Part 1: Understanding your work

Per the recent update on the Wikimedia Foundation Affiliates Strategy process, Wikimedia Affiliates that are General Support Fund grantees will fulfill their affiliate reporting requirements through their final or yearly grantee report.

If you are a Wikimedia Affiliate, you will use this form for your affiliate reporting and to address the affiliate health criteria. You do not need to submit a separate report to AffCom. Follow the guidance in the green boxes to report on how you met the corresponding affiliate health criteria.

If you are not a Wikimedia Affiliate, aligning your responses with the affiliate criteria is optional and not required.

1. Please share to what extent your programs, approaches, and strategies contributed to addressing the challenges you shared in your proposal. If they did not contribute as you believed they would, please share what obstacles you faced and what, if anything, you learned from them? (required)

For affiliates, use this space (Question 1.) to address Affiliate Health Criterion 1.1 (Goal delivery). Describe how you actively delivered on mission goals, e.g. content creation.

One of our key strategic priorities is expanding Wikimedia activities across all regions of Armenia, particularly through educational institutions and the Wikiclub network. During the reporting period, this approach continued to demonstrate its effectiveness. Wikimedia Armenia maintained 10 active Wikiclubs across the country and even opened 2 new ones, providing young people from different regions with continuous opportunities to develop digital literacy, contribute to Wikimedia projects, and participate in local community activities. Throughout the year, Wikiclub members took part in thematic editing campaigns, educational projects, and community events, consistently contributing high-quality content to Wikimedia projects.

Our collaboration with educational institutions also expanded significantly. In addition to long-standing partnerships, we organized specialized training courses and educational initiatives with universities and schools, including medical students and history students, enabling participants to acquire both Wikimedia editing skills and subject-specific knowledge. The Medical WikiCamp demonstrated that combining Wikimedia editing with academic expertise can produce high-quality content while attracting motivated newcomers from professional communities.

Recruiting and retaining newcomers remained one of our priorities, and our experience confirmed that long-term engagement requires much more than introductory training. Throughout the year, newcomers were supported through structured training courses, mentorship by experienced community members, edit-a-thons, WikiCamps, and ongoing participation in Wikiclubs. Rather than focusing solely on recruitment, we continued investing in creating a welcoming community where newcomers could build friendships, develop new skills, and gradually assume greater responsibility. Activities such as the Medical WikiCamp, Wikipedia's 25th anniversary celebration, regular contests, WLM and WLE photo walks, and community gatherings strengthened participants' sense of belonging and encouraged continued participation. 

At the same time, we recognize that newcomer retention remains an ongoing challenge. As expected, not everyone who joins continues editing in the long term, and some participants become active only during specific campaigns (e.g. photo contests) or educational programs. Our experience during this period reinforced that sustained engagement depends on maintaining regular contact, offering diverse participation opportunities throughout the year for different audiences and target groups.

Strengthening international connections also progressed during the reporting period. Wikimedia Armenia continued encouraging community members, particularly young Wikimedians, to engage with regional Wikimedia initiatives, and one such opportunity was the CEE Youth Group Meeting that was held in Yerevan, Armenia, bringing together CEE Youth Group active members and local Armenian youth.

Financial sustainability continued to be a limiting factor for expanding some activities, particularly those requiring broader geographic outreach or international participation. However, as anticipated in our proposal, partnerships remained an important way to address these constraints. Collaborations with external partners (e.g. Central Bank of Armenia, Friedrich Naumann Foundation for Freedom, etc.) enabled us to implement thematic projects and reach new audiences without relying solely on General Support Fund resources. 

2. Is there a plan to build on the key successes you had? If yes, please describe the plan and if no, please share the limitations to do so. For instance, did the activities lead to any new priorities, ideas for activities, or goals for the future? (required)

One of the strongest confirmations of our strategy was the effectiveness of combining education, mentorship, and community building. Throughout the year, activities such as WikiCamps, Wikiclub meetings, training courses, edit-a-thons, and community gatherings showed that participants are much more likely to remain active when they become part of a supportive community rather than simply learning how to edit Wikimedia projects. This reinforced our long-term approach of investing in continuous engagement instead of one-time events, and we plan to further strengthen mentorship, volunteer leadership, and opportunities for community members to collaborate and learn from one another. 

The reporting period also reaffirmed the value of the Wikiclub model. Active Wikiclubs across Armenia continued to serve as sustainable local centers for Wikimedia activities, providing young people with regular opportunities to contribute, learn, and develop new skills. Based on this experience, expanding and strengthening the Wikiclub network remains one of our priorities, particularly in underserved regions and through partnerships with educational institutions and regional youth centers. 

Our collaborations with universities and thematic educational initiatives also produced valuable results. Programs involving students from different academic disciplines demonstrated that integrating Wikimedia into formal and informal education improves both contributor retention and content quality. We therefore plan to continue developing specialized educational partnerships and adapting successful models to new fields of study (e.g. students from the Faculty of History joined in this reporting period due to this successful model and our continuous collaboration with the Yerevan State University). 

Another important lesson was the value of partnerships. Collaborations with educational institutions, civil society organizations, and other partners enabled us to reach new audiences, diversify our activities, and implement projects that would have been difficult using only our own resources. As a result, strengthening existing partnerships and establishing new ones will remain an important priority for ensuring both greater impact and long-term sustainability. 

The reporting period also highlighted the importance of international engagement. Community and staff members who participated in regional and international Wikimedia activities brought back new ideas, experiences, and professional connections that benefited the local community. Building on this experience, our next strategic phase places a much stronger emphasis on international collaboration. We plan to develop more regional projects with other Wikimedia affiliates and support youth-centered regional initiatives.

The lessons learned in these two years have become the foundation for our plans in the upcoming years, which are reflected in our Strategy 2026-2029.

Affiliate Health Criteria questions

Wikimedia Armenia engages new contributors through a combination of educational and community-based programs, including WikiClubs, WikiCamps, university internships, training courses, and thematic editing campaigns. These initiatives provide newcomers with the knowledge and support needed to become active contributors, while experienced volunteers serve as mentors and organizers, helping participants develop both editing and organizational skills.

Leadership development is an integral part of our work. Community members gradually take on responsibilities as WikiClub coordinators, mentors, trainers, and event organizers, creating a sustainable pathway for future leaders. During the reporting period, Wikimedia Armenia held its General Assembly, where members actively participated in discussions on the organization's future and elected a new Board. The newly elected Board includes young, active Wikimedians who have grown within the community, demonstrating our commitment to leadership succession and participatory governance.

Wikimedia Armenia creates opportunities for community members to collaborate throughout the year by combining regular meetings, educational activities, and social events. Quarterly Community Meet-ups provide a space to discuss the organization's activities, achievements, challenges, and plans, while also allowing community members to share feedback and contribute ideas. During the reporting period, the offline Community Meet-up focused on collecting community input for Wikimedia Armenia's 2026–2029 Strategic Plan.

Collaboration is also fostered through WikiClubs, WikiCamps, thematic edit-a-thons, project gatherings, and photo walks, where contributors from different regions work together, exchange experiences, and strengthen personal and professional connections. These spaces help build an inclusive and supportive community while encouraging long-term engagement.

Partnerships continue to be an important part of Wikimedia Armenia's work, enabling us to reach new audiences, address content gaps, and strengthen the sustainability of our programs. During the reporting period, we continued long-term collaborations with educational institutions through university internships, as well as with organizations such as the Central Bank of Armenia, the Friedrich Naumann Foundation for Freedom, the Internet Society NGO, Darak Publishing House, and the Public Awareness and Monitoring Center NGO to implement thematic editing projects and educational initiatives.

We also continued strengthening cooperation within the Wikimedia movement. Wikimedia Armenia closely works with the CEE Hub, sharing its experiences and lessons learned with the regional hub, actively participating its meetings and discussions. As a part of this active involvement, Wikimedia Armenia hosted the CEE Youth Group annual meeting in Yerevan and participated in the Wikimedia CEE Meeting 2025, where discussions with other affiliates focused on future collaborations, including regional youth initiatives, Erasmus+ projects, and partnerships between WikiClubs. Based on these discussions, Wikimedia Armenia was paired with the Wikipedians of Slovenia User Group to host a peer exchange, welcoming a young Wikimedian to Armenia to learn from our community's experiences in youth engagement and community development. These collaborations enable us to exchange experiences, develop joint initiatives, and contribute to the wider Wikimedia movement.

Besides being actively involved in regional initiatives, Wikimedia Armenia closely collaborates with other Wikimedia affiliates by sharing experiences, exchanging good practices, and learning from one another. Many collaboration opportunities originate during regional and international Wikimedia conferences, where affiliates discuss common challenges and explore future joint initiatives. One such example is our collaboration with Wikimedia Italy. Although the agreement to host three members of the Italian community at Armenian Youth WikiCamps was reached several years ago, its implementation had to be postponed due to scheduling conflicts with Wikimania. In 2026, the timing finally allowed this long-planned peer exchange to become a reality, providing participants with an opportunity to learn from each other's communities and strengthen collaboration between the two affiliates.

Yes, we are interested in sharing our lessons learned and achievements with the wider community, and we already do it through Wikimedia Diff posts, CEE Newsletter articles, and Education Newsletter articles.

5. Did you collect feedback from your community or target groups on how the activities implemented impacted them? If yes, please attach/provide information on the results (e.g. community surveys, stories, impact booklets/reports, interviews with partner institutions, etc). Did you collect other impact-specific data? (required)

For affiliates, the response to Question 5. also partially addresses Affiliate Health Criteria 4.1 (Internal Engagement), 4.2 (Community Connection), or 4.3 (Partnerships & collaboration), where applicable.

Wikimedia Armenia regularly collects both formal and informal feedback from participants, volunteers, and partner organizations to evaluate the effectiveness of its programs and improve future activities. Feedback is gathered through discussions during Community Meet-ups and direct communication with participants, mentors, WikiClub coordinators, and partner institutions. This continuous feedback helps us adapt our programs to the evolving needs of our community and target groups.

Community feedback also plays an important role in organizational planning. During the reporting period, discussions held at Community Meet-ups and the General Assembly helped shape Wikimedia Armenia's 2026–2029 Strategic Plan, ensuring that members and active contributors could directly influence the organization's future priorities. We also maintain regular communication with our educational and other external partners (universities, FNF, Central Bank, Internet Society, Darak publishing, etc.) to evaluate the outcomes of joint initiatives and identify opportunities for further collaboration.

In addition to qualitative feedback, Wikimedia Armenia collects quantitative data for all major activities, including the number of participants, newcomers, articles created or improved, media uploaded, Wikidata contributions, and partnerships established. These results are published through our monthly and annual reports on Meta-Wiki and Wikimedia Armenia's website and are used to assess program impact and guide future decision-making.

7. What, if any, effective tactics or approaches can you share that worked well when dealing with the programs under points 6.1-6.3 that you selected? (optional)

One of the most effective approaches for Wikimedia Armenia has been combining long-term community-building initiatives with thematic partnerships.

To engage and retain young people, we continue investing in WikiClubs and WikiCamps. Rather than organizing one-time events, these initiatives provide continuous opportunities for young contributors to learn, edit, socialize, and gradually take on greater responsibilities within the community. They also specifically target young people from rural communities, including those from lower socioeconomic backgrounds, by providing free access to educational programs, digital skills development, accommodation, meals, and participation opportunities that might otherwise be inaccessible. This long-term engagement model has proven effective in both recruiting new contributors and retaining active editors, organizers, and future community leaders.

When addressing specific content gaps or engaging particular target groups, we have found that partnering with organizations working in those fields is the most effective approach. For example, our collaboration with the Friedrich Naumann Foundation for Freedom on the "Wikipedia for Freedom of Elections" and "Waste management" edit-a-thon with the Public Awareness and Monitoring Center enabled us to combine Wikimedia editing with expert knowledge, reliable sources, outreach, and financial support. We have applied the same partnership model in other thematic initiatives, including projects with the Central Bank of Armenia and other institutions. These collaborations help us reach new audiences, improve the quality of content, and establish sustainable relationships that often extend beyond a single project.

In the cases of events, gatherings, and workshops, anything that needs logistics or space, we use registration tools, such as Google Forms, which enable us to gather information about participants for better coordination. Although budget limitations did not allow Wikimedia Armenia to include a dedicated capacity-building budget for staff or volunteers, we encouraged team members to take advantage of learning opportunities offered by partner organizations and external institutions. During the reporting period, our Events Coordinator participated in a professional development program for youth workers, strengthening his skills in youth engagement, facilitation, and non-formal education methods, which are directly applicable to Wikimedia Armenia's work with WikiCamps and any other events. Our SMM Specialist also completed professional courses in photography and social media management, enabling the organization to improve the quality and effectiveness of its communications and outreach. Another staff member participated in training on active listening and providing constructive feedback, strengthening communication and interpersonal skills that support more effective teamwork, volunteer engagement, and community interactions.

Beyond individual skill development, the reporting period demonstrated the effectiveness of Wikimedia Armenia's approach to leadership development and succession planning. Community members gradually assume greater responsibilities as wiki assistants, team leaders, trainers, organizers, and eventually members of the Board. During the General Assembly, members elected a new Board that includes active young Wikimedians who have developed within the community over the years, ensuring leadership continuity while bringing new perspectives to the organization.

Wikimedia Armenia also strives to maintain diversity within its leadership. The current Board consists of three women and two men, reflecting the strong participation of women within the Armenian Wikimedia community. As women already make up a significant proportion of our contributors, WikiClub coordinators, and team leaders, we are also making additional efforts to encourage more male contributors to participate actively and take on leadership roles, aiming for balanced representation across our community.

The reporting period also helped strengthen community skills beyond editing. In cooperation with partner organizations, Wikimedia Armenia hosted a conflict resolution workshop for community members, while within the framework of the "Wikipedia for Freedom of Elections" project, the Friedrich Naumann Foundation for Freedom delivered a lecture on electoral rights and democratic elections attended by 53 participants. These activities expanded participants' knowledge and strengthened the community's capacity to engage with broader social and organizational topics.

13. What is one capacity/skill area that you would like to focus on for the next year? And how do you plan to achieve this capacity? (required)

The capacities we would like to strengthen in the coming year are directly linked to the priorities outlined in Wikimedia Armenia's 2026–2029 Strategic Plan and are intended to support the successful implementation of its strategic goals.

One area is the development of our capacity to initiate and coordinate regional and international projects. Over the past years, Wikimedia Armenia has become increasingly involved in regional initiatives and collaborations with other Wikimedia affiliates. Building on this experience, we would like to strengthen our ability to design and implement cross-affiliate projects, coordinate international partnerships, and host regional and international events that contribute to knowledge exchange and movement development.

Another priority is strengthening our capacity to build thematic partnerships. As Armenia prepares to host COP17 in October 2026, we see significant opportunities to collaborate with environmental organizations, educational institutions, and international partners on topics related to biodiversity, climate change, and sustainability. More broadly, we aim to further develop partnerships around strategic themes that are relevant both to Armenia and to the Wikimedia movement, enabling us to address important knowledge gaps while diversifying our network of partners.

Finally, we would like to improve our approaches to monitoring, evaluation, and impact measurement. As Wikimedia Armenia's programs continue to grow in scale and diversity, it is becoming increasingly important to complement quantitative outputs with more robust methods for measuring long-term outcomes, such as contributor retention, leadership development, partnership effectiveness, and community engagement. Strengthening these capacities will help us make more evidence-based decisions, continuously improve our programs, and better demonstrate the impact of our work to our community, partners, and funders.

Wikimedia Armenia maintains public documentation on its governance, organizational structure, and community engagement through its official website and Meta-Wiki.

Wikimedia Armenia is governed by a Board, a Supervisory Committee, and a President. The organization currently has 48 official members. Per the Charter, new members are accepted by the Board based on submitted applications. Membership updates, including new entries and withdrawals, are regularly posted on our website.

The General Assembly is the highest decision-making body of the organization. Board members are elected by the General Assembly in accordance with Wikimedia Armenia's Charter. During the reporting period, members elected a new Board that includes active young Wikimedians and long-term contributors, reflecting the organization's commitment to leadership development and community participation. 

Elections are held in accordance with the Charter. During General Assemblies, which are announced in advance to all members, nominations for Board and Supervisory Committee positions are collected either by self-nomination or by others. Elections are held with member voting, and results are documented transparently. For example, during the most recent Assembly, three new Supervisory Committee members were elected, and outgoing members officially handed over their duties. A detailed summary and election updates are also shared publicly through a Meta page and on our website.  

Conflict of interest policies are clearly defined in the Charter. Board members are obligated to declare any potential conflicts during decision-making and should abstain from voting on relevant issues. In this reporting period, Wikimedia Armenia’s Board also officially approved the Conflict of Interest policy (in Armenian) to define the framework of a COI.

Demographically, Wikimedia Armenia’s community and membership maintain a gender-balanced representation. Currently, there are three female Board members and two male ones. WMAM has 21 female members and 27 male ones.

UCOC (3.3)

All our activities are conducted in alignment with the Universal Code of Conduct (UCoC). For our offline and online activities, Wikimedia Armenia also has its Code of Conduct document, which is covers not only CoC for adults, but also underage participants. Before each event, activity, or gathering, we actively promote these principles by reminding both new and returning participants about the importance of mutual respect, inclusive behavior, and maintaining a safe environment for everyone. Participants are informed about whom to contact in case they experience or witness any form of disrespectful or inappropriate behavior, ensuring that concerns can be addressed promptly and effectively. 

Membership engagement (4.1)

Wikimedia Armenia values transparency and inclusiveness in its decision-making processes. Key decisions, particularly those related to governance, membership, and strategic planning, are discussed within the Board and/or Supervisory Committee, shared with the community during quarterly community meet-ups, summarized in monthly activity reports published in Armenian and English, and archived in meeting minutes (in Armenian), which are publicly available on our website (some are currently available only in Armenian).
