Program Structure

The Wikimedia Community of the Republic of Srpska operates through three interconnected program areas: Education, GLAM, and Community Development. These program areas directly correspond to the strategic priorities defined in our 2025–2027 Strategy and reflect the structural needs identified through previous evaluation cycles.

Rather than operating through isolated activities, our model is based on structured program development, long-term partnerships, and gradual capacity building.

1. Education Program (Edu Wiki)

The Education Program focuses on integrating Wikimedia projects into formal and non-formal education, strengthening digital literacy, and embedding Wikimedia assignments within academic processes.

Our approach prioritizes institutional cooperation over one-time interventions. Through sustained collaboration with universities and secondary schools, editing Wikimedia projects becomes part of structured academic work (course assignments, research-based tasks, and supervised activities), ensuring both content quality and program continuity.

Strategic priorities in this area include:

  • Deepening cooperation with existing academic partners
  • Expanding activities to additional faculties and schools
  • Strengthening the role of educators as sustainability anchors
  • Further development of the Wiki Ambassador and Wiki Semester models

This approach directly supports the strategic objective of improving the educational program and expanding institutional engagement.

2. GLAM Program

The GLAM Program addresses gaps in the digital representation of cultural heritage. Many institutions possess significant archival and cultural materials that remain underrepresented in open digital ecosystems.

Our strategy is based on partnership and institutional capacity development. Instead of acting externally, we work with institutions to strengthen their ability to independently contribute to Wikimedia platforms.

Key components include:

  • Photo documentation initiatives
  • Wikimedian in Residence model
  • GLAM Conference for cultural professionals
  • Participation in global initiatives such as #1Lib1Ref
  • Gradual expansion of QR-based access models connecting physical heritage with freely licensed digital content

In the upcoming period, special attention will be given to expanding structured QR-based access in a new urban center and consolidating cooperation with key museum institutions.

This directly aligns with our strategic focus on GLAM development and sustainable institutional partnerships.

3. Community Development

Community sustainability is foundational to all program areas. Given the geographic decentralization of our members, structured coordination and regular in-person gatherings remain essential.

Community-focused activities include:

  • Annual Conference
  • Wiki Women initiative
  • Thematic competitions and edit-a-thons
  • Participation in international Wikimedia initiatives
  • Public outreach and media engagement

Our strategic approach emphasizes decentralized participation, shared responsibility, mentorship, and leadership development, contributing to long-term member retention and stable community growth.

Approaches and Strategic Orientation

Our work is guided by several consistent principles:

  • Long-term Institutional Partnerships – Formal cooperation models that ensure continuity and shared responsibility.
  • Capacity Building – Training partners and volunteers to independently sustain Wikimedia-related activities.
  • Decentralization – Implementing activities across multiple municipalities to ensure regional inclusion.
  • Content Quality and Reliability – Anchoring contributions in expert knowledge and credible sources through institutional cooperation.
  • Leadership Distribution – Encouraging members to lead projects aligned with their expertise, strengthening ownership and sustainability.

Key Challenges and Strategic Responses

  • Limited Systemic Integration of Wikimedia Projects

While awareness exists, institutional integration often requires structured guidance. → We address this through formal agreements, educator training, and mentorship support.

  • Underrepresentation of Cultural and Regional Content

Significant portions of local heritage remain insufficiently digitized or freely licensed. → We respond through institutional partnerships, WiR engagements, documentation initiatives, and QR-based access tools.

  • Volunteer Retention in a Small Community Context

Sustaining engagement over time remains structurally challenging. → We prioritize shared leadership, meaningful project ownership, decentralized engagement, and regular in-person coordination.

  • Institutional Hesitation Regarding Open Licensing

Some partners require gradual trust-building before releasing materials. → We provide legal clarification, incremental cooperation models, and practical examples of successful partnerships.

  • Operational Sustainability

Long-term stability requires predictable resources and responsible management. → We maintain transparent budgeting practices, seek co-financing where possible, and structure projects within realistic operational capacities.

12. Will you be working with any internal (Wikimedia) or external partners? Describe the characteristics of these partnerships and bring a few examples of the most significant partnerships. (required)

During the upcoming period, the Wikimedia Community of the Republic of Srpska will continue to strengthen existing partnerships while carefully expanding its network of collaborators in alignment with the 2025–2027 Strategic Framework. Partnerships operate on two levels: collaboration within the Wikimedia movement and structured cooperation with external institutions in the fields of education, culture, and civil society.

Internal (Wikimedia) Partnerships

The Community maintains regular cooperation with Wikimedia Serbia, Wikimedia MKD, and other regional Wikimedia organizations, particularly within international initiatives such as Wikimedia CEE Spring, regional conferences, and thematic campaigns. This cooperation includes knowledge exchange, coordination of activities, and occasional joint initiatives.

In the upcoming period, special attention will be given to strengthening the international dimension of the Wiki Women initiative by connecting with similar projects in the region and exploring joint activities, including coordinated campaigns and content exchange.

External Partnerships

External partnerships are based on formal agreements and long-term cooperation models.

Within the education program, collaboration with the University of East Sarajevo continues under a multi-year memorandum of cooperation. Activities include integrating Wikimedia assignments into academic processes, implementing the Wiki Semester model, and developing a network of Wiki Ambassadors within the academic community. In parallel, efforts will be made to establish cooperation with an additional higher education institution in order to expand the academic network.

Within the GLAM program, cooperation with the Museum of the Republic of Srpska will continue through documentation, digitization, and the further development of QR-based access models. In the upcoming period, structured implementation of the QR initiative will expand into another significant urban center, in cooperation with local institutions and relevant public authorities.

The Community will also continue collaboration with cultural institutions, libraries, and archives through digitization projects and initiatives such as #1Lib1Ref. Cooperation with media partners will support improved visual documentation and the availability of multimedia materials relevant to Wikimedia projects.

Particular attention will be given to cooperation with organizations working in the fields of gender equality, cultural diversity, and inclusion, supporting more balanced representation across Wikimedia platforms.

Description for Wikimedia projects contributions metrics. (optional)

Other Metrics

[edit]
15. Do you have other quantitative and qualitative targets for your project (other metrics)? (required)
Yes
Other Metrics Description Target
New active affiliate members Active members are defined as contributors who participate in at least two organized activities or make a minimum of 20 edits per quarter. The objective is to ensure stable community growth through structured engagement rather than one-time participation.

Monitoring and Evaluation: Participation is tracked through event registration lists, edit tracking tools (Outreach Dashboard, Event Metrics), and quarterly internal review sessions. Active status is verified based on contribution consistency across a defined period.

10
Number of strategic partnerships contributing to long-term sustainability This metric measures formalized and operational partnerships with educational institutions, GLAM institutions, NGOs, and relevant public bodies that contribute to structured, long-term collaboration.

Strategic partnerships are defined as those involving:

  • Formal agreements or memoranda
  • Repeated program implementation
  • Shared responsibility in project execution

Monitoring and Evaluation: Partnership status is reviewed annually. Documentation includes signed agreements, activity reports, and evidence of joint implementation. Only partnerships with active engagement within the reporting period are counted.

48
Diversity of participants brought in by grantees This metric measures efforts to improve balanced representation across Wikimedia projects and within the community itself. While increasing women’s participation remains a strategic priority (aligned with the 2025–2027 goal of a 20% increase by 2027), diversity efforts extend beyond gender representation.

Through thematic competitions, the Community will address underrepresented topics such as Roma history and culture, minority communities, and socially marginalized groups. Within GLAM activities and photo expeditions, particular attention will be given to documenting religious diversity and cultural plurality across different municipalities.

These activities aim to strengthen both content diversity and participant diversity, ensuring broader representation of cultural, social, and regional perspectives within Wikimedia projects.

Monitoring and Evaluation: Participation data is collected through event registration forms and internal tracking tools. Representation indicators are reviewed after each major activity cycle, including thematic analysis of created and improved content. Annual evaluation compares progress against strategic inclusion objectives.

35
Number of volunteer hours Volunteer hours include both direct and indirect engagement in program implementation (event organization, mentoring, reporting, communication, coordination, content creation).

This metric reflects the community’s capacity and internal engagement level.

Monitoring and Evaluation: Volunteer hours are estimated through project-level activity logs, organizer time reporting, and internal documentation. The Administration and Logistics Manager consolidates data quarterly.

17500
Number of new active contributors Active contributors are defined as editors who complete at least 5 edits per month for three consecutive months or 20 edits during a defined project period.

This metric measures retention beyond initial onboarding.

Monitoring and Evaluation: Tracking is conducted using Wikimedia analytics tools (Event Metrics, Outreach Dashboard, XTools) and internal follow-up with new participants. Retention status is reviewed after each project cycle and aggregated annually.
