隨著網際網路發展,相較過去任一時代,現代之知識傳遞速度變得飛快而便捷,例如維基百科之出現,讓知識得以深入每一個人的手中,並以共享形式獲得永續發展機會。知識之發展源於每一個人的貢獻,而這些貢獻之表達需要受到一定程度之保障,才能適度吸引人們加入知識發展之行列,此保障即是智慧財產權之本質。近年在臺灣,智慧財產之重視度逐年提高,惟智慧財產教育仍處於初步發展階段,本協會希冀透過講座形式,以維基媒體運動為核心,向學生講述智慧財產之觀念,並以維基媒體運動的各項專案(例如:Wikipedia、Commons等)作為媒介講述何謂開放知識,最終引導應用於教育與升學等場域,期許為下一代的開放知識運動者埋下種子,並使得智慧財產教育得以深入國家教育場域。

本計劃預期將在臺灣北中南三處舉辦實體講座,每場次計畫邀請一位講師並授課2小時整,為維持活動品質及預期效果,以小型場次為主,每場次預計觸及人數為正取15-20名,另有備取5名為原則。

活動內容主軸以智慧財產之觀念為主,過程中提供學員正確引用智慧財產之知能,如大學生在做研究、高中生寫報告與作業,抑或製作影片時,如何避免侵權與抄襲之風險,認識何謂抄襲與公有領域觀念,並以Wikimedia Commons作為範例,引導學員了解正確獲取資源之方式,以及認識創用CC等授權條款,最後以維基媒體眾多計畫為例,讓學員了解日常生活當中與維基之距離有近,並鼓勵學員投入開放知識之運動。

社團法人臺灣教育協會是一個由一群關心教育事務的青年共同組織,以推動教育,保障及增進學習者之權利,促進教育融合,關懷個體於社會及教育之處境,維護非主流群體權益,消解社會結構與教育體制之不平等為宗旨的臺灣非營利組織。在過去幾年,我們接受來自教育部國民及學前教育署、桃園市政府青年事務局、臺灣民主基金會、元大文教基金會的資助。


本計畫的主持人Subscriptshoe9,是一名資深的維基人,他有著11年的經驗並在中文維基百科擔任管理員,累計約有16,000次的編輯次數;同時他也是一位活躍的公民運動者,並擔任社團法人臺灣教育協會的理事,他還曾經在台灣教育部擔任諮詢委員,協助重大教育政策的推行。

本計畫之目標參與者年齡為16至22歲,即包括台灣高級中等教育學生至大學學生作為目標社群,在活動之前,我們會透過公文交換方式委由各校協助宣傳,並以適切文案吸引參與者報名,活動結束後我們會組織社群媒體社團,使這些參與者們可以加入並持續性交流。

我們期待可以透過這項專案,讓臺灣的兒少對於智慧財產權有更深入之了解,而主辦單位也可以透過此活動,去熟悉辦理活動之流程,以及如何有效推廣智慧財產權之觀念於台灣社會當中,因此我們會不斷蒐集在活動過程中之各項數據,例如文章觸及之群眾,或是參與之兒少數量等,來分析並不斷調整我們的工作模式,也能夠從中學習。
