Legal status of staff and costs[edit]
All positions will be contractors (private entrepreneurs or civil contractors), which allows more flexibility per Ukrainian law (e.g. project managers with 0.75 FTE can work full-time when we have a lot of projects and half-time in periods of lower activity). Compensations are hourly.
We are maintaining the $4.1/hr rate for project managers and the $2.25/hr rate for the office-manager from our 2017 grant budget. The rate for the accountant is $3.37/hr.
Staffing plan for 2018[edit]
While recruiting project managers we decided to hire two employees, one based in Kyiv and one in Lviv (two main centres of the Ukrainian Wikimedia community) instead of one employee in Kyiv. We found out that this was a good decision and we intend to continue working this way.
With the increase in activities of the chapter and following the WMF recommendation during the site visit we decided to hire a professional accountant. We estimate that half of the accountant's time will be spend on reporting to the state (which will reduce burden of the Chair of Board who had to submit these reports himself) and another half on accounting of expenses on our projects.
Thus, our staffing plan for 2018 is the following:
- Project Manager (0.75 FTE), based in Kyiv. Job description. Reports to the Chair of Board, works with board members coordinating each programme.
- Project Manager (0.75 FTE), based in Lviv. Same as above.
- Office Manager (0.75 FTE), based in Kyiv. Job description. Reports to the project manager in Kyiv.
- Accountant (1 FTE), based in Kyiv. Job description. Reports to the Chair of Board, works with the Treasurer.
