Part 1 Understanding your work[edit]
1. Briefly describe how your proposed activities and strategies were implemented
当初は5つの地域で8つのイベントを行う予定でスケジュールと予算申請をしたが、主に予算面で節約できるところは節約し、また現地近くでイベントを行う回数を増やすなどして、最終的に6つの地域で14のイベントを行うことができた。 実際の新規編集者の増加や新規記事の作成は数字上では期待できるほどにはならなかった。これは編集を伴うイベントに初心者を参加させる難しさも影響したと思う。 ウィキペディアについての一般的な理解を促すという意味では、非常に大きな手ごたえを感じ、今後も継続してやっていきたいという希望を多くいただいた。地域とウィキペディア、あるいは図書館とウィキペディアというつながりを意識していただくことができたと思う。

2. Were there any strategies or approaches that you felt were effective in achieving your goals? Please describe these strategies and approaches.
ウィキペディアに関する説明の前に、時間が許す限り「情報リテラシー」についての説明を行い、客観的に事実をとらえる要素と重要性、AIやフェイクニュース。ネットに発信してもよい情報や振る舞いなどについての話ことで、ウィキペディアに対する理解も深まると感じた。
また参加者の年齢層等の特性で内容もわかりやすくし、年配者、若年層、図書館関係者、一般、学生など、できる限り事前に興味がありそうな自称を話しに取り入れるようにした。 例えば、知の共有、知の広がり、知識を体系的に得ていく面白さの話では、ポケモンを。事実と真実の違いについては名探偵コナンを。情報の変化については恐竜を例示するなどした。 説明する上においての事例を最新のもの、地域的なもの、興味のあるものを取り入れるようにした。文化財の登録と解体、最新のフェイクニュース、最近のページビューランキングを示し、クイズ形式にしてトピックを当ててもらうなど。 また、公開されるブログに、各イベントの具体的なレポートをあげることで、広く情報共有することを心掛けた。

福岡で継続的に行っているWikiGapは、歴史的に男尊女卑のイメージが強い福岡地域において、江戸時代の女性偉人にスポットを当て、記事の作成と既存記事のブラッシュアップを行いました。帯刀が許されていた女性、専ら男性偉人の妻として紹介されてきた女性などについても、地元の女性参加者とともに不堪く考える機会になったと思います。
また今回の助成金の対象以外で、私が携わった東京都の新宿区で行われたイベントについて説明します。「新宿区勤労者・仕事支援センター」からの依頼のものです。 https://www.andante-shinjuku.net/ 社会的つながりを模索する若者たちに、ウィキペディアについて知ってもらうことで、自分が社会とかかわり、誰かの役に立つという体験をすることで以下の報告をいただいています。

○参加者からの感想・活用 ・ウィキペディアは当てにならないと言われるが、書き手側の問題であって、ウィキペディアが悪いわけではない。掲載内容に間違いがあったら修正してみんなで作るものだと思った。 ・ウィキペディアを使っていて、出展がほとんどない内容が薄い記事が気になってきた。 ・著作権に留意し、参考資料としてウィキメディア・コモンズを活用している。
○当事業（若年者の就労支援）における位置づけ ・若者の就労支援には様々な段階があり、当事業では「働くこと」の基礎となる知識や経験の習得をプログラム等により促進している。近年はICTの急速な普及・発展に伴い、正しく活用できる力が必要であると考える。そのため、ネットリテラシー・情報リテラシーの習得を目的とし、身近なコンテンツである「ウィキペディア」から学べる講座を開催している。 ・昨年度、今年度の講座内で「SDGｓ」「途上国支援」についても触れていただき、ウィキペディア記事作成が社会貢献に寄与する可能性に興味を持つ方が散見された。就労支援の一環として、組織人に必要な「貢献意欲」の醸成を期待している。

6. In your application, you outlined your learning priorities. What did you learn about these areas during this period?
単に「ウィキペディアを編集する」「ウィキペディアについて学ぶ」ではイベント参加者にはなかなか伝わらない。 情報の取り扱い方を、参加者のクラスターやニーズに合わせて説明したうえで、ネット上費書き込めるほかのサイトとウィキペディアはどう違うのかということを強調しなければならないと強く感じた。
グーグルドライブにアップした参加者のアンケートを読んでも顕著であると思う。
7. Did anything unexpected or surprising happen when implementing your activities?This can include both positive and negative situations. What did you learn from those experiences?
日本語版ウィキペディアでは深刻な荒らしユーザーによる編集が多くなっていることから、管理者がコミュニティの議論を待たずに裁量で権限を実行することが増えている。
そのため2023-8-5の愛知県田原市のウィキペディアタウンでは、事前にアカウント作成を促していたものの、当日まで作成してこなかった参加者が多く、会場のWiFi、モバイルレンタルWifiなどから各6アカウントほどを作成したところ、不適切な編集が全くないにもかかわらず、単に同一IPアドレスから多くのアカウントが作られたという理由からか、ひとりの管理者によりこのイベントの参加者の複数のアカウントがブロックされた。全く警告や質問はなかった。
参加者はいきなり編集ができなくなり、編集が不能になった。当該管理者の会話ページに即時解除を求めるコメントをしたことで、解除されたが、80分しかない編集時間のうち、20～30分間が編集が不能になるという事態となった。 結果的にブロックされてしまった5つのアカウントのうち、4人は出典付けの練習をしたのみで、記事の編集まで手が回らなかった。
個人的な印象では、最近のウィキペディア日本語版においては、荒らし対策として、あまり確認せず、議論を経ず、管理者の独断で広範囲で長期のブロックがかけられる傾向がある。 現役管理者ではない私は、昨今の荒らしの事情がわからないので議論の場を設けないものの、純粋に新規参加者がアカウントを作れない、編集ができないなどの事態に直面することが多いので、非常に困っている。
アカウント周りの技術的な対処が編集への参入障壁になっているのであれば、「百科事典を作るサイト」としては本末転倒であると感じる。
編集上の荒らし行為どころか不適切な編集すらもない段階で、「多重アカウントの不適切な使用」という誤った理由で即時無期限ブロックされてしまったことで、イベント参加者からは「ウィキペディアの管理者」に対する不信感を訴える発言が複数あったことはとても残念である。
8. How do you hope to use this learning? For instance, do you have any new priorities, ideas for activities, or goals for the future?
ウィキペディアそのものの管理体制や傾向については、憂うる状況になっていると感じる。約140万もの記事がある日本語版ウィキペディアウェン州しているのは誰なのかということを考えたとき、それは限られた人々ではなく「誰でも」と門戸が開いているからに他ならない。 荒らしユーザーへの対策ために管理者が場当たり的に施す対処が、善意の新規編集者たちに及ぼす影響をなくしていく方向に考えていかないのであれば、新規編集者を募るようなイベントそのものの企画が瓦解する。
せめて、対処をする前に当該騙取者の会話ページに対話をしてみるというプロセスがあればと思うが、印象では管理権限の使用ありきで、会話ページには対処前も後もコメントはない。これでは新規利用者は萎縮するばかりである。
ウィキペディアの理念の根幹である「善意にとる」が一部の管理者の権限使用によって、おろそかにされているような気がしてならない。
