In Year 2 and 3, we will continue to build on the programme from Year 1. Provided that we receive funding for the Erasmus+ Climate Connections Project, our Secondary School outreach will expand throughout Year 2 and Year 3. There will be 4 school exchanges during the grant period in 4 countries: Ireland, Spain, Greece, and Portugal. We will also be working with 3 Wikimedia groups in these countries and several national parks/geoparks.
Our third level outreach will expand to encompass technical universities in Ireland. We will also continue the promotion of the Wiki Women toolkits for use. Irish Language Outreach will be driven by the community with more outreach into the community. GLAM Outreach will continue as in Year 1. We will continue to apply for external grants to supplement the funds coming from WMF and to expand our remit.We will run the same photo and writing competitions.

- The island of Ireland is divided into the Republic of Ireland (ROI) and Northern Ireland (NI). NI is part of the United Kingdom (UK), but due to our geographical proximity, cultural, linguistic, and historical connections to NI, we have supported any events there since 2017. We have liaised with Wikimedia UK about these events and will continue this collaboration since the appointment of a manager in WMUK with responsibility with NI.

Risks
An ongoing risk for the group almost since its inception is our small volunteer base. As we have pointed out in previous grant applications, due to the small geographic context of Ireland, its remote location, and the household income average in the region, the pool of engaged Wikimedia contributors is relatively small, even for a small country. We have attempted to address this through targeted outreach, especially in untapped areas such as the Irish language. We have seen an increase in allies among secondary schools, third level institutes, and GLAMs which has been focussed by our work with the Wiki Women project. The hosting of the Celtic Knot Language conference in late 2024 has brought partners to our attention and has directly led to 2 new projects. While our allies list has expanded and we have increased the user base of Vicipéid, our overall volunteer base has remained relatively stagnant. To address this risk, one of our longtime volunteers has begun researching how other Wikimedia groups interact with their users and volunteers. Our goal is to have a plan for Volunteer outreach in place by year 2 of this grant. The PM will work alongside the volunteer coordinator to trial and refine the plan throughout year 2.
Another risk that we have identified is the threat of misinformation about Wikimedia projects. In a world where misinformation and disinformation has become rampant, Wikimedia projects, and specifically Wikipedia’s in all languages, need to be safeguarded as bastions of accurate and reliable information. Especially within educational institutions, we have seen educators reluctant to put Wikipedia forward as a legitimate research tool for their students. The fact that it is editable by anyone, which most Wikimedians view as a benefit, is seen as a detriment by most educators. We plan to address this by increasing our outreach to educators in both secondary and third level institutions. We will do this by engaging with groups like Computers in Education Society of Ireland to inform educators of the benefits of incorporating Wikimedia projects into their curriculum.
One final risk that has come to our attention is the fragmentation of Irish language activists on Vicipéid. Many of the engaged community members are outside of the geographical area of Ireland - from Australia, across Europe and the USA which provides challenges for communicating due to varying timezones which affect active and experienced volunteers’ attendance at online events and engagement to help to share technical knowledge to the wider community. There are also differing opinions on the level of Irish which should be acceptable from contributors, with community members making (valid) points and raising concerns on the level of Irish from some users, however this can sometimes be exclusionary to newcomers into the Movement. To address this, our ILO began surveying the Vicipéid (and, separately, external Irish language community) to see what support is needed for Vicipéideoirí (Wikipedians) at various level. She also launched the MeithealWiki initiative in March 2025, which has received some support from the current Vicipéid community and interest from the wider Irish-language community. Meitheal (roughly translated as ‘working party’ in English) is a well-known concept in Ireland which comes from collaborative community effort and, in particular, among the Irish-speaking community, and is used for many community-run projects across cultural and natural heritage initiatives. Through this programme as well as continuing engagement with our growing network, we are hopeful that this initiative will create an active focus to bring the community together and to expand our volunteer base.
To specifically address the language-level issues, we will be working to secure additional funding from relevant Irish language funding bodies and seek to provide a space or support for our community members to access language lessons and to help support them in creating high-quality content with a good standard of Irish. Most speakers of Irish speak and write it as a second (or third) language, and do not have fluency - as a result this causes tension within the wider language community which we are also seeing reflected in some of the engagement in the Vicipéid editing community. Access to lessons can also be difficult due to costs creating a barrier to entry which in turn does not allow for those interested to access the education needed to contribute to Vicipéid in a meaningful way. This would also create a benefit to existing community members and newcomers to the Movement with an opportunity to upskill/reskill. While the geographical spread of Vicipéid contributors and Irish language users spreads across the Globe creates challenges for us, it also creates opportunities to collaborate with other Wikimedia affiliate groups in areas where there are pockets of Irish-users in and outside the Irish diaspora..
Outreach Goals
Secondary Level Continuing the great work achieved through the Wiki Women Erasmus+ project, which ended in 2024, we plan to expand the reach of the Wiki Women toolkits by introducing them to more secondary schools in Ireland. That work has begun with presenting the toolkits at several conferences over the past few months but will increase over the period of this grant. We plan on an expanded and targeted outreach, especially to Irish Language schools to promote the use of these toolkits. We will also encourage the translation of these toolkits into other languages to further enhance its reach. This work has already begun with the toolkits becoming part of our Simulated Translation Bureau module at DCU where translation MA students have translated the toolkits further into languages including Chinese, Romanian, and Greek. In addition, we have applied for an Erasmus+ Climate Connections grant. If the grant is successful, we will develop additional teacher and student toolkits related to climate change to be added to Wikimedia for use by all.
Our ILO is currently engaging with Waterford and South Tipperary Community Youth Service [WSTCYS] who support and empower young people, especially those experiencing disadvantage, to become active citizens who positively impact their communities and society. While they are not a second-level educational institution they do run educational and learning-initiatives and project based groups, catering for Young People at Primary, Secondary and 3rd level (up to 24 years). We are in the process of developing a 2 week bilingual Irish language WikiCamp that would give Young People a chance to engage with the Irish language who may not otherwise have an opportunity to engage with Irish-medium environments outside of the school term.
Third Level We will continue to work with the Universities where we already have a presence. Our goal with these groups is to make them less reliant on us and more independent. We were able to establish relationships with two Technical Universities during the last grant period. The focus of this grant will be to reach out to the remaining Technical Universities in Ireland and establish programmes there. This will allow us to continue to expand our reach outside of the larger urban areas of Dublin, Cork, and Galway, where most of our Third Level work is currently centered. We have established an internship programme with University College Dublin that targets Third Level Students studying for the Masters in Library & Information Studies. The internships will begin in July 2025. If successful, we will look to expand to other Universities.
Irish Language Outreach
Our Strategic Plan for 2025-2030 has a strong focus on Irish Language Outreach. Since hiring our Irish Language Officer (ILO) in July 2023, we have seen an exponential increase in outreach into the Irish Language community, especially through our Education Outreach. To promote the use and preservation of the Irish Language through the medium of Wikimedia Projects, we have identified 5 focuses for our work:

We will do this by formalizing partnerships with government bodies, including the Department of the Gaeltacht to promote projects that highlight Vicipéid and other WCI projects.
We will expand our participation in Irish Language conferences and events throughout the year to promote the use of the Irish language. We will create and expand Irish language educational resources and promote the resources that already exist. We will strengthen our partnerships with GLAM institutions, heritage groups, and Irish language communities to share their Irish language collections under open licenses. We will host regular Irish language editing events to increase the volume and quality of Irish language content.
GLAM Outreach We will continue our GLAM outreach by hosting editing events, presenting on open licenses, attending GLAM related conferences, and advocating for Wikimedians in Residence. We will also promote the use and dissemination of Irish language collections held by GLAMS to the wider public, either through their own platforms or through Wikimedia projects.
Competitions We will run the following photo competitions: Wiki Loves Monuments, Wiki Loves Earth, Wiki Loves Folklore, Wiki Science, and Wiki Loves Pride. In addition, we will run writing competitions in both English and Irish for Wiki Loves Folklore, Art + Feminism, Feminism & Folklore, Wiki Loves Pride, and Queering Wikipedia.
Additional Project Funding In addition to the Erasmus+ grant application for Climate Connections: Students Developing Digital Skills for a Green Future, we will explore additional Erasmus+ grants to enhance our outreach and to grow partnerships with other WIkimedia groups throughout Europe.
We have also received seed funding from Foras na Gaeilge to explore a full grant to partner with the Scottish Gaelic community on a project that will explore and document the shared heritage, customs, culture, conservation efforts, and folklore related to the sea, fishing, and coastal life in Ireland and Scotland, while promoting the use of Irish and Scottish Gaelic through Wikimedia platforms.

Wikimedia Community Ireland (WCI) currently has 3 staff members (2.5FTE): the Project and Communications Manager (1FTE) Sophie Fitzpatrick, has been in the post since September 2023, the Irish Language Officer, Amy O’Riordan (1FTE), has been in the post since July 2023, and the Administrative Assistant (.5 FTE), Shannon Eichelberger, who has been in the post since July 2024. The staff members report to the chair, deputy chairs and the volunteer committee. All plans are based upon the guidance of the strategic plan and the interpretation of that plan by the officers and committee. The staff report to the committee once a month, with on-going communication with the chair as and when needed. The staff conduct the day to day running of the group, as well as implementing and supporting the activities of the volunteers and wider Wikimedia community in Ireland.

Wikimedia UK We hope to continue to collaborate with Wikimedia UK to continue the Celtic Knot Conference (funding dependent) and the support of the wider Celtic Knot community through supporting plans to hold a virtual community celebration day in Fall 2025. We also will continue to partner with WMUK and support their activities in Northern Ireland. We are also collaborating with WMUK on the WikiMuir (Irish and Scottish Gaelic) language project which we hope to continue beyond 2025 pending main grant funding from Foras na Gaeilge (applications open c. October 2025). The Project Manager and Irish Language Officer have regular meetings with WMUK to further develop the relationship.
Climate Connections Erasmus+ If the Erasmus+ grant is approved we will be working with Wikimedia Community User Group Greece, Wikimedia Portugal, and the Basque Wikimedians User Group on developing resources to teach digital skills and awareness of climate change.
National Parks and Wildlife Service We have connected with the National Parks and Wildlife Service over the past year and we hope that we can continue to fortify this relationship over the next grant period. We particularly hope that this relationship will enable us to connect with climate change activists/advocates and biodiversity experts who are based in the newly established Kerry Seas National Park where we plan to host our student exchange for the Climate Connections Project. We also hope to create a series of informative podcasts and other forms of content that share the knowledge and expertise of grassroots community activists in this region with a wider audience as part of this project and our Wik
Conradh na Gaeilge [CnaG] CnaG was founded in 1893 and is one of the main organizations for the promotion and preservation of the Irish language. It is a democratic forum for the Irish-speaking community within over 200 branches and numerous individual members registered around the world. CnaG have supported and shared our campaigns/initiatives to their networks and we are continuing to explore opportunities for collaboration and funding opportunities.
The National Gallery of Ireland In 2025 we re-established a connection with the National Gallery that was diminished due to Covid-19. We are due to run an editing event where participants can interact and use resources from the gallery archives as sources. This ties into our Art+Feminism Campaign and will be open to Friends of the museum, who are typically seniors, and volunteer tour guides. All going well we hope to establish these events as regular occurrences that will eventually be open to different audiences such as the gallery staff members researchers and the general public in the latter part of 2025 and early 2026. We also hope to collaborate with them for their national art history writing contest which will be hosted by the gallery and take place on Wikipedia.
The Hunt Museum WCI will continue to collaborate with The Hunt Museum in Limerick and build upon the previous editing events and uploading of content from the Sybil Connolly collection. In September 2025 we will be launching a new project with the museum and Ardscóil Mhuiré (a local secondary school). The project will be part of the Art+Feminism Campaign and also incorporate our Wiki Women GLAMS and Schools toolkits. The goal of this collaboration with the Hunt Museum and Ardscóil Mhuiré TY students is to move one step closer towards closing information gaps related to gender, feminism, and the arts, while also enhancing students’ critical digital skills. This project will include a series of museum visits where the participating students will have the chance to interact with the Museum’s collections, have lectures with guest speakers including artists and learn all about digital activism and Wikipedia Editing. A series of Wikipedia posts on Hunt Museum objects will be shared throughout the year and on International Women’s Day 2026, the museum will launch an online exhibition bringing together all-new research and insights. In addition, Ardscóil Mhuiré TY students will present an exhibition of artwork inspired by and reflecting on their experiences of contributing to the Art+Feminism campaign.
Waterford City and County Libraries Service This library service has been supportive of our projects in 2024 and have maintained this collaborative and mutually supportive relationship with us into 2025. WCCLS co-organise an annual women’s conference on the Friday before International Women’s day each year and have invited WCI two consecutive years since we began working with them which helps with reach and networking in gender-based projects locally, nationally and internationally. WCCLS also has 12 individual libraries across the city and county of Waterford, including one near the Gaeltacht (Irish-speaking rural area) where we plan to run in-person workshops.
South East Technological University [SETU] Waterford Our ILO has been in contact over the last year with SETU in Waterford in particular with the Irish section of the languages and humanities department. This has also included speaking to librarians at SETU, one of whom is an active Wikipedian on English Wikipedia. We have also made efforts to put SETU in touch with our contacts at TUD to create an international partnership project to facilitate exchange, language learning and collaboration. This is an ongoing effort that we hope will be fruitful in the years to come. This has been impacted by the newly formed SETU (formerly individual ITs in Waterford and Carlow) and also a recent cyber attack which impacted access to communication and administrative capacity at the institution.
Dublin City University (DCU) WCI continues to run the Simulated Translation Bureau at Dublin City University (DCU). WCI will continue to collaborate with a cohort of MA Translation Studies students and Dr Sheila Castilho. Our Projects Manager runs a seminar introducing them to Wikimedia, Knowledge equity/ inequity and why it is important to offer openly accessible knowledge in all languages. They also learn how to edit Wikipedia and all about the content translation tool. Then she supports them by taking them on as ‘clients’ who offer their services as part of the assessment. They typically translate relevant content such as our WikiWomen Toolkits, our website, or content relevant to other campaigns we are running at the time.
University College Dublin (UCD) We have been collaborating with UCD for ten-years at the school School of Information and Communication Studies. We will be delivering training sessions on Wikipedia, knowledge equity and the open knowledge movement. Each year we collaborate to work with Undergraduate (DigiComp Core Competencies for Digital Citizenship) and Postgraduate (Information and communication) students to teach them about editing Wikipedia pages, using citations, avoiding plagiarism, writing tone, and use of reliable sources. We also support an edit-a-thon at the end of the semester and the process of reviewing their student's Wikipedia assignments. This will continue in Autumn 2026. We also hope to work more closely with the University Library this coming year having built up a relationship with the librarians there in the past year.
University of Limerick (UL) Since 2020 we have continued to work with Dr Karol Mullaney-Dignam on a module as part of her Public History MA. We provide training sessions and editing support to students.
Trinity College Library In 2025 we built up a good relationship with the Trinity College Library, as we had a visiting Wikimedian in residence housed there who was able to support the Library interns to upload open-access content from collections at the library to Wikipedia. We hope to continue to build upon this in the coming year and continue to offer the library support as they are very motivated to make their collections available on Wikimedia. We hope to continue to support their internship programme and offer training to expand the skill set of their staff. We also hope to run another Wikipedia editing event at the library in March 2026 for International Women’s Day after the successful collaboration this year.
ADAPT Centre (UCD & TCD) We will continue to collaborate with the ADAPT Research Centre at DCU specifically on their project that is developing a generative AI language model using DBpedia and Wikidata to contribute to Vicipéid, and other minority languages and to generate content for Wikipedia about underrepresented groups. Dr Simon Mille of the ADAPT centre is working on a Post-Doc project involving WikiData and a purpose-built LLM - this project resulted in a collaboration with ADAPT and WCI in March 2024 for Seachtain na Gaeilge and later in a paper (with WCI staff as co-authors) and this project was featured at the International Conference on Natural Language Generation (INLG) in Tokyo in September 2024. A similar paper on this project will be presented at ADAPT Annual Scientific Conference in May 2025. Beginning in summer 2025 and the following academic year we are planning to deliver a series of seminars. These seminars will include presentations from the WCI and Adapt staff members, and other relevant researchers and educators. They will also be interactive and include Wikipedia editing sessions and creating info boxes that feed into the relevant AI/ natural language processing models that are being developed at the Centre.
University of Maynooth In 2025 we expanded our education outreach to the University of Maynooth where we delivered an introduction to Wikimedia which was particularly focused on digital activism. We also offered students a Wikipedia editing course and supported Dr. Jeneen Naji in integrating Wikipedia into the course curriculum. We will also continue our involvement with the FullStack Feminism Project which is a trans and inter-disciplinary research project tasked with developing an intersectional feminist framework for digital arts and humanities (DH) practice and research.
University of Galway In the past year we have reinvigorated our relationship with the University of Galway, this time in connection to the School of English, new media and film studies. WE will continue to offer MA students guest lectures surrounding the topic of using media for change. It focuses on alternative forms of media including the open knowledge movement and the role they play in society. We also hope to continue our partnership with the Department of Science and build upon this to collaborate for WikiScience 2025. Our ILO has also been invited to give a guest lecture in April 2025 to participate in Lón le linn Léachta - a lunchtime informal lecture series on STEM topics in Irish.
TU Dortmund Having established a connection last year with TUD, one of their staff members (Dr Maggie Glass) and two of their undergraduate students presented at Celtic Knot. We have plans to do further collaboration on the topics discussed, such as language planning and policy for minority languages as well as Dr Glass (and Belmar’s) research on breathing spaces for small language communities. As above, we hope to build on our relationship with TUD and SETU through establishing an exchange between these universities and a shared Wikimedia project for 3rd level students, for which we are exploring appropriate and available funding opportunities.
Aerach Aiteach Gaelach [AAG] AAG is a collection of Irish language queer artists, activists, and creators who are interested in our projects and have some active Vicipéid editors in their membership also. They host many events throughout the year, including writing workshops and also summer camp excursions to Gaeltacht areas which include language and writing workshops. Our ILO has been in contact and liaising to organise a Wiki workshop with them, specifically looking at the Queering Wikipedia/Vicipéid campaign which they highlighted at their AGM.
Wikimedia Italy [WMIT] Following Celtic Knot in 2024 we have been in contact with the President of WMIT and their partners at University of Bari (with academic focus from translation studies, Irish studies and tourism studies) about an exchange event which is planned for April 2025. We hope this will continue beyond this cultural exchange event and be a continued partner in collaborative projects going forward.
Wikimedia Ukraine, Wikimedia Basque and Wikimedia France Collaboration for Misinformation Project We have been in conversation since the start of the year to plan and connect with these two Wikimedia Groups with the plan to apply for an Erasmus Grant this Autumn to carry out a project based on combatting misinformation and building resources to support students to develop their digital critical skills. The project plans to include online student exchanges due to the current situation in Ukraine. We hope to work together with three secondary schools to develop open-access video content and other educational resources on this topic. Wikimedia France has previously developed resources on this topic and they will play a guiding role and offer their experience-informed expertise to this collaboration. This project would then kick off in the second academic semester, January 2026 if the application is successful.
Ahead of this project application, we plan to collaborate with Wikimedia Ukraine to build up a working relationship through editing events in Summer 2025. This will also be a way for us to connect with the Ukrainian community in Ireland, most of whom have been displaced.
Global Voices We have worked with Global Voices to apply for the EU Commission’s Shaping Digital Futures Grant scheme on a cross-border Digital Media Literacy Project. The objectives of this proposal are to strengthen media literacy, resistance to disinformation, and overall information ecosystem health, particularly in minority language communities, to safeguard and promote linguistic and cultural diversity in Europe, to build connections across cultural, linguistic, and national borders and to improve the overall quality of media in Europe through greater participation of and access to minority language communities. If this Project goes ahead (the grant is currently under review), Our Project Manager will support the educational training sessions and dissemination and our Irish Language Officer will connect the Irish language Community of Wikimedians with other similar communities in Europe and allow them to feed into the project’s processes and results. Other partners include the European Centre for Minority Issues, Afûk and Innovative Media.
European Co-operation in Science and Technology [COST] Cost action group: CA23105 - Language Plurality in Europe’s Changing Media Sphere (PLURILINGMEDIA) COST is an inclusive, pan-European initiative that unites researchers and innovators from academia, SMEs, public bodies, and other sectors for four-year, interdisciplinary collaborations in any science or technology field; enabling them to investigate chosen topics, expand professional networks, and advance their careers. Through networking on the Global Voices Shaping Digital Futures Grant scheme application and our contact at TU Dortmund, we were encouraged to apply for the working groups on one of the COST Action Groups - specifically CA23105.
CA23105 a.k.a. PLURILINGMEDIA is a European research initiative that addresses how global competition and shifting consumption trends endanger the media use of smaller and minority languages, while also exploring ways to safeguard Europe’s broader linguistic diversity. By uniting scholars, content creators, and policymakers, it encourages collaboration, shares best practices, and develops strategies for empowering regional or minority languages through journalism, social media, and other media platforms. This aligns directly with WCI’s mission to increase the content available in the Irish language on Wikimedia platforms/projects and also provides us access to a larger network of organisations and individuals who are working in the same area, as well as specific funding opportunities.
