Under review
Please review the notes below before submitting your report.
Your draft implementation plan document should address the following questions clearly:
- What movement strategy initiative or goal are you addressing?
- What activities will you be doing to address that initiative?
- What do you expect will happen as a result of your activities? How do those outcomes address the movement strategy initiative?
- How will you measure or evaluate your activities? What tools or methods will you use to evaluate your activities?
To create a draft implementation plan, we recommend the use of a logic model, which will help you and your team think about goals, activities, outcomes, and other factors in an organized way. Please refer the following resources to develop a logic model:
- Overview of logic models on Meta-wiki
- Example logic models for reference for other movement activities (such as partnerships and edit-a-thons)

What Movement Strategy initiative is this draft plan supporting?
- Our draft plan was supporting Movement strategy recommendation Number 4, Ensuring Equity in Decision-Making, with its focus on item Sub-Number 26 of the Movement Strategy Initiative , which is about Regional & thematic hubs, recommendation Number 5 Coordinate Across Stakeholders , Sub-Number 30, which is to Enhance communication and collaboration capacity with partners and collaborators. This project was to accelerate the implementation of the WISCom Charter and establish WISCom as a central hub for supporting the African Wikimedia community. However, after the 2024 WISCom retreat, the African community resolved to have a more collaborative and inclusive approach to have the Central hub of Africa. This brought about roping in the EARTH Hub, Africa Wiki Women, West Africa Hub, Africa Great Lakes Hub and Central Africa Hub.
What activities have you completed to produce this draft plan?
| S/N | Activities | Details | Duration (months) | Outcomes |
|---|---|---|---|---|
| 1 | Administration | We hired an Executive Coordinator for WISCom. He oversaw all WISCom related activities, such as Wiki Indaba conference, Africa Agenda and pan-African hub conversations. | 1-12 | These tasks strengthened communication, collaboration, and alignment across WISCom members, African affiliates, and partners. They facilitated information flow, provided updates on the Africa Agenda and Pan-African Hub conversations, ensuring inclusive dialogue and continuity. These efforts enhanced WISCom’s effectiveness, built stronger stakeholder engagement, and advanced strategic goals for the African Wikimedia movement.
Some other outcomes include:
|
| 2 | 2024 WISCom retreat | The 2024 WISCom retreat was panned to include the various hub initiators in Africa. | 1 | It was during the retreat that we realized we needed a new approach for the pan-African hub, one that includes EARTH Hub, Africa Wiki Women, West Africa Hub, Africa Great Lakes Hub and Central Africa Hub. |
| 3 | Meeting with WMF hub and advancement team | We had meetings 5 meetings with the WMF hub and advancement team. These meetings held on November 25, 2024, December 12, 2024, January 13, 2025, February 19, 2025 and March 12, 2025. | 1-6 | At the times where it was becoming challenging to the various hub initiators and WISCom to align on certain elements, these 5 meetings with WMF helped us to find a mutual ground and get back on track towards our common goal. |
| 4 | Pan-African hub stakeholders meetings | These meetings were spearheaded by WISCom, with EARTH Hub, Africa Wiki Women, West Africa Hub, Africa Great Lakes Hub and Central Africa Hub represented. | 1-6 | These meetings helped us understand how the community wanted the pan-African hub structure to function in partnership with the regional hubs and thematic organizations like Africa Wiki Women and WISCom. It also provided the opportunity for us to start thinking what the roles and services of each stakeholder should be. It was during the course of these meetings that the Wikimedia community in Central African got inspired to join the conversation and start the Central Africa Hub. |
| 5 | Afrika Baraza Community engagement on hubs | We had segments of the 2025 Afrika Baraza sessions dedicated to hub conversation during which we shared the pan-African hub progress update with the African community. | 1-8 | These Afrika Baraza community updates enabled us to carry the African Wikimedians along in the pan-African hub conversations beyond their hub leaders. The most significant one among the Afrika Baraza sessions was the Wikimania 2025 Afrika Baraza session where we presented the journey so far up to where we now have a draft framework for the pan-African hub. |
| 6 | Pan-African hub framework drafting | The stakeholders suggested that the framework drafting should be led by the Afrika Baraza working group. The Afrika Baraza working group constituted a framework drafting committee made of two representatives from EARTH Hub, Africa Wiki Women, West Africa Hub, Africa Great Lakes Hub, Central Africa Hub and WISCom. | 1-3 | The framework drafting committee was able to define the following clearly:
|
| 7 | Africa Agenda Implementation | As the custodian of the Africa Agenda. WISCom is responsible for the implementation of the action items referenced within. We conducted a survey on the action items the community would like to prioritize. | 1-11 |
|
| 8 | Afrika Baraza | WISCom took on more responsibilities on the Afrika Baraza working group through its Executive Coordinator in order to ensure efficency. | 1-12 |
|
In which community channels have you announced your draft plan?
