6. What is the change you are trying to bring? What are the main challenges or problems you are trying to solve? Describe this change or challenges, as well as main approaches to achieve it. (required)

The Qichwabase (a wikibase.cloud instance) contains over 1 million statements about Quechua words, their usage, translations, and overall it involves over 20 Quechua variant vocabularies in total. The Puno Quechua language (qu-x-Q7260479) represents only a part of it, and it has started its migration from Qichwabase to Wikidata lexemes, which has brought several opportunities for the quechua communities to collaborate in favour of their language. For instance, the imported lexemes now have audio pronunciations that can be retrieved and listened to by anyone. However, more support is needed to complete the migration and enrichment of the Puno quechua lexemes on Wikidata, and to enable Quechua communities to participate and contribute to the Wikimedia ecosystem.

It is very important to first work the technical aspect, which will make the user contribution easier and more structured on Wikimedia projects. For example, a normal path for adding a recording would start by recording a pronunciation audio and upload it to Wikimedia Commons, then create a Wikidata lexeme according to the proper Wikidata lexeme ontology model. Afterwards, add forms and senses in the lexeme to add the recordings. Finally, add usage examples as statements for lexemes and add the recordings to it. The normal path is very tedious, and it could be easier if some tasks are automatically handled as we propose in this project.

Our goal includes two main tasks: First, the technical task of completing the migration of Puno Quechua lexemes to Wikidata. Second, to build the capacity of Quechua communities by organizing online training sessions to facilitate their contributions.

The work will be carried out online and will include the following activities: 1. Complete the migration of the Puno Quechua language from Qichwabase to Wikidata 2. Create lists of sentences on Wikisource to be used as usage examples for the Puno Quechua lexemes 3. Configure the Luthor tool to work with the Puno Quechua language 4. Create SPARQL queries to retrieve the missing pronunciation audio for the Puno Quechua lexemes, i.e. forms and usage examples 5. Conduct workshops to add usage examples for the lexemes, and to record the pronunciation audio for the forms and usage examples using the LinguaLibre tool 6. Make the list of words sentences and recordings available on Wikisource, Wikimedia Commons, and Wikidata

7. What are the planned activities? (required) Please provide a list of main activities. You can also add a link to the public page for your project where details about your project can be found. Alternatively, you can upload a timeline document. When the activities include partnerships, include details about your partners and planned partnerships.

Our main objectives and activities

By February 2025, at least ~4000 pages – between Wikisource, Wikimedia Commons, and Wikidata – will be created and made accessible, e.g., lexemes, resources.

By December 2024, we will have:

  • completed the migration of the Puno Quechua language from Qichwabase to Wikidata
  • created lists of sentences on Wikisource to be used as usage examples for the Puno Quechua lexemes
  • acquired the equipment and materials for the workshops
  • established partnership to disseminate the call for participation
  • opened a call for online participants to register

By January/February 2024, we will have:

  • prepared the materials to be presented on the workshops
  • configured the Luthor tool to work with Puno Quechua language
  • created SPARQL queries to retrieve the missing pronunciation audio for the Puno Quechua lexemes, i.e. forms and usage examples
  • run 3 online workshops on how to contribute by using Luthor and LinguaLibre tools

By March 2024, we will have:

  • trained 40 participants on the use of Luthor, and LinguaLibre
  • made the recorded lexemes accessible and reusable on Wikimedia Commons
  • disseminated the results among social networks
  • reported to the Wikimedia Foundation

A more detailed timeline of activities can be seen in the following linked document: Timeline of activities

8. Describe your team. Please provide their roles, Wikimedia Usernames and other details. (required) Include more details of the team, including their roles, usernames, Wikimedia group, and whether they are salaried, volunteers, consultants/contractors, etc. Team members involved in the grant application need to be aware of their involvement in the project.

Since 2019, he has been organizing datathons and workshops for quechua revitalization at scientific and non-scientific events. In 2023, he has run the project: Reading Wikipedia in the Classroom, where he and his team trained 50 teachers on the use of Wikipedia on their lessons. In 2024, he led the project: Giving voices to the Puno Quechua language on Wikimedia Commons.
  • Has experience leading community groups, organizations, and projects, and keeps it moving toward the program management.

We will be partnering with various institutions and organizations to disseminate the open call for participation in the online sessions. For instance, we have already made contact with the Endangered Languages Project, Wikitongues, and Chirapaq. The target group are Quechua language communities, mainly Puno Quechua communities (but not limited to). Participants will have the possibility to join a group chat, where all their questions, comments, and feedback will be received and discussed. Please describe steps taken and provide links to any on-wiki community discussion(s) about the proposal. (required) You need to inform the community and/or group, discuss the project with them, and involve them in planning this proposal. You also need to align the activities with other projects happening in the planned area of implementation to ensure collaboration within the community.

The initial idea of this project came from previous relevant projects in 2023 and 2024 executed among the quechua communities in Peru. We were running the Reading Wikipedia in the Classroom program in Puno, Peru in 2023, and the quechua speakers reclaim their language presence on Wikimedia projects. Afterwards, we made initial steps in 2024 by running the project: Giving voices to the Quechua Puno vocabulary on Wikimedia Commons, where we achieved the following milestones:

  • Around 140 participants attended the workshops
  • Around 1650 recordings were uploaded on Wikimedia Commons
  • Around 1600 lexemes were created on Wikidata
  • Around 1613 Wikidata lexemes were improved

Learning and metrics

[edit]
17. What do you hope to learn from your work in this project or proposal? (required)

The main goal of this proposal is to open up opportunities for Quechua communities to contribute to the Wikimedia ecosystem. To do this, we focus mainly on the technical aspect, such as modelling lexemes, preparing resources, and setting up tools. Then, we prepare online workshops and training sessions for capacity building of the quechua communities to facilitate their contributions. Some learning points are:

  • To what extent are the Wikimedia tools easy lo localize for under-resourced languages
  • What improvements can be proposed for the Wikimedia tools
  • Are there other Quechua communities willing to join our approach
