1. Please state the title of your proposal. This will also be the Meta-Wiki page title.

Pagkat On sa Sugbo 3.0 Lear. Edit. Share. Grow

2. and 3. Proposed start and end dates for the proposal.

2026-11-08 - 2027-02-28

4. Where will this proposal be implemented? (required)

Philippines

5. Are your activities part of a Wikimedia movement campaign, project, or event? If so, please select the relevant project or campaign. (required)

Other (please specify) Pagkat-on sa Sugbo 3.0 is a Wikiclub Cebu community-led project that contributes to the broader Wikimedia Movement's goals of increasing participation, improving knowledge equity, strengthening local communities, and making knowledge more accessible. It also supports regional East Southeast Asia and the Pacific ( ESEAP) development goals. Some activities may be aligned with relevant Wikimedia campaigns or thematic events occurring during the project period where appropriate, but the project is not dependent on participation in a single campaign.

6. What is the change you are trying to bring? What are the main challenges or problems you are trying to solve? Describe this change or challenges, as well as main approaches to achieve it. (required)

Pagkat-on sa Sugbo 3.0 seeks to move Wikiclub Cebu from an activity model primarily centered on workshops and outreach events toward a sustained contributor and knowledge-production model.

After two years of operation, Wikiclub Cebu has developed a stronger understanding of how its community participates and produces knowledge. The experience of Pagkat-on 2.0 showed that large outreach events are useful for introducing newcomers to Wikimedia, particularly through academic partners, but their effectiveness is affected by the academic calendar. Semestral breaks and the end of academic periods reduce the availability of students and consequently affect participation and editor recruitment.

At the same time, the project uncovered significant strengths that can be developed further.

Regular editing sessions generated approximately 2.3 million bytes of Wikipedia contributions, demonstrating that continuous, smaller-scale community activity can produce substantial knowledge outputs. Wikidata also emerged as a particularly strong area of interest among members. Members who learned Wikidata continued to use it as a staple activity, resulting in 43,990 Wikidata edits, far exceeding the original target of 500.

Wikiclub Cebu also expanded its work beyond desk-based editing through cultural documentation and partnership-building activities in Bohol and Dumaguete City. In Dumaguete, the club engaged with universities, cultural institutions, the National Museum and the city's tourism sector to explore opportunities for documenting local knowledge and expanding Wikimedia outreach. In Bohol, the club explores cultural and heritage knowledge including Asin Tibuok, Lamanok Island, Baclayon and Loboc and the possible activation of a new Wiki community in Bohol in partnership with academic institutions.

Wikiclub Cebu has also pioneered WikiNights, conducting 10 WikiNights and documenting 10 cities after sunset since January 2026. These activities have demonstrated the potential of field-based documentation to reveal forms of local knowledge that are less visible in conventional Wikimedia outreach.

The project therefore seeks to address four interconnected challenges:

Event-dependent participation: participation in academic outreach fluctuates with school calendars.

Limited contributor continuity: many newcomers do not yet progress from introductory training to sustained contribution.

Not progressiong to specialized skills: the community has demonstrated strong interest in Wikidata and other Wikimedia projects that can be developed into structured knowledge initiatives.

Underrepresentation of local and cultural knowledge: Cebuano, Cebu and wider Philippine cultural knowledge remains unevenly represented across Wikimedia projects. There are towns and cities in Cebu and its nearby provinces that are not yet significantly documented and recorded in Cebuano Wikipedia

To address these challenges, Pagkat-on 3.0 will establish a contributor pathway:

Discover. Practice. Specialize. Document. Lead

Basic Wikipedia outreach will remain the entry point for newcomers. Regular editing sessions will provide continuity after initial training. Members will then be encouraged to specialize in Wikipedia ( production of quality articles) , Wikidata, Commons and Wiktionary and to apply those skills through cultural documentation and WikiNights. Experienced contributors will be encouraged to mentor newcomers and assume community leadership roles.

After two years of operation, Wikiclub Cebu is also entering a new phase of leadership, with fresh community leads emerging from within the contributor community. Pagkat-on 3.0 will support this transition by strengthening knowledge transfer, mentorship and opportunities for emerging leaders to lead activities.

The intended change is not simply to train more editors, but to build a sustainable community of knowledge contributors capable of regularly documenting, structuring and sharing Cebuano and Philippine knowledge.

7. What are the planned activities? (required) Please provide a list of main activities. You can also add a link to the public page for your project where details about your project can be found. Alternatively, you can upload a timeline document. When the activities include partnerships, include details about your partners and planned partnerships.

These are the palnned activities for Pagkat on 3.0

A. Basic Wikipedia Editing Outreach

Conduct introduction to Wikimedia and Wikipedia editing activities with universities, schools and other potential partner communities. The outreach will serve as the project's entry point for newcomers and will introduce participants to:

Wikipedia editing; Wikimedia Commons; Wikidata; Wiktionary; Wikiclub Cebu's regular activities. Rather than treating outreach as a stand-alone event, participants will be invited into the club's continuing activities.

B. Regular Wikiclub Cebu Editing Sessions

Conduct recurring editing sessions throughout the project period. Sessions will provide a consistent space for contributors to improve Wikipedia articles; create and expand Cebu-related content; contribute photographs and other media to Commons; edit Wikidata; contribute to Wiktionary and receive peer support and mentoring. This activity points directly to the 2026 Programs Outreach dashboard data that regular editing produced approximately 3.38 million bytes of contributions, 251 articles created, 10,200 articles edited, 840 Commons uploads and provided a more sustainable participation venue than relying exclusively on events.

C. Cebu Wikidata Initiatives

Develop focused Wikidata activities based on the community's demonstrated interest in structured data. The project will identify and work on selected Cebu-related knowledge domains, potentially including:

Cebu schools and educational institutions; Cebu heritage sites and cultural resources; Cebu institutions and organizations; Cebu places and communities; Cebu women and women contents The emphasis will be on meaningful knowledge structuring rather than simply maximizing edit counts.

D. Wikipedia and Commons Knowledge Production

Use information generated through editing sessions and field activities to improve Wikipedia and Commons' coverage of Cebu and Philippine knowledge. Activities will include:

creating and improving Wikipedia articles; documenting underrepresented places, people, practices and events; uploading photographs and other freely licensed documentation to Commons; connecting Wikimedia Commons documentation with Wikidata and Wikipedia content.

E. Wiktionary and Cebuano Language Contributions

Develop contributions related to Cebuano vocabulary, terminology, cultural concepts and local expressions. This component will explore how Wikimedia projects can better represent local language and culturally specific terminology.

F. WikiNights

Continue Wikiclub Cebu's pioneering WikiNights happy project. WikiNights will use after-dark exploration and documentation to capture aspects of urban and community life that are often underrepresented in Wikimedia projects, including public spaces, food culture, markets, transportation, heritage, events and community activities. The project will build on the 10 WikiNights conducted across 10 cities since January 2026.

G. Contributor Mentorship and Emerging Leadership

Experienced Wikiclub Cebu members will mentor newcomers and emerging contributors during the regular editing sessions. New community leads will be given opportunities to coordinate editing sessions, Wikidata initiatives, WikiNights and documentation activities. This will strengthen leadership continuity as Wikiclub Cebu transitions into a new generation of community leadership after two years of operation.

8. Describe your team. Please provide their roles, Wikimedia Usernames and other details. (required) Include more details of the team, including their roles, usernames, Wikimedia group, and whether they are salaried, volunteers, consultants/contractors, etc. Team members involved in the grant application need to be aware of their involvement in the project.

9. Who are the target participants and from which community? How will you engage participants before and during the activities? How will you follow up with participants after the activities? (required)

The primary participants will be:

students and faculty from partner universities and colleges; existing Wikiclub Cebu members; new Wikimedia contributors from Cebu,Bohol and Dumaguete, ; Cebuano speakers and people interested in Cebuano culture and language; photographers, researchers, cultural workers and heritage enthusiasts; emerging community organizers interested in Wikimedia projects.

Pagkat On 3.0 will use the participant progression model rather than treating every participant as having the same level of engagement.

Before Pagkat On events:

Participants will be engaged through university and institutional partners, social media and Wikiclub Cebu communication channels, invitations to existing Wikimedia contributors, direct outreach to cultural and educational communities, promotion of regular editing sessions and field activities.

During Pagkat On events:

Participants will be encouraged to move beyond passive attendance by making their first Wikipedia edit, joining regular editing sessions, selecting a Wikimedia project that interests them, participating in Wikidata or Commons activities joining WikiNights or cultural documentation activities; receiving peer mentoring from experienced contributors.

After Pagkat On event:

New participants will be invited to join Wikiclub Cebu's regular editing sessions, participate in online editing activities, join Wikidata and other specialized initiatives, contribute to WikiNights and field documentation while receiving continued and regular mentoring and taking progressively gradual responsibility for community activities.

10. Does your project involve work with children or youth? (required)

No

10.1. Please provide a link to your Youth Safety Policy. (required) If the proposal indicates direct contact with children or youth, you are required to outline compliance with international and local laws for working with children and youth, and provide a youth safety policy aligned with these laws. Read more here.

11. How did you discuss the idea of your project with your community members and/or any relevant groups? Please describe steps taken and provide links to any on-wiki community discussion(s) about the proposal. (required) You need to inform the community and/or group, discuss the project with them, and involve them in planning this proposal. You also need to align the activities with other projects happening in the planned area of implementation to ensure collaboration within the community.

WikiClub Cebu meets on a regular basis and our discussions on the succession of projects are mainly tackled in person. Since all community members are within the vicinity of Cebu City and nearby towns, in person meeting still works best for us. We get commitment from members when we are together planning and brainstorming. This is not to disregard on-wiki discussions. In-person meetings works best for us at the moment but it does not mean we are avoiding on-wiki transparency. We will work on that in Pagkat On 3.0 as we become more confident with our governance and organizational maturity.

Learning and metrics

[edit]
17. What do you hope to learn from your work in this project or proposal? (required)

Pagkat-on sa Sugbo 3.0 allows Wikiclub Cebu to test several important questions such as:

Can regular editing sessions produce more sustained participation than event-centered programming?

Can the strong community interest in Wikidata be converted into focused, meaningful knowledge initiatives rather than primarily high-volume editing?

Can basic Wikipedia outreach successfully function as the entry point into a longer contributor-development pathway?

What kinds of activities most effectively convert newcomers into returning contributors?

Can WikiNights become a replicable methodology for documenting local urban and community knowledge?

How can a Wikiclub successfully transfer knowledge, relationships and responsibilities to a new generation of community leaders?

Which combination of Wikipedia, Wikidata, Commons and Wiktionary is most effective for documenting and structuring Cebuano and Philippine local knowledge?

Pagkat On 3.0 will use these lessons to inform the future development of Wikiclub Cebu and its possible expansion model in other Visayas provinces.
