Part 1: Project and impact

SheSaid 2025 in Indonesia was implemented through a series of interconnected online and offline activities aimed at increasing women’s participation and strengthening the representation of Indonesian women on Wikiquote and Wikimedia Commons.

The campaign began with an online opening meeting to introduce the SheSaid campaign and promote the SheSaid Classes. Through an open registration process, 40 participants were selected to take part in the classes. The SheSaid Classes were conducted in four sessions, covering an introduction to the campaign context and Wikiquote, as well as an introduction to Wikimedia projects with a focus on Wikimedia Commons. During the Wikimedia Commons session, participants also received practical training on creating social media content based on Wikiquote quotations, with an emphasis on applying TASL attribution and Creative Commons licensing.

After the SheSaid Classes concluded, seven top participants were selected as local trainers and facilitated in-person Wikiquote workshops in seven regions. These local trainers focused on mentoring participants in their respective regions and, due to their facilitation roles, did not participate in the #SheSaid2025 Wikiquote contribution challenge. The local workshops were implemented in collaboration with 15 local Wikimedia communities and partner organizations across Indonesia, expanding the reach of the activities and strengthening community-based support.

The class series concluded with an online closing session, which also marked the official launch of the #SheSaid2025 Wikiquote contribution challenge for women contributors. Through this challenge, participants created 2,412 new Wikiquote articles featuring quotations by and about Indonesian women. When combined with contributions from the SheSaid Classes and local workshops, the entire campaign resulted in a total of 2,810 new articles featuring quotations from notable women.

Overall, the campaign engaged 315 participants. In addition, 94 media files including participant works, event documentation, souvenirs, and training materials were successfully uploaded to Wikimedia Commons. Public outreach efforts through social media campaigns and cross-community collaboration also contributed to audience growth, with more than 200 new followers added to the Wikimedia Perempuan Instagram account.

Several approaches proved highly effective in supporting these outcomes. A layered implementation model, combining online learning, local workshops, and a national challenge, helped sustain participant engagement and progression. The selection of top participants as local trainers strengthened capacity building and women’s leadership development. Integrating Wikimedia editing with social media literacy and licensing awareness increased the visibility and real-world impact of participant contributions.

In addition, the use of Wikimedia tools including Campaign Events for registration and activity management, Outreach Dashboard for mentoring and tracking participant contributions in classes and workshops, and Fountain for collecting and evaluating contributions during the #SheSaid2025 challenge enabled systematic tracking, mentoring, and evaluation of contributions. Finally, strong collaboration with local communities expanded outreach and ensured that the program remained culturally relevant and sustainable.

Through the implementation of SheSaid 2025 in Indonesia, we gained deeper insights into the systemic barriers that continue to limit women’s participation in Wikimedia projects. The project confirmed that unequal access to digital devices and stable internet, disproportionate domestic responsibilities, limited self-confidence, and the absence of supportive peer environments remain significant challenges for many women contributors. These barriers varied across regions and participants’ prior experiences, emphasizing the importance of flexible and context-sensitive program design.

One key learning was that structured learning spaces combined with strong peer support are highly effective in lowering entry barriers. The SheSaid Classes provided a safe and supportive environment for women to learn, ask questions, and build confidence, while local workshops facilitated by selected participants as local trainers strengthened trust and relatability through peer-to-peer mentoring. This layered approach helped participants move from learning to active contribution.

We also learned that thematic campaigns with clear goals are effective in addressing content gaps. During SheSaid 2025, collaboration with 15 local communities across seven regions, engagement of more than 300 participants, and the creation of over 2,800 new Wikiquote articles about and by Indonesian women demonstrated that focused guidance and collective momentum can significantly improve the representation of underrepresented groups and perspectives on Wikimedia projects.

Another important learning was the value of integrating Wikimedia editing with social media literacy and Creative Commons awareness. Transforming Wikiquote contributions into social media content helped participants see the real-world relevance and visibility of their work, strengthening their sense of ownership and connection to the Wikimedia movement.

In the future, we plan to apply these learnings by further strengthening community-based facilitation, expanding mentorship structures, and maintaining a blended model that combines online learning with localized, in-person support. We also aim to design more flexible participation pathways that better accommodate women’s time constraints and to deepen collaboration with local communities to ensure that future initiatives remain inclusive, culturally relevant, and sustainable.

5. Did anything unexpected or surprising happen when implementing your activities? This can include both positive and negative situations. What did you learn from those experiences? (required)

Yes, several unexpected situations emerged during the implementation of SheSaid 2025 in Indonesia, encompassing both challenges and positive outcomes that offered valuable learning experiences.

One key challenge was the wide variation in participants’ levels of digital literacy, particularly related to creating and publishing social media content connected to Wikimedia contributions. While some participants adapted quickly, others required more time, clearer step-by-step guidance, and additional emotional reassurance. This demonstrated that combining Wikimedia editing with public-facing platforms can feel overwhelming for new contributors. From this experience, we learned the importance of flexible pacing, differentiated facilitation, and prioritizing psychological safety within women-centered learning spaces.

Another significant and unexpected challenge occurred at the organizational level. During the preparation phase, the project manager became unresponsive for an extended period without prior confirmation or communication. Only after repeated follow-ups did the team receive information that health issues were involved. As the SheSaid campaign requires preparation aligned with a specific global timeline, the remaining team members had to assume coordination and decision-making responsibilities under increasingly limited time. This situation added considerable workload and pressure to the team.

In response to this challenge, the team involved experienced members from the Wikiquote community to support the project, particularly by acting as jurors and assisting SheSaid Class trainers to ensure content quality and prevent editorial errors on Wikiquote. While this support was crucial, it also revealed another learning point: some small delegated tasks could not be completed due to competing commitments and limited availability. This became an important lesson for the Wikimedia Perempuan community regarding trust, role clarity, realistic workload distribution, and the need for clear follow-up mechanisms when relying on external or volunteer support.

On a positive note, participant feedback from the SheSaid Classes exceeded expectations. Reflections consistently described the learning experience as engaging, empowering, and transformative. Participants reported increased confidence, stronger technical skills in Wikiquote and Wikimedia Commons, and a deeper awareness of women’s underrepresentation in knowledge spaces. Many emphasized the importance of learning within a safe, supportive, women-only environment that fostered solidarity, mutual encouragement, and a strong sense of belonging to the Wikimedia movement.

Overall, these experiences reinforced that successful implementation depends not only on strong content and motivated participants, but also on adaptive facilitation, resilient team structures, transparent communication, and realistic role management. These learnings will directly inform future SheSaid initiatives, particularly in strengthening internal coordination, improving risk mitigation strategies, and building more sustainable collaboration models within and beyond the Wikimedia Perempuan community.

We have shared and will continue to disseminate the learnings and outcomes of SheSaid 2025 in Indonesia through multiple channels. Number of organizers 29 26 The initial target for the number of organizers was 29, but only 26 were recorded during implementation. This change occurred for two reasons: one team member resigned due to health reasons, and another team member, who was originally responsible for design and finance, was hired as a full-time staff member at Wikimedia Indonesia. With this new status, they were no longer counted as part of the project, bringing the total number of organizers to 26.
