For the second and third years of the application, we generally expect all key programs to continue. Their composition is proven, but at the same time, we evaluate and update them annually with regard to the current needs of the community and also global events, or the international strategy of the Wikimedia movement.
From the semi-annual questionnaires we send to our members, we can only conclude that they are generally satisfied with our activities. We also identify the needs of all our stakeholder groups, not only, but especially when preparing the strategic plan.
In 2027, we will be developing a strategic plan for 2028, so we cannot rule out thematic changes to the sub-activities for year 3 in advance.

PROGRAMS, APPROACHES 1. Educational programs: They focus on newcomers and on developing and building the capacity of the Czech community and sharing information about Wikimedia projects. 1.1. Seniors Write Wikipedia program - proven newcomer's group, with the highest long-term retention, our original successful program - we organize the courses ourselves and support their organization across the country. Parallel activities aim at a long-term and gradual wider involvement of senior course participants in WMCZ or editing activities and others - through joint offline activities (Senior WikiTown), involvement in the Alumni Club, and activity that proved successful in the past period and attracted interest is the ongoing Wikischool - a series of thematic online meetings held weekly to support the retention of senior course participants. We are now dedicating the entire month of December to seniors, celebrating and promoting their activities and involvement – December is "Seniors Month" for us. 1.2. Programs for schools - aimed at students and teachers (Students Write Wikipedia and Teach (with) Wiki) are primarily focused on introducing the young generation to the principles of free access to information and education and the use of wiki principles. Content creation is a secondary but desirable effect. We are focusing on further deepening collaborations with our current partners and increasing the reach of activities - e.g. in nationwide competitions in media literacy and critical thinking. We have also been successfully running courses at partner universities for a long time, with very good results and expanding the depth of cooperation. Regional coverage is crucial for us, and we plan to maintain activities in at least 5 (of 14) regions. We now plan to focus on developing interactive elements in teaching and teacher training. 1.3. Open educational program - The openness of the program is directed outward, to the general public, and inward - to support activities that benefit the existing community. These are activities where we involve community members in the role of organizers - WikiClubs and WikiMeetups (taking place in several cities). We also organise a weekly online WikiHelpdesk for the public - focusing on Wikipedia. We initiated and run a CEE Youth group and a Czech Youth group - focusing on Wikimedians under 26. Following the first Wikimedia Youth Conference this year, we will continue to focus on supporting Wikimedia Youth globally. We have established regular meetings with the Czech patrol and we support international cooperation by translating our educational methodologies and providing EN subtitles for our videos. To support all our training activities (more than 250 last year) and to build the capacity of the current community, we plan to launch the first run of the Wikimedia Lecturer Academy (LAW).
2. Programs for Community: Aimed at supporting the current community, its involvement and further development of competences - not least the creation and profit of free content. 2.1. Programs for photographers 2.2. Programs for editors And this is especially through:
- thematic editathons and quarterly editing challenges (Women's Month on Wikipedia, Science Month on Wikipedia, Czechoslovakia)
- annual photo competition Czech Wiki Photo and an ongoing project supporting photography of Czech realities in the We Photograph Czechia (WPC),
- educational events (Capacity Building) - courses, workshops, know-how transfer, video tutorials, discussions, etc.
All this in cooperation with partners from our partner's (public or educational) institutions or thematically related NGOs. Next year, we plan to expand our new competition, which we piloted this year in the CEE region: Wiki Loves Film. We plan to further expand our upcoming activity hub for all target groups: Wikikompas. 2.3. Community Mini-grants We provide a community mini-grant fund to support the activities of our own experienced community - this includes all community or organised editorial/photographic events, gatherings and competitions run primarily by members of the community. Interest in these is growing year on year. It's our way of supporting organizers and their growth.
3. Programs for Partnerships: Programs that aim at long-term collaborations and the profit of free digitized content, as well as the promotion of free culture. 3.1. GLAM program - we maintain and develop existing and create new partnerships with strategic central institutions, especially GLAM institutions, to provide or distribute diverse content that is managed by these institutions under free licenses. We are also supporting the creation of wiki-resident positions or community members in building partnerships with institutions on the local level. We plan to maintain wiki residencies in at least eight partner institutions. We also organize thematic meetings of the Czech GLAM community and events with GLAM partners. 3.2. Wikidata/Tech program - organising courses, training to educate the community and editors to improve Wikidata. Then, finding strategic partners who hold information and linking them to Wikidata. 3.3. Advocacy - We plan to implement, evaluate, and revise our Advocacy Strategy, which currently focuses on cooperation with public media. Based on data from five years of research conducted by the Open Collections Survey (where we have surveyed the level of digitization and public sharing of collections at about 400 Czech institutions), we want to focus on the biggest obstacles to the free sharing of digitized materials in the Czech Republic: a lack of information and uniform methodologies. We are negotiating broader support in this regard.
STRATEGIES In general, we can divide the target groups into the following categories:
- Existing Wikimedians (editors, volunteer organizers, photographers, wikidatists), separately also the young part of our community,
- WMCZ members,
- GLAM sector (museums, galleries, etc).,
- educational sector: students and teachers,
- women’s groups,
- senior citizens group,
- our external collaborators - lecturers, vice-editors, organizers - and their long-term support,
- other existing partners.
Educational programs: The main target groups of the programs are generally newcomers – more specifically, young people (students) and seniors. As part of our activities for seniors, we are increasingly focusing on more targeted and long-term support for librarians across the country so that libraries can organize and offer local courses for seniors—and share this knowledge in a sustainable way at the local level. Another target group – teachers – allows us to reach minors and students in general. Students write the Wikipedia program (for college and high school teachers) and the Teach (with) Wiki program (for middle and elementary school teachers) to spread the idea of free education among young people. We create conditions under which it is possible to collaborate with our teachers in a long-term and in-depth manner. We also use the topics of our calls to prepare joint activities that are attractive to the target group. We do not forget about current educational trends; we are active members of Czech educational communities. General education aimed at the general public or the existing community is a topic that we do not want to neglect. We support the target group of the existing community in terms of capacity building – developing their knowledge, skills, and leadership potential. We have initiated and support the development of a group of young Wikimedians in Central and Eastern Europe and globally – the Wikimedia (CEE) Youth group and, at the same time, similarly focused groups of young Czech Wikimedians. Here again, we make use of our educational partners, especially universities.
Programs for Community: Our programs focus on the current community—we motivate and support its activities and skill development in Wikimedia projects. We meet and collaborate with active members and newcomers – with a specific focus on groups recognized as minorities in the Wikipedia environment – we reach out to them through tailor-made activities / together with thematic partners – e.g. women, newcomers with expertise (e.g. representatives of the non-profit sector, academics and other experts, etc.). We have found it effective to repeatedly offer topics that are understandable and yet attractive to the Czech community, with a low threshold for participation. We are also constantly improving our support and recognition system. Through mini-grants for the community, we also support broader community involvement in organizing activities. A simple, community-supported application process and our administrative and financial support enable volunteers to organize events for others according to their interests and wishes. We particularly support the regional element. Supporting the international involvement of the Czech community: following a decline in interest among Czech community members in international events, we believe that we will once again be able to focus on this point and we want to continue doing so – for example, by using Wikimania Paris 2026 to send volunteers to actively participate. We have also clarified international calls for contributions and added regular Wikipedia Pages Wanting Photos and Wiki Loves Earth to the calls we support. We plan to continue supporting the new Community Wikiconference format, but we will also test how to better involve the community in its preparation. We also focus on simplifying engagement by lowering the threshold and improving the user experience through tutorials and the use of simple approaches and tools.
Programs for Partnerships: The main target groups of the programs are generally newcomers, experts, the technical community around Wikidata, and collaborating organizations. We distinguish between collaborating organizations based on the scope of their specific collaboration – central or strategic partners for WMCZ. In their case, we are talking mainly about collaboration on the GLAM(CZ) program. We refer to collaborating organizations mainly in cases where the collaboration takes the form of joint events – editing or competitions or other support for our activities (e.g., PR, awards, etc.). Thanks to building partnerships, we now work with a group of more than 10 wiki residents who form the backbone of our GLAM program. We want to maintain and develop this form of cooperation further. Advocacy: In addition to European cooperation, we are gradually succeeding in assuming the role of Czech advocate for the public interest in the field of free culture. In this regard, we are planning even broader activities (see KPIs).
CHALLENGES 1. Educational programs: The main challenge is the ongoing growth, diversity, capacity building, and competency development of the existing community. Therefore, we focus on target groups that have the greatest potential to become active members of the community (seniors, students, teachers, librarians, and women in general) through a range of easily accessible activities with added value—free courses, workshops, and editathons for students, presentations for teachers and librarians, and/or women. All this is accompanied by parallel and long-term support and mentoring. When encouraging the current community, we support educational activities organized within the community or based on its needs. Of course, it is essential to take into account the changing role of Wikimedia projects and their significance for the younger generation. In this regard, we want to use new media and explore tools that interact with audiences on multiple levels and leverage connections with AI. However, it is necessary to work strategically with the entire movement to maintain the relevance of the Wikimedia movement to the world. This role is also important for our experienced team.
2. Programs for Community: The main challenge is to foster an inclusive, diverse community and support community participation and engagement. The other current challenge is keeping the community functioning, fostering interpersonal relationships within WM projects, preventing burnout and building community capacity and also to support the gain of quality content - e.g. transferring know-how between members. We try to respond to this throughout the year by organizing editing and photography events and competitions - with topics that can appeal to newcomers and the current community. Event formats are developed in line with past experience, set themes and goals of the Wikimedia movement based on feedback from participants. We also involve the current community as well as our partners in the preparation and organization of all events so that activities are implemented in a consistent and meaningful way. We also combine different forms of activities - online with offline, competitions with long-term challenges. We always think about categories or opportunities for newcomers. Thematically, we try to offer a wide range of current and traditional topics. A long-term task is to bring Wikimedia's strategic goals closer to our Czech community. We have been rather unsuccessful in this regard for a long time, which is why we are focusing on this area. We have increased the number of strategic consultations with members and want to support more international contacts – we believe that connecting with international goals will then become natural. That is why we have transferred our extensive experience to support international Wikimedia Youth and expanded one of the topics (Film) to the level of cooperation in the CEE region.
3. Programs for Partnerships: The main challenge is to establish and develop partnerships and collaborations with strategic institutions that will be guided to help achieve not only the goals of the Wikimedia movement, but also the goals of the institutions addressed. To this end, we are continuously working to make collaboration more accessible to partners, and to standardize tools and processes leading to mutually productive partnerships - such as gaining and training residents at strategic partners, but also ongoing support and quantification of partnerships. Data and content connectivity and engagement of the volunteer community in collaborations is important and biggest challenge in the same time.
Another challenge in recent years has been the regular evaluation of the impact of our activities. This is based, among other things, on metrics that we have previously measured in batches using various tools, some of which were manual and complicated. That is why we decided to develop our own tool (Wikinside), which was initially financed by a local grant to support the digitization of non-governmental organizations. We have improved the functionality of the tool and would like to get it to the stage where it can be made fully available to others as an open source tool.
We are aware of our role and the importance of cooperation across the Wikimedia movement. We actively co-develop the Wikimedia CEE Hub and prepare opportunities for regional and supra-regional cooperation (e.g., in the field of education, between EDs, etc.).
In order to involve all target groups as widely as possible, we have prepared, tested, and are about to launch a hub for all our activities, events, and products on the page: WP: Wikikompas [10].

As part of our internal research, we focus on analyzing the needs of the Czech community and its stakeholders (we have 18 such groups, which include not only members of the association, but also editors, photographers, partners, administrators, and users with extended rights, etc.).

Challenges are a complex of activities that target the experienced community, newcomers and collaborative partners - they usually last a minimum of 6 weeks and are always about: (a) public edit-a-thon (often combined with an excursion at a partner's premises); (b) educational events (for students and teachers), often in the region; (c) editing/photo competitions (with prizes for all participants), involving past winners in the jury, with categories reflecting the composition of the community; (d) PR events for the public (lectures, discussions, podcasts, etc.).
The first quarter (Q1) is the Women on Wikipedia challenge [zeny.wikimedia.cz], In the second quarter (Q2), it's about Science on Wikipedia [veda.wikimedia.cz], Summer time is dedicated to CEE challenge organized by us: Film on Wikipedia [film.wikimedia.cz] In the third quarter (Q3) we announce the annual Czech Wiki Photo [cwp.wikimedia.cz]. The fourth quarter (Q4) we are focusing on modern Czech history of the 20th century with the theme Czechoslovakia [ceskoslovensko.wikimedia.cz].
We also support our long-term activity We Photograph Czechia with mini-competitions, which are thematically focused according to the wishes of the community - after discussion on the Village Pump (e.g. so far the topics Bridges, Protected Areas or Architecture).
We offer other international competitions to members of the Czech community and also provide support to potential organizers from the community through Community Minigrants.

Public policy advocacy

Our advocacy activities focus more on working with stakeholders who have an influence on the release of digitized works under free licenses in the Czech Republic. These are mainly GLAM public institutions in the Czech Republic, their founders, and the Ministry of Culture of the Czech Republic. In this regard, we are mainly mapping the terrain and communicating through official channels, especially with officials. Communication with politicians has been sporadic so far, as we try to familiarize them with the issue and gradually open up space for cooperation. In addition, we are implementing our annual advocacy strategy for only the second time next year. We will evaluate and create its second version before the end of 2025, after submitting a grant application. In the implementation of each program we try to cooperate with Czech public or educational institutions or thematically linked NGOs.
In the past period, we have stabilized these partnerships and concluded comprehensive memoranda of cooperation with three central institutions with which we have been cooperating on a long-term basis: 1) Charles University [18], 2) the National Library [19], 3) East Bohemia Museum in Hradec Králové [20]
In addition, we have about 10 stragegic GLAM partnerships, where GLAM activities take place, or where there is a vice-resident (State Regional Archive, Prague Zoo, Academy of Sciences, Artotheque, Municipal Library, Library in Pardubice, National Heritage Institute, National Technical Library). To support our thematic challenges, we then collaborate with dozens of Czech, often non-profit, organizations that are close to the topic of women, science or Czechoslovakia, or we involve schools and educational institutions.
We then involve regional organisations in regional activities.

Educational programs:We are able to count unique participants in some programs, such as Seniors Write Wikipedia, but it is more difficult to cover situations where these participants also participate in other activities (which is, on the other hand, a desirable outcome), such as editathons. Therefore, we focus on participants in general as our main metric. We measure all participants in all educational activities within a calendar year (including repeat participants—e.g., a senior citizen participates in a basic course and then a course on Commons). We are particularly interested in new/returning participants in the Seniors Write Wikipedia program. We take the same approach to all other participants. Given that we organize over 250 educational events per year, we use attendance sheets where possible, otherwise registration forms, and for mass events such as lectures, we sometimes also work with qualified estimates.
Programs for Community: We divide participants according to a way of contribution and their proficiency. In the community program the main target group consists of participants in regard to Wikipedia - newcomers and participants with whom we have a long term collaboration, all editing articles. For them we organize editathons and training, within a year we have 4 constant events, however we usually team up with other organizations and develop 2-3 more in collaboration with other agents. Second group of participants can be divided into community members and trainers. This group is shared with the EDU program, as this program is the most developed and has regular events. Thirdly WMCR runs programs for photographers (most of them are also Wikipedians and furthermore they engaged in WMCommons project). We run activities aiming for two projects: WMCommons and Wikidata. in this program we would like to learn more about WMCommons users and how to bring a larger number as participants, in line with what factors develop the existing projects. We are interested in people from different backgrounds, who would like to learn how to write/upload and edit content in a longer perspective. As participants we also perceive people working in partners organizations, who are actively engaged in our activities - through PR and communication, sharing resources or becoming editors.
Programs for Partnerships: In partnership programs, there are GLAM institutions with which we cooperate most – in terms of sharing their content – mostly data or media files (GLAM – 10 planned partners). In some institutions, we cooperate with a wiki resident – for next year, we plan to maintain existing cooperation with 8 institutions. Among other things, we plan joint activities with our most active partners – for next year, we plan at least 6 thematic events directly at the institutions or under their direction. We also include partners who are not directly involved in content sharing but cooperate in promoting free culture or other PR for our programs. Thematic debates and discussions with experts on topics related to free culture and free sharing, as well as educational seminars that we organize for experts on these topics, are also a popular format.

Our goal is to teach people to become independent editors and also to encourage those who already edit to get involved in chapter activities. – Yearly goal:500 editors / 30 of newly registered editors Programs for Partnerships: Within the program area, the metrics of Editors and Organizers usually overlap. Our editors are often residents of GLAM institutions, who are in charge of not only Wiki-residencies and Content Partnerships, but also the coordination of cooperation with the institution itself. For us, the new editors are representatives of institutions who have become coordinators of cooperation and for these reasons have also been trained in Wikipedia or Wikidata. But we also have GLAM editathons in cooperating institutions, and we expect a larger number of involved editors, both new and existing. – Yearly goal: 150 / 10 of newly registered editors We do not measure retention at this time. |

Yearly goal: 49/ 3 new organisers Programs for Community: We work closely with the WMCZ Edu team regarding the trainers, who are mainly engaged in this program. For each editathon organized, we cover the substantive part, thanks to support from main trainers and prospective co-trainers (usually 1-2 per event). The most developed event, Women's Month on Wikipedia challenge, requires more support as we organize more than one editathon within the campaign. We are aspiring to have at least one active member of the community who can be responsible for the activity and is able to take over the role of a main trainer. We strongly encourage active community members to become organizers of activities - over the year, there are usually 3-4 independently organized events for a smaller group of Wikipedians. We make an effort to give a space and background for at least one editing contest organized by volunteers. Furthermore, we work closely with partners who are willing to develop activities together with WMCZ and take responsibility as co-organizers. We would definitely welcome more mentors within our photographic projects, who could develop a program of events for the photographic community. Community programs: The community program offers a wide range of activities designed for experienced Wikipedians, active community members, and newcomers, including experts from various fields who would like to use Wikipedia to promote topics from their areas of expertise. The following activities are developed throughout the year as part of community programs: 1. Editathons (open to the public, with significant involvement from the local community, from trainers and collaborators to PR and technical support): - Women's Month on Wikipedia, the flagship of WMCZ, which is part of an international awareness campaign on the one hand, and on the other hand, WMCZ has managed to build a strong community around this topic and create a series of editathons for a diverse audience in terms of age, social background, and location. - Editathons on scientific topics as part of the Science Month on Wikipedia project. Thanks to partnerships with interested parties and the involvement of experienced Wikipedians, further developments have taken place – thematic editathons, such as the editathon as part of the Czechoslovak competition, or others developed in line with the needs of the community, within the framework of partnerships. As part of editathons, WMCZ measures the number of participants (divided into newcomers and regular participants), the number of articles created, and the number of articles edited. 2. Competitions, thematic and tailored to the target group: Czechoslovak competition (editing competition), Czech Wiki Photo competition (photography competition for WikiCommons/Wikimedia purposes). WMCZ is a stable branch in the Central and Eastern Europe (CEE) region. We are aware of this privilege and role and take it seriously. We therefore strive to share our know-how as much as possible and cooperate with other individuals, branches, and regions in order to help others develop in a healthy way. We have been involved in the development of the CEE region; we are a branch that stands behind the founding of Wikimedia CEE Hub and have been supporting it intensively since its inception. WMCZ ED Klára Joklová has been a stable member of the CEE Hub steering committee from the beginning and is the initiator and supporter of the informal CEE Youth group. After organizing the first global Wikimedia Youth conference, we are striving to support the development of young Wikimedians in other regions as well. Other managers participate in other thematic working meetings and collaborations within the Wikimedia movement (education, GLAM, fundraising). In addition, we devote part of our capacity to fundamental development issues within the Wikimedia movement, not only as members of the discussion, but also as active contributors in working groups. This role is difficult to quantify, but it is an integral part of the team's activities.
