Between February 18 and 22, 2025, the Wikimedia User Group Nigeria held its strategic meeting in Lagos, Nigeria, to assess the community’s strengths, weaknesses, opportunities, and challenges. This meeting provided an opportunity to review past and ongoing programs, evaluate our approaches and strategies, and identify future opportunities. Several group discussions were held to identify our challenges and develop strategies to mitigate them. The recommendations and inputs gathered from these discussions, along with feedback from our broader community, were used to draft a strategic plan. This plan sets a clear roadmap to address our weaknesses and challenges, and leverage on future opportunities. We will be addressing the following challenges with our strategic plans

Sustainability and Volunteer Retention
Strategy and approach

Volunteer retention is one of the major challenges facing our community. We will design incentives to encourage members of our community. We will develop a structured volunteer motivation plan with timelines, responsible persons, and KPIs. We have developed the Monthly Outstanding Editors Recognition (MOER) to recognize the contributions of our volunteers. In addition, we also have the annual Wikimedia Nigeria Community Award. We want to sustain these efforts, and we believe that they will help address the challenge of editor retention significantly. We now maintain a register for all our members, and this will help us determine the level of activity and activeness of our members. This way, we can identify inactive community members or volunteers and follow up with them in a bid to get them active; this way, they are retained.

Capacity building and development programs for members of our communities and partners

We have developed various training or capacity-building programs that will help community members build skills and knowledge on how to contribute to Wikimedia projects, including Wikimedia Commons, Wikidata, Wikipedia, Wiktionary, and so on. There would be statutory monthly physical training in our office and several online training programs that would include participation from our networks, fan clubs, and partners. There would also be physical training in at least two geopolitical zones of Nigeria and numerous training in different states of Nigeria to support our growing communities in these states. These training programmes would be handled by experienced members of our community, and where necessary, we would invite experienced members of other Wikimedia communities that have the specific skill set needed by our community to handle the training.

Oral knowledge documentation training We want to strengthen volunteers’ ability to document indigenous content. Our team will develop audiovisual training resources that offer firsthand instruction for individuals new to our community. Numerous newcomers, as well as existing members, have expressed a desire for these resources. They believe that these materials will aid their learning process and enhance their comprehension of how to make valuable contributions to Wikimedia projects.
Leadership & Community Development Workshop

We want to build leadership capacity among volunteers to drive our community growth. We will use the leadership development plan developed by the WMF Leadership Development Working Group as a training resource for this purpose. The Leadership Development Plan is a practical resource for emerging and existing leaders across the Wikimedia movement who want to develop themselves and others. Its purpose is to surface, encourage and grow effective leadership in the community.

Technical & Advanced Skills Development Wikimedia User Group lack volunteers that are familiar with some technology (e.g. Mediawiki API; Wikidata architecture; bot frameworks; Lua templating). We want to ensure that our community has a significant number of people familiar with [a technology]. We will identify volunteer members of our community interested in broadening their technical skills, and pairing them with mentors from WMF, the WikiMentor or other communities, to better integrate with the global tech spaces and channels.
Monitoring & Evaluation (M&E) Training

The Wikimedia User Group Nigeria has the Monitoring & Evaluation (M&E) department with at least a paid staff. In addition to conducting the Monitoring & Evaluation (M&E) for our programs, we want the department to train community members that are interested in monitoring and evaluation. When this knowledge is passed on to community members, this would allow us to facilitate joint analysis, discussion and learning with the participation of communities and impacted stakeholders as appropriate. Lack of sustainable partnership
Strategies and approach

In the past 10 years, we have collaborated and partnered with several mission-aligned organizations but we were not able to sustain many of these partnerships because of the lack of resources. We will reactivate these partnerships and the following strategy and approach will be adopted. We plan to reactivate our existing partnerships by reaching out to organizations we have previously collaborated with, inviting them to participate in our proposed projects. This effort will not only help rebuild and strengthen our relationships with these partners but will also positively influence the overall outcomes of our programs. In addition, we want to diversify our partnerships by engaging with a wider range of organizations whose missions align with our vision. These include educational institutions such as universities and colleges, non-governmental organizations, cultural heritage institutions, and technology companies. Our focus will be on local and regional partners with a genuine interest in the Nigerian context and in preserving Nigerian languages. To further support these collaborations, we will leverage our office space as a dedicated training center. In the past, many of our partners lacked suitable venues for training and related activities, often creating logistical challenges. Now, we can relieve them of that burden by offering our training center for mission-aligned activities, including workshops and capacity-building sessions for their staff and networks. At the same time, we will proactively seek out new partners to collaborate with and support our initiatives, ensuring our programs continue to grow in reach and impact.

Strategy and approach

Nigeria is the most populous country in Africa, but despite this large population, the amount of content creation when compared with the population is subpar. We plan to organise several content drives, and content generation campaigns that would help create thousands of high-quality contents on Wikimedia projects, and numerous edit-a-thons would be organised to generate contents. In addition to text-based contents, we will continue with the creation of oral history audiovisuals and donate them to academic institutions. There are also several festivals in Nigeria that are underrepresented on Wikimedia projects. We will organize a WikiFestival campaign to drive contents relating to the festivals on Wikipedia, Wikimedia Commons and other Wikimedia projects. We will leverage on educational institutions to increase content. For example, we will partner with universities and colleges, especially where we already have fan clubs to make Wikipedia editing part of course assignments for students. We will set up additional fan clubs and implement the same strategy. We will collaborate with Archives, Libraries, Museums, and Cultural Heritage Institutions to and encourage them to release some of their contents for contributions to Wikimedia projects.

Poor quality of contents on Nigerian language Wikipedia
Strategy and approach
We will use our Nigerian Wikipedia Quality Framework (NWQF) to address this specific challenge. This framework provides structured guidelines, tools, and processes for contributors, editors, and administrators to enhance the overall quality of content. We will conduct a content audit and assessment of existing articles on local language Wikipedia, to identify gaps and quality issues and implement quality improvement interventions such as content clean-up, grammar and structure corrections and addition of reliable references to articles that are lacking references. We will also constitute a translation review team to review contents translated with machines to ensure accuracy and correctness. The framework will include a process that would encourage local communities to develop policies and guidelines in their respective Wikipedia communities. We aim to sustain our efforts in advocating for the implementation of the National Language Policy and to assess how the Nigeria Data Protection Act, 2023, impacts our work, particularly on Wikidata. Where necessary, we will advocate for appropriate changes to mitigate any negative effects of the law on our activities. These two areas will form the foundation of our advocacy efforts, ensuring that legal frameworks support rather than hinder our mission.
In addition, we plan to launch an advocacy project to address the growing menace of misinformation on the internet. This initiative will focus on using verifiable information to educate the public and promote digital literacy. We will collaborate with broadcasters, content creators, skit makers, and educators within and outside our network to increase public awareness about reliable information sources and empower individuals to identify and combat misinformation effectively.

We intend to work with mission-aligned partners within the Wikimedia movement and outside our ecosystem that share our overall objective of improving the sum of human knowledge.
The following characteristics must be identified and established before any such partnerships:
- Shared Values and Objectives: Wikimedia User Group Nigeria will partner with organizations that have shared values and common objectives related to openness, collaboration, and transparency. Both parties must agree to release their content to improve the sum of all human knowledge.
- Collaborative Projects: Partnerships often involve joint projects or initiatives to advance a specific cause or address a particular issue. These projects should reflect the mission and goals of the Open Movement organization. For example, in the 2022-2023 Fiscal Year, we collaborated with professional photographers and photographic organizations in all our Wiki Loves events to contribute quality images to Wikipedia and its sister projects.
- Community Engagement: We plan to work with Open Movement organizations that have active communities of supporters and contributors. Partnerships can involve engaging these communities in joint initiatives and encouraging collaboration among community members. For example, our community joined community members in Uganda, Tanzania, and Cameroon to organize trainings and edit-a-thons for Women in Media through a partnership with African Women in Media.
- Open Licensing and Intellectual Property: All our partners must agree to release content curated from the relationship under the relevant Creative Commons licenses and promote the use of open-source software.
- Advocacy and Outreach: We intend to partner with organizations that can amplify our advocacy efforts by leveraging the influence and resources of partner organizations to promote open practices and policies. The Visibility Project is a gender-based advocacy project aimed at improving the visibility of African women on the internet. We achieved this objective through a partnership with African Women in Media, which has over 1,000 professional media women in their network, while we provided the encyclopedia to profile notable African women on the internet.
