About community engagement survey
For future conferences
Based on my experience with itWikiCon, which I attended as a volunteer, without a scholarship, having served on WMIT's scholarship committee for the event: I think more clarity is needed when it comes to funds available for scholarships. This event had received grant money from WMF. Then, a chapter committee established who would get the scholarship (chapter money). Recipients were selected based on several criteria: among other things, it was possible for them to explain their level of involvement with the event (were they supposed to present something? moderate something? etc.). Per the link above, after the results were published, though, organizers asked WMF if they could use WMF money for further scholarships, and WMF agreed. Not only I wasn't aware that this could actually happen: actually, we hadn't even run out of chapter money, because we had received fewer requests for scholarships than we had planned for. So, albeit this wasn't planned, obviously, what happened is that the process established by the committee was basically bypassed, and so were its results.
Now, this is different, in my understanding, from what is happening for big events like Wikimania. It is known that there are multiple opportunities to get a scholarship to go there (this is even mentioned in the application process, IIRC). I think that if I got only a partial scholarship from WMF to go to Wikimania, I could just withdraw, apply for a WMIT chapter one, and get a full one if I am lucky. But in no way the chapter committee would assume (or even know, because I could belong to multiple chapters without them knowing, FWIW) that this would be my only shot at going: and certainly they wouldn't allow me to disregard application deadlines.

There are many grant discussion pages. None of them get much conversation alone. The collective effect is that the current system splits similar conversations which ought to be together. Sometime soon, I will merge all talk pages for grants into Grants_talk:Start. Even with many pages merged together I do not anticipate that this one page will get much traffic in the near future.
