6. What is the change you are trying to bring? What are the main challenges or problems you are trying to solve? Describe this change or challenges, as well as main approaches to achieve it. (required)

In recent years, the Vietnamese Wikipedia community has had relatively few community activities organized on a regular and systematic basis. Outreach activities outside Wikipedia, community meetups, contributor recognition, and editing programs have also remained limited.

Through this project, the Vietnam Wikimedians Collective (VWMC) aims to establish an initial operational foundation for recurring, transparent, and sustainable community activities that support Vietnamese Wikipedia and Vietnamese-language Wikimedia projects.

Rather than immediately implementing all of the group's planned initiatives at a large scale, we have chosen to pilot five core activities on a small scale. This will allow VWMC to test its organizational processes, division of responsibilities, financial management, community engagement, and identify suitable models before developing longer-term programs.

More details: Vietnam Wikimedians Collective/Kế hoạch dự án Khởi động những chương trình cốt lõi.

7. What are the planned activities? (required) Please provide a list of main activities. You can also add a link to the public page for your project where details about your project can be found. Alternatively, you can upload a timeline document. When the activities include partnerships, include details about your partners and planned partnerships.

The project consists of five main activities:

  • (1) Media platform development: establishing social media channels about Vietnamese Wikimedia projects and open knowledge, developing a shared visual system and content production workflow, and testing several content formats.
  • (2) Spring Meetup: organizing a meetup for the Vietnamese Wikipedia community to strengthen connections, exchange, and collaboration among contributors.
  • (3) Article of the Year Awards: providing digital commemorative items to contributors of articles selected by the community as Articles of the Year.
  • (4) Lunar New Year Logo Awards: providing an award to the creator of the Lunar New Year logo selected by the Vietnamese Wikipedia community.
  • (5) Policy and Guideline Improvement Program: organizing an editing program focused on developing, updating, and improving policy, guideline, and supporting documentation pages on Vietnamese Wikipedia.

More details about these activities: Vietnam Wikimedians Collective/Kế hoạch dự án Khởi động những chương trình cốt lõi#Hoạt động.

More detailed plans for the last three activities: vi:Thành viên:Plantaest/Định hướng Ba hoạt động.

Timeline: Vietnam Wikimedians Collective/Kế hoạch dự án Khởi động những chương trình cốt lõi#Dòng thời gian.

8. Describe your team. Please provide their roles, Wikimedia Usernames and other details. (required) Include more details of the team, including their roles, usernames, Wikimedia group, and whether they are salaried, volunteers, consultants/contractors, etc. Team members involved in the grant application need to be aware of their involvement in the project.

The project organizing team is also the Executive Board of VWMC and consists of three members:

  • Plantaest – primarily responsible for media platform development, strategic consulting, and developing the group's regulations and operational processes. This member participates in the project as a volunteer and will not receive remuneration from the grant.
  • Băng Tỏa – responsible for activities directly related to Vietnamese Wikipedia, including the Article of the Year Awards, Lunar New Year Logo Awards, and Policy and Guideline Improvement Program; also serves as the applicant for the Rapid Fund.
  • Trương Minh Khải – responsible for the Spring Meetup, logistics, and tasks requiring direct in-person coordination.

The project will also contract a designer to support the development of the media visual identity, commemorative items, and other design materials required for the activities.

Kiwix Association will serve as the fiscal sponsor, supporting the receipt and disbursement of grant funds. Decisions regarding program content and organization will remain the responsibility of VWMC.

More details about the division of responsibilities: Vietnam Wikimedians Collective/Kế hoạch dự án Khởi động những chương trình cốt lõi#Ban Tổ chức.

9. Who are the target participants and from which community? How will you engage participants before and during the activities? How will you follow up with participants after the activities? (required)

The primary target participants are members of the Vietnamese Wikipedia community, including active editors, contributors interested in developing content, policies, and guidelines, as well as community members participating in community activities, awards, and meetups. The media activity will also target a broader audience of Vietnamese-language readers and people interested in Wikipedia, Wikimedia, and open knowledge.

Before the activities, VWMC will publish information on Vietnamese Wikipedia and appropriate communication channels, while also proactively notifying or inviting members who may be interested. For activities requiring direct participation, such as the Spring Meetup and the Policy and Guideline Improvement Program, the group will establish specific registration or sign-up processes.

During implementation, the organizing team will maintain program pages, provide updates, support participants, and receive feedback. For the Policy and Guideline Improvement Program, participation and results will be monitored periodically throughout the program.

After each activity, VWMC will publish the results, prepare reports, and collect feedback where appropriate. The experience and feedback gathered will be used to revise program regulations and determine how the activities should be continued, modified, or expanded in the future.

10. Does your project involve work with children or youth? (required)

No

10.1. Please provide a link to your Youth Safety Policy. (required) If the proposal indicates direct contact with children or youth, you are required to outline compliance with international and local laws for working with children and youth, and provide a youth safety policy aligned with these laws. Read more here.

11. How did you discuss the idea of your project with your community members and/or any relevant groups? Please describe steps taken and provide links to any on-wiki community discussion(s) about the proposal. (required) You need to inform the community and/or group, discuss the project with them, and involve them in planning this proposal. You also need to align the activities with other projects happening in the planned area of implementation to ensure collaboration within the community.

The project idea was first discussed among the three founding members of VWMC, based on their previous experience in organizing community activities and the current needs of the Vietnamese Wikipedia community. For the three activities that directly affect regular community activities on Vietnamese Wikipedia – the Article of the Year Awards, Lunar New Year Logo Awards, and Policy and Guideline Improvement Program – we published a planning document for community review and feedback:

Following this initial feedback period, we opened a formal community discussion to seek opinions on implementing these activities:

The other two activities – media platform development and the Spring Meetup – do not directly interfere with Vietnamese Wikipedia's editorial or consensus processes, but information about these activities will also be made publicly available to the community during implementation.

The overall project plan is publicly available at Vietnam Wikimedians Collective/Kế hoạch dự án Khởi động những chương trình cốt lõi.

Learning and metrics

[edit]
17. What do you hope to learn from your work in this project or proposal? (required)

This is VWMC's first funded project and is primarily designed as a small-scale pilot phase. We want to learn whether the group's current organizational model can operate effectively, transparently, and sustainably in practice. Specifically, we hope to learn:

  • how to build and maintain a communication workflow appropriate for the Vietnamese Wikimedia community;
  • how to organize community meetups in a way that can be repeated in the future;
  • how suitable and well received contributor recognition initiatives such as the Article of the Year Awards and Lunar New Year Logo Awards are within the community;
  • whether the Policy and Guideline Improvement Program model can operate effectively, including its management process, judging structure, and editor participation;
  • how effectively responsibilities can be divided among project management, design, logistics, and the fiscal sponsor;
  • the actual costs, challenges, and adjustments needed before VWMC develops longer-term programs or proposes a larger grant in the future.

Most importantly, we want to determine which activities should be continued, modified, expanded, or discontinued after this pilot phase.

18. What are your Wikimedia project targets in numbers (metrics)? (required)
Number of participants, editors, and organizers
Other Metrics Target Optional description
Number of participants 30 We expect approximately 30 unique participants across the project activities, primarily from the Vietnamese Wikipedia community. This includes participants in the Spring Meetup and the Policy and Guideline Improvement Program, as well as recipients or direct participants in the Article of the Year Awards and Lunar New Year Logo Awards. Social media followers or other people who only view our content will not be counted. Where possible, individuals participating in more than one activity will only be counted once.
Number of editors 8 We expect approximately 8 editors to make Wikimedia contributions directly as part of the Policy and Guideline Improvement Program. Most are expected to be returning or experienced Vietnamese Wikipedia editors, as the program focuses on policy, guideline, and supporting documentation work. We do not currently set a specific target for newly registered editors.
Number of organizers 6 We expect approximately 6 organizers to be directly involved in implementing the project: the three members of the VWMC Executive Board, one contracted designer, one lead judge, and at least one assistant judge for the Policy and Guideline Improvement Program.

Optional description for content contributions.

The project is not designed to create or improve encyclopedic articles in Wikipedia's main namespace. Its direct editing activity, the Policy and Guideline Improvement Program, focuses instead on policy, guideline, and supporting documentation pages on Vietnamese Wikipedia. We therefore do not set a target for encyclopedic articles here and will track the relevant non-article pages separately under our additional project metrics.

19. Do you have any other project targets in numbers (metrics)? (optional)

Yes

Main Open Metrics Description Target
Policy, guideline and supporting pages created or improved Number of policy, guideline, help, essay, or other relevant supporting documentation pages on Vietnamese Wikipedia that are created or substantially improved through the Policy and Guideline Improvement Program. This metric reflects the primary Wikimedia content output of the program, which is not focused on main-namespace encyclopedia articles. 25
Social media content published Number of original social media posts or media pieces published through the communication platforms established or developed during the project. Cross-posting the same content to multiple platforms will be counted as one content item rather than multiple outputs. 12

20. What tools would you use to measure each metrics? Please refer to the guide for a list of tools. You can also write that you are not sure and need support. (required)

We plan to use a combination of Wikimedia tools and project records:

  • Programs & Events Dashboard to track the number of editors and contributions to Wikipedia during the Policy and Guideline Improvement Program;
  • Event Registration or program registration/attendance lists to record the number of participants in activities and the Spring Meetup;
  • page histories, contribution logs, and program pages on Vietnamese Wikipedia to verify and cross-check contributions or outcomes for activities that cannot be fully measured through the Dashboard;
  • internal project records to track the number of organizers, award recipients, and outputs from each activity;
  • built-in analytics tools provided by social media platforms to track the number of published posts, reach, and engagement for the media activity;
  • short post-activity feedback forms, where appropriate, to collect qualitative feedback from participants.

If needed, we would welcome guidance from the Wikimedia Foundation on more appropriate tools for measuring specific metrics.
