The Wikimedia Community of the Republic of Srpska operates through three key program areas:

1. Edu Wiki Program – Focused on integrating Wikimedia projects into formal and informal education, promoting digital literacy, and encouraging students and educators to contribute to free knowledge. Key achievements include collaboration with 33 educational institutions through 68 activities and a five-year memorandum with the University of East Sarajevo, covering 19 faculties. The program includes various initiatives such as seminars, edit-a-thons, the Wiki Scholar program, Wiki Ambassador, Wiki Semester, and Wiki Forum.

2. GLAM Program – Dedicated to preserving and promoting cultural heritage through digitization and free licensing of historical and cultural content. So far, the program has developed a network of 64 partner cultural institutions, carried out 76 activities, and implemented QRpedia codes in five national museums. In the coming period, activities will focus on strengthening partnerships with key institutions such as the Museum of the Republic of Srpska and the Museum in Bijeljina, expanding digitization efforts, and engaging with international GLAM initiatives.

3. Community activities – Aims to strengthen the Wikimedia community, enhance collaboration with both Wikimedia and non-Wikimedia organizations, and support volunteers. Key projects include the Wiki Women in the Republic of Srpska initiative, online and offline edit-a-thons, the mentorship program, and international collaborations. A strategic priority is increasing the number of active members through targeted campaigns and mentorship, with the goal of achieving a 30% growth in active members by 2027.

Approaches and Strategies

Our approach is based on long-term partnerships, community empowerment, and advocacy for free knowledge. The key strategies we implement include:

  • Institutional Collaboration – Strengthening partnerships with educational and cultural institutions to integrate Wikimedia projects into their activities. A key priority is expanding the academic network by establishing cooperation with another state university.
  • Volunteer Support and Community Growth – Engaging contributors through mentorship, capacity-building programs, and decentralized activities across various cities in the Republic of Srpska.
  • Content Digitization and Free Licensing – Partnering with GLAM institutions to make cultural and historical heritage freely accessible through digitization and QRpedia code implementation.
  • Promotion of Diversity and Inclusion – Encouraging the participation of underrepresented groups, including women, minority communities, and cultural institutions. A concrete goal is to increase women's participation in Wikimedia projects by 20% through targeted programs.
  • Bridging the Content Gap – Organizing at least five editing competitions annually to cover underrepresented topics and improve the quality of freely available content.

Challenges and How We Address Them

1. Limited Awareness and Engagement Many institutions and individuals are still unfamiliar with the benefits Wikimedia projects offer in education, research, and cultural heritage preservation. ✅ Strategy: Conducting targeted awareness campaigns, promotional activities, and hands-on training for educators, cultural professionals, and students.

2. Lack of Free Content in Certain Fields Fields such as regional history, cultural heritage, and minority representation lack freely available and well-documented content. ✅ Strategy: Expanding digitization efforts, initiating content creation projects, and strengthening partnerships with institutions that can provide credible sources and materials.

3. Volunteer Retention and Community Growth Sustaining an active contributor base is a common challenge, as engagement tends to decline over time. ✅ Strategy: Implementing long-term mentorship programs, continuous training, and recognition initiatives. A concrete goal is to increase the number of active contributors by 30% by 2027.

4. Institutional Barriers to Free Knowledge Some institutions are hesitant to release content under free licenses due to copyright concerns or a lack of digital infrastructure. ✅ Strategy: Advocating for open access, providing legal guidance on free licensing, and presenting successful case studies demonstrating the benefits of open knowledge.

5. Limited Resources and Infrastructure Sustaining long-term activities requires securing adequate resources and support from partners. ✅ Strategy: Strengthening collaboration with external partners, including NGOs, universities, and research institutes, to ensure material and logistical support. This includes securing access to physical infrastructure, equipment, and technical resources when needed.

12. Will you be working with any internal (Wikimedia) or external partners? Describe the characteristics of these partnerships and bring a few examples of the most significant partnerships. (required)

During the designated period, the community will systematically focus on strengthening and maintaining existing partnerships, as well as establishing new collaborations to expand the network of relevant stakeholders across all program areas. Key activities in this domain will take place on two levels: through cooperation with Wikimedia organizations (Wikimedia Serbia, Wikimedia MKD, etc.) and through strategic partnerships with institutions and organizations outside the Wikimedia ecosystem, both nationally and regionally. These institutions include higher education establishments (universities and high schools), GLAM institutions (museums, libraries, archives, galleries), and organizations whose work aligns with the Association’s objectives, particularly in the areas of knowledge promotion, cultural heritage, and human rights.

A significant aspect of planned activities is the continuation of cooperation with 19 faculties of the University of East Sarajevo, with which a five-year memorandum of cooperation has been signed. Over the designated period, this partnership will be further strengthened and enhanced by integrating Wikimedia projects into the academic framework and encouraging faculty members and students to actively participate in the creation of free and open educational content. Simultaneously, to further develop the academic network and increase institutional support, efforts will be made to establish cooperation with another state university in the country.

Within the GLAM program, priority will be given to continuing collaboration with the Museum of the Republic of Srpska, as well as establishing a new partnership with the Museum in Bijeljina. These activities will involve the digitization and free licensing of cultural and historical content, as well as the implementation of QRpedia codes to label museum exhibits, thereby increasing their visibility and accessibility to the broader public. Strategic cooperation with these institutions aims to enhance the digital accessibility of cultural heritage and promote open access to knowledge.

Additionally, efforts will continue to release and publish multimedia content from sports events, as visual documentation is often a crucial component of missing content in relevant articles. Through the ongoing collaboration with the Meridian Sport news agency, access to photographs and video materials will be ensured, contributing to the improvement and completeness of sports-related topics across Wikimedia projects.

Furthermore, the Association will continue to develop partnerships with organizations that contribute to projects focused on the promotion of diversity and inclusion. Special attention will be given to cooperation with various religious communities, women’s rights organizations, cultural institutions, and other stakeholders supporting the principles of an open society and equal access to knowledge.
