【現状】

日本国内ではウィキペディアは有名ですが、信頼性が低いと感じられています。また、ウィキペディア以外のプロジェクトはほとんど知られていません。
一方、既にウィキメディア・プロジェクトに参加している人たちの間では、海外のウィキメディア運動やメタウィキでの議論への参加も少なく、情報が不足しています。
さらに、ユーザーグループでは活動メンバーやリソースが不足している状況です。

そのため、来年度は以下の2つの課題に注力します： 1. ウィキペディアだけが有名で、他のプロジェクトが知られていない 2. 国際的なウィキメディア運動が知られていない

これらの解決に向けて、ユーザーグループでは、少ないリソースでできること（+アルファ）を着実に進める方針です。

【目的（どうしたいか）】 ▶︎日本語版を利用する一般の人に対して:ウィキペディアをはじめとするウィキメディア・プロジェクトが「ルールと方針」がある場だと知ってもらう。発展途上であっても信頼できる「知識のインフラ」を目指していることを示す。 ▶︎日本語版ウィキメディアンに対して:

ウィキペディアの参加ハードルが高いことを鑑み、貢献する場がウィキペディアだけではないことを広報し、自分に合ったスタイルで貢献できるようにする。
海外やメタウィキの話し合いに積極的に参加できるような環境を作る。海外の知見を日本語版にフィードバックしたり、逆に日本語版から世界に意見やアイデアを発信できるようにする。

【方法（どうやって進めるのか）】 ▶︎戦略1: オープン・ソース・カンファレンス（OSC）への参加

日本国内で、オープンソースカンファレンス（OSC）に年7回程度ブースを出展し、セミナーを行います。特にウィキデータを中心に紹介し、オープンデータ関係者との合同セミナーを増やします。

内訳：東京（2025/10と2026/3の2回）、札幌（2025/7）京都（2025/8）、名古屋（2026/4）、大阪（2026/1）、広島（2025/11）

オープンソースやオープンデータコミュニティへの協力を表すため、OSCに年間協賛します。
2024年11月に参加した関西オープンフォーラムは、2025年も開催予定ですが、こちらへの参加は、準備状況を踏まえてチームで再検討します。

2025年11月に大阪でSotMとの共同カンファレンスを行い、Call for Proposalで参加者を募り、交通費や宿泊費を支給します。
2026年1月に東京でウィキペディア25周年記念「もくもく会」withウィキペディアケーキを開催します。

メタウィキやMediaWikiの日本語情報を整理・翻訳し、XやDiff、UGのドキュメントで「日本語で書いて構わない」ことを周知します。
外部の翻訳会社「（株）翻訳センター」にメタウィキの翻訳を発注し、特に安全関係や今後の方針を翻訳してもらいます。

UCoCの啓発を継続し、オンラインセミナー（年1回）、パンフレットを作成の上イベントで配布、SNSやDiffでの発信を行います。

ESEAPの月例やその他のオンラインミーティングに参加、かつ広報を行います。
ESEAPカンファレンス（高雄2026）、ウィキマニア（ナイロビ2025、パリ2026）、COSCUP（台北）に参加します。スカラシップでまかなえない分の交通費や宿泊費を支給します。

メンバーの英会話やデータ分析スキルを向上させます。
ガバナンスのためのルールや規約を作成し、2025年上半期に予定している一般社団法人化の運営を軌道に乗せます。
メンバーや協力者を増やすため、DiffやSNS、UGのウェブサイトで呼びかけ、あるいは直接、対面で勧誘します。

【期待する効果】

オープンソースに興味のあるエンジニアをウィキメディア・プロジェクトに勧誘し、年間10人以上の新規参加者獲得を目指します。（特にウィキデータ）
交流イベントを通じて情報共有や学習の機会を提供し、既存の日本語版ウィキメディアンの知見やスキルを増加させます。
UCoCパンフレットをイベントやSNSで100人以上に配布し、ウェビナーを開催することで、コミュニティ内の心理的安全性を向上させます。
SotM共同カンファレンスや25周年記念もくもく会などの交流イベントで、年間50人以上の参加者を達成します。
OSCでのセミナー参加者を年間70人程度に増やし、エンジニアを中心に一般日本語話者のウィキペディア以外のウィキメディアプロジェクトへの理解を深めます。
2025年秋のアンケート調査に350人以上に参加してもらい、ウィキペディア以外のプロジェクトやUCoCなどへのコミュニティの認知状況を把握します。
戦略4により、ユーザーグループ（UG）のメンバー数が年間10人以上増加し、運営体制の確立と外部からの信頼向上が実現します。

一般社団法人オープンストリートマップ・ファウンデーション・ジャパン(OSMFJ:OpenStreetMap Foundation Japan)

https://www.osmf.jp/ OpenStreetMap FoundationのLocal Chapterです。日本でのOpenStreetMapのコミュニティ団体を支援する組織です。私たちのボランティアスタッフであるBarsaka2はOSMFJの副理事です。関係の性質: 今後、フリーのデータを広める団体同士として協力関係を築いていく予定です。現在のところ金銭的な利害関係はありません。 2025年2月の国内カンファレンスで、オープンストリートマップにおけるウィキメディアコモンズの写真の利用法について、意外な方法の講義を行いました。（例えば、小さな子供のいる親のために、『遊具』の多い公園を探せる地図を作る）などまた、ウィキメディアプロジェクトを使ったイベントをしばしば多く行っています。ユーザーグループは2025年11月のOpenStreetMapの日本での年次会議である「State of the Map Japan」と共同でカンファレンスを主催する計画です。

ユーザーグループは2023年5月にごく少人数で出発し、同年10月にAffComに公認されました。またこのころプロジェクト主任のUser:VZP10224が参加しました。2024-2025年度は、オープンソースカンファレンスへの「出展やセミナー登壇」という主要な方向性も定まってきました。その間に私たちは、たくさんの内外のウィキメディアンのアドバイスや協力を受けました。UGのメンバーは皆、本業や学業その他の片手間に活動しています。リソースは限られています。それでも「できること（+α）」を着実にこなして前進することを望んでいます。「できること（+α）」「できることより少し上」は、尊敬すべきベテラン司書の方にいただいた言葉です。どうぞよろしくお願いします。
