Part 1 Understanding your work

1. Briefly describe how your proposed activities and strategies were implemented.

To implement this grant, we reorganised the teams and defined the projects on the basis of what the User Group had often done and the main interests of its members. We emerged with purely local projects, participation in international campaigns leading to national competitions, the establishment of a new structure legalised by the administrative authorities, and the introduction of the processes needed to take the 5-year-old User Group to a new level.

2. Were there any strategies or approaches that you felt were effective in achieving your goals?

As a new office, we wanted to develop and implement a more inclusive and less centralised strategy for managing resources and implementing projects. Reorganising the user group into zones has proved very effective in making us more active and efficient in organising workshops, reaching out to and bringing together more people around the movement and helping them discover new opportunities for sharing knowledge. So we divided the community into four main areas to cover the demand and needs of volunteers in different parts of the territory. We then set up teams for each zone, so that the same activities could be carried out in each zone, depending on the availability of different people. With different people coordinating different zones, the participants felt more at ease about getting together and the task was clearly less onerous. We also wanted to reactivate activities in the Anglo-Saxon part of the country (North-West and South-West in particular), but the security situation did not always make it easy to mobilise volunteers. Finally, for the first time, we enabled volunteers from the community to take part in an international meeting at the User Group's expense, in order to strengthen the sense of belonging, reward the efforts of the most deserving and introduce the Wiki movement beyond the activities carried out solely in Cameroon.

3. Would you say that your project had any innovations? Are there things that you did very differently than you have seen them done by others?

There have been a number of innovations in the implementation of this annual grant. 1) A decentralised approach to activities. In view of the challenges encountered at the start of the implementation of this annual grant, we have put together a team large enough to cover as many themes and concerns as possible. We have therefore opted for an organisation with four main project managers to cover activities related to international campaigns; purely local projects; mobilisation of students; mobilisation of photographers to improve contributions on Commons. 2) The concept of rewarding the commitment of Wikimedians through the concept of ‘Wikimedian of the Month’. To this end, a team has been working on identifying the best contributors in terms of statistics or commitment to organising activities, and awarding them gadgets. This activity helps to create emulation and encourages others to work better. It's true that we couldn't go through with the initial idea because we wanted to promote the person identified as such on the various User Group platforms (meta page, website and social accounts). 3)The evaluation of activities through a physical general meeting, in addition to the monthly exchanges on the WhatsApp forum, which brings together the members of the community to inform them of the progress of projects, to collect the various suggestions and to make a transparent point on the financial management and the readjustments made.

4. Please describe how different communities participated and/or were informed about your work.

We relied mainly on three approaches to inform the community about our work: the organisation of contribution workshops in different towns in Cameroon; communication via our social media (WhatsApp, Facebook and X platform); communication via press conferences to interest new targets. Contribution workshops: This is the main framework in which our volunteers were informed about and took part in our activities. By dividing the months into local themed activities and participation in international campaigns, volunteers contributed according to their interests to local projects such as Wikikwatt, WikiCiné, Lumières sur les femmes, Le mois de la littérature camerounaise and WikiPolis. As far as international campaigns are concerned, Cameroon has taken part in Wikipéda Pages Wanting Photos, She Said (Wiki Loves Women), Wiki Loves Folklore, Wiki Loves Africa and Wiki Loves Earth. Each activity has always been an opportunity to welcome new members and to build the capacity and support of existing contributors. The tool for creating events has been tried and tested within the community, and is gradually providing a real overview of members' contributions to the projects implemented. Communication via social media: The User Group's social media accounts are an ideal platform for communicating about the various initiatives undertaken within the community. In addition to the Facebook and X networks, a WhatsApp forum keeps members in constant contact with each other and keeps them informed of events and major changes. Mass communication through the press: This means of communication has been essential for mobilising other types of target audience around our activities. The fact that our activities were relayed by the national and international press gave the Wiki movement, as implemented in Cameroon, greater resonance. It was also a way for us to show public institutions the scope and usefulness of our activities.

7. Is there anything else you would like to share about how your efforts helped to bring in participants and/or build out content, particularly for underrepresented groups?

In our proposal, we intended to highlight the student communities. We were unable to achieve this as we had hoped. We came up against a lack of resources in the team set up for this purpose. And the sheer number of projects to be carried out meant that we couldn't devote enough time to them. Similarly, we had planned to develop projects with language committees to promote projects based on local languages. Here again, we realised that we needed to give more tools to the people who would have to devote themselves to this in order to achieve results. The resources earmarked for these projects were therefore directed towards other activities.

Part 2: Your main learning

8. In your application, you outlined your learning priorities. What did you learn about these areas during this period?

-We took steps to ensure that the physical and virtual meetings could take place in all four centres of the country. We have entered into partnerships to gain access to spaces in the first year. In view of the financial costs involved, we made adjustments in the second year. The partnership with the Institut français du Cameroun in Douala and the Goethe Institut in Yaoundé enabled us to have free space for a period. In Buea, we entered into a partnership by paying a fee to ActivSpaces to hold our training sessions. In Maroua, we still haven't found this space.

  • Retaining members remains a challenge. It is better to organise two or three types of campaign over a period so that contributors can work on the issues that interest them. We have also realised that we need to include the simultaneous use of different Wiki platforms during projects to allow people to express themselves according to their interests.
  • On the sustainability of partnerships. This is still a challenge. We have learnt that we will have to develop projects that also include our partners, so that the relationship is not based solely on occupying a space without any consideration linked to Wikimedia activities.

Similarly, we found out what subjects interested contributors most, in order to identify those who could easily take on a training role in the future. The main limiting factor is the lack of information. Communication was one of our weak points this year and we have identified ways of improving it.

9. Did anything unexpected or surprising happen when implementing your activities?

The nicest surprises were the assumption of responsibility by some volunteers who had remained on the sidelines. They showed great commitment and were a real source of ideas. At the same time, we realised that taking on several projects in a short space of time meant that we needed more experienced members to take over the training. For the future, we have therefore decided to give priority to local projects that make sense, and not necessarily to align ourselves with all the international campaigns that can often distance our contributors from their real areas of interest. Another unexpected event was the reconstitution of the project team. The leadership challenges faced by our community at the start of the implementation of this annual grant required a readjustment in the activities to be implemented and the projects to be rolled out. The wider team set up for this purpose discovered itself and also made a few adjustments during the course of the project. This was the case, for example, for two project managers dedicated on the one hand to mobilising students and on the other hand to setting up a group of photographers, who were unable to achieve the objectives set. We identified the lack of training in project management as the real cause.

10. How do you hope to use this learning? For instance, do you have any new priorities, ideas for activities, or goals for the future?

ese different learnings have enabled us to make readjustments in our new activities. For example, we have opted to select new trainers from within the community who will be gradually equipped over the course of the year. This will enable these contributors to move on to a new stage and the User Group to expand its network of trainers to support the new contributors. In addition, we are prioritising projects that are of greater interest to contributors, so as to include them as much as possible whenever we have a new activity. We have now included the possibility of using different Wiki platforms for a single project to interest members according to their profiles and availability (photographers, students, IT specialists, journalists, etc.). We intend to explore the unexplored potential of the Western region, which is located in one of our hubs. A large state university and a number of private institutes bring together a strong student community that has a certain curiosity about Wikimedia projects. We've started to think about setting up a group of Wikimedians in the capital of this region, which we'll be able to support in terms of training. Finally, we really intend to encourage the involvement of volunteers who distinguish themselves through their commitment, by offering them certificates of recognition, gadgets or participation in international events when funds allow.

11. If you were sitting with a friend to tell them one thing about your work during this fund, what would it be (think of inspiring or fascinating moments, tough challenges, interesting anecdotes, or anything that feels important to you)?

This year has been particularly instructive for all of us. Not only have we learnt a lot about ourselves, but we've also learnt how to manage people better. We've discovered some formidable talents, capable of working in a varied and relevant way and with excellent timing. A community is made up of different people with their own skills and outlook on life. These specificities need to be converted into strengths so that the community can spread the word about the Wikimedia movement, because that's the main purpose of its existence. Better still, volunteering is still viewed with some hesitation in the country and the real challenge is to make as many people as possible understand that this passion does not ruin or lose time for anyone's professional projects.

However, we realised that it would be useful to pool these tools to track content posted online and linked to our projects. We have taken this on board for future Foundation grants.

N/A N/A N/A 8000 COMMONS. Local projects and especially photo competitions were an excellent way of collecting as many photos as possible for this grant. We were able to provide a good bank of images on Wikimedia Commons thanks to competitions such as Wiki Loves Africa, Wiki Loves Folklore and Wiki Loves Earth during the 2023 and 2024 editions.

Local projects such as WikiPolis and Wikikwatt have also been a catalyst for photographers willing to provide images to illustrate topics related to these projects.

As far as the language project is concerned, in the end we only had one workshop for the African German Phrasebook project due to the lack of skills available to train participants in this project. We therefore opted to strengthen the other activities that could accommodate as many people. We have been able to mobilise more people than we ever imagined, thanks to the competitions with prizes, which are generating a certain amount of interest. The same is true of local projects, in which participants are interested because of the geographical and psychological proximity. Another decisive factor is communication via the mass media, particularly television, the written press and the online press. In addition to mobilising participants on social networks, we have not hesitated to invite the national media to several meetings in order to relay our activities. This has generated a certain amount of interest in the Wiki movement and broadened people's minds to other activities outside the single best-known encyclopaedia, Wikipedia. Even if they haven't always stayed within the community for long, many participants in our activities are no longer strangers to the Wiki movement and know where to turn if they need to learn something or create some content.

We mainly used the Outreach Dashboard tool to measure these results.

At the same time, many participants are not always equipped to use it and opted for the traditional attendance sheet that we systematically shared at our workshops. The advantage of this physical attendance sheet is that it collects participants' contact details and can be used to build up a database for future use. On this point, we intend to emphasise the use of the dashboard tool or the attendance sheets via a Google form, which enables us to keep a digital record of people attending our events. Zone coordinators and trainers identified for the next annual programme will be made aware of this.

Everyone who takes part in our activities is expected to be an editor. This is at the heart of the online and offline workshops we organise to familiarise participants with Wiki platforms. FD Systematically, we make sure that participants create at least one account and start with the basics, such as modifying or creating at least one element. This avoids being academic, but really turns the participant into an editor. However, activity participants are not always in a position to sit down in front of a device to edit on a Wiki platform. What's more, we've worked on an approach that will lead participants to leave each meeting with a concrete achievement on the wiki platforms. Because one step is always better than none. The people who come to represent the media at our events are less involved in the practical side of things, preferring to listen and ask questions more often than not.

As with participants, we are making greater use of the Outreach Dashboard tool to identify editors. In addition, the use of hashtags in Wiki contributions makes it easier to track down editors in projects.

We have managed to track down this list on the basis of the organisation chart we drew up at the start of the annual grant, even though some people reduced their involvement during the period for various reasons. - Lack of qualified staff to systematically create dashboards to facilitate monitoring. Recommendation: Take the time to train the team members selected in each zone and in each project so as to have clear indicators of results.

  • Participants are not sufficiently motivated to fill in the scorecards. Recommendation: trainers and area coordinators should systematically register for online events before the day of the meeting.
  • Difficulty in documenting online training and certain practical training courses. Recommendation: Systematise the recording of online training sessions and provide resources for this purpose to work on the platforms indicated; Organise training sessions for trainers based on local and foreign resources to enable trainers to organise themselves better.

- Ensuring that the vision of our User Group does not diverge from that of the partner. Indeed, many of the partnerships forged during this period came about because our activities were in line with those of the partners we worked with.

  • Building projects that also involve the partners. This is the real win-win situation for the partner we want to turn into an ambassador for the Wikimedia movement. We have integrated this approach and have been able to carry out a project outside the grant with the Goethe Institute on Cameroonian languages.
  • Seeking to validate the legitimacy of the User Group in order to penetrate institutional circles with greater ease. The fact that we are an apolitical association that promotes the free sharing of knowledge means that we are not known at first sight.

Part 5: Sense of belonging and collaboration

21. What would it mean for your organization to feel a sense of belonging to the Wikimedia or free knowledge movement?

As a User Group, we feel that we have done our bit to promote the Wikimedia movement in Cameroon. Today, it is no longer foreign and we have chosen to involve as many media as possible in raising awareness. In addition to students, information and image professionals understand the importance of joining this knowledge-sharing movement and are ready to become Wikimedians. We have the feeling that we have created a before and an after thanks to this grant and to the approach that consists of leaving no area or section of the population on the sidelines of the activities. It is true that a lot remains to be done to achieve the objectives we have set ourselves for the extension of the Wikimedia movement in the country.

Increase in the number of volunteers across the poles: the Wikimedia movement has spread to several towns in Cameroon and is no longer concentrated solely in the capitals Yaoundé and Douala, as was previously the case. Diversification of profiles: contributors now understand the diversity of wiki projects and no longer focus solely on Wikipedia. There is a real desire to contribute to knowledge on other platforms, and contributions are rising elsewhere. Greater awareness among institutions. Thanks to the legalisation of our User Group and the proliferation of media events, the Wiki movement is no longer a stranger to many people, and arouses more than just curiosity on the part of many, who have a new understanding of what volunteering really means.

Supporting Peer Learning and Collaboration

27a. Please describe how you have already shared them. Would you like to do more sharing, and if so how?

We share our experience and lessons learned as we discover and achieve new things. Our User Group organises its annual general meeting. This is an opportunity to share the vision of the movement, the lessons learnt and the challenges encountered. For the period of this grant, we have had the opportunity to do this on two occasions, namely at the elective general meeting on 2 July 2022 and the annual general meeting on 27 January 2024. In addition, we have a WhatsApp forum which includes all members of the User Group. Communications on upcoming activities are shared on a monthly basis. Surveys are also organised to gather members' opinions on the progress of the various activities and to rectify the situation if necessary. As far as other peers are concerned, participation in international events such as the Wikiconvention francophone Paris in November 2022 and the Wikiconvention francophone d'Abidjan in September 2023 have also given us the opportunity to share the vision and deployment of our User Group and to gather the opinions of others to help us improve.
