Building on the current situation in Japan, where Wikipedia is widely known but other Wikimedia projects and the international movement remain largely unfamiliar, we present the following four strategies and plans. First, raising awareness among the general public; second, fostering exchange and skill development within the existing community; third, strengthening collaboration with overseas Wikimedians; and fourth, pursuing incorporation and chapterization of the user group.

First, we will broadly communicate the existence and activities of Wikimedia projects to the general public. Through participation in Open Source Conferences and the Library Fair, collaboration with universities, and media outreach, we will introduce projects such as Wikipedia and Wikidata to those who may be interested.

Second, we will provide opportunities for exchange and skill development for Wikimedians already active in Japan. Through Mokumoku-kai/meetups and conferences organized by the user group, we will encourage collaborative work and the sharing of knowledge and skills. We will also create opportunities to engage with insights from Wikimedians across multiple language communities, organize and translate global information from MetaWiki and MediaWiki, and improve access to information with a focus on priority areas. By supporting outreach events and organizing offline and online Wikidata gatherings, we will lower barriers to participation and provide sustained support for activities. We will also continue promoting online safety awareness and UCoC education.

Third, we will strengthen collaboration with overseas Wikimedians. Through exchange events and online meetings with Wikimedians from Korea and Taiwan, we will foster international networking and knowledge sharing. Furthermore, by supporting the preparation for hosting ESEAP Strategy Summit 2027 in Osaka, we will contribute to strategy development across the ESEAP community as a whole, while also providing opportunities for Japanese users to engage with the international movement.

Fourth, we will pursue incorporation and chapterization of the user group. This will enhance the organization's credibility and establish a foundation to better support Wikimedia project activities in Japan.

2026-27 Strategic Plan https://docs.google.com/document/d/1C23oGIiJ1YNdFFWMqeTjItblH-Yux3Clox3t7Cw-cxk/

The biggest progress for 2025-2026 is: 1, The most significant progress during this period has been the steady growth of our membership and the successful co-organization of our first User Group conference in Japan. Membership growth indicates expanding interest and participation in our activities. In 2025, we co-organized the conference together with the Japanese community of OpenStreetMap. The event brought together over 80 participants, featured diverse use cases, and included participation from ESEAP members.

2, The Library Forum & Fair is an annual event organized by the Japanese library sector. The User Group participates through an exhibition booth and a seminar.

While participation had previously been coordinated individually by a member, it is now organized under the User Group’s framework. Through this engagement, we aim to strengthen relationships with the librarian community and promote collaboration around Wikipedia Town initiatives. https://meta.wikimedia.org/wiki/Grants:Programs/Wikimedia_Community_Fund/Rapid_Fund/%E3%82%A6%E3%82%A3%E3%82%AD%E3%83%A1%E3%83%87%E3%82%A3%E3%82%A2%E3%83%BB%E3%83%AF%E3%83%BC%E3%83%AB%E3%83%89_in_%E5%9B%B3%E6%9B%B8%E9%A4%A8%E7%B7%8F%E5%90%88%E5%B1%952025_(ID:_23091734)

3, More collaboration with Korea and Taiwan We have also increased collaboration with communities in Korea and Taiwan, creating more opportunities for exchange and mutual learning within the ESEAP region. Looking ahead, hosting the ESEAP Strategy Summit 2027 in Osaka represents a significant opportunity to deepen regional engagement and contribute more actively to Movement-wide discussions.

Below are reports of selected activities carried out during this period. The Wikipedia25 event was held as a one-time commemorative activity and has recently concluded. https://meta.wikimedia.org/wiki/Wikipedia_25/Events/ja

During this period, the User Group organized and participated in various events across Japan, including multiple Open Source Conferences (OSC), Wikidata editathons, and community safety initiatives. Many of these activities will continue into the next period.
