台灣分會在2019年透過維基愛古蹟活動,累積了與政府部門合作、溝通的經驗。

Wikimedia Taiwan has accumulated experience in cooperating and communicating with government departments through the Wiki Loves Monuments in 2019.

2019年維基愛古蹟的活動,我們成功邀請到台灣文化部與我們共同主辦。這場合作起源於理事會成員的介紹,經過兩次會談,確認了執行的細節。我們雙方決定除了9月舉行維基愛古蹟,10月分合辦一個台灣本地的賽事,徵求有關庶民生活記憶的照片徵件比賽「集記憶」,兩個賽事合稱「集思廣憶」。

At the Wiki Loves Monuments 2019, we successfully invited the Taiwan Ministry of Culture to co-host it with us. The cooperation originated from the introduction of members of the council, and after two meetings, the implementation details were confirmed. In addition to holding the Wiki Love Monuments in September, we decided to host a local Taiwan event in October, soliciting a photo submission contest on the memory of the people's lives, “ collecting Taiwan memories(集記憶)”. The two events are collectively called “braining memories(集思廣益)”.

關於活動的細節如下:

  • 宣傳:雙方採用相同的主視覺圖,但各自設立入口頁面;社群網站上各自張貼宣傳文章;另外印製海報,由文化部要求所屬機關張貼。
  • 徵件方式:參加維基愛古蹟的人使用Wikimedia Commons上傳照片,參加「集記憶」賽事的則透過文化部網站上傳。但是兩邊都要求參賽者採用CC-BY-SA 4.0授權,兩邊徵得的照片可以相互收錄。
  • 評選:由雙方代表和三名外聘的專家組成評審小組負責評選。
  • 教學活動:共舉行五場工作坊,兩場愛古蹟、三場集記憶。教民眾如何拍照、掃描、上傳,以及輸入元數據。
  • 後續活動:舉行頒獎典禮,並在台灣不同地區舉行四場成果展覽。還有兩場工作坊,學習如何以維基平臺寫作。
  • 資源分配:台灣分會依過去經驗提供了大多數的賽事內容建議,也提供了照片整理人力。同時,我們也分擔工作坊的場地、餐飲、文宣、差旅的費用;獎金和評審費用由雙方分攤(政府分攤較多)。文化部提供了行政支援,以及工作坊、頒獎典禮的大部分費用。

Details about the event are as follows:

  • Publicity: Both parties use the same Main vision, but each has its landing page; publicity articles are posted on the social media; posters are also printed and the Taiwan Ministry of Culture requires the affiliated institutions to post them.
  • How to apply: Those who participate in Wiki Loves Monuments use Wikimedia Commons to upload photos and those who participate in the "collecting Taiwan memories(集記憶)" contest upload it through the Taiwan Ministry of Culture website. However, both sides are required to use CC-BY-SA 4.0 authorization, and the photos collected on both sides can be included in each other.
  • Selection: A review team consisting of representatives from both parties and three external experts is responsible for the selection.
  • Teaching activities: Five workshops were held, two were “wiki love monuments” and three were “ collecting Taiwan memories(集記憶)”. Teach people how to take photos, scan, upload, and enter metadata.
  • Follow-up activities: An award ceremony and four exhibitions of results in different regions of Taiwan. There are also two workshops to learn how to write on the Wiki platform.
  • Resource allocation: Wikimedia Taiwan provides suggestions for most of the content of the event based on experience and also provides manpower for photo organization. At the same time, we also share the cost of the workshop's venue, catering, publicity, and travel; bonuses and review costs are shared by both parties (Taiwan government shares more). Taiwan Ministry of Culture provides administrative support and most of the costs of workshops and awards.

這次合作十分成功,因為徵件數量有增加,文化部也主動要求2020年繼續合辦,顯然對合作過程感到滿意。

This cooperation was very successful because of the increase in the number of submissions, and the Ministry of Culture also actively requested to continue co-organizing in 2020. Satisfied with the cooperation process.

我們在這次合作中學到的經驗有:

  • 維基媒體運動在台灣確實有影響力。我們原本認為,雖然台灣民眾習慣閱讀維基百科上的資訊,但是對於貢獻維基內容的活動沒有興趣。所以透過文化部協助宣傳及提供更多獎金,才讓更多人參與這次的徵件。但是文化部次長在頒獎典獎時卻說這次活動因為跟維基合作,所以參與人數比起以往他們辦的類似活動更多。也就是說,維基這個品牌確實能吸引民眾參與活動。
  • 對資料的認知要與政府部門做更多溝通。文化部與我們合作,是希望能蒐集更多的照片,放到他們建立中的「台灣文化記憶庫」網站之中。雖然這個網站也是一個資料庫,但是這次徵件過程中,我們發現他們蒐集的數據,有些可能無法透過自動化技術轉移到維基。有兩個原因阻礙了這件事的進行:一個是他們要求照片要有200中文字以上的故事,也就是以自然語言撰寫的、非結構化的內容,顯然無法收到維基數據;另外他們要求上傳者設定關鍵詞,但並未對關鍵詞做規範,無法判定使用者設定的關鍵詞指得是類別、地點、事件或其他資訊。我們未來需要從Wikidata整理更多案例,引導台灣的政府部門認同資料結構化的重要性,好讓政府所屬資料庫的內容,能更輕易轉移到維基來。

The lessons we learned in this collaboration are:

  • The Wikimedia movement is indeed influential in Taiwan. We originally thought that although Taiwanese people are used to reading information on Wikipedia, they are not interested in contributing to Wiki content. Therefore, through the Taiwan Ministry of Culture's assistance in publicizing and providing more bonuses, more people can participate in this submission. However, the Minister of Culture said at the award ceremony that the event was cooperating with Wikipedia, so the number of participants was greater than similar events they had held before. In other words, the brand of Wikimedia can attract people to participate in activities.
  • Wikimedia community in Taiwan should have more communication about the knowledge of the data with government departments. The Ministry of Culture cooperates with us in the hope of collecting more photos and putting them on the "Taiwan Cultural Memory Bank" website they are building. Although this site is also a database, during the submission process, we found that some of the data they collect may not be transferred to Wiki via automated technology. There are two reasons to for this result: One is that they require stories with more than 200 Chinese characters for each photo, that is, unstructured content is written in natural language, and obviously cannot receive Wikidata. they asked the uploader to set keywords, but they did not regulate the keywords, and they could not determine that the keywords set by the users refer to categories, places, events or other information. We need to organize more cases from Wikidata in the future to guide Taiwan ’s government departments to recognize the importance of data structuring so that the content of government-owned databases can be transferred to Wiki more easily.
