1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?

The Philippine Wikimedia Community envisions itself as a free, open and vibrant organization of Philippine volunteers and content editors from the archipelago and overseas, who believe in the mission and vision of the Wikimedia Foundation and the Wikimedia Movement in its entirety.

As a recognized affiliate organization, our community aims to initiate, promote, participate, create, organize, develop and engage in projects, programs and activities that promote free, responsibly open-content resources and reference materials; in English and in different Philippine languages; through cost-effective, creative and innovative projects and partnerships with local government units, government agencies, academia, non-governmental organizations, and the private sector.

We have learned that conducting activities regularly keeps the spirit alive as reflected in our annual reports. However, as a self-sustaining organization since its formation, our capacity and full potential as a community is limited. Thru the implementation of the activities based from inputs of the members with the support of the Wikimedia Foundation, our goals are within our reach.

2. What is the change that you are trying to bring about and why is this important?

The Philippine Wikimedia Community Inc. has been conducting initiatives which encouraged more contributors and volunteers however the main problem that we encounter is capacity building, volunteer retention, and the maintenance of a non-profit corporation run by volunteers and contributors. We aim that our community be more productive and effective in its strategies to achieve its targets.

For almost seven years since its foundation, PH-WC has grown from strength to strength as evidenced by the numerous activities it has initiated, organized and participated in within the Philippines to further its aim of promoting the nation’s many languages and cultures, as well as the growth of the various Philippine Wikipedias. As part of its inclusive and pluralistic focus, the organization has been presiding over various outreach programs aimed at reaching out to marginalized groups in the Philippines including minority ethnolinguistics groups, and women. It always welcomes volunteers and participants who share our broad vision and encourage everyone with an interest to take part.

3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

This year, our Annual Plan is consistent with the strategic direction of Movement Strategy, centering on the goals of knowledge equity and knowledge as a service. Our strategy is simplified into 5Ps or Promotion - Participation - Partnership - Pursuit of Purpose.

The Philippine Wikimedia Community's goals for 2023 are:

  • Promotion by raising the awareness of Wikimedia projects in the country as a platform that serves open knowledge
  • Participation by increasing participation from all sectors of the society
  • Partnership by creating opportunities through collaboration with public and private organizations and benefit from sharing free, essential knowledge
  • Pursuit of Purpose thru practice and demonstration of our values and by pursuing our mission for the humanity

4. What are the activities you will be developing and delivering as part of these approaches or strategies?

We have created programs and identified effective approaches to remain focus on our work for this year.

  • Promotion - under the Advocacy, and Education Programs of Philippine Wikimedia Community, it has initiated cost-effective, creative, and innovative projects to spur interest and promote Wikipedia online and offline among individuals. In the past, its members have appeared in a number of local media programs and have been invited or attended fora and conferences to share about Wikimedia projects.
PH-WC also deals with the promotion of free, responsibly open-content resources and reference materials within and thru academic institutions. It supports active learning and education programs of Wikimedia Foundation. In the past, PH-WC held WikiTutorial which engaged teachers and students as participants in editing tutorials and as trainers and facilitators in related activities. It has several members who are educators, from junior and high school teachers to college professional instructors.
This year, we identified the following activities: Conduct campaigns for junior and secondary students namely basic editing session and participation in WikiProjects, WikiClubs; Membership recruitment thru call for volunteers and orientation, Wiknics and Meetups; Develop IEC materials promoting open source thru production of information, education and communication materials; Promote Wikipedia in schools and universities thru webinars and trainings, editing activities; Integrate Wikipedia in lesson thru development of 21st Century skills, research writing, editing activities; Create content on Philippine educational system thru WikiProyekto Edukasyon.
  • Participation - under our Diversity, and Outreach Programs, PH-WC aims to engage a diverse participation to address the gender and knowledge gaps being a free, open, and vibrant organization of Filipino content editors. Since 2019, the community has organized the WikiGap Campaign in the Philippines to close the gender gap and other diversity gaps on Wikipedia. It has also conducted activities that aim to build content on Philippine minority language-based Wikimedia projects including the Rinconada Bikol Wikipedia, Bikol Wikipedia, and Bikol Wiktionary.
We also conduct activities to reach more people both online and offline thru collaboration with groups, organizations and institutions. The "Wiki Loves" photography contests have proven to have a considerable impact on our Wikimedia activities. Offline activities such as photography walks have engaged new contributors and volunteers.
This year, we identified the following activities: Sustain women participation in our activities thru WikiGap Campaign; WikiWomen Camps; Create contents on significant women in the society in all fields thru WikiProyekto Kababaihan, 100 wikidays challenge; Conduct photography walks in different localities thru gathering and categorizing of images; Conduct informal/formal discussions thru Wiknics and Meetups, seminars and forums; Conduct uploading sessions thru WPWP Campaign and participation in Wiki Loves contests.
  • Partnership - under our GLAM Program, PH-WC aims to tie up with past and new partner institutions. In the past we partnered with Iriga City Public Library, University of Nueva Caceres Library, Raul S. Roco Naga Public Library and James O'Brien SJ Library. Most recently, we conducted a forum at University of Nueva Caceres Museum. Through collaborations and mutual sharing of resources such as reference material, users of Wikimedia projects and the clientele of the library will benefit from the development of the Wikimedia projects. We shall nurture these institutional relationships in all fields.
This year, we identified the following activities: Conduct discussions in GLAM institutions thru meetings and discussions; seminars and forums; Conduct thematic celebrations thru digitization, editing campaigns; Organize a photo exhibit and feature winning photographs and best photos.
  • Pursuit of Purpose - under our Capacity Building Program, it aims to develop and strengthen the members' skills and abilities, our organization's processes and resources that it needs to sustain, adapt, and grow. The community has initiated projects thru self-funding and volunteerism as its envisions itself to be a free, open and vibrant organization. It aims to achieve its goals thru cost-effective, creative and innovative projects and partnerships. To date, PhilWiki Community has forty-three (43) members.
This year, we identified the following activities: Organize and facilitate editing activities thru WikiGap, WPWP Campaign Philippines, Wikipedia Asian Month and others; Organize and facilitate photography contests thru Wiki Loves Folklore Philippines, Wiki Loves Earth Philippines, Wiki Loves Fashion Philippines, Wiki Loves Monuments Philippines, WPWP Campaign Philippines and others; Organize a conference for Wikimedians thru a national conference for contributors.

7. Do you have the team that is needed to implement this proposal?

Yes, we have the team to implement our goals and activities. We have 5 board members (non-salaried) who sets up the group’s strategies, and the officers implement them. There are 6 program committee chairpersons who like the officers and board members are volunteers.

We will have 4 salaried staff: 1) an office administrator who shall take care of the day-to-day business and operations in the office, 2) a liaison officer who shall facilitate, coordinate, secure and consolidate requirements and documents for filing as a non-profit in respective government offices, 3) a project manager who shall oversee, facilitate, coordinate the implementation of the projects and consolidate reports of all projects, programs and campaigns, and 4) a graphic artist who shall design, lay-out, create branding, and produce campaign materials.

Project leads organize and lead the implementation of the projects and they are provided stipends for tasks not covered by volunteers such as coordination, mobilization and writing of project report.

Every 3rd day of March, the members elect a new set of board members during its annual meeting. The new board members shall elect the officers among themselves. Program committee chairpersons are appointed by the board. The term of the current project committee chairpersons is until May 13, 2023.

8.1 In a few sentences, explain how your work is specifically addressing this content gap (or Knowledge inequity) to ensure a greater representation of knowledge.

The current board and officers reflect a balanced mix of men and women, and there is a large number of female members which shows the community's Gender Gap awareness. Since 2019, the PhilWiki Community has been organizing WikiGap Campaign in the Philippines to add more content to Wikipedia about women figures, experts and role models in various fields. In 2020, five participants improved at least 30 articles each during the campaign launch and they actively worked to improve the visibility of women in seven Philippine languages namely: Bikol, Cebuano, Ilocano, Kapampangan, Pangasinan, Tagalog, and Waray. As a result, two of our participants have made it to the top contributors, internationally.

PhilWiki Community has been participating Wikipedia Asian Month since 2016. In 2021, it introduced Wikipedia Philippine Month as a monthly online event inspired by WAM which aims to promote Philippine content in Philippine Wikipedia editions and beyond.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?

Our strategy is simplified into 5Ps or Promotion - Participation - Partnership - Pursuit of Purpose.

Investing in promotion thru available traditional and social media will help raise the awareness of Wikimedia projects in the country as a platform that serves open knowledge. Having regular activities, contests and campaigns year-round will reach non-Wikimedians.

Participation from all sectors will increase participation from all ages, sectors, and people of different cultural backgrounds.

Thru partnership with GLAM institutions, our efforts will be sustained. Opportunities will be created through collaborations with public and private organizations. Our message will get across when we practice and demonstrate our values, achieving our mission for the humanity.

Universal Code of Conduct and Friendly Space Policy will be observed in in-person activities and online sessions.

We conducted from 19 December 2022 a community engagement survey which was shared among the regular members and community members thru Google Form to learn the capacity and engagement of the members in the organization and in the movement. 15. How do you hope to sustain or expand the work carried out in this proposal after the grant?

Since its recognition as an affiliate organization, offline activities have been conducted in Metro Manila and in seventeen (17) of the eighty-one (81) Provinces of the Philippines. We hope to conduct our activities in more provinces and cities which we have not served yet.

We have crafted policies to expand the community through setting up branches and more communities, and to appoint chairpersons to oversee the main programs of the organization: Advocacy, Capacity Building, Diversity, Education, GLAM, and Outreach programs to futher the reach and impact of our activities.

16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.

The day-to-day business and operations, securing requirement and documents for filing as a non-profit in respective government offices, and overseeing and facilitate the implementation of the projects, take a toll on the volunteers and members mostly comprised of professionals who have a day job.

The election of officers falls every 3rd day of March wherein the new board members are elected. The new officers need to update all necessary documents to maintain the good standing of the organization. Bank signatories need to be changed and the updated general information sheet should be submitted right away to the Securities and Exchange Commission under the Republic of the Philippines.

Internal issues and external issues may also affect the implementation of the project as the situation in the Philippines has been complex and interesting in terms of dynamics of individuals and communities working within the same geographic space.

PhilWiki Community's continued success calls for collaboration and engagement as it promotes an open, vibrant and inclusive community. The annual plan 2023 proposal will definitely be helpful due to the outsourced operations and administrative functions which will ease the burden of the volunteer and members.

The community hopes to bring in individual and communities, contributors and allies for the greater good. Shall we pursue with our strategies or simply focus on the things that currently work? Why do people set out their own direction and why other people stay and carry on? Have we endured enough in pursuing the good for community to remain true to its mission and vision or we have just commenced?
