- 8. What are your programs, approaches, and strategies? What are the challenges that you are trying to address and how will your strategies support you in addressing these challenges? (required)
We are planning to focus mainly on Education, GLAM, and Communication. Although our base is quite wide and we are always ready to test new fields which may come up during the following year. There will be - although - the main theme for the next year for us will be developing and introducing Strategic Lawsuits Against Public Participation (SLAPP) theme (together with WMEU). In addition, international Wiki Science Competition shall also take place once again next year, as WMEE the main organizer. We would also like to develop international cooperation between us and Nordic Wikimedia chapters, different Finno-Ugric languages (where among other we are trying to find ways to kickstart the development of Livonian Wikipedia) and Russian Wikipedians in the Baltic States.
In the field of education we act mostly in high school and adult education (for example University of Tartu´s students). Next year we are planning to continue with building the necessary infrastructure for free knowledge. The part of our seniors program has been on hold during the past year or two but we are planning to move towards the interest group of seniors more next year and involve seniors in our activities more. The main reason for putting it on hold hides under low participation numbers in previous events created for seniors. However, we are planning to change our approach to seniors and therefore attract them more via sharing information about wiki-workshops in local newspapers etc. As our three-year strategic partnership with the Estonian Ministry of Education and Research ends this year we are planning to find new potential partners in the landscape of education. Also the active participation of various interest groups related to sharing knowledge could serve both our goals and the goals of the education sector as a whole.
In GLAM area our interests and those of the institutions we are planning to work together, mostly overlap. Museums are mostly interested in sharing their developed materials after the exhibition however this is mostly the case with smaller museums. Wikipedia and Wikimedia Commons provide a good platform for this. This year we have put a lot of attention on different competitions and have also exhibited Science Photo competition 2023 best works in different Estonian libraries, schools and museums. At the moment, we are holding Wiki Loves Monuments photo competition as well as helping to organize photo competition of the magazine Eesti Loodus (Estonian Nature). Such competitions shall continue the following year alike. Lastly, we are also investigating the possibility of holding a Wikipedia/Encyclopedia-themed exhibition at the Estonian National Museum.
Communication has been particularly successful this year as we took it as one of our many focus points. We are planning to go forward with the continuous interviews with both ordinary wikipedians and our NGO´s members. We are publishing a monthly newsletter and, in order to increase motivation for writing on Wikipedia, continue to organize photo and article competitions. In 2025 we are also looking forward to hold once again a big summer meeting where we are hoping to host our colleagues from Finland and Latvia (likewise in 2024). With professional and focused communication we are also positive to find new interns to WMEE, especially from universities all around Estonia.

These are foremost Estonian Copyright Act and Panorama Freedom. Also SLAPP thematic is important for us and in addition we have a strong chance for achieving panorama freedom in Estonia by the end of 2025.

We are developing a strong network at the level of the European Union and WMEU through which to share information and influence on transnational policies (inc SLAPP theme). We are also constantly being aware of the situation in Europe as a whole. In addition, we in WMEE will educate young people about copyright issues and through it become a recognized partner for all kinds of authors.

CEO Ivo Kruusamägi Brief description: CEO manages the whole organization and oversees the work of the other employees, helping them implement the general directions suggested by the board of directors. Additionally he deals with major organizational issues, including representing WMEE both domestically as well as abroad and planning the chapter's strategic development. He also oversees finding opportunities for cooperation with educational institutions and running the projects that develop from those opportunities, as well as for cooperation with GLAM institutions and running the projects that develop from these possibilities. He reports directly to the Board of Directors. As a change from last year, Ivo shall also start conducting and leading together with Pille our SLAPP themed trainings and lectures from 2025. Office Manager Kerdo Kristjan Tamm Brief description: Office Manager is in charge of running the day-to-day affairs of the chapter. He helps implement the general directions suggested by the board of directors. Additionally, he deals with minor but important day-to-day organizational issues (organizing transport, making small purchases, ensuring bills are paid on time, etc.). In addition, he conducts smaller projects with different GLAM institutions, for example Estonian Sports and Olympic Museum. He is second in command and reports to CEO on day-to-day duties and to WMEE members via weekly update reports. We are planning to lengthen our cooperation with the Estonian Ministry of Education and Research by applying to new strategic partnership for the following year. Also we have plans to contact different various government organizations, for example the Estonian Ministry of Foreign Affairs (MFA). For example, we are currently planning a diplomacy-themed week in cooperation with the MFA in January 2025. We participated in Terminipäevak (Terminology Day) at the library of University of Tartu on the 2nd of February where we presented the awards for the winners of the Wikipedia Terminology Competition. Our partners included Estonian University of Life Sciences, Estonian Defence Academy etc.

Wage stagnation is an obvious problem: Back in 2016 we received and spent 64,802 EUR of yearly grant funding. Then the average salary in Estonia was then 1146 EUR per month. Compared to the most recent number (June 2024 with 2113 EUR) the growth is over 84%, but our current year grant is only 20% bigger than in 2016. Our wage for the FTE is 1640 € which is 22% lower than the national average. Moreover if we look at a more recent period, then the consumer price index in Estonia in the last 3 years (from 2020 to 2023; 2024 figures are not yet known) rose by 36,4%. At the same time, the average wage grew from 1448 EUR (2020) to 1832 EUR (2023), or 26.5% growth. Rising inflation puts more stress on people's expectations of wage growth so even when inflation slows down, the salary growth should stay strong. By the beginning of 2025 average wage in Estonia should rise at least to 2200 €. We are determined to catch up with the national standard of living and with your help, raise our employees´ wages at least to the average level. Lastly, dealing with SLAPP-thematic shall also take a considerable amount of our employees´ working time and therefore WMF funds shall also contribute indirectly but heavily to our potential success in this field.
