High-quality, openly licensed media on the cultural heritage of Jember including culinary traditions, dances, batik, museums, and local tourist sites are difficult to access. Many images, videos, and audio files available online are incompatible with academic use, lack proper attribution, or contain inaccurate information. Local students and volunteers often want to contribute to documenting cultural heritage but do not know where to start or how to share their work in a structured, publicly accessible way.
This project aims to create a verified, openly licensed repository of local cultural content from Jember on Wikimedia Commons, making it available for teaching, research, public education, and use by the Wikimedia community in articles, Wikibooks, and other Wikimedia platforms. Students and volunteers will be trained to create content on Wikibooks, adapt existing papers or educational materials, and produce original content as open educational resources.
Documentation efforts will focus on Jember, East Java, with support from history lecturers, local knowledge holders, and students. Training workshops will be open to students and educators, and follow-up mentoring will support participants in producing accurate, properly licensed, and reusable contributions for research, education, and community use. Through this approach, the project strengthens the role of local cultural heritage as a living educational resource, enhances digital literacy, supports sustainable documentation practices, and expands engagement with Wikimedia projects at the local level.
- 7. What are the planned activities? (required) Please provide a list of main activities. You can also add a link to the public page for your project where details about your project can be found. Alternatively, you can upload a timeline document. When the activities include partnerships, include details about your partners and planned partnerships.
1. Cultural Documentation in Jember The project will focus on documenting local cultural heritage in Jember, including cuisine, traditional dances, batik, museums, and local tourist sites, through photographs, videos, and audio recordings. These activities will produce media files that will be uploaded to Wikimedia Commons under open and properly verified licenses. The documentation process will involve collaboration with local knowledge holders and participants to ensure cultural accuracy, appropriate context, and correct licensing practices. Contributions to Wikimedia Commons will primarily be generated through these documentation activities.
2. Wikibooks Workshop for Students and Educators A core Wikibooks training workshop will be conducted in Jember, focusing on developing open educational resources. Participants will learn how to:
- structure Wikibooks content and chapters
- adapt existing academic or learning materials
- create original educational content
The workshop will also introduce how to effectively use Wikimedia Commons media in Wikibooks, including searching for relevant materials, proper attribution, and understanding open licenses. To ensure focus and feasibility within the available time, the workshop will prioritize content development and media integration rather than requiring participants to upload new media files.
3. Follow-up Mentoring and Support After the workshop and documentation activities, participants will receive follow-up mentoring to support the completion and improvement of their Wikibooks contributions. This includes guidance on:
- improving content quality
- integrating Wikimedia Commons media appropriately
- ensuring proper licensing and attribution
Follow-up support will encourage continued engagement and help participants reuse and develop their work for educational purposes, research, and contributions to Wikimedia projects.
- 8. Describe your team. Please provide their roles, Wikimedia Usernames and other details. (required) Include more details of the team, including their roles, usernames, Wikimedia group, and whether they are salaried, volunteers, consultants/contractors, etc. Team members involved in the grant application need to be aware of their involvement in the project.

- 9. Who are the target participants and from which community? How will you engage participants before and during the activities? How will you follow up with participants after the activities? (required)
The documented cultural materials from Jember will be reused across Wikimedia projects, educational contexts, academic research, and the development of open educational resources, ensuring broad public and educational impact. The target participants of the training activities include undergraduate students, educators, and members of the public who are interested in open knowledge, education, and cultural documentation in Jember. The activities may involve collaboration with local higher education institutions, such as Universitas Jember and Universitas Muhammadiyah Jember, while remaining open to broader participation beyond specific institutions.
Participants will be engaged through coordination with collaborating institutions and direct communication channels with individuals who have an interest in Wikimedia projects and open knowledge initiatives. The project will conduct two Wikibooks training sessions focused on hands-on activities, including writing, improving, and adapting content for Wikibooks, as well as learning how to select, attribute, and integrate media from Wikimedia Commons into Wikibooks pages.
The training sessions are planned to take place on weekends to improve accessibility. However, the final schedule and venue will be adjusted based on coordination with partner institutions and practical considerations such as participant availability, space, and internet access. Activities may be conducted in institutional venues or alternative spaces. If suitable facilities (including stable internet access) are not available, a coworking space will be used as a backup option to ensure effective implementation.
After the activities, follow-up will be conducted through mentoring and ongoing communication channels to support sustained participation. Participants will be encouraged to continue improving Wikibooks content, collaborate on content development, and reuse Wikimedia Commons materials for teaching, learning, research, and other knowledge-sharing activities.

- 11. How did you discuss the idea of your project with your community members and/or any relevant groups? Please describe steps taken and provide links to any on-wiki community discussion(s) about the proposal. (required) You need to inform the community and/or group, discuss the project with them, and involve them in planning this proposal. You also need to align the activities with other projects happening in the planned area of implementation to ensure collaboration within the community.
The idea for this project has been informed through discussions with various stakeholders, including academic colleagues, to ensure alignment with educational and knowledge-sharing needs. These discussions identified a critical gap: there is still limited access to culturally accurate, well-contextualized, and openly licensed visual documentation from Jember that can be reliably used for teaching, learning, research, and public knowledge. Existing cultural media available online are often unverified, incorrectly attributed, or unsuitable for broader educational use. A similar concept was previously explored in a proposal submitted to Wikimedia Indonesia under a cultural grant but was not approved due to limited quotas and thematic constraints.
This revised proposal addresses the identified gap by focusing on cultural documentation in Jember and strengthening its educational and public value through structured documentation activities and two Wikibooks training sessions. The project positions verified cultural documentation as an open resource that supports education, research, and broader community use. The updated proposal has been communicated to Wikimedia Indonesia via email to seek input and explore potential collaboration.

The project targets the upload of approximately 150–250 verified and openly licensed media files from Jember, ensuring each file is accurate, culturally appropriate, and properly licensed. The focus is on the quality and long-term usability of the media for Wikimedia projects, education, research, and community use rather than on quantity alone. For Wikibooks, the target refers to pages or chapters that are newly created or substantially improved through both individual and collaborative contributions, supporting the development of sustainable open educational resources.
