480,000. This increase is justified by our expanded programs and need for consistent project management, reporting, and coordination across multiple regions. Short-term contractors will still be engaged per event, but the shift to full-time staff ensures organizational stability and sustainability.

20. Please provide an overview of your overall budget categories in your local currency. The budget breakdown should include only the amount requested with this General Support Fund (required).
Budget category Amount in local currency
Staff and contractor costs 620000 PHP
Operational costs 354960 PHP
Programmatic costs 1580000 PHP
21. Please upload your budget for this proposal or indicate the link to it. (required)
