Part 1: Understanding your work

Per the recent update on the Wikimedia Foundation Affiliates Strategy process, Wikimedia Affiliates that are General Support Fund grantees will fulfill their affiliate reporting requirements through their final or yearly grantee report.

If you are a Wikimedia Affiliate, you will use this form for your affiliate reporting and to address the affiliate health criteria. You do not need to submit a separate report to AffCom. Follow the guidance in the green boxes to report on how you met the corresponding affiliate health criteria.

If you are not a Wikimedia Affiliate, aligning your responses with the affiliate criteria is optional and not required.

1. Please share to what extent your programs, approaches, and strategies contributed to addressing the challenges you shared in your proposal. If they did not contribute as you believed they would, please share what obstacles you faced and what, if anything, you learned from them? (required)

For affiliates, use this space (Question 1.) to address Affiliate Health Criterion 1.1 (Goal delivery). Describe how you actively delivered on mission goals, e.g. content creation.

Over the course of the GSF24 period (July 1, 2024 -June 30, 2025), Wikimedia Indonesia undertook a range of external programs and internal organizational strengthening initiatives in response to real challenges that emerged on the ground. Each team addressed the barriers with a focused, networked, and adaptive approach, ensuring that the knowledge-sharing vision remained viable despite the limitations.

The Education Team was aware of the major challenge of maintaining the participation of trainees, particularly from the university partnership program. While the initial excitement was high, the retention of participants was likely to decline due to the students' workload and time constraints. To address this, the team tailored learning methods by creating mobile-friendly content, compiling mobile-based materials for Wikipedia, Wiktionary, and Wikiquote, and developing short educational videos such as #JadiTahu. The project also adjusted the assignment collection schedule and updated the learning management system (LMS) interface to improve participants' convenience. The focus of outreach also began to be directed to eastern Indonesia, such as Makassar and Lombok, addressing the inequality of regional representation in our wiki activities. Collaboration with Creative Commons Indonesia, Balai Besar Guru Penggerak (BBGP) West Java, and the Swedish Embassy reinforced outreach with specific themes such as STEM, which widened the diversity of participants and the relevance of the training.

On the GLAM side, there are major challenges in digitization efforts related to open regulations, collection ownership, and institutional responsibility. Many institutions were skeptical of sharing collections due to legal concerns or the complexity of collection ownership rights. To address this, the team switched the focus of the approach to more flexible private institutions, while still establishing long-term relationships with government institutions through training and low-level outreach. The GLAM team also responded to the challenge of limited human resources by opening up grant funding channels for external initiative projects, such as the documentation of the Nias collection in Italy and research into the openness of Indonesia's LAM (library, archive, museum). The Wikisource competition was also leveraged as a participatory space to foster community contributions to free-text projects, although mentoring efforts are still needed to maintain the quality of results.

The Wikidata team was dealing with technical challenges, particularly regarding participants’ level of understanding of the concepts and tools in Wikidata. In response, the team developed advanced classes such as SPARQL training and introduced new projects such as Wikifunctions. Internship programs, research grants, and public lectures became avenues to build the capacity of campus communities, including the University of Papua and the University of Andalas, each of which presented its own challenges in terms of infrastructure and geographical distance. Some partner institutional data also did not align well with the Wikidata model. The team addressed this by emphasizing data literacy and open-format discussions, and utilizing the community as an intermediary for communication between institutions, especially when community members are also part of the partner institution.

The Research and Content Development team learned that not every local language community is ready or interested in participating in a competitive program such as WikiTeroka. The team also conducted a perception study of 22 partner institutions through surveys and in-depth interviews to develop a more contextualized, robust and impacted strategy. The team also ensured that the program continued to run despite limited funds, as was done in the implementation of Wiki Cinta Alam Indonesia 2024 which still drew high participation despite the reduced prize value compared to the previous year.

In terms of community empowerment, a positive non-interventionist approach proved to be an adaptive strategy. It allowed the community to design their own programs, and Community team only intervened when needed. This strategy has proven effective in strengthening the community's trust and ownership of the project. Dana Wiki backed initiatives such as the launch of Wikibooks Minangkabau and Wiktionary Betawi, and encouraged communities such as KlubWiki UB to lead the Youth Wikimedians forum. Story-sharing training through the Diff platform also increased participation in sharing experiences across communities. Although the number of STEM book grantees increased, the prevalence of social-humanities themes suggests the need for a more structured approach to science literacy in the future.

In addition, the Communications team faced the challenge of reaching an audience with limited resources. To meet this, they turned their communication channels to Instagram, which showed a 57% increase in followers, and commissioned freelance illustrators and video editors to maintain the quality and quantity of content production. The five-month internship program not only resulted in creative content, but also introduced a professional and standardized work system, including visual identity. Content collaboration with community channels and the use of educational visuals helped bridge the gap of visual representation that was once hard to reach

2. Is there a plan to build on the key successes you had? If yes, please describe the plan and if no, please share the limitations to do so. For instance, did the activities lead to any new priorities, ideas for activities, or goals for the future? (required)

There are plans to build on the key successes of the GSF24 period across multiple teams. In communications, the successful increase in Instagram reach will be used as a foundation to retain existing audiences and attract new followers. To address the challenges of managing Twitter/X and Facebook accounts, the team is looking to recruit dedicated interns or experienced advisors for more focused and optimized management. The working model of using independent illustrators and video editors has also proven to be cost-effective and will be further strengthened through an increase in the freelance budget in the future.

The Education team will keep the positive experience of participants at the forefront and expand the program to the secondary school level with the adaptation of mobile-based content. Participant retention and resource constraints will be improved through prioritization of community support, as well as increased utilization of the LMS which continues to require regular technical support.

In GLAM, digitization challenges will be responded to by focusing on a more flexible approach to the private sector, while partnerships with government institutions will be maintained to build networks and trust through targeted training.

Successful Wikidata programs such as WikiLatih (Wikimedia project training), Datathon, and Research Grants will be expanded. The team is preparing a follow-up WikiLatih and WikiLatih Wikifunctions to introduce new projects. Although limited participant understanding and access to public data remains a challenge, the team will continue to develop activity formats and topics, including thematic Datathons such as Lexemes and Geographies. The Research Grant will also be followed up with improvements to a more adaptive rules system.

The Research and Content Development team intends to conduct a biannual partner assessment, as a periodic evaluation to find new, more sustainable collaboration opportunities. On the community side, the positive non-interventionist approach has proven successful and will be maintained, including the development of Community Talk topics and thematic formats for Book Grants. For WikiNusantara, while plans are in place, insufficient funding from the public and private sectors is a key challenge for which alternative solutions need to be explored.

During this period of GSF24, the organization developed various approaches to reach out to new contributors, support aspiring community leaders, and strengthen internal and external collaboration. Going through the WikiLatih program, online courses via the LMS, and face-to-face activities such as Kopdar and Community Talks, it actively encouraged the participation of new users. WikiLatih and the LMS serve not only as technical learning tools, but also as a gateway for participants to join the community and gain hands-on contribution experience. A dedicated effort is also made to reach out to younger age groups, such as junior and senior high school students, by adapting materials for mobile devices. Internship programs in Communications and Wikidata also serve as a development route for new members and potential future leaders.

In order to strengthen collaboration and community engagement, we provide discussion spaces that support the exchange of experiences and community initiatives. Regular Meetups and Community Talks are organized as a forum for sharing knowledge, discussing local challenges, and facilitating cross-regional discussions. Some communities have also initiated thematic collaborations, such as the launch of the Madurese language Wikisource and Minangkabau language Wikibooks, with the support of Dana Wiki. A new format for thematic Book Grants is designed to increase both relevance and participation from contributors with specialized interests.In supporting communities, a positive non-interventionist approach has proven successful: We allow communities the autonomy to design their own programs, while still providing mentoring and resources when needed. This is a model that allows for the organic growth of communities and gives aspiring community champions the space to develop in their own way. Organizational support includes funding, infrastructure, technical training, and promotion of community achievements on platforms like Diff and social media.

Strategic partnerships are constantly being forged with both other Wikimedia affiliates and non-Wikimedia entities. Wikimedia Indonesia collaborated with Wikimedia Taiwan and Wikimedia Foundation in APrIGF 2024 in Taiwan. We also participated in EduWiki 2025 and ESEAP Summit 2025. Outside the Wikimedia ecosystem, partnerships were established with various educational institutions such as the University of Papua, Andalas University, and CCID, as well as government and private institutions in GLAM programs and thematic training. These engagements are not only expanding the organization's reach but also strengthening the wider community's understanding of openness and free knowledge.

The Communications team is interested in putting together an article that summarizes Wikimedia Indonesia's social media experience through Diff, which may draw on a paper that was published at the Indonesian Language Congress entitled Promoting Regional Languages and Literatures Through Social Media: A Creative Process with Wikimedia Indonesia with more recent data.

The Education team has taken advantage of shared learning spaces to share achievements and lessons learned during this year's Education program, including through the EduWiki Conference, Education newsletter, Diff, and ESEAP meetings. 5. Did you collect feedback from your community or target groups on how the activities implemented impacted them? If yes, please attach/provide information on the results (e.g. community surveys, stories, impact booklets/reports, interviews with partner institutions, etc). Did you collect other impact-specific data? (required)

For affiliates, the response to Question 5. also partially addresses Affiliate Health Criteria 4.1 (Internal Engagement), 4.2 (Community Connection), or 4.3 (Partnerships & collaboration), where applicable.

Some stories summarized by our team are as follows:

First, the Wikimedia community in Bandung has been running the WikiTutuwuhan project for three months (January–March 2025) with financial support from Wikimedia Indonesia. The project documented local and non-local plants in West Java Province through Wikimedia Commons and the Sundanese Wikipedia. Four community members documented in three locations, Ir. H. Djuanda Grand Forest Park, Cibodas Botanical Garden, and Taman Bunga Nusantara, covering vegetative (stems, leaves) and generative (fruits, flowers, seeds) parts, producing 542 photos of 186 plant species, well beyond the initial target of 60 species. Additionally, information on 60 plants was added to the Sundanese Wikipedia, mostly written by the team and other volunteers in online meetings. The average article length reached 2,500 bytes, exceeding the target of 1,000 bytes per article. The project highlighted the lack of botanical content on Indonesian Wikimedia projects, and demonstrated that the enthusiasm of the team and volunteers was key to success. Moving forward, the community plans to continue this project through the Dana Wiki and Rapid Fund, as well as invite more volunteers to enrich botanical knowledge as part of open learning resources.

The second was KlubWiki Universitas Brawijaya hosted a series of activities titled WikiLiteratur with the support of a community grant from Wikimedia Indonesia. This program linked book enthusiasts with Wikipedia through collaborative activities that turned reading into open knowledge. The activities began with a Silent Reading Meet-Up on 16 February 2025, followed by a Wikipedia workshop on 22 February 2025. Participants came from two communities: Malang Book Party and JP Book Club, who are both active in reading and discussion. After an hour-long silent reading session, participants shared reflections and ideas from the books they read, covering themes such as psychology, war, and human behavior. In a subsequent training, they were taught how to transcribe this knowledge into Wikipedia with proper book citation support. WikiLiterature is a manifestation of KlubWiki UB's commitment to democratize knowledge, by making reading a way to contribute to Wikipedia and open access to information for the public at large.

From the Education team's perspective, they learned that Wikipedia trainees experienced increased knowledge and a deeper understanding of how Wikipedia works, as well as improved literacy and encyclopedic writing skills. While some of the tasks were perceived as demanding, it was the challenges that drove them to complete them. They also gained new experiences, opportunities to contribute directly to Wikipedia, and build relationships. The training was rated positively thanks to good materials and assignments, responsive and competent trainers, and support from the LMS platform Wikimedia Indonesia. The hands-on sessions and quizzes were the most memorable parts. Participants, however, experienced difficulties in time management, adaptability to Wikipedia features, and internet connection issues. They suggested reducing the task load and extending deadlines, especially for training combined in courses.

Trainer-wise, the training is effective for beginners due to the structured materials and conducive training atmosphere. The integrated training system, from registration, through the LMS, to evaluation, facilitated the implementation. The biggest challenge was maintaining participants' attentiveness until the end of the training and working around technical issues such as internet connection. Trainers recognized the importance of proper preparation and coordination, and acknowledged that the training helped develop their confidence, communication skills, and understanding of the Wikimedia ecosystem. Recommendations for future training include strengthening communication, extending the duration of the training, checking participants' technical readiness, and tailoring materials to participants' specific needs.

A successful WikiTeroka 5.0 competition increased the participation of local communities in developing Wikipedia articles in local languages. Notable contributions came from the Banjar language as well as local cultural content of Madura and Nias. The quality and number of edits improved, showing the positive impact of the competition. As an illustration, the WikiMahabar Competition (part of WikiTeroka 5.0) organized by the Banjar community has had a positive outcome in boosting the number of lexicons for the Banjar language in Wiktionary. While there were only 22 participants, with 14 contributing during the competition and 11 successfully completing the competition, it still managed to achieve most of its objectives. The total number of lemmas created and improved reached 1,784. There are challenges, however, such as maintaining the quality of content, continued participation (as in the case of the Nias language Wiktionary facing major barriers to participation, with six participants and only three of them contributing actively), and technical constraints such as internet access. In general, the contest was able to enhance Wikipedia with local cultural content, but a sustainable strategy is needed to maintain its impact.

Two of our Wikidata interns also shared their positive impressions of the program, one of whom noted that the experience opened up new perspectives on the potential of Wiki projects in various fields. He gave an example of his work that combined the theme of artists' careers and mathematical perspectives, and showed how Wikidata can be used flexibly and creatively. Meanwhile, GLAM Mini Grant participants found the program very valuable for GLAM practitioners and suggested that the quota and funding support be increased. They also suggested a sharing session between grantees to get to know each other and provide inspiration. In particular, further training on Wikimedia projects is considered important so that grantees can better understand and contribute directly to the Wikimedia ecosystem.

The Women's Wiki Month online campaign run across March 2025 by our Education team successfully highlighted the disparities in women's content and participation on the internet, including on Wikipedia. The campaign clearly presented the data and reasons why the contribution of all parties, including men, is needed to address the problem. As part of the campaign, a special edit-a-thon was organized to give them as much space as possible to contribute content. The event involved both male and female contributors across Indonesia who wanted to bridge the gap, engage in dialog, and support the establishment of the WikiPerempuan Community. While the initiative is still in its early stages, it marks important progress as a community of female editors begins to develop, providing a platform for collaboration and empowerment.

Support from the GSF24 period has been crucial in building staff capacity, both internally and externally. One example of this was the tax training for Finance staff, which strengthened their core technical skills in analyzing and managing taxes accurately. In addition, our staff also attended the Creative Commons Certificate - Open Culture training to further their understanding of open access from various perspectives, which is in line with Wikimedia Indonesia's working principles.

Capacity building was also done through staff participation in various international forums such as APrIGF and DRAPAC24 in Taiwan, Creative Commons workshop in the Netherlands with TAROCH coalition, ESEAP Summit in the Philippines, and EduWiki 2025 in Colombia. These engagements strengthened the organization's advocacy, cross-cultural communication, and representation skills at the global level, and encouraged staff to more confidently contribute to strategic discussions and collaborative networks that support program success.

13. What is one capacity/skill area that you would like to focus on for the next year? And how do you plan to achieve this capacity? (required)

In the coming year, Wikimedia Indonesia seeks to focus on expanding regional leadership capacity and local program implementation skills to support the decentralization of the movement from Jakarta to a broader network across Indonesia’s diverse provinces. This aims to ensure inclusive representation, foster sustainable growth, and increase the creation of locally relevant content from underrepresented regions.

Plan: Strengthen and expand Regional Hubs by positioning dedicated staff in Medan, Banjarmasin, Makassar, and Bali to lead localized Wikimedia initiatives. Each hub will anchor programs tailored to the distinct cultural, linguistic, and community contexts of their respective regions, fostering more equitable knowledge production and local engagement.

This page outlines the membership of Wikimedia Indonesia. While the publicly available member list is not regularly updated, a secure internal database—accessible only to the Board of Executives—is maintained to ensure data protection. We plan to publish only the name and membership statistics in the near future to provide a general overview while respecting privacy.
