依據我們2014年「台灣知識種子計畫」的經驗，第一年通常是處在宣傳計畫策略、招募志工的階段，而後計畫的施行需要約半年時間的調整，以確定執行方式與原本的做法有所不同、符合了新的戰略方向。所以第二年是新戰略計畫能較為確定細節並大規模執行的時間；而第三年是更進一步的推廣，也就是應用新的模式開設到更多具體的活動中。

我們計畫的核心是「連結現在的社會情況，以招募新的參與者」。因為我們面臨的問題是上次提出「為何要貢獻維基媒體計畫」的論述已經是十年前，當時的理由可能已經無法吸引現在的年輕人加入。所以我們的解決方案是與社會當前問題的聯繫，以拓展新的運動參與者。

在這個前提下，我們重新思考目前維基面臨的問題。一是假訊息的攻擊數量甚多，且內容廣泛，維基等待二手來源的方式若要對單一謠言建立權威資料來做澄清，在速度與可應對的數量上都來不及，在新的媒體缺乏必要性；其次是AI的發展使人們傾向直接相信它所提供的知識幻覺。這兩個困境也使得維基媒體運不再受到重視。

我們深知維基媒體的運作方式無法在生產速度上勝過假訊息或AI，但是大眾仍會以相對準確的維基百科資料試著更正假訊息或AI生產內容。所以我們會尋求合作伙伴，試著理解這兩項威脅的運作方式後，引導社群搶先佈局。對假訊息，要能找出提升根本素養的相關知識，列為優先建立項目；對於AI，則需清楚描繪維基媒體內容影響AI訓練的路徑，也進行重點佈局。透過這些加上更新的宣傳方式，來讓新世代年輕人願意投入運動中。
