8. What are your programs, approaches, and strategies? What are the challenges that you are trying to address and how will your strategies support you in addressing these challenges? (required)

The Wikimedia Tunisia User Group’s 2026–2027 strategy is centered on expanding free knowledge access, ensuring community sustainability, and decentralizing Wikimedia engagement across the country. We aim to grow by organizing workshops in 20 governorates, launching two new community hubs for contributors without equipment or internet access, and participating in global campaigns like Wiki Loves Monuments and Wiki Loves Earth. Our approach emphasizes inclusion, with dedicated programs such as Wiki Femme Camp for housewives and Wikipedia Camp Tunisia to train and empower young Wikimedians. We are also planning national meetups to strengthen bonds and foster collaboration within our community. A major milestone will be the celebration of Wikipedia’s 25th anniversary, which will help boost visibility and reinvigorate public interest. One of the key challenges we face is the geographic imbalance of Wikimedia activity, which remains concentrated in urban areas. Another is contributor attrition, with many experienced users having left the movement over the years. To address this, we will implement re-engagement strategies to reconnect with former members and invite them to mentor new contributors. We also aim to combat the lack of resources that prevent many from contributing by offering shared access to equipment and spaces. Our strategy also tackles the limited public awareness of Wikimedia projects beyond Wikipedia by promoting Commons, Wikidata, and more. Overall, we believe our inclusive, regionally balanced, and sustainability-focused approach will create a stronger, more diverse, and more active Wikimedia community in Tunisia.

The team for this proposal will include both new and long-standing active members of the Wikimedia Tunisia User Group. Our approach is participatory and inclusive: each active member will be given the opportunity to lead or co-lead a specific project or activity. This method not only helps distribute responsibilities but also encourages long-term involvement, capacity building, and leadership development across the community.

The team is composed entirely of volunteers, and no one currently receives a salary for their involvement in this proposal. However, for specific technical or logistical needs, we may work with consultants or contractors on a temporary basis, as needed, and this will be clearly outlined in future budgets or reports.

Below is a list of current active members who are involved in this proposal and have been informed of their engagement:

These advisors will support the quality and strategic direction of our programs but will not hold direct operational roles.

External Partnerships: We have established several key partnerships that will play a significant role in the success of our planned activities:

Culture and Science Association of Metlaoui (جمعية الثقافة والعلوم بالمتلوي) Our fiscal sponsor and official partner, this association provides legal and administrative support for all of our activities. The association has signed a partnership agreement with the Tunisian Ministry of Education, allowing us to organize Wikimedia training and educational programs in public schools and high schools throughout Tunisia. This is a strategic partnership that enables us to reach a wide audience of students and educators.

Club Photo Tunisia (Clubs de photographie de Tunisie) We will collaborate with photography clubs across Tunisia during all Wiki Loves contests, such as Wiki Loves Earth, Wiki Loves Monuments, and Wiki Loves Africa. These clubs provide access to talented photographers, training sessions, and help us reach local communities interested in visual documentation of natural and cultural heritage.

Tunisian Scouts (الكشافة التونسية) We are also working with the Tunisian Scouts to implement outreach and training activities. Scouts are active in nearly every region of Tunisia, which makes them ideal partners for expanding Wikimedia's presence in underserved or remote areas. Together, we will organize Wikipedia editing workshops, photowalks, and educational events targeting youth.

These partnerships are crucial in helping us achieve our objectives by increasing our outreach, sharing resources, and building sustainable local communities across Tunisia.

These new contributors will primarily be recruited through outreach initiatives such as Wikipedia workshops, school and university programs, collaborations with the Ministry of Education, and engagement with photography and scouting communities. Our strategy emphasizes hands-on training, mentorship, and follow-up to ensure a smooth onboarding process for newcomers. Out of these, we estimate that at least 280 editors will be retained, meaning they will continue to contribute to Wikimedia projects for at least one month after their initial participation. This expected retention rate reflects our strong focus on community support, peer mentorship, and sustained engagement through follow-up activities, competitions, and local user group involvement. We aim not only to increase the number of contributors but also to build a committed and sustainable editing community across Tunisia.

We have a total of five projects planned. For each project, there will be two coordinators, making a total of ten paid staff members. Each coordinator will be responsible for leading and managing project activities, including transportation, communication, and coordination with team members. Many Wikimedia Tunisia members are currently not employed but are eager to take on leadership roles. This financial support will help empower them to contribute effectively and ensure smooth project implementation.
