I am one of the most active users in the Turkish Wikipedia. One of the topics that I contribute the most if the sports/association football. Most of the times, we struggle to reach sources for the events between the 1900s and the 1990s. My aim is to solve that problem, reach sources to create better content and expand what we already have.
Not just the articles, also contributing to the Wikimedia Commons by uploading PD files.

What I plan to do is making a list ([https://tr.wikipedia.org/wiki/Kullan%C4%B1c%C4%B1:Nanahuatl/%C3%87al%C4%B1%C5%9Fma1) Turkish sports-related magazines (which I already started) that are published between the 1900s and the 1990s. After having the list of magazines, search for the libraries that have those issues.
I made a public announcement on the village pump of the Turkish Wikipedia about the grant, and looked for opinions and interests. I will need some Wikimedians to go to those libraries, ask for the related magazines and scan them page by page.
My idea is that to "pay a little amount per page" so people can actually go and get those scans and do a good job. Those scans must be high definition so the texts can be read clearly.
It is not a competition, there is no reward nor other organization expenses. Since I live abroad, I can't be part of the scanning process and I am not asking for any payment for such activities.
After having the PDF files of the pages, the PD content can easily be uploaded to the Wikimedia Commons, under a proper licence. Non PD content "won't be shared publicly", only if someone needs a source while creating/expanding an article.
The next step of the project is that convert the texts on the scans to machine readible so editors can search and find any specific information that they look for.

The participants will be the editors of the Turkish Wikipedia that live in Turkey.
After the applications, we will review them and choose the best options. If their efforts are not enough, it's possible to change them. Since there are many magazines, we plan to divide them between various editors, so we can advance faster.
After their first scans, I will decide if he or she is capable of doing more or not. The aim is to have the most quality content as possible.

I want this project to be an example and expand it for the next ones. Not just sports but other areas such as arts, culture, women rights, politics etc. That's why I don't ask for a huge budget until I can see the results.
