Part 1: Understanding your work
[edit]Per the recent update on the Wikimedia Foundation Affiliates Strategy process, Wikimedia Affiliates that are General Support Fund grantees will fulfill their affiliate reporting requirements through their final or yearly grantee report.
If you are a Wikimedia Affiliate, you will use this form for your affiliate reporting and to address the affiliate health criteria. You do not need to submit a separate report to AffCom. Follow the guidance in the green boxes to report on how you met the corresponding affiliate health criteria.
If you are not a Wikimedia Affiliate, aligning your responses with the affiliate criteria is optional and not required.

Wikimedia Libya Community is an emerging community dedicated to promote Wikimedia projects in Libya. This year, we received our first General Support Grant, a six-month pilot initiative designed to test the waters and evaluate our capacity for structured programming. During this period, we transitioned from a series of voluntary events and rapid funds to a more organized approach, achieving evident outcomes and fostering promising engagement. By studying the challenges we faced, we have developed a more focused and strategic program to address these issues.
One of the significant challenges we encountered was the highly fluctuating exchange rate, which had a notable impact on our grant expenses. This required us to make trade-offs, such as opting out of participation in Wiki Indaba, in order to prioritize implementing our planned activities and expanding our volunteer base. The delayed compensation adjustments related to the exchange rate from the foundation further compounded these challenges. Nevertheless, we prioritized ensuring that we had the necessary funds to complete our activities, even at the expense of attending conferences.
It is important to highlight that the composition of the organizing team evolved during this grant period. While the initial application listed NANöR and Salema as members, the team ultimately included NANöR, Salema, and Nada. NANöR voluntarily assumed a supervisory role, providing guidance, oversight, and support throughout the process. Meanwhile, the core operational and implementation responsibilities were handled by Salema and Nada, who were compensated for their contributions to the program's success.
Here is how our program laid the foundation for sustainable growth.
- Beginners Training (4 Sessions) - University and Technical College students
In our proposal, one of the primary challenges we identified was the lack of interest or participation in activities and training by university students. Our strategy involved conducting training sessions in colleges and institutes, with content tailored to their academic specializations. However, due to unexpected disruptions caused by university strikes, we had to adapt and temporarily postpone the university-focused activities.
To overcome this challenge, we shifted our efforts to a program targeting younger participants: المحررات الصغيرات (Little Women Editing) between 1 July 2024 - 17 August 2024. This program aimed to engage high school girls by introducing them to Wikipedia and fostering a new generation of contributors. The program achieved several objectives, such as:
- Attracting a new demographic to the Wikimedia community in Libya.
- Teaching essential editing skills through age-appropriate content.
- Creating high-quality articles, including translations of children’s literature topics.
We now have 6 new, younger contributors, one of whom has expressed interest in joining the organization team. She is eager to help network with new editors and build ongoing connections with the younger demographic.
Later in the year, once the strikes ended, we resumed the university-focused Wikipedia and Wikidata training sessions.
Wikipedia was integrated into the curriculum. Students were asked to write Wikipedia articles related to their fields of study, present them at the college, and edit Wikidata items linked to the articles. This initiative applied the principles of WikiEducation by integrating academic work with Wikimedia's mission, introducing students to contributing to free knowledge, and encouraging meaningful participation.
- Beginners & Advanced Wikidata Training
The Arabic Wikidata Days 2024, co-organized by the Wikimedia Libya Community and the Wikidata Arabic Community, complemented university training initiatives with practical sessions for beginners and advanced participants.
These activities marked the first training in Arabic on this specific topic, with the Wikimedia Libya community pioneering the introduction of specialists to tools like Wikibase-cli, SPARQL, and OpenRefine. Beginners were taught the basics of Wikidata, while advanced participants explored these specialized tools in depth. Notably, participants who initially learned Wikidata during the sessions later supported students by helping them apply their knowledge through individual meetings. This initiative also focused on enhancing Arabic and Libyan content on Wikidata while equipping participants with structured data and data science skills.
Key outcomes included over 200 new and over 200 improved items and 1.7K edits, significantly enriching Arabic content. This collaboration fostered knowledge exchange, personalized mentorship, and community networking, preparing contributors to engage effectively in Wikimedia projects.

- Dividing sessions into beginner and advanced tracks ensured diverse skill levels were effectively addressed.
- Training of Trainers (TOT) - Wikipedia, Tripoli
Another challenge was engaging individuals interested in becoming trainers in Tripoli and other cities.
The Wikimedia Libya Community organized an in-person training program from September 1–5, 2024, at Edah Aljadid center in Tripoli, complemented by virtual participation from other Libyan regions and abroad. This program aimed to prepare trainers capable of independently conducting Wikipedia editing workshops in their local areas. The TOT was followed by 1:1 and group sessions to finalize editing skills and publish articles. We utilized WhatsApp for fast response and support.
The program was designed to:
- Build community leaders equipped to deliver localized Wikipedia editing training.
- Increase the number of Wikipedia editors in different regions in Libya.
- Teach participants the methodology of content documentation on Wikipedia.
- Develop skills for creating perfect articles.
- Raise awareness about the importance of free knowledge and collaborative work.
The training combined theoretical sessions with practical editing exercises and edit-a-thons organizing skills, ensuring participants could create high-quality articles by the program's end. The diversity in participants enriched the sessions and provided a strong foundation for future training across Libya.
The program trained 18 individuals, including those from Tripoli and other Libyan regions, fostering a geographically diverse pool of trainers. Participants received certificates upon attending all sessions and completing at least two articles on Wikipedia.
Contribution to Challenges:
- Participants developed the skills to create, edit, and organize Wikipedia articles independently.
- A pool of trainers capable of conducting workshops in their regions was established.
- Collaboration and knowledge sharing among participants enhanced community-building efforts.
Key Lessons:
- Collaborating with local tech and cultural centers and organizations was instrumental in reaching potential trainers and creating a credible presence for the program.
- Implementing a pre-training assessment or clearer selection criteria can ensure that attendees have the necessary motivation and skills.
- While the sessions equipped participants with the knowledge and tools to train others, consistent follow-up is essential to ensure they put their skills into practice and build their own training programs.
- The inclusion of participants from different regions, both in-person and online, brought varied perspectives.
- Wiki Loves Monuments
The Wiki Loves Monuments 2024 competition marked Libya’s first participation in this international photography event, aiming to promote the country’s rich historical monuments on a global project. The competition ran from September 21 to October 21, 2024, resulting in the submission of 409 images showcasing Libya’s cultural heritage.
One of the primary challenges identified in the proposal was the lack of interest and participation from potential photographers and enthusiasts. This was exacerbated by limited awareness about the competition and insufficient engagement from the target audience.
To tackle this issue, we focused on the following strategies:
- Collaborating with professional photographers, photography amateurs, and Barah Culture & Arts.
- Regular posts and updates across social media platforms to raise awareness.
- Organizing a series of sessions to introduce the competition and provide necessary guidance.
Contributions to Overcoming the Challenges:
- Our continuous advocacy on social media significantly increased awareness. Motivational posts, instructions on how to participate, and countdowns to the competition's start helped build excitement.
- Direct engagement with local photographers through meetings and guidance encouraged greater participation.
- Involving Libyan expert photographers in the jury gave credibility to the competition and attracted more participants through their networks.

Key Lessons:

- Wikisource New users Training (4 Sessions), Benghazi and online
The original proposal anticipated engaging users from the Libyan community and with Wikipedia's sister projects, particularly Wikisource, as a significant challenge. However, the implementation of the Wikisource Training Workshop program, with its mixed approach of online and in-person sessions, successfully addressed this challenge. This strategy not only attracted participants but also fostered greater engagement with Wikisource than initially anticipated.
To tackle this issue, we focused on the following strategies:
- Online Practical Sessions: Introduction to Wikisource basics, including editing, proofreading, and validation, using Tārīkh Ṭarābulus al-Gharb (English: History of Ottoman Tripolitania) by Ibn Ghalbūn as the starting text.
- Collaborative Group Session: Collaborative application of knowledge by working on the same book, focusing on digitization, proofreading, and validation in small teams.
- In-Person Session: A training where participants will work on a different book, providing a fresh opportunity to apply skills, share experiences, and engage in hands-on activities together.
- Creating a Telegram group for ongoing communication and a space to ask questions and inquiries.
Contribution to Challenges:
- The workshop succeeded in engaging 13 participants from the Libya community and 8 new participants, evidenced by the creation of accounts during the in-person session.
- Collaborative work on books like تاريخ طرابلس الغرب (English: History of Ottoman Tripolitania) and الموسيقى (English: Music) demonstrated participants' growing ability to contribute effectively to Wikisource.
- The structured training sessions introduced editing, proofreading, and validation processes.
- By the end of the workshop, participants had collectively proofread and validated multiple pages, showcasing their ability to independently contribute to Wikisource.
- Participants expressed interest in further exploring Wikimedia projects, suggesting the workshop served as a gateway to broader engagement.
Key Lessons:
- The in-person sessions in Benghazi demonstrated the value of face-to-face interactions in building enthusiasm and clarifying complex concepts.
- Future workshops should emphasize mixed online and offline formats to maximize participation and skill-building.
- Providing localized and relevant training materials, such as books related to Libyan history and culture would encourage participants.
- Exploring various communication channels, such as social media, cultural centers, and online advertisements, can increase the visibility and reach of the program.
- Arabic Wikipedia Day (Raising awareness meet-up) - Benghazi
The celebration of the twentieth Arabic Wikipedia Day successfully contributed to the proposed goals by fostering community engagement and enhancing awareness of the Wikimedia movement, particularly Wikipedia Arabic.
Contribution to Challenges:
- The interactive activities, such as browsing Wikipedia and analyzing the article of Libyan actor Ahmed Ali Salem, introduced participants to the platform’s structure and editing process.
- Discussions on the importance of preserving cultural achievements resonated with attendees, bridging the gap in awareness about Wikipedia’s significance.
- The event saw notable participation (34 attendees in person and online), reflecting the effectiveness of outreach through social media and collaboration with the Barah Cultural Center.
- Direct invitations to community members and guest speaker Ahmed Ali Salem’s participation helped attract a diverse audience.
- The addition of an Internet governance session expanded the scope of the event by linking Wikipedia's principles to the broader digital landscape. The session, led by User:Csisc and Margaret from African Internet Governance Ambassadors, helped participants understand the influence of governance on digital content and encouraged them to consider the ethical implications of their online contributions.
Key Lessons:
- Combining in-person and online formats proved valuable in extending accessibility. Organize satellite events in other Libyan cities to decentralize participation and expand the community base.
- Inviting a well-known figure like Ahmed Ali Salem strengthened the event’s cultural resonance, emphasizing the importance of aligning events with local interests.
- Celebratory events require thoughtful planning and a clear focus on creating an engaging and festive atmosphere. Incorporating elements like a themed cake, interactive sessions, and guest speakers significantly enhanced the participants' experience. This highlights the importance of balancing informative content with enjoyable activities to sustain interest and participation.
- Incorporating Internet governance expanded participants’ views on digital ecosystems. Future sessions could apply governance principles to Wikipedia content for practical learning.

Yes, there is a plan to build on the key successes we had. In 2025, we expanded the scope of the grant from six months to one year, responding to the commitment shown and the new names who are eager to continue. We submitted the new request in the middle of the current one.
Our goals and plans align with the idea of establishing a solid foundation for the community, as it is still in the early stages. For example, in 2025, we developed a strategy focused on three phases: Learn, Implement, and Celebrate. The strategy is designed to build the community's capacity, embed successful activities, and foster long-term sustainability.
We have already started inviting members to step up as organizers, ensuring active participation and leadership in upcoming activities. This collaborative approach is central to our strategy, as it empowers members to take ownership and drive initiatives forward.
To build on our successes, we plan to take the following steps:
- Regular Check-ins: This will allow us to make timely adjustments and ensure that activities stay aligned with community needs.
- Collaborative Expansion: Strengthening existing partnerships with Wikimedia communities and seeking new collaborations with external organizations to expand our reach and impact.
- Empowering New Organizers: Inviting members to become organizers, which will cultivate a sense of ownership and increase leadership capacity within the community.
- Celebration and Recognition: including the celebration phase by introducing a recognition system for volunteers, such as awards and certificates, to sustain motivation and retention.

Yes, we are very interested in sharing what we have achieved and learned this year with the wider community. By participating in peer learning programs like the Let's Connect program and contributing to Diff.
We will highlight our progress and exchange ideas with others. We've developed a solid strategy for 2025 — Learn, Implement, and Celebrate — and are already inviting members to take on roles as organizers. Sharing our experience in growing the Wikimedia Libya community and collaborating with the Wikidata Arabic Community can provide useful insights for others working in similar environments. We believe this exchange will help us improve and also contribute to the development of other communities.

We are an emerging community working towards affiliate recognition, and our efforts during the funding period focused on inclusivity, capacity-building, and sustainability.
Our programs attracted participants from underrepresented geographical regions, particularly MENA, specifically Libya, with a focus on young people and women. By designing interactive and flexible sessions, we created a welcoming environment that encouraged the participation of younger audiences. Women were also a priority, with encouraging them to go for opportunities to develop skills through projects like Wiktionary, preparing them for future roles as organizers.
We contributed to developing content about Libya and Arabic-language resources, addressing gaps in representation for women and the local cultural and linguistic heritage. Partnerships, such as those with the Arabic Wikidata Community, Barah Center, and Libya Technology Foundation, helped enhance the quality of our programs and expand our reach.
To support retention, we guided participants through mentorship and provided hands-on training. By inviting members to become organizers, we established a foundation for leadership and future growth.
These approaches proved effective in engaging participants, retaining contributors, and advancing our goal of becoming a recognized affiliate.

We are a growing community working towards becoming an officially recognized affiliate. We aim to focus on enhancing community leadership development next year. To achieve this, we will provide opportunities for members to take on organizing roles, guided by experienced contributors. This aligns with our strategy to "Learn, Implement, and Celebrate," ensuring gradual and practical leadership growth while sustaining our community's progress.
Our primary focus will be training, particularly in better editing and soft skills, complemented by the opportunity for members to take on organizing roles in parallel. We always remind our members to actively participate, share responsibilities, and align the annual plan with ongoing training. As an emerging community, we recognize the need for members to familiarize themselves with Wikimedia projects. Moving forward, we plan to shift our focus toward enriching Libyan content, ensuring it becomes a central aspect of our activities.

Wikimedia Libya Community has engaged in several impactful collaborations that align with our broader mission of fostering inclusivity and knowledge sharing. One notable partnership is with the Revive Arabic Wiktionary Project, where we’ve contributed to revitalizing the Arabic Wiktionary by training new editors and expanding the resource's content. This project has not only supported Arabic linguistic heritage but also encouraged active participation from Libyan community members.
In the area of movement governance, we’ve contributed to discussions around the Movement Charter, working to ensure that our community’s interests and regional needs are reflected. This has helped strengthen our understanding of the governance structures within the Wikimedia movement and supported our aspirations for eventual affiliate recognition.
Additionally, our involvement in the Wiki for Climate Change campaign allowed us to take a leadership role in the Maghreb region. Libya hosted a webinar, featuring a high school student as a host, which was an innovative way to include younger voices in climate discussions. This event, focused on environmental issues, also aligned with our community's broader goals of encouraging youth participation and driving awareness about global challenges through Wikimedia projects.

- One of the significant challenges we encountered was the highly fluctuating exchange rate, which had a notable impact on our grant expenses. To manage this, we made strategic trade-offs, such as forgoing participation in Wiki Indaba, to prioritize completing the planned activities and expanding our volunteer base. This approach ensured we had sufficient resources to fulfill our commitments. However, this decision resulted in unspent funds that were initially allocated for travel and conference participation. These unspent amounts remain available, reflecting our deliberate choice to focus on activities over travel, while allowing for greater financial flexibility to support future initiatives.
Additionally, we covered a deficit from the Wiki for Climate Change grant after obtaining approval from the responsible foundation programme officer.
