Our 2026 experience shows which approaches work. These include the Sámi-language projects, cooperation with Finto, Wikikuvaajat (Wiki Photographers), the public art documentation project, weekly and monthly contests run with Ukbot, and Outreachy and internships. Cooperation within Wikimedia Northern Europe has also been important. In 2027 we will focus on these proven programs rather than start new ones. Because coordination capacity is our main constraint, we have divided our work into three tiers:
- Core (delivered in any case)
- weekly and monthly contests with Ukbot, Wikikuvaajat and Wiki Loves Monuments, Sámi language support, the YSO/Finto vocabulary work, and the parliamentary elections program.
- Growth (delivered if the core runs on schedule)
- the Ukbot rewrite, the SPARQLBridge statistics pilot, the open democracy study group and the regional arbitration proposal, the Pori Art Museum pipeline
- Optional (delivered only with external funding or volunteer leads)
- the lexeme pilot, Taulukkokirja, and one-off thematic edit-a-thons.
If capacity runs short, we will postpone optional activities first and then growth activities. We will review this at the end of each quarter, and the board will approve any changes.
Key challenges
- Limited coordination capacity. -- This is the main factor that limits our growth. Work piles up on a few individuals, which slows down new initiatives and makes it harder to bring in new people. Solving this is our first priority.
- Fewer staff in the Finnish Wikimedia ecosystem. -- In 2027, Wikimedia actors related to Wikimedia Finland will have several fewer employees than at the start of 2026. For example, we do not yet know how the departure of AvoinGLAM staff will affect GLAM cooperation.
- Uneven geographic reach. -- Most Wikimedia Finlands activity happens in greater Helsinki area and some in Oulu and Northern Finland. There are very few activities in Central and Eastern Finland.
- Small and minority languages -- Inari Sámi and Skolt Sámi communities are small so we need to focus on what they feel to be most important to their limited number of people. Usually this is related to language learning/teaching and skill transfer.
- Information integrity. -- Language models now write fluent Finnish, so the small size of the language area no longer protects Finnish Wikipedia from deliberate manipulation. The risk is highest during elections.
- Governance and organizational development. -- The region needs to work out how the Universal Code of Conduct (UCoC) should be implemented. Wikimedia Finland also needs to keep developing its own decision-making and procedures in general.
- Content and data gaps. -- These include the gender gap, articles without images, and valuable vocabularies whose CC BY 4.0 licensing prevents importing them into Wikidata.
How our strategies address these challenges
- To address capacity, we focus on programs where communities run activities themselves, on tools that reduce manual coordination work, and on adjusting staff roles. We are also changing how weekly planning works. Instead of weekly meetings where each person reports what they have done and what they will do next, staff will send a written plan for the following week in advance. The plan is used as the basis for the weekly meeting, and afterwards staff note how it was carried out. The aim is to give staff more responsibility for planning their work and reduce the need for day-to-day direction, thereby easing the bottleneck in coordination and management. This will also help staff gain experience in project planning. The Wikikuvaajat coordinator role will develop into a GLAM coordinator role focused on outreach. Staff working on linked data and small languages will focus on work related to Finna and Finto. These changes will help fill potential gaps left by reduced staffing elsewhere in the ecosystem.
Programs
1. Supporting community-led activity
- Practical support has worked well: travel reimbursements, meeting spaces, and technical help and advice. The Inari Sámi Wikipedians and the public art documentation project both started from the communities themselves. Wikimedia Finland did not need to plan or organize things for them. This model grows activity without growing our coordination load. In 2027 we will keep an approachable support role, especially for small language communities and volunteers' own projects. We will reserve more financial support so that we can respond when new groups form. Our long-term goal is to see similar self-organized groups emerge in Central and Eastern Finland, especially in university cities.
2. Content campaigns and Ukbot
- Weekly contests, Women in Red (Punaisten linkkien naiset) and similar formats produce measurable results, and we will continue them. We will rewrite the Ukbot scoring tool so that it better supports large contests that run for a long time and across several Wikipedias, and add features such as graph support. We will also look for ways for participants to run automated checks on articles and receive feedback on quality, not only on quantity. We will build a better way to find articles without images and matching images on Wikimedia Commons. Better tools reduce manual work for organizers and make campaigns easier to run and reuse.
3. Wikikuvaajat and GLAM outreach
- Wikikuvaajat combines in-person meetups with content creation. Its Helsinki meetups have a stable group of about 10–15 people, and about half of them were originally new to Wikimedia editing. The group has also revived our connections with city museums and their volunteer photographers. In 2027 we will use these connections to expand GLAM work and Wiki Loves Monuments. We will also renew cooperation with the Estonian Ajapaik project on geolocating and rephotographing historical images. During 2027, the Wikikuvaajat coordinator role will become a GLAM coordinator role focused on outreach.
4. Linked data and vocabularies
- Our role is to convert Finnish open data into linked data, connect it to Wikidata and return the links to the original sources. We do not maintain our own knowledge graph. We focus on a few pilots that benefit many wikis and languages at once:
- Vocabularies and Sámi languages: We will improve the Wikidata links of YSO (General Finnish Ontology) and bring Inari Sámi and Skolt Sámi labels from Wikidata into Finto vocabularies and Yle's keywords. We will add Sámi place names to Wikidata and OpenStreetMap so that maps in Wikipedia work in Sámi. We will also take part in the Finto steering group.
- Taulukkokirja: We will publish the Taulukkokirja (table book) linked data conversion and translation project during Open Education Week in Q1.
- Statistics pilot: We will demo municipal population data queried through SPARQLBridge, stored in the Commons Data namespace and shown as graphs in Wikipedia.
- Lexeme pilot: We will build Finnish lexemes from CC0 data and present the pilot at the Wikidata birthday event on 31 October 2027. We will also negotiate an agreement with at least one vocabulary owner whose data is under CC BY 4.0, for 2028, and apply for funding for it.
- Pori Art Museum Wikidata project: We will improve the museum's Wikidata to Finna pipeline and visualisations for its public art data in Wikidata, and crowdsource the data through student projects. ( ie. https://www.wikidata.org/wiki/Wikidata:WikiProject_Collection_data_from_Wikidata_to_Finna )
5. Parliamentary elections 2027
- Finland holds parliamentary elections in April 2027. Before the elections (Q1): We will upload formal open-access photos of the current government to Wikimedia Commons before they are taken down. We will update parliamentary, government and election data in Wikidata to follow the model defined in the Wikidata's Every Politician, Govdirectory, Parliaments and Elections WikiProjects. We will start following how politics articles are edited. We will also organize an elections or fact-checking edit-a-thon on Open Data Day and run weekly election-themed contests. After the elections (Q2): We will upload photos of the new government, update the new parliament's data in Wikidata, and run weekly contests on the election results.
- Many people look up candidates, parties and the new government around elections, and the same information spreads through search engines and AI assistants. By following edits, we can notice manipulation attempts early and learn in practice how to recognize manipulation and machine-generated content. Up-to-date data in Wikidata serves all language versions at once. This program has high impact for relatively little work in 2027.
6. Open decision-making: study group and Wikikysely
- We will open our Open Democracy study group to all interested Wikimedians and change its working language to English. The group meets online throughout the year and has three goals for 2027:
- Draft a proposal in Q3 for a regional, opt-in, ArbCom-like structure that affiliates and Wikimedia projects can join.
- Test the Wiki-Polis deliberation service once in Q3 for collecting community feedback.
- Use Wikikysely to collect opinions and feedback on the arbitration proposal.
We will document the results openly so that other communities can reuse the practices and tools. The work is carried out mainly by volunteers, with a small amount of staff time for coordination and tool maintenance.
7. Wikimedia Northern Europe meetup at the CEE Meeting
We propose holding the next Wikimedia Northern Europe (WikiNEM) meetup alongside the Wikimedia CEE Meeting in Gdańsk. This would continue the annual tradition of the Oulu meetups in 2025 and 2026 without organising a separate event. The CEE Meeting is open to everyone, and Gdańsk has good connections from all the Nordic countries, and half of the WikiNEM participants are going to CEE already. The joint meeting would enable Nordic and CEE communities to share their work and learn from each other, particularly from the CEE community’s regional hub, tech group and content partnerships. Wikimedia Finland will reserve part of its travel budget to support participants from Nordic groups and communities without their own WMF grant. These include, for example, the Inari Sámi User Group, AvoinGLAM, Finnish Wikipedia editors, Wikimedia Denmark and the Icelandic Wikimedia community. Priority will go first to participants presenting or leading programme sessions, and then to first-time attendees.

- Other programs and activities if any: N/A
- 9.3.2. Which gender and inclusion gap does your work address, and who is it for?
We are working with gender gap in content and also with diversity gap in tech skills.
- 9.3.3. What activities will you use to address this gap, and how will you make participation safe and sustainable?
Since 2018, Wikimedia Finland has organized a Women's Day editing competition in March and the Punaisten linkkien naiset (Women in Red) competition as part of WikiGap. The goal of the competitions is to write new articles about women and gender minorities. The competitions count articles about women and non-binary people, as well as all edits made to such articles. In other words, all biographies of people who are not men are included, while trans men are counted as men. The scoring system awards points for adding references, text and photos, removing maintenance templates, and so on. We also have workshops or edit-a-thons related to Punaisten linkkien Naiset. Usually the workshops are done with some women organizations or groups such as Muijii Wikipediaan. In edit-a-thons/workshops WMFI organizes volunteer wikipedists for answering ad-hoc questions and a presenter who is telling about editing. We do not collect gender or age etc information from participants. In the edit-a-thons there is a question if people want to be in photographs. We also have an IRL event page notification about UCoC and contact information about who to contact in case of problems. This is not specifically done for these events but it is general practice for all our IRL events.
Outreachy
Wikimedia Finland (WMFI) will take part in Outreachy round 34 in summer 2027. Outreachy offers paid remote internships to people who face underrepresentation, systemic bias or discrimination in the tech industry where they live. The work has two phases:
- Contribution month: Around 15–30 applicants complete tasks prepared by WMFI mentors, who support them with questions and feedback.
- Internship: One applicant is selected for a three-month remote internship using GitHub, Phabricator, Slack and Outreachy's own platform, with regular one-to-one mentoring.
The programme itself builds on Outreachy's established framework and community in Zullip platform. WMFI mentors help participants contribute to Wikimedia’s technical projects by preparing tasks, answering questions and giving feedback. In WMFI projects applicants can ask questions on an open Slack channel or through a private channel. In their final application, they decide whether to share their gender, real name or location; only the timezone is required. The tasks and internship advance real WMFI projects. Also, in the contribution period it is possible to teach about Wikimedia to high number of motivated people simultaneously and it is one of the key reasons to participate to Outreachy. In the best case, interns and other participants return as mentors in the next round and volunteer at Wikimedia events, so each round strengthens the next.
- 9.3.4. How much of your budget will support gender and inclusion work, and how will you measure progress?
The direct cost of the Womens day and Punaisten linkkien naiset is about 1000€-2000€. This includes travel costs of winners, food, prizes etc required to organize events. However, the sum doesn’t include the WMFI’s coordinator's salary or volunteers' travel costs in edit-a-thons which we also cover. About measuring results. If we can get over 1000 new biographies, 50+ participants and share of female biographies will increase from 22% to 22.25% we are more than happy for the end result.
- https://fi.wikipedia.org/wiki/Wikiprojekti:Punaisten_linkkien_naiset
Apart from staff time, Outreachy has low costs, because it is a fully online programme. The main cost of Outreachy is the substantial time required for mentoring and planning. Making the contribution period truly successful requires about one month of work. It can be compared to a one-month university course whose content needs to be prepared in advance. Applicants must make contributions, and mentors must also devote time and attention to the process.
Community support and engagement
- 9.4. Select all your programs and activities for Community support and engagement.
- On-wiki training of community members, Off-wiki training of community members, Organizing meetups, conferences, and community events, Supporting community members' participation in events and conferences, Offering micro-funding and other financial support to community members , Offering non financial support and services to community members (equipment, space, books, etc.)
- Other programs and activities if any: N/A

- Publishing blog posts that explain how the Wikimedia projects work and why specific proposals affect them.
Note: WMFI doesn't have dedicated employees to public policy so the sum is travel/meeting costs of volunteers doing this.
- 9.6.3. Approximately, how much of the requested budget will you dedicate to public policy advocacy (local currency)?
- 2000 EUR
Technology (software development)
- T1. Describe the technical project(s) or provide relevant links. (required) Include the following information
- Project goals, impact, and product strategy
- Technical approach, integrations, and dependencies
- Milestones, progress tracking and success metrics

- Ukbot
- maintenance rewrite
In 2026, maintenance of Ukbot in practice passed to Wikimedia Finland. We will begin rewriting the UKBot backend in late 2026 and continue development, testing and deployment in 2027. The main purpose of the rewrite is to make maintenance and development easier by moving the core to Django and removing the hard MariaDB requirement. At same time we write the unit tests and add continuous integration tests. We will make use of OpenAI Codex as code generation tool when we are doing the rewrite. As the result from the bot is deterministic, we can use old code as reference and there are many existing results on old contest pages that can be used as tests.
The templates used in contest pages, the configuration done on-wiki and the translations will be kept unchanged as far as possible. From the end user's perspective the change is transparent.
From safety perspective, the code should access only public data, only connect to whitelisted addresses and it could be executed in containerized environment and generates wikicode as output. Generally the infrastructure should be similar to what SPARQL-bridge already uses. The overhaul includes unit tests, automated testing and practices that support releases, installation instructions, and onboarding for new maintainers. Scores from the old and new implementations will be compared before switching to the new system.
Secondary goals are making it easier to add new languages and better supporting large contests that span several Wikimedia projects or long periods of time like months. Bringing Ukbot to the Estonian Wikipedia offers a concrete area for cooperation.
- SPARQLBridge
- Selecting statistical data and customizing graphs
We are developing a user interface that reads the structure of a dataset from the PX-Web API and lets the user select the data to be queried through SPARQLBridge. PX-Web is an open-source API for statistical data used by the Nordic statistical offices, among others. The selections can also be passed as GET parameters, so dataset filters can be defined in wikitext with template parameters and changed on a per-page basis.
In addition, we are developing a Lua module on Commons that can change the data used on the X and Y axes of a graph drawn with the Chart extension, as well as the visible text. Existing modules cover some of the needs, and this work adds the missing functionality to them. Existing modules support defining both the X and Y axes and displaying multiple lines, but these features cannot currently be used together. We will add support for using both features at the same time.
The underlying assumption is that reusable tools reduce page-specific programming. The pilot is limited to a single dataset, for example annual population figures by municipality, using Nordic municipal statistics as the source. Another goal is to link data types to Wikidata items and properties automatically. Success is measured by whether the same implementation can be used in different articles by changing only the parameters.
We are also investigating whether we can map between PX-Web parameter values and Wikidata identifiers on SPARQLBridge. That way, the desired municipality could be selected based on, for example, the Wikidata ID of the page being viewed.
- T2. Describe the project team, maintenance, and risk management. (required) Include the following information
- Security and privacy considerations and expertise
- Mitigation of security or privacy risks
- Long-term maintenance, code documentation and licensing
- Team description with expertise, roles, contribution (hours & compensation)
SPARQL-bridge
Kimmo Virtanen (Zache) leads the development and maintenance of SPARQL Bridge. Wikimedia Finland provides the project’s organisational home. The main continuity risk is reliance on one developer, so the code, deployment instructions and tests are kept in a public repository where future maintainers can take over.
The service uses public Wikimedia and other openly published data, which can include contributor usernames and registration dates. It does not require users to create accounts. Toolforge credentials are kept outside the source code. The application limits query and dataset sizes, restricts SPARQL to read-only queries, and checks external data URLs against an HTTPS domain allowlist and public IP addresses, including after redirects. Timeouts and clear error responses help contain failures in upstream services.
Maintenance will include responding to reported issues, reviewing upstream changes, updating dependencies and checking that the deployed service continues to work. Automated tests, code checks and security and dependency scans run in CI; Dependabot checks for updates weekly. The repository documents local development, testing and Toolforge deployment. The software is released under the MIT licence, while source datasets retain their own licences and attribution.
The project team will include a technical lead for development and security, a backup maintainer, and Finnish Wikipedia contest organizers to test results. We will work through UKBot’s public repository and coordinate with its existing Toolforge maintainers. Toolforge credentials are kept outside the source code. Key risks are incorrect contest results and unnecessary retention of participant data.

- 12. Will you be working with any internal (Wikimedia) or external partners? Describe the characteristics of these partnerships and bring a few examples of the most significant partnerships. (required)
Wikimedia Finland has worked with Open Democracy Communities, an initiative to facilitate especially civil society organizations' learning on open democracy. This study circle will continue in 2027, but we plan to switch language to english and invite people from non-finnish wikimedia projects and affiliates too. In addition, WMFI and Open Democracy Communities have developed the Wikikysely survey tool (https://wikikysely.toolforge.org) and will continue in 2027.
In the Wikikuvaajat (wikiphotographers) project, in addition to our own city photographer volunteer group, we revitalized collaboration with the Helsinki, Vantaa, and Espoo city museums and their volunteer photography groups. We hope this collaboration will lead to further Wiki Loves Monuments partnerships.
In Wiki Loves Monuments, the Finnish Heritage Agency is our long-time partner. Our collaboration includes, for example, communication and organizing award ceremonies. Since 2022, our WLM themes have been the same as the European Heritage Days theme. Other notable partners in WLM have been the Ministry of Environment and Finnish Local Heritage Federation.
WMFI uses the Ajapaik.ee platform for crowdsourcing and rephotography, and this continues in 2027. In 2027 we plan to test their new version of mobile web based rephotography tool. We have also done joint software development and student projects. Google API/Maps services are donated by Google NonProfits (1500€/year) and 500€ for other Google NonProfit services. WMFI runs one of Ajapaik's offsite backup nodes.
With Wikimedia Estonia, we are participating in their Summer days meeting and we are planning to do mutual visits in 2027 where Estonian wikimedists visit in Helsinki and Finnish wikimedists visit in Tallinn. In 2027 we plan to invite Estonian wikimedians to open democracy study group.
In the gender equity project, we have collaborated with the Muijii Wikipediaan group, which advocates for improving skills and abilities as editors and has organized editathons in April together with Punaisten linkkien naiset for multiple years in a row. With Muijii Wikipediaan, WMFI has participated in workshops as speakers and wikitutors, and we have also helped promote the events. WMFI has also provided assistance when organizers needed advanced user rights, such as removing IP blocks.
Wikimedia Suomi board member Yupik is an active member of the Northern and Inari Sami Wikipedias where she is a bureaucrat and administrator respectively. Her work transcends the state borders splitting the Sami homeland as she helps organize workshops for the Wikimedia community on the Finnish side of the border and also works with Wikimedia Norway and the community on the Norwegian side. The companion organization for organizing workshops in Inari, Oulu and Helsinki has been the Inari Sami association Anarâškielâ servi. WMFI also works with and supports Inari Sami user group.
Outside the Wikimedia projects, Yupik serves as WMFI's representative in the steering group of the Finnish ontology service Finto at the National Library of Finland, which meets four times a year.
Editors can take part in our weekly Wikipedia competitions by editing Wikipedia in Finnish, Inari Sami, Northern Sami or Livvi-Karelian. Our monthly themed competitions also include Skolt Sami. However, some points for Skolt Sami edits still have to be calculated by hand, because the required information is not available in the Wikimedia Incubator. All other points are calculated by UKBot, which is operated by Norwegian Wikipedia user Danmichaelo. Active maintenance and development of the bot have been transferred to Zache.
We are also working with Creative Commons Finland, Open Knowledge Finland (OKFI) and AvoinGLAM Network. WMFI and AvoinGLAM have members in common. AvoinGLAM and WMFI have shared Slack channels for joint communication and we are discussing and sharing our plans.
Wikimedia Finland has worked with Pori Art Museum since 2016, when the museum started a wikiproject on artists from Satakunta in the Finnish Wikipedia. The museum has also used and updated data from the public art documentation project independently. Museum also uses Wikidata and Wikimedia Commons to share its artist and artwork data. Kimmo Virtanen has been the technical implementer of the museum's Wikidata to Finna data transfering project and remains its technical contact person, but so far he has done this in a personal capacity. In 2027, Wikimedia Finland will also take part in the project as an organization, bringing the collaboration closer to the association's activities.

We are collaborating with Project Fredrika, which is a project that focuses on writing about Finnish topics in Swedish in the Swedish Wikipedia and Swedish topics in Finnish in the Finnish Wikipedia.
Collaboration with Villa Karo and Benin Bilateral Companionship program with Wikimédiens du Bénin have been working through direct personal contacts. As an association Wikimedia Finland is a member of the Villa Karo support association, Kapsi internet users Finland, Wikimedia Europe, and Wikimedia Northern Europe.

All metrics provided are optional, please fill them out if they are aligned with your programs and activities.

|---|---|---|
| Number of all participants | 500 | The total number of participants was 430 in 2025, and the target for 2026 is 600. However, the actual number for 2026 is expected to be higher, because 2026 included events celebrating Wikipedia’s 25th anniversary, and Oulu hosted both OuluLöyly and the Wikimedia Northern Europe meeting. The number in 2027 is therefore not expected to reach the 2026 level, but it is not yet known how much lower it will be. The 2027 target is set, however, higher than the 2025 result. |
| Number of all editors | 175 | The 2027 target counts unique editors which made least one edit during our editing campaigns, Outreachy, or Wiki Loves Monuments (WLM) etc. Previously reported totals were not deduplicated: the reported total for 2025 was 330, while the corresponding count of unique editors was 171.
The target numbers are based on the 2025 statistics, which included also actual unique editors who made at least one edit during our editing campaigns, Outreachy, or Wiki Loves Monuments (WLM) etc. Ie in 2025 result numbers were
