WikiTutur is a collaborative language documentation program for languages of Indonesia, focusing on compiling pronunciation audio recordings on Wikimedia Commons (via Lingua Libre) and enriching lexicographical content on Wiktionary. In doing so, the program has experimented with different approaches, ranging from doing mixed record-a-thons and edit-a-thons with casual participants to a more structured fieldwork session to collect detailed linguistic data with selected native speakers. The results have been modestly positive; across its first two phases, WikiTutur has documented 67 language varieties (regardless of their status as languages or dialects), resulting in over 15,000 audio recordings uploaded on Commons and more than 6,000 improved or newly created entries on Indonesian Wiktionary. The ultimate change that we seek to bring is a provision for an open, collaborative archive to support language documentation and revitalization in Indonesia. However, since WikiTutur was first conceived, we have recognized that the sheer scale of linguistic diversity in Indonesia means that documenting it is a long-term effort that requires sustained engagement and continuous learning. Instead of one-time initiatives with limited opportunities for communities to sustain or expand the work on their own, documentation efforts must be continuous, decentralized, and well-resourced. This means not only building a library of linguistic data on our own, but also equipping the communities involved with knowledge and skill to document and share their own languages themselves, utilizing Wikimedia tools and platforms. Based on our experience in the previous two phases of WikiTutur, we have identified several key challenges in building such an archive, as detailed below.

Scale and scope: The large numbers of underdocumented languages calls for recurring programs that are adaptable to the needs of diferrent regions and communities. In addition, collecting detailed linguistic data beyond audio pronunciation may take significant time and effort, and often cannot be completed within a single event or phase.
Resource limitations: Communities wanting to do documentation on their own are often lacking in resources, or knowledge of available resources, such as open platforms and tools that can be used for language documentation.
Capacity building: As the number of communities and languages involved in this project grows, so does the need for more trainers in WikiTutur-style language documentation.
Sustainability: Documentation efforts cannot be merely short-term initiatives without ensuring mechanisms for long-term community-led continuation.

These four concerns are interrelated. Initiating a large-scale language documentation program necessitates a significant amount of resources and capable participants to ensure its sustainability. For this reason, we have decided that WikiTutur 3.0 will be utilizing community outreach, collaboration, and empowerment as its approaches towards realizing the ultimate goal of providing an open library of lexicographic materials for languages of Indonesia.

Community outreach and collaboration

We plan to extend the WikiTutur documentation coverage into new regions and languages. To that end, we adopt an outreach approach, where we will prioritize support for events in regions outside the ones that we have visited in the previous two phases. Doing outreach also means expanding the network of involved communities and volunteers, which opens paths for collaboration. Collaboration is planned with various Wikimedia communities in Indonesia. In addition, we are also working together with volunteers from Wikimedia Community User Group Malaysia to support workshop events and provide additional resources. Collaboration with WCUG Malaysia will also provide opportunities to introduce Malay-language projects (such as Malay Wiktionary) that are relevant to various local communities in Indonesia, and open up venues for further partnerships between the user group and Indonesian communities in the future. As with WikiTutur 2.0, we also plan to engage with local governmental agencies, educational institutions, and communities of native speakers for their expertise and resources.

Community empowerment

We plan to empower communities and volunteers who have been involved in previous phases, in an effort to develop a growing network of language activists. To do so, we plan to train volunteers from these communities to be trainers themselves, who will in turn guide workshops for a new cohort of volunteers. Such an active participation will help improve their capability in conducting similar language documentation projects on their own. Another form of community empowerment that we seek is a move from working solely on Indonesian Wiktionary to supporting the development of Wiktionary editions in other languages of Indonesia. Communities will be encouraged and supported to create entries with definitions in their own target languages, using the rich inventories and recordings compiled during all phases of WikiTutur. This approach enables a deeper sense of language ownership and fosters long-term engagement with the Wikimedia movement. Ultimately, we hope that this model will not only extend WikiTutur’s documentation coverage, but will also ensure the program’s sustainability in future phases, and help inspire other similar initiatives. Given the significantly broad scope of this program, we have decided to seek financial support directly from WMF through this Rapid Fund proposal. While Komunitas Wiktionary Indonesia has been officially sponsored by the Wikimedia Indonesia chapter beginning this year, the available budget for community activities are not enough to cover the expenses for this whole program, and better be allocated for smaller events. Note that both phases of WikiTutur so far (1.0 and 2.0) have also been funded through the same Rapid Fund scheme.

Activities to be held include:

Online Training of Trainers: Prepare a cohort of trainers from various Wikimedia communities across different regions. These trainers will be tasked to help organize WikiTutur workshops and offline meetups in their respective regions, as part of our effort to empower the local communities.
Workshops: Introducing the usage of Lingua Libre to upload files in Wikimedia Commons, as well as basic Wiktionary editing, whether in Indonesian, Malay, or other languages of Indonesia. The workshops primarily target beginner participants who are not familiar with contributing to the Commons via Lingua Libre and editing in Wiktionary. In accordance with the outreach approach, we plan to hold the majority of these workshops by collaborating with communities that have not participated in previous phases. These include events in:
1. Bengkulu
2. Jakarta
3. Makassar
4. Malang
5. Manokwari
6. Palangkaraya
7. Pekanbaru
Offline Meetups (Record-a-thon and Edit-a-thon): Structured data collection and recording sessions with native speakers to enrich the audio archive of targeted languages, followed by edit-a-thon to input the collected data into entries in Wiktionary, especially in language editions other than Indonesian (such as Banjar, Betawi, Javanese, Madurese, Malay, Mandailing, and Sundanese). The meetups will be carried out by communities who have been previously involved with WikiTutur. These include events in:

Online Meetups (Edit-a-thon): A collaborative activity to create and improve entries in the Indonesian Wiktionary with editors from Komunitas Wiktionary Indonesia. Based on our experience in WikiTutur 1.0, online meetups are generally more effective for editing rather than recording, especially if the participants are already familiar with contributing to Wiktionary.

For Wiki Communities, engagement began with gauging their interest to conduct either workshops or (offline) meetups with support from WikiTutur. Those choosing workshops will be provided with open forms to recruit participants who are interested in learning the basics of language documentation with Lingua Libre, Wikimedia Commons, and Wiktionary. No prerequisites are necessary; speakers of any languages of Indonesia of varying degree of fluency are welcome to participate in these workshops. Meanwhile, those choosing meetups will be tasked to recruit general participants and a few native speakers of reasonable proficiency in select target languages as language consultants. Participants may come from both Wiki and Non-Wiki communities. The participants will need to consent to provide materials with irrevocable Creative Commons licenses; they may withdraw any time prior to the events if they wish. Then, the participants will be invited into online chat groups for further communication. Prior to workshop and meetup events, the team will prepare forms and guides for lexicographic data collection. During the workshops, participants will be tasked to fill these forms and make some basic contributions to Commons and Wiktionary. For the more structured meetups, trainers will guide the data collection and record-a-thon with native speaking consultants, while the participants will be tasked to input the collected materials to Wiktionary. Follow-ups in the form of surveys and other information related to the program will be relayed through the chat groups.
