Project Goal[edit]

What will be the outputs of your project and how will those outputs contribute to advancing a specific Movement Strategy Initiative

From the end of 2021, the public association "Kadam" and Wikipedian Bosogo has begun work on the study and development of the Kyrgyz Wikipedia. We analyzed the history of the development of the Kyrgyz Wikipedia and identified several shortcomings. However, our analysis were informal and not a systematic research work.
On a pilot basis, we trained 25 students and conducted several seminars on Wikipedia for students of the Faculty of Philology of the Kyrgyz Language of the Kyrgyz National University. During this period, a number of problems were identified:
  • lack of awareness of the Kyrgyz speakers about Wikipedia and that everyone can edit Wikipedia (many do not know how Wikipedia works, and also do not realize the importance);
  • Initially a small community and the lack of regular and systematic involvement of potential Wikipedians;
  • lack of available online training materials in Kyrgyz language about Wikipedia for those interested to learn about it and contribute, regardless of where they are located;
  • difficulty and inability to work with materials, texts (does not know what to write about, the reason may be the lack of templates, good articles);
  • problems of an untranslated interface and guides integrated into Wikipedia to bring things up to date;
  • lack of public awareness of the Movement Strategy, Wikimedia projects and other reasons.
These problems are closely related to each other, therefore, for the successful development of the Kyrgyz Wikipedia, it is necessary to carry out comprehensive work. Our project is in line with the initiatives mentioned below.

A sustainable community will allow the Kyrgyz Wikipedia to develop further. To do this, first of all, it is necessary to translate the main educational materials and necessary pages into the Kyrgyz language, adapt the interface, invite new potential, motivated Wikipedians, raise awareness of the Movement Strategy and support community growth. We will attract new participants through trainings at universities, through announcement and selection on Wikipedia and social networks, through courses that we have translated and created "Introduction to Wikipedia" in the Kyrgyz language, etc. Potential new Wikipedians can be: university professors, students, librarians, journalists, activists, schoolchildren, etc.

Where will your project activities be happening?
The project will be implemented offline and online in Bishkek, Kyrgyzstan. The project includes working with data, translating materials, improving the Kyrgyz language Wikipedia interface, as well as conducting seminars and trainings to educate and integrate new Wikipedians into the community. Trainings will be held in offline (in-person) and online formats. Guests from other Wikipedia communities, local Wikipedians, encyclopedia authors, and others who can help develop Wikipedia or develop the skills of Wikipedians will be invited as guests of the workshop.
Who are the participants of this project: The participants or “newcomers” of this project are students of universities in Kyrgyzstan, schoolchildren, as well as all interested persons in the development of Wikipedia in the Kyrgyz language and our community. We pay special attention to the diversity of participants (gender, nationality, age, profession, etc.) in all our events.
In this project, we also planned a three-day offline skill development training for 25 Wikipedians. Until the end of this project, we will work with offline-trained Wikipedians to develop the community and fill the Kyrgyz Wikipedia with content.
When funding online and offline trainings, we have requested funding only for a three-day offline skills development training for 25 Wikipedians and for the translation of the online courses “Introduction to Wikipedia” from Russian and English. And other online seminars can be held in different ways depending on the number of participants, the needs of the participants and the capabilities of the team. NGO "Kadam" undertakes the financing of online seminars that are not included in the project budget. The project team is ready to do everything possible for the successful implementation of the project.
When translating materials, the project manager will work with translators and interact with Wikipedians participating in the project. We Bosogo and Элдин беги take full responsibility for the translation work.

The project team applying for this project from Kyrgyz speaking community is responsible for the implementation of this project. The representatives of the KZ and UZ communities will be participating during the educational training. They will be invited to participate in the form of giving a speech about the state of their communities and other issues, the topics of their speech will be decided during the project realization.
What specific challenge will your project be aiming to solve? And what opportunities do you plan to take advantage of to solve the problem?
The objectives addressed by this project include:
Translation of the Movement Strategy related important pages from EN to KY. As well as some policy pages. The list of pages for translation is provided below in this project proposal. Kyrgyz speaking community has no knowledge about the Movement Strategy. This is due to the information not being available in the local language. We want to make it available.
After the translations are ready, we plan to hold a three-day offline training for our community members, where we plan to conduct various skills development workshops and discuss recommendations for the Movement Strategy and current work. We plan to invite experienced members of the community and other communities, as well as people from the Wikimedia Foundation, to share news from the foundation and their experiences. In order to protect the rights of users and form a regulatory framework in the native language, the internal system of the Kyrgyz Wikipedia requires translation of the policies of the Wikimedia Foundation and Wikimedia Commons.
Translation of Wikipedia educational materials and creation of a Wikipedia training course in the Kyrgyz language. The lack of accessible information about how Wikipedia works in the Kyrgyz society has a negative impact on the development of the Kyrgyz Wikipedia. In order for new Wikipedians to be born, to acquaint the Kyrgyz public with Wikipedia, to increase people's interest in Wikipedia, we need to create materials that teach Wikipedia in the Kyrgyz language. To address this mentioned challenge, we plan to translate an online course "Introduction to Wikipedia" into Kyrgyz and translate educational materials on Wikipedia itself into Kyrgyz language. After we have conducted our trainings offline and once the general public has access to the Introduction to Wikipedia online training in Kyrgyz, we plan to match peers. We will make a list of experienced community members with the new ones and develop a working details with them.
Community sustainability. An up-to-date and reliable encyclopedia is created by users, the most important part of which are wikipedists. After all, it is on their shoulders that all work falls and a community is formed from them. Therefore, without a stable and sufficiently large community, there is no prospect of development.
The Kyrgyz Wikipedia has very few regular contributors. Which, in addition to the above, leads to problems associated with the loss of pre-existing practices, competencies, the implementation of administrative actions, motivation, decision-making, the definition of rules and filling Wikipedia with content.
As the first steps in overcoming the current situation, we have identified pages and training materials that need to be created by ourselves or translated from English / Russian into Kyrgyz. Having thus prepared a learning platform, we will help increase the overall competence of the community and move on to attracting and training potential Wikipedians. To strengthen the community, we will organize meetings and trainings.
Increase information content and convenience. For the productive work of Wikipedians, informative and functional pages of the “Wikipedia” namespace have not been created or require improvement. To do this, we will translate and rework the necessary pages.
Language support. The development of the Kyrgyz Wikipedia is directly related to the development of the Kyrgyz language, because one of the functions of the language is the transfer of knowledge. At present, the Kyrgyz language does not cope well with this function, which has an extremely negative impact on the position of the language. Therefore, we consider Wikipedia as a platform where volunteers can influence the language with their efforts. We also believe that the activities to develop our language section and inform about it will be a good example that the Kyrgyz language can and should fulfill its function.
Does this project aim to apply one of the examples shared in the call for grants and if so which one?
Yes, partially. We reviewed the grants awarded to date and used the information from the Movement Strategy translation project.

Project Activities[edit]

What specific activities will be carried out during this project? Please describe the specific activities that will be carried out during this project.
The project includes the following project implementation stages:
  • Creation of a project team and gathering of interested parties for project marketing;
  • Translation of Wikipedia educational materials and creation of a training course in the Kyrgyz language;
  • Translation of Wikimedia pages;
  • Recruitment, training and integration of new Wikipedians into the communit;
  • Project evaluation.
The following activities will be carried out within the framework of this project.
1) Creation of a project team and gathering of interested parties for project marketing. The first stage involves the assembly of the team and it is almost done. These are project coordinators, Wikipedians, translators, volunteers and others. Before starting to write this project, we talked to all the wikipedists of the Kyrgyz Wikipedia, and they all supported this project. As a result, for the first time in the Telegram chat, a group of Kyrgyz wikipedists called "Wikimedians of Kyrgyz Language" was created. Project coordinators and facilitators have been identified. The organization "Kadam" has a group of volunteers who want to help organize various events and trainings. For a full-fledged project team, we need translators who will translate the necessary translation work in a quality manner. We will hire translators and help with Wikipedia texts. Bringing Wikipedia to the general public requires good management and marketing. Therefore, we designated the first stage as the stage of searching for interested persons and parties.
2) Translation of Wikipedia educational materials and creation of a training course in the Kyrgyz language. We will translate and adapt the educational material “Introduction to Wikipedia” from the educational platform from Russian into Kyrgyz and will post the course on or such an accessible place. . And we will also translate, adapt “Introduction to Wikipedia” from the English Wikipedia and create navigation in the Kyrgyz Wikipedia. As soon as the Introduction to Wikipedia course is translated into Kyrgyz, we will have a great opportunity to spread the course through social networks, media and seminars, among higher education institutions, colleges and organizations.
3) Translation of the Movement Strategy and other pages:. In order to protect the rights of users and form a regulatory framework in the native language, the internal system of the Kyrgyz Wikipedia requires translation of the policies of the Wikimedia Foundation and Wikimedia Commons. For example: currently important Wikipedia pages are not translated into Kyrgyz, such as:
  • Movement Strategy;
  • MSIG grants.
  • Wikimedia policies, disclaimers and related pages;
  • some Wikipedia namespaces pages;
  • Wikimedia Commons policies, guidelines and some pages;
Of course, translated important pages do not directly bring in new Wikipedians. But young students who are interested in Wikipedia will have the opportunity to become fully familiar with Wikipedia, which will create good conditions for them to stay on Wikipedia and develop further.
The number of new participants may increase after the online course "Introduction to Wikipedia" is translated into the Kyrgyz language, developed and placed on the main page. Also, as part of the project, we will organize meetings among Wikipedians in order to maintain the stability and growth of the Kyrgyz Wikipedia community.
4) Recruitment, training and integration of new Wikipedians into the community. For the sustainable development of the Kyrgyz Wikipedia, it is necessary to expand the community and develop skills in working with Wikipedia and participating in the global Wikimedia movement. (Additional information: Since the development of the project, members of our Kyrgyz Wikipedia team began to participate in the global Wikimedia movement by participating in two international forums. These forums are: Wikipedia CEE meeting 2022, Istanbul Wikidata 2022 and we plan to continue to participate actively.) Therefore, we need to integrate new potential Wikipedians. And to attract new Wikipedians, we will distribute the online course "Introduction to Wikipedia" on social networks, we will hold seminars at universities or to interested people in the community. For those who are interested, we will open separate groups in Telegram or other platforms like WhatsApp and help you explore Wikipedia.
To develop the skills of Wikipedians, we will bring together experienced, active Wikipedians and newly joined motivated Wikipedians and hold a three-day offline training. The details will be provided. To provide the details, we will first plan and design the offline workshop with details of what happens after the work. We organize an outreach to find interested participants through different channels (social media, local news agencies). We will select interested and motivated participants to joing the offline workshops. We will especially attention to the diversity of participants (gender, nationality, age, proffession, ets.) This training should be brought to a level where each participant can explain and become a Wikipedia speaker. The training will take place offline in Bishkek. We will unite all wikipedian of the Kyrgyz wiki community and create a platform for further interaction.
5) Grade. The evaluation phase aims to measure the results of the project, identify the strengths and weaknesses of its implementation, and communicate the results and tell the story to like-minded communities.
  • Project evaluation. The project will be evaluated on the basis of the activities implemented in the previous phases in order to better plan similar projects and programs in the future. The project is considered successful:
- when the specified pages are successfully translated and placed in the Kyrgyz Wikipedia,
- When 50 people successfully completed the training course "Introduction to Wikipedia", prepared in the Kyrgyz language
- When 5 new active editors appear at the end of the project
- When a navigation course teaching how to write Wikipedia articles is successfully written in the Kyrgyz Wikipedia, etc.
  • Making report. The main results of the assessment, together with a brief description of the project implementation, will be reflected in the overall project report, which will be available to the public on the project's Meta page.
  • Story. We intend to engage in storytelling by writing concrete reports in which we share our knowledge and positive experience of the project with other communities in the Wikimedia movement. And also we want to write a couple of blog posts on the Diff Wikimedia platform.

  • Сommunity portal. All news, competitions are uploaded to the community portal of Kyrgyz Wikipedia, and also distributed through social networks.

Who will be responsible for delivering on this project and what are their roles and responsibilities?
This project will be implemented by the public association "Kadam" together Bosogo Wikipedia user and Kyrgyz Wikipedia community. The public association "Kadam" is responsible for the implementation of the project.
We plan to hire two freelance translators (Russian-Kyrgyz and English-Kyrgyz). We will also pay for the work of two project coordinators (project coordinator and event and public relations coordinator) who will work on the implementation of this project. Specialists will also be involved in conducting trainings.

  • CoordinatorBosogo (Aibek Koenaliev). Works with the community on translation and meetups issues. Implements translation. Performs a general translation check and controls the uniformity of terminology used in Wikimedia projects and inserts them into the relevant pages. If necessary, he corrects the translations.   • Volunteers (Volunteers of public association "Kadam"). The task of volunteers is to support the implementation of projects and events, work with the Kyrgyz wiki community, etc. They will not be responsible for the implementation of the project. As part of the project, we will hold online meetings using the Zoom and Meet programs. However, these expenses will be covered by the Kadam public association.

Yes, the project includes translation. Translation will be made from English and Russian into Kyrgyz. We plan to hire translators. Eldin Begi is responsible for translators and translation work.

We really want to implement this project. In the summer, we first gathered Wikipedians and an open telegram group. But there are only 11 people in the group. Four of them came from a pilot project that we ran until May. Therefore, it is difficult to call all of them experienced or omniscient Wikipedians. But we are trying to improve the Kyrgyz Wikipedia. This grant will help us change and improve the state of our Kyrgyz Wikipedia community.
Youth Day is celebrated in Kyrgyzstan on November 10. On November 11, a fair of youth organizations was held in Bishkek on the occasion of Youth Day. We also went there and introduced Kyrgyz Wikipedia and its importance to young people. Many young people were interested in Wikipedia. We will use such opportunities to make this project as effective as possible. And this grant project will give strength to our team and help solve important problems that have not been solved.
Brief information about "Kadam" public association.
"Kadam" public association was established in December 2020, and was officially registered on April 30, 2021. Since then, we have been carrying out small and large projects in the field of education, ecology, Kyrgyz language development. And since the last months of the fall of 2021, we have started to study and develop the Kyrgyz Wikipedia. We adopted the Kyrgyz Wikipedia as one of our regular projects and called it the Wiki Kadam (Step) project.   • I support this Project, Kyrgyz Wikipedia needs to write/translate more articles, important Wikipedia pages as Movement Strategy, Usage policies, grant proposals etc. Also this proposal includes development of materials/courses in Kyrgyz on "how to write articles on wikipedia", it is necessary to our community and would make volunteer recruiting and teaching process easier. Kyrgyz language relies mostly on activists, who promote it by every possible means without any support from government. So such grants are important for them to continue their work.   • I support this very important project, because the Kyrgyz Wikipedia as a project has almost stopped in one place for the last 4 years. We need to translate a lot of articles from different languages to the Kyrgyz Wikipedia. It is a part of the citizenship struggle to allow all the Kyrgyz speaking people to get an unbiased online information on any important issue with the concise encyclopaedic background. I met wih the members of the PA Kadam and once gave them a lesson how to write an article in Kyrgyz for the Kyrgyz Wikipedia.
