Part 1: Understanding your work
[edit]Per the recent update on the Wikimedia Foundation Affiliates Strategy process, Wikimedia Affiliates that are General Support Fund grantees will fulfill their affiliate reporting requirements through their final or yearly grantee report.
If you are a Wikimedia Affiliate, you will use this form for your affiliate reporting and to address the affiliate health criteria. You do not need to submit a separate report to AffCom. Follow the guidance in the green boxes to report on how you met the corresponding affiliate health criteria.
If you are not a Wikimedia Affiliate, aligning your responses with the affiliate criteria is optional and not required.
1. Please share to what extent your programs, approaches, and strategies contributed to addressing the challenges you shared in your proposal. If they did not contribute as you believed they would, please share what obstacles you faced and what, if anything, you learned from them? (required)

The workload of the project was excessive, and "personnel changes" became the biggest challenge. We applied for this project in September 2023, and the community discussions at that time planned future tasks based on the situation in 2023. However, when the project started in 2024, the plan could not keep up with the changes. Some original members, due to personal career plans such as promotions, interviews, or further studies, were unable to continue participating, which led to delays in task execution or a lack of necessary technical support.
To address these challenges, we developed the following strategies and adjustments. While they were effective to some extent, significant difficulties remained:

面對原成員流失,我們持續招募新成員。然而,由於技術門檻及台語書寫能力不足,新成員的培訓需要時間,短期內無法分擔過多工作量。這使得部分關鍵任務進展受阻,尤其是在多語言內容的製作方面。
Recruiting New Members to Stabilize Human ResourcesTo address the loss of original members, we continuously recruited new participants. However, due to technical barriers and insufficient proficiency in Taiwanese writing, the training of new members took time, making it difficult for them to take on a significant workload in the short term. This hindered progress on critical tasks, particularly in the creation of multilingual content.
分階段推進重點任務
由於人手不足,我們重新審視工作優先級,集中資源完成季度重點項目。例如,上半年我們主要專注於台語相關的工作,包括圖像描述及音訊保存;下半年則以社群交流為主,多語言的項目以「排灣語」訪談或活動參與為主,而其他則有撒奇萊雅祭儀的影片記錄。我們透過這種分階段策略能在有限資源下,保障任務的穩定執行。
Advancing Key Tasks in PhasesGiven the shortage of manpower, we revisited our work priorities and concentrated resources on completing quarterly key projects. For example, in the first half of the year, we focused primarily on Taiwanese-related tasks, including image descriptions and audio preservation. In the second half, we prioritized community engagement, with multilingual projects centering on interviews or activities involving the Paiwan language, while others included video documentation of Sakizaya rituals. This phased strategy allowed us to ensure stable task execution with limited resources.
語言推廣的挑戰與突破
為了推廣「台語」及「原住民族語」在各項的維基計畫中,我們鼓勵長者參與。然而,台灣缺乏台語、原住民族語書寫的基礎環境,導致多數長者無法用台語、原住民族語言進行讀寫。此外,維基計畫的技術的運作也需要社群成員的全力協助。
Challenges and Breakthroughs in Language PromotionTo promote Taiwanese and Indigenous languages in various Wikimedia projects, we encouraged elders to participate. However, Taiwan lacks a foundational environment for reading and writing in Taiwanese and Indigenous languages, making it difficult for most elders to engage in written communication. Additionally, the technical aspects of Wikimedia projects required the full support of community members.
面對障礙的學習與經驗,雖然未能達到預期效果,但這些經驗讓我們學到了以下三點:
靈活規劃與調整:原有計畫需要更多的彈性空間,以應對不可預測的人員流動和環境變化。
培養核心成員:核心成員的技術與語言能力是推進項目的關鍵,應在招募階段加強篩選並提供進一步支持。
加強社群合作:需要更廣泛動員社群,建立更緊密的合作關係,分擔任務壓力。
Although we did not achieve the expected outcomes, these experiences taught us three key points:
Flexible Planning and Adjustments: The original plan needed more flexibility to adapt to unpredictable personnel changes and environmental shifts.Cultivating Core Members: The technical and language skills of core members are crucial for driving the project forward. Recruitment should include stricter selection criteria and further support for skill development.Strengthening Community Collaboration: Broader community mobilization and stronger collaborative relationships are needed to share the workload and alleviate pressure on team members.

我們確實有計劃在已取得的成功基礎上進一步發展,並根據整年活動的成果制定了一系列後續發展計劃,同時確立新的優先事項和未來目標。這些計劃旨在擴大活動影響力,深化文化保存的深度與廣度。
We indeed plan to build on the foundation of our past successes and have developed a series of follow-up initiatives based on the results of this year's activities. These plans aim to expand the impact of our efforts while deepening and broadening the scope of cultural preservation. New priorities and future goals have also been established to guide our next steps.
1.世界母語日宣傳活動的延續與升級
基於第一季母語日宣傳活動的成功,我們計劃:
擴展參與對象:將活動對象從親子拓展至更多年齡層,例如青少年與長者,並針對不同群體設計專屬活動內容。
多語言覆蓋:在原有台語推廣基礎上,加入原住民族語言,舉辦更具包容性的多語言宣傳活動,促進文化多樣性。
1.Continuation and Upgrade of International Mother Language Day Promotion
Building on the success of the first quarter's Mother Language Day promotional activities, we plan to:
• Expand Target Groups: Broaden the audience from parents and children to include more age groups, such as teenagers and elders, with tailored activities designed for each demographic.
• Multilingual Coverage: Add Indigenous languages to the existing Taiwanese promotion efforts, creating more inclusive multilingual activities that foster cultural diversity.
2.深化廟宇文化訪談與數位保存
第二季的廟宇文化訪談讓我們看到了宗教文化對於地方社區的重要性,未來應可推展的計劃包括:
專題系列製作:深入記錄與「廟宇祭典」相關的文化元素,包含靜態與動態影像資料。
教育推廣:將訪談與成果製作成共享影音教材,以利推廣與推動。
2.Deepening Temple Culture Interviews and Digital Preservation
The second quarter's temple culture interviews highlighted the importance of religious culture to local communities. Future initiatives may include:
• Thematic Series Production: Create comprehensive records of cultural elements related to "temple festivals," incorporating both static and dynamic audiovisual materials.
• Educational Promotion: Develop interview outcomes into shared audiovisual teaching materials to facilitate outreach and education.
3.族群交流與協作
工作坊促進了不同族群之間的交流,未來將進一步加強:

• Cross-Ethnic Edit-a-thons: Shift the focus of community exchange workshops toward collaborative "editing activities," encouraging shared contributions to multilingual resources and fostering cultural integration.
4.撒奇萊雅火神祭的持續紀錄與推廣

4.Continued Documentation and Promotion of the Sakizaya Fire God Festival
The successful documentation of the Fire God Festival has opened new pathways for preserving Indigenous festival culture. Future plans include:
• Optimizing Audiovisual Materials: Digitally annotate and segment the audiovisual records to enhance accessibility and usability.

While challenges in funding and manpower persist, we are confident that through continuous efforts and strategic adjustments, these plans will significantly contribute to the preservation of Taiwan’s culture and languages.

Hopengiu維基社群在2022年由Iyumu、akamycoco、vickylin77amis、Criticelavia創建,2024年5月後,Iyumu跟Criticelavia因個人因素、生涯規劃,無法積極參與後續計畫,執行的過程當中,我們發現用羅馬字貢獻台語或是與其他社群交流,面臨許多的挑戰,影響了參與者的回饋。關於回饋的數據,我們可以從計分版查看,一種是全年度的計分板([3]),另一個則是多語言社群交流的計分板(https://outreachdashboard.wmflabs.org/courses/Hopengiu_Wikimedians_User_Group/2024%E5%B9%B4%E7%B6%AD%E5%9F%BA%E7%A4%BE%E7%BE%A4%E4%BA%A4%E6%B5%81%E5%B7%A5%E4%BD%9C%E5%9D%8A)。
The Hopengiu Wikimedians User Group was established in 2022 by Iyumu, akamycoco, vickylin77amis, and Criticelavia. However, as of May 2024, Iyumu and Criticelavia were unable to actively participate in subsequent projects due to personal reasons and career plans. During the project execution, we discovered significant challenges in contributing to Taiwanese using Romanized script and in engaging with other communities, which impacted participant feedback.

為能瞭解社群的狀況,我們以訪談的方式詢問參與成員。
To understand the status of the community, we conducted interviews with participating members.
1.簡單先生:能夠流利地說台語,還能聽懂各種不同口音的台語,對他來說,台語是他與家人、鄰居溝通的橋樑,可以從中文直接轉成台語。他從擺攤交流、工作坊、課程,參與Hopengiu維基社群相關活動,從中瞭解到維基除了維基百科還有其他計畫,可以貢獻圖片、也可以貢獻文字或聲音。他知道,台語在現代社會、在北部地區,逐漸被邊緣化,能夠將台語保存下來,是一件非常重要的事,也是一件不容易的事。他從來沒有學過台語的羅馬拼音、聲調,參與的過程,面臨很多難題,台語跟中文是從小習慣的語言,從中文轉換成台語很容易,但從羅馬拼音理解台語之後,台語就成為了很陌生的語言,無論是閱讀、書寫,都很困難。他知道維基不只有一種計畫,就算無法書寫台語,但可以貢獻自己的聲音。參與的過程當中,上半年藉由活動,錄製聲音至commons,下半年因為接觸另一個計畫,也成為了台語的志工,協助common voice台語音檔的確認。簡單先生知道,語音的力量能夠超越文字,他認為,未來他應該可以的貢獻一些傳統的諺語,將讓更多人聽見台語,也可以讓這份文化得以傳承下去。
1.Mr. Simple: He is fluent in speaking Taiwanese and can understand various dialects of the language. For him, Taiwanese is a bridge for communication with his family and neighbors, allowing him to switch directly from Mandarin to Taiwanese. Through participating in activities such as booths, workshops, and courses organized by the Hopengiu Wikimedia community, he learned that Wikimedia includes more than just Wikipedia. It also provides opportunities to contribute images, text, and audio.
He is aware that Taiwanese is gradually being marginalized in modern society, particularly in northern Taiwan. He believes that preserving Taiwanese is both very important and very challenging. Having never learned Taiwanese Romanization or tones, he faced many difficulties during his participation. While switching from Mandarin to spoken Taiwanese is easy for him, trying to understand Taiwanese through Romanization makes the language feel unfamiliar, making reading and writing very difficult.
He understands that Wikimedia encompasses various projects, and even if he cannot write in Taiwanese, he can still contribute his voice. During the first half of the year, he participated in events to record audio for Wikimedia Commons. In the second half, after being introduced to another project, he became a Taiwanese-language volunteer, assisting with the verification of Common Voice's Taiwanese audio files.
Mr. Simple believes in the power of voice to transcend written language. He thinks that in the future, he can contribute traditional proverbs, allowing more people to hear Taiwanese and ensuring that this cultural heritage can be passed on.
2.Auljav:本身是排灣族,因為工作的關係,曾接觸各種不同的維基計畫,也知道排灣語的維基百科,但因為書寫維基百科的條目需要花大量的時間,並沒有長期編輯排灣語的維基百科。參與Hopengiu維基社群各項計畫,發現自己最容易完成的維基計畫是用排灣語寫圖片介紹或是錄製排灣語的常用詞彙,貢獻到commons。排灣語的維基詞典不用大量的文字,也可以結合聲音、圖片,雖然目前尚未孵育成為正式的詞典,但未來如有機會,也會嘗試貢獻自己的能力,從短句開始參與文字、語音資料的貢獻。
2.Auljav: Auljav is a Paiwan woman. Due to her work, she has been exposed to various Wikimedia projects and is aware of the Paiwan Wikipedia. However, since writing Wikipedia entries requires a significant amount of time, she has not been able to engage in long-term editing of the Paiwan Wikipedia.
By participating in various projects within the Hopengiu Wikimedia community, she discovered that the easiest Wikimedia projects for her to contribute to were writing image descriptions in Paiwan or recording commonly used Paiwan phrases to upload to Wikimedia Commons. The Paiwan Wiktionary, which does not require extensive text contributions, can also integrate audio and images. Although it has not yet been developed into a formal dictionary, she plans to contribute her skills in the future, starting with short sentences and gradually participating in text and audio data contributions.
3.台語受訪耆老:參與維基計畫,為台語保存與廟宇文化傳承盡一份力,是一段充滿意義的經歷。身為一位耆老,看著台語在年輕一代中逐漸淡化,內心既感到憂心,因此透過提供語料,將自己一生所累積的台語詞彙、語法與文化知識記錄下來,讓這些寶貴的資產成為後代學習的基礎。
在接受訪談與進行導覽的過程中,回憶起過去在廟宇祭祀與參加廟會的情景,深感台語與廟宇文化相輔相成的重要性。廟宇不僅是信仰的中心,更是語言、習俗與藝術的載體。每一場廟會、每一句寺廟的話語,都是文化傳承的一環。
在維基計畫上,藉由和其他熟悉維基計畫的年輕朋友共同努力,將廟宇的傳統故事、儀式流程與相關用語系統化地記錄下來。看到逐漸消逝的台語、廟宇文化被更多人了解、使用,感到欣慰。希望藉此能讓年輕一代重新認識台語與廟宇文化的價值,讓它們不僅僅存於我們的記憶,更能活在每個人的生活中,延續到未來的每一個世代。
3.Taiwanese Elderly Interviewee: Participating in Wikimedia projects to preserve Taiwanese and temple culture has been a deeply meaningful experience. As an elder, he feels concerned about the gradual fading of Taiwanese among younger generations. To address this, he has contributed linguistic data, recording the vocabulary, grammar, and cultural knowledge he has accumulated over a lifetime, ensuring these valuable assets serve as a foundation for future learning.
During interviews and guided tours, he reminisced about past temple rituals and festivals, emphasizing the close relationship between Taiwanese and temple culture. Temples are not only centers of faith but also vessels for language, customs, and art. Every festival and every word spoken in a temple is a vital part of cultural preservation.
Through Wikimedia projects, he collaborated with younger contributors familiar with Wikimedia tools to systematically document traditional temple stories, ritual procedures, and related terminology. Seeing the increasing awareness and use of Taiwanese and temple culture brings him great comfort. He hopes this work will inspire younger generations to rediscover the value of Taiwanese and temple
culture, ensuring they not only remain in memories but also thrive in daily life and are passed on to future generations.
4.Hsu0122:在2023年母語日的擺攤活動中,第一次接觸到台語的維基計畫。當時因為不具備台語的書寫能力,一直無法實際貢獻內容,只能參與聚會學習。每次看到其他人熟練地編輯和新增內容,心中難免覺得有些挫折,但也更堅定了學習的決心。
到了2024年,決定從自己力所能及的地方開始。雖然書寫能力仍然不足,但嘗試為台語的詞條新增圖片,讓詞條內容更生動易懂,期待日後可以在台語維基相關計畫有更多貢獻。
4.Hsu0122: Hsu0122 first encountered the Taiwanese Wikimedia project during the 2023 International Mother Language Day booth event. At that time, due to a lack of Taiwanese writing skills, he was unable to make direct contributions and could only participate in gatherings to learn. Watching others skillfully edit and add content, he felt some frustration but became even more determined to improve his abilities.
By 2024, he decided to start contributing within his capabilities. Although his writing skills were still insufficient, he began adding images to Taiwanese entries, making the content more engaging and easier to understand. He looks forward to making more substantial contributions to Taiwanese Wikimedia projects in the future as his skills develop.

關於補助的部份,我們仍有自籌,但不影響我們對於台語貢獻的熱忱。從長遠來看確實有些影響,不完全是經費的問題。因為能夠用羅馬字寫台語維基計畫的人不多,確實影響了社群未來的發展。
經費因素:有限的資源確實直接影響到教育訓練的長期規劃。台語寫作工作坊的辦理對於培育更多能夠使用羅馬字撰寫台語內容的參與者至關重要,但缺乏足夠的資金支持,將限制這樣的活動持續開展,進而影響到台語維基計畫的發展潛力。若無法培養更多具備能力的編輯者,這個計畫可能會陷入停滯。
人員因素:「人員異動」是最大的問題,計畫趕不上變化,社群成員因生涯規劃,無論是推廣、訪談、參與課程,均無法順利配合。然而,計畫執行的項目較多,為讓每一季的工作穩定執行,現有成員工作上的負擔相對變重,我們雖然持續招募新成員加入,但礙於維基技術能力、Tâi-gí文字書寫能力,貢獻有限。縮小計畫規模是未來較為有效的推展方式。
Regarding the funding aspect, we still rely partially on self-funding, but this does not affect our enthusiasm for contributing to Taiwanese. However, in the long run, there are indeed some challenges, not entirely due to financial issues. The fact that few people are able to write Taiwanese Wikimedia content using Romanization has significantly impacted the community's future development.
Financial Factors
Limited resources directly affect the long-term planning of educational training. Organizing Taiwanese writing workshops is crucial for cultivating more participants who can create Taiwanese content using Romanization. However, the lack of sufficient financial support restricts the sustainability of such activities, which, in turn, affects the potential growth of Taiwanese Wikimedia projects. Without the ability to train more capable contributors, the project risks stagnation.
Human Resource Factors
"Personnel changes" have been the biggest challenge, with plans unable to keep pace with changes. Community members, due to career planning, often face difficulties in aligning with activities such as promotion, interviews, or participation in courses. Additionally, with numerous tasks in the project, the workload on existing members has increased significantly to ensure stable execution of quarterly tasks.
Although we have been continuously recruiting new members, limitations in Wikimedia technical skills and proficiency in writing in Tâi-gí have constrained their contributions. Scaling down the project size may be a more effective way to proceed in the future.
13. What is one capacity/skill area that you would like to focus on for the next year? And how do you plan to achieve this capacity? (required)
未來的重點:
1.輔導部分成員專注貢獻聲音,獨立參與其他維基計畫:鼓勵成員專注於語音資料的貢獻,特別是在維基共享資源(Wikimedia Commons)等平台上,為台語的語音資料庫增添更多內容。這不僅有助於保存台語的口語文化,還能支援其他需要語音資料的維基計畫。
2.縮小計畫規模,聚焦台語相關主題:將計畫重心放在與宮廟文化相關的台語訪談,以及台語維基詞典的建設。這樣的專注有助於深入挖掘特定領域的內容,提升資料的深度和品質。
3.關注維基孵育場,推動台語教科書的建設:在維基孵育場(Wikimedia Incubator)中,嘗試建立尚未完成孵育的台語教科書專案。例如,以「每月一湯」的方式,逐步建置台語食譜,豐富台語教學資源。
