1. What is the change that you are trying to bring about and why is this important.

We want to organize Wiki Loves Earth 2023 in Kazakhstan. By this approach we want to meet 2 goals: enlarge number of quality pictures for nature monuments of Kazakhstan and bring newcomers into local Wikimedia movement.

2. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

Our main strategy is to stick to international competition with access to in-project tools (like CentralNotice) and at the same time lead small campaign in Kazakhstan media to bring participants. Also we've made a slight change in our strategy making more wide person-to-person campaign inbetween expierienced wikimedians.

3. What are the activities you will be developing and delivering as part of these approaches or strategies?

We've already made lists of nature monuments of Kazakhstan that are available in 3 languages: Russian, English and Kazakh — to make participation easy for both locals and tourists visiting Kazakhstan. Also we've made local landing page with rules and instructions (also in 3 languages).

5. Do you have the team that is needed to implement this proposal?

This year we're planning to hire 5 jury members instead of 3 to give each jury member smaller load of work. Also we're lowering their compensation according to that. Compensation for tech consult will also be lowered because we're planning to use some of tools and pages that was made for WLE-2022 and use technician only for creating on-time pages and lists for jury convenience. Growing team of 6 persons also needs an organizer, so we've added this role to our list.

6.1 In a few sentences, explain how your work is specifically addressing this content gap (or Knowledge inequity) to ensure a greater representation of knowledge.

Some regions of Kazakhstan lacks of any free content, and its representation in Wikimedia project is still poor compared to nearby Russia or Uzbekistan. Our work is very simple: we will encourage people to upload quality images of Kazakhstan nature.

Not applicable

9. Who are the target participants and from which community? How will you engage participants before and during the activities? How will you follow up with participants after the activities?

Mostly we have no any preferences for participants: anyone who has a camera can took part in WLE. But this year we want to try to reach for active elders, because in 2022 they were most productive uploaders of all. We're planning to spread a word about Wiki Loves Earth in the internet communities of hikers, travellers and nature enthusiasts personnally targeting elders, because one elder uploader can give you a hundred or more uploads at once.

10. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants?

Making all materials in 3 languages in our opinion is the best way to make more equitable environment for all who wants to participate. Any other types of discrimination (based on race, gender, age or sexual orientation) is nearly impossible in Wiki Loves Earth.

We will spread a word about ongoing competition in local Wikimedia chats. Also we're planning a Kazakh Wikipedia conference soon and want to make a report on WLE 2022 in Kazakhstan there, so everyone in Kazakh Wikimedia community will be invited to participate in 2023. Our last year efforts to outreach local community through Wikinews has failed, so we will not try that this time.

We plan to evaluate the results of Wiki Loves Earth 2023 in Kazakhstan to understand how can we bring more participants to the contest in next year and implement this data on other countries in Central Asia.
