How Strategies Support These Challenges:
- Outreach and workshops directly raise awareness and provide hands-on experience.

Public policy advocacy
- 9.6.1. What specific laws, or legislative topics, are you targeting with your advocacy plans? Please be as specific as possible. (required)
Wikimedia Indonesia, through the Open Indonesia Forum 2025, developed a roadmap for advancing the open movement in Indonesia. As the initiative evolved, Open Indonesia transformed into a coalition of organizations committed to promoting openness in knowledge, culture, and technology. The coalition includes Creative Commons Indonesia, UGM Archives Preservation Lab, Mozilla Indonesia, OpenStreetMap Indonesia, The Conversation Indonesia, and Wikimedia Indonesia.
In January 2026, the coalition formalized its commitment by signing a manifesto for the Indonesian open movement and launching several key activities, including the Indonesian Openness Survey, training sessions on free licenses and openness, a policy review, and the Open Indonesia Conference 2026.
Looking ahead to the second semester of 2026, the coalition plans follow-up initiatives focused on advocacy. These will include outreach to openness stakeholders and broader engagement through media and publications, ensuring that the principles of openness continue to gain traction across Indonesian society.
- 9.6.2. What are the main methods and tactics via which you plan to advocate for this public policy change? Please be as specific as possible. (required)
Research and Evidence Gathering: Conducting surveys (e.g., the Indonesian Openness Survey) and policy reviews to generate credible data that highlights the importance of openness and free knowledge. This evidence will serve as the foundation for our advocacy messages.
Coalition and Stakeholder Engagement: Working through the Open Indonesia coalition, which brings together organizations such as Creative Commons Indonesia, Mozilla Indonesia, OpenStreetMap Indonesia, and others. By uniting diverse stakeholders, we amplify our collective voice and strengthen legitimacy in policy discussions.
Capacity Building and Training: Organizing workshops and training sessions on free licenses, open data, and digital literacy to empower communities, educators, and institutions. These activities ensure that stakeholders are equipped to understand and support openness in practice.
Public Campaigns and Media Advocacy: Leveraging media publications, social platforms, and public events (such as the Open Indonesia Conference) to raise awareness, shape public opinion, and build momentum around openness as a national priority.
Direct Policy Engagement: Engaging policymakers through consultations, roundtables, and outreach activities. Our approach emphasizes constructive dialogue, presenting clear recommendations, and aligning openness with national development goals.
Follow-up and Sustained Advocacy: Ensuring continuity by planning second-semester activities in 2026, including targeted outreach to openness stakeholders and ongoing advocacy through media and publications. This sustained effort helps keep openness on the policy agenda.
