Follow-up questions on grant application[edit]

Hello OpenStreetMap Indonesia, thank you for putting in a grant application and for providing further clarifications. We are capturing the key questions and your responses here as well for learning and sharing with the wider community.

Note: The questions were posed by ESEAP Funds Committee and the Programme Officer and responses were provided by OpenStreetMap Indonesia.


General

1) Alignment with the Wikimedia movement: To elaborate and provide specific examples on how this project will contribute to bridging content or knowledge gap on wikiprojects; and why is this important? How do you think this project will lead to potential growth in users, participants or contributors to the wikimedia movement? Could you elaborate on past collaborations with Wikimedia Indonesia and how this project will align with their 2022/2023 work plan?

  • Both POI (Perkumpulan OpenStreetMap Indonesia) and Wikimedia Indonesia work with grassroots-level communities to amplify their voices while creating sustainable and capacity building, free and open knowledge. Through this historical crowdsource spatial data, POI will strengthen the Wikimedia community with open source technology mapping that will show the map and leverage the community with the OSM community in Indonesia. The OSM and Wiki Data platform enables the integration of the data and information for the community, not only use the data but also the community can contribute to adding and sharing the data and information. Wikidata entities can be linked to any kind of OSM object via the wikidata=* key. The key has a format 'Qnnnnn', e.g. Q936 which is OpenStreetMap. When we add and edit the data related to location in the Wikidata platform, we can directly integrate with OSM.
  • For 10 years, POI has been conducting the training with more than 5.000 participants with diverse backgrounds, and many OSM users in Indonesia are concerned with open data knowledge as freely and accessible. Therefore we will promote the Wikimedia to potential growth in users, and they will be interested with integrate the information into the Wikimedia platform, such as integrating Wiki Data and OSM.


  • We started the collaboration with Wikimedia Indonesia in 2014 to support POI becoming an independent non-profit organization in Indonesia and learn together with Wikimedia Indonesia members for sharing the open knowledge technology with the local community in Indonesia. We translated the training materials and tools for local communities so that they can understand and learn about free open knowledge technology. In 2017, we collaborated with Wikimedia Indonesia to build the Language Map WebGIS in Indonesia that visualize the language origin, location, and potential in the region, we could access the WebGIS in this link https://openstreetmap.id/wiki-bahasa/


  • The project will be aligned with Wikimedia Indonesia's goals, POI will support to open the access to knowledge as freely as possible to the people in Indonesia and local languages spoken in Indonesia. To pursue this mission, we employ a number of strategies and activities to encourage public involvement in Wikimedia projects. In addition, we continue to collaborate with educational institutions, GLAM, and other organizations, to support the growth of content amount in the Wikimedia projects, both in quality and quantity; thus, it can be widely used by all entities in Indonesia (specifically) and globally. The spirit of free and open data has been initiated by Wikimedia Indonesia, one of which is through GLAM (Galleries, Libraries, Archives, and Museums) in Indonesia by inviting inclusive communities to collect data on historical places through the Wikipedia, Wikimedia Commons, Wikidata, and Wikisource platforms. Wikimedia Foundation projects, including each language’s Wikipedia, display maps using OSM data. We will collaborate with educational institutions through youth people to involve them in the project.


The project will support the strategy and activities of Wikimedia Indonesia in 2022/2023,

  • Strategy 5: Organize events to increase participations on Wikidata.
    • Activity 1: Organize in-person Wikidata workshop for community members.
    • Activity 2: Organize in-person Wikidata workshop for schools or universities.
    • Activity 3: Organize online Wikidata workshop for public.
    • Activity 6: Organize data contest to invite more participants to Wikidata.
  • Strategy 6: Collaborating with external organizations to enrich contents on Wikimedia projects.
    • Activity 1: Digitization at GLAMs.
    • Activity 2: Outreach and visit to local GLAMs.
    • Activity 3: Make posters, booklets, books available for individuals/organizations who take part in collaboration.
    • Activity 4: Internship activity to introduce GLAM sector to students/fresh graduates.
    • Activity 5: Outreach and visit schools or universities by online.
    • Activity 6: Internship activity to introduce Education program to students/fresh graduates.
    • Activity 7: Training of trainers for new prospected volunteers to involve in Education program.
    • Activity 9: Outreach and visit potential organizations to collaborate in Wikidata.
  • Strategy 7: Increasing participation from local communities in Wikimedia projects.
    • Activity 1: Organize local contest in which local contributors acted as organizer.
    • Activity 2: Provide support for local community members to participate online in Wikimedia projects.
    • Activity 3: Provide support for local community members to strengthen their bonds within the community.

2) Could you elaborate on the new digital mapping platform that you hope to develop through this project with Wikimedia Indonesia? Is there a mock-up or samples of the platform you have in mind? Why do you think the digital mapping platform could increase the awareness and interest of the communities, mainly youth in learning and visiting historical infrastructures? How and why do you think the platform will engage more people to contribute? Do you know the baseline level of engagement and the change you expect to see with the implementation of this platform? How will the finished product be shared/ conveyed and used by a wider audience?

  • We will develop the new digital mapping platform using OSM and open web mapping that could visualize the distribution of objects and be accessible to the local community and public. They can use the platform to explore and access the information about the GLAM and find the nearest location from their home or places when they visit the region. After they get the information, they will be interested to visit the GLAM and enrich the data using OSM and Wikidata. If they find the new information in the location, they can support updating the data and information using OSM and Wikidata. The free and open-source technology enables sustainability and involves multiple people in the project.


  • The development of free and open technology can serve as a bridge or solution for accessing information that can be seen and owned by the public. Increased and improved internet access and communication infrastructure are further reasons that conservation and revitalization of ethnic, cultural, and historical places in innovative and creative ways are possible, by using a free and open map, OpenStreetMap (OSM). A map is a communication media that can effectively describe the distribution of information. With a map that is open and easily accessible to anyone, information on historical places in Indonesia can be maintained and developed. OSM also allows the involvement of the community to contribute by adding or updating important information related to cultural and historical places in the area where they live so that the community can also contribute to monitoring the state and condition of ethnic, cultural, and historical places. We also add the information about the access for people with disabilities in the historical places, the local disability communities can visit the museum, galleries, and libraries.


  • Through this mapping platform, we support the government in promoting and marketing the GLAM object, so the people want to visit the museum and increase the number of tourists. The leverage of the project aim, is we also support the local community in social economics, the people who live surrounded by GLAM could be increased their social-economic by selling the local product.
  • At the end of the project, we will create a platform to upload the training material in Bahasa for contributing to and sustainable development the project. We also conduct the webinar and create the video, and articles to promote and describe the mapping platform. The project output will be provided the open map WebGIS like the mock-up in this link https://wikisocph.github.io/eph-historical-markers-map/# that support communities, governments, public and universities to visualize open data and information and also identify the historical places in their region.


3) How do you plan to recruit your target participants (i.e. youth and people with the disability community)? How will the platform be maintained after the end of the project? Will you also be running in-person activities?

  • We will conduct the socialization event to explain and promote the project that will be shared with our networking youth people educational institutions and the local community. The audiences will become potential participants in the project implementation. In the event, we will share the google form to register and select the participants in the training and edit-a-thon event. Within the budget revision, we could not invite the disability community and run in-person activities. We will conduct the workshop and mapping competition by online. In the project, we will add information about the access for people with disabilities in the historical places, so the local disability communities can use the platform and visit the museum, galleries, and libraries.
  • The platform will be maintained by Wikimedia Indonesia to promote the GLAM project and share it with the community, government, and public. POI also will use the platform to maintain the historical object from the OSM community in Indonesia. The project aim, the platform will use by the local government to increase the visitor, awareness of historical places, and tourism in their region.


4) Which provinces / regions in Indonesia will be prioritised in terms of new/ improved content (maps) under this budget?

  • We have prioritized the 3 region with OSM and WIki Data gaps about historical infrastructure and a representative from Sumatera (Aceh or Palembang), Kalimantan (Kutai Kartangerara), East Indonesia (Makassar, Kupang, or Kendari). The ESEAP Funds Committee and Programme Officer sees a number of strengths in your application. This includes

  • Programme delivery and innovation: We recognise that this project could potentially lead to more awareness and engagement of young people in using and contributing to open source data. We value the innovative approaches you have proposed for young people to learn about Open Street Maps and Wikidata through training, mapping, edit-a-thons, data validation and usage. While the project may not be youth led, it encourages active participation and inputs at every stage from young people.
  • Organisational capacity: We learn that the project team has previous experience working with young people and running large scale mapping competitions which could be applied to this project. We also see potential learnings between Wikimedia Indonesia and Open Street Maps on content and organisational skills. With your extensive experience in working with young people, we would be interested to learn more about youth safeguarding training, policies you have in place and youth engagement approaches you adopt in programmes. These could be useful learning material for other partners in the region.
  • Learning and evaluation: We observed you have well-developed data tools and project analytics and would be keen to learn more about them in our future interactions.
