1. What is the change that you are trying to bring about and why is this important.

長い歴史と特筆される伝統文化をもちながら、Web上でほとんど知られていない日本のへき地地方の歴史や伝統文化に関する項目のWikipedia日本語版における質の高い項目の充実を図り、そのためのエディタソンを通して、Wikipedia日本語版の信頼性と有用感を高め、新規参入者の獲得とWikimediaの様々なコンテンツの二次的な活用を促進します。 私たちの地域には、大学や博物館などの学術研究機関がなく、都市部のように充実した図書館や文化芸術施設もありません。地域の人々の学びの場は多くの場面でインターネットに依存しています。しかし、情報を発信する担い手が少ない地域でもあるため、地域の多くの歴史的文献がデジタル化されておらず、一般に知られていません。私たちは、誰もがかんたんにアクセスできるWikipedia日本語版にたしかな文献情報に基づく地域項目の充実を図ることで、未だデジタル化されていない文献へのアクセスを容易にし、地域の教育力を底上げします。都市部との教育環境格差を縮めることができれば、それはやがて経済的な格差の改善につながり、人口減少に伴う地域の衰退を遅らせるものと考えています。 今世紀、私たちの地域をはじめ日本各地のいわゆる「田舎」は、日本人の流出と同時に諸外国からの移住者が急増しており、元からの住民との対立も少なからず生じています。その多くは、お互いの歴史的文化的背景への理解と共感の不足によるものですが、Wikipediaに地域の情報があらかじめ公開されていることで、諸外国の人々がなんらかの翻訳コンテンツを用いてその情報にアクセスし、相互理解を援け、地域の平和の構築に貢献するものと考えています。

2. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

私たちのグループ“edit Tango”は、2018年9月に京丹後市で、京都府北部地域で初めてのエディタソンを開催し、後に「良質な記事」とされた「こまねこまつり」等3つの新しいコンテンツをWikipedia日本語版に作成しました。この記事は、イベント主催者や題材となった企画関係者ではない第三者から高く評価され、京都府北部地域におけるWikipedia日本語版の信頼性と有用性を高めました。その結果は、当地区のみでなく近隣地域一帯での新たなエディタソンの開催や編集者の参入に繋がり、京丹後市旧6町の全町及び周辺自治体でのエディタソン開催と、近隣の高等学校や大学の授業におけるWikipedia活用を促進しました。2019年から2022年6月までに、“edit Tango”が主に関与したアウトリーチ活動としてのエディタソンは、2市2町（京丹後市、宮津市、与謝野町、大江町）で計26件、高等学校や大学等教育現場への導入の影響は私が把握している件だけで6校あります。これらのエディタソンによって私たち“edit Tango”が新規にWikipedia日本語版に作成・あるいは加筆したコンテンツのうち、少なくとも40項目がメインページの「新しい記事」や「強化記事」に掲載され、このうち13項目が「良質な記事」の認定を受けました。 作成したコンテンツを含む京都府北部地域のコンテンツへのリンクは、edit Tangoホームページ「たんご百科事典」に集約し、このホームページは京丹後市の公式サイトでも「重要なお知らせ」に紹介されました。そうした社会での評価の結果、私たちの活動は多くの理解と賛同を得て、私たちの継続的な調査活動を助けてきました。同時に、他の地方や教育機関から、質の高いコンテンツの作成を目標とするエディタソンへの協力相談も多く受けるようになりました。 こうした経緯から、私たちは地域の文献や資料を余さず調査し、妥協せず、質の高いコンテンツを作成し続けることが、Wikipedia日本語版の信頼性を高め、プロジェクトへの協力者・賛同者を増やし、発展させるものと考えており、これを推進していきたいと思います。

3. What are the activities you will be developing and delivering as part of these approaches or strategies?

1.　京都府北部を拠点とし、毎月1回以上の少人数による有志のグループ”edit Tango”を主導し、既存記事のブラッシュアップとメンバーのスキルアップのためのエディタソンを開催します。

2.　京都府北部の1市1町（京丹後市、大江町）においてプロジェクトへの新規参入者を募るアウトリーチとともに、当該地域独自の伝統や文化に関するコンテンツを充実させるエディタソンを開催します。この活動では、関連性の高い地域の複数のコミュニティ、複数の公共図書館、教育機関にも協力を依頼し、広く参加を促します。
3.　私たちの地域と同様に、地域の伝統や文化のコンテンツを充実させるエディタソンに取り組む他の地域に、エディタソンを支援できる技術と意欲のあるメンバーを派遣し、コンテンツの充実を図るとともに、エディタソンを指導できるウィキペディアンの育成に努めます。（* “edit Tango”のエディタソンに10回以上参加してWikipedia日本語版の編集方針を理解し、単独で記事立項が可能な知識とスキルを習得していて、先方のエディタソンに資することができる者を助成対象とします。2022年6月時点で、対象となるメンバーは5名です。）
4.　日本各地の重要な伝統文化や伝統産業で、Wikipedia日本語版において特にコンテンツの充実が求められる見解が示された項目について、調査・執筆力のあるウィキペディアンを支援し、コンテンツの充実に努めます。（「紀州箪笥」等）* （Wikipedia日本語版において同分野の項目で1本以上の「良質な記事」を主筆した実績のある者を助成対象とします。2022年6月時点で、対象となるメンバーは2名です。）

2022年7月現在、予定している活動は次の通りです。日常的に広く相談を受け、できるかぎり対応しているため、急な活動の追加や開催地の変更が生じる場合があります。

“edit Tango”発起人である私user:漱石の猫のほか、ウィキメディア編集者としてuser:Asturio Cantabrio、user: Gyasuk0、user:モフミ、user: Ringo935、user:Tgogogo、user: Kochisa2019らが、個々の発案で中心的にエディタソンを設計し、このほか適時適任と思われるウィキペディアンに協力を要請しています。私たちは全員ボランティアであり、給与は発生していません。また、私たちはつねに対等な立場で相互に協力しており、特定の誰かが特別な役割を持つこともありません。

丹後地方は、東京など大都市圏を中心とした20世紀の高度経済成長の犠牲となり、日本でいち早く過疎と廃村が進んだ田舎のひとつです。Wikiepdiaに地域の項目を作成することで、私たちの地域に注目する人が増えれば、それは地域コミュニティが存続する可能性を高めます。 日本は教育水準の高い国と誤認されがちですが、充実した図書館などの教育施設や文化施設は都市部に集中していて、地方ではWikipedia等インターネット情報が大きな生涯学習の手段です。知識は、貧困のために大都市圏に出ていくことが難しい人々の教育水準を高め、やがて生活水準の向上につながり、日本における経済的な格差を縮めるでしょう。 私たちの活動は、多くはその土地の人々や図書館の相談を受けてWikipedia編集を指導すると同時に、それまでWikipediaに関心がなかった人々が注目する水準の項目を作成することで、ウィキメディアンの少ない地方でのウィキメディアの普及と、エディタソンの継続性を高めてきました。教育現場へのWikipediaの活用促進にも影響を与えており、近年ICT教育の推進を掲げる教育現場でとくに必要とされています。

地域住民と、地域活性化に関わる研究を行っている大学の学生、地元の高校生を主なターゲットとしつつ、まちおこしや世代間交流事業などに取組む地域のコミュニティにアプローチしています。 地元においてはホームページ、SNSでの発信のほか、地元高等学校への広報や企画開催地の住民の協力により、ダイレクトにそのコミュニティの関係者にアプローチします。また、Wikipedia内においては、w:ja:プロジェクト:アウトリーチ/ウィキペディアタウンに記載し、協力者を募ります。

10. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants?

参加者の多くは、パソコンやデジタルカメラなどを持参しますが、そうした機材を持ち合わせていない初心者や未成年や高齢の参加者については、各種機材の貸出ができる体制を整えています。インターネット環境についてはレンタルで補います。 編集方法は、複数の経験者が丁寧に指導し、相互に助け合います。編集題材や取材方法、ウィキメディアに掲載する情報は、事前に地域の関係者と相談し、公平かつ善意の編集を徹底します。 ウィキメディア編集に必要な文献は、京都府立図書館、京丹後市立図書館、京都府立高校図書館から資料提供とレファレンス協力を得ているほか、郷土研究者の小山元孝氏（福知山公立大学）をアドバイザーとして、各地域の個人が所有する特別な資料やガイダンスを活用します。 また、遠隔地から参加するウィキペディアンへの交通手段や宿泊地の確保に努めます。 さらに、まちあるきを伴う企画では短期の傷害保険に加入するなど、参加者の安全と健康に配慮しています。活動前には体温測定を行って、健康な者のみが活動に参加します。

毎月の既存記事充実のための編集会や、個々での活動を除けば、私達の開催するエディタソンの多くは、地域住民や地区の自治体、学校などの教育機関の希望を受けて計画します。そのため、参加者の募集や広報、当日の運営などのコミュニティとの連携は、主催者側で整えられていることが多く、私たちは主催者のねらい（例えば地域の活性化や情報リテラシーの育成、世代間交流など）に応える記事を作成できるだけのウィキペディア編集者をそろえ、複数の図書館から文献を集めることに集中できます。

地域が包括する伝統と文化資源の価値を再発見するとともに、いまあるものを記録することや、失われつつある記録の所在をアーカイブすることの大切さを学びます。様々な年代や立場の人々と協働することで、このプロジェクトに関わった全員が、「知識を探究する喜び」を味わい、情報リテラシー能力を高めます。新たなコミュニティの誕生を促し、それは互いの既存のコミュニティを発展させるきっかけを得ることにもなるでしょう。 この提案で作成・質が向上した丹後地方のWikipedia項目は、私たちのホームページ「たんご百科事典」にジャンルごとに掲載され、京丹後市の公式サイトやSNSを通して多くの人々に広報されます。また、丹後地方の小・中・高校では郷土を学ぶカリキュラムがあり、難解な郷土資料へのレファレンスツールとして、Wikipediaに作成した項目が活用されます。このため、特に丹後地方の高等学校においては、学校図書館司書がWikipediaについて研修を行ったこともあり、探究学習の授業における“ファクトチェック”や”百科事典活用”などの授業においても、Wikipediaを学習する機会につながっています。その結果は、5年後10年後のWikipediaに良い影響となって現れることでしょう。
