Bikol Wikisource Training of Trainers Program intends to engage staff of GLAM institutions as well as to heritage, language and cultural organizations to become trainers and facilitators in the planned activities for building a Wikisource in the local language. The TOT program will build a pool of competent trainers who can then pass on the gained knowledge and skills to their fellow members in their respective organization or to their fellow staff at their respective GLAM institution. The participants will gain and develop competencies in conducting tutorials and in mentoring new contributors.

The Bikol Wikipedia Community is a community of editors and volunteers working on the promotion of Wikimedia projects in the Bikol languages including the Bikol Wikipedia (https://bcl.wikipedia.org). Formed in 2009, the Community initiates and supports edit-a-thons to help new editors learn basic editing, to enrich content about Bicol or any topic they are interested in on Bikol Wikipedia, and other Bikol language based Wikimedia projects. It has created partnerships and linkages with organizations and institutions including the PhilWiki Community, Sumaro Bikolnon, Nueva Caceres Heritage Movement, Raul S. The target participants of the program are the staff of GLAM institutions who has previously participated in the activities of Bikol Wikipedia Community and PhilWiki Community during its Bikol Wikisource events at University of Nueva Caceres Museum, Bikol WikiConference and WikiCommons Philippines Conference as well as to our past partners in the advocacy for heritage, language and culture including the members of PhilWiki Community, Sumaro Bikolnon, Nueva Caceres Heritage Movement.

The idea of having a capacity building program began in December 2022 after the Webinar on Wikimedia event featuring LiAnna Davis and Satdeep Gill as resource speakers. As part of the celebration of the 15th birthday of Bikol Wikipedia, a 2-hour virtual seminar Webinar on Wikimedia was conducted at Fr. James O'Brien SJ Library in Naga City in partnership between the Ateneo de Naga University and the Bikol Wikipedia Community. The webinar featured two topics on Wikipedia and Education, and Wikisource. In March 2023, the PhilWiki Community and Bikol Wikipedia Community co-organized Wikimedia forum on Preservation of old publications through Bikol Wikisource, a follow up event at the University of Nueva Caceres Museum. In June 2023, a GLAM outreach activity was conducted at University of Nueva Caceres. This time, Engineering and Architecture students and the museum staff, learned about Wikisource, an open online library, and its edition in the Bikol language as well as how the project contributes in the quest for the greater Bicol identity and Filipino identity. The participants identified digitization, workshops and proofread-a-thons as activities for future collaboration. In August 2023, the Bikol Wikipedia Community conducted the Bikol WikiConference. In December 2023, the 3-day WikiCommons PH conference was held. Part of the activities was a museum-hopping visiting GLAM (Galleries, Libraries, Archives, and Museums) institutions namely Museo ni Jesse M. Robredo, Universidad de Santa Isabel Museum, Museo del Seminario Conciliar de Nueva Caceres (Holy Rosary Minor Seminary Museum) and finally, the University of Nueva Caceres Museum.
