RESPONSE: Four learning questions were presented to the members which centered on Promotion of Open Knowledge, Participation, Diversity and Inclusion, Partnership and Collaboration and Pursuit of Purpose with the aim of refining the organization's main strategies. The inputs provided by the participants were insightful and essential in the crafting of the annual plan. We aim to solve PhilWiki Community’s main problem: the need to address sustainability of activities, empowering volunteers and enhancing its capacity while being consistent with Movement Strategy.
Key insights on Promotion of Open Knowledge: It is essential for potential members to fully grasp our mission and objectives, and how their involvement can contribute to meaningful change. Cultivating a community that values collaboration in building free knowledge ensures sustainability of outreach efforts, advocacy programs, and online campaigns. Through diverse campaign platforms, new volunteers from different sectors can contribute to our goals.
Key insights on Participation, Diversity and Inclusion: A diverse approach is needed to boost participation from various sectors within the society. Collaborations with institutions that preserve our history, indigenous Philippine languages and traditions. Policies should promote diversity by encouraging women and underrepresented groups to participate. New editors need training on Wikimedia rules, covering community guidelines, editing processes, and content creation best practices, while emphasizing copyright laws and ethical standards. Workshops should provide hands-on experience to help them contribute confidently to the Wikimedia movement.
Key insights on Partnership and Collaboration: Partnerships with GLAM institutions, educational organizations, and professional groups can enhance the Wikimedia movement in the Philippines ultimately broadening the audience. Collaborations create opportunities to enrich Wikimedia projects by providing open access to unique cultural resources and by integrating Wikimedia into curricula, especially in history subjects. Digitizing collections as well as organizing exhibitions and workshops will engage new contributors, and raise public awareness, supporting Wikimedia’s mission for free, accessible information.
Key insights on Pursuit of Purpose: Empowering Filipino volunteers requires training, resources, and opportunities to support Wikimedia's strategic goals. By promoting community engagements, we can ensure knowledge equity and enhance Wikimedia's service to diverse communities. Recognition and reward systems can motivate volunteers, acknowledging their contributions and fostering a sense of community.
Here is the profile of the participants in the Community Engagement: Out of 16 respondents, 9 are female, highlighting a significant representation of women in this particular group. Of these individuals, only 6 consider Wikipedia to be their home Wiki, which indicates varying levels of connection to the platform. Furthermore, 7 participants have been actively involved in the movement for at least 3 years, demonstrating a commitment to contributing to the broader goals and initiatives. Among the respondents, 9 belong to the Bikol Wiki Community, reflecting a strong regional engagement, while 5 are affiliated with Wiki Clubs, showcasing diverse avenues of participation. This varied demographic information provides valuable insight into the composition and backgrounds of the respondents, allowing for a better understanding of the community dynamics and the different experiences that contribute to the movement's growth and sustainability.

Community health and engagement

7) Could you provide more information on the process of putting together the 2025/2026 annual plan, consultation with communities and avenues of feedback from the community. For example: How does this -> File:GLAM Wiki Conference PH Strategy Session clustered answers.pdf - Meta feature in 2025/2026 annual plans/ activities?

RESPONSE: During the conference, we asked the participants to engage in the discussion on GLAM Strategy with the following questions: What do we want to achieve in the next 12 months as a Community? What activities, projects or programs of Wikimedia are you most interested in? Why? How can Wikimedia communities help GLAMs (galleries, libraries, archives and museums) share their knowledge?
Two methods were used in gathering insights and ideas: Google form survey and post-it notes utilized during the conference, collecting their feedback and perspectives. A total of 13 individuals participated via the Google Form while 20 individuals out of the 34 respondents on the post-conference survey indicated that they actively participated during the strategy session held on Day 2, providing a richer context for the discussions. This method allowed us to better understand the diverse viewpoints of the participants, ensuring that a wide range of ideas was captured for future implementation. The combination of these methods promoted an interactive environment where attendees were encouraged to express their thoughts freely, contributing to a more dynamic and engaging conference experience.

10) For  Bikol Wikisource Train the Trainers 2024 and GLAM Wikiconference Philippines 2024, we would like to know:

RESPONSE: The major outcome of the Bikol Wikisource Training of Trainers is the approval of two (2) local editions of Wikisource as a result of collaborations and engagements with college students and teachers across various institutions.This effort not only empowered participants but also encouraged them to take ownership of their linguistic heritage.
Bikol Wikisource was launched in October 2024, becoming the first Philippine language-based Wikisource project, setting a precedent for other regional languages in the country. To date, the Bikol Wikisource has a total of 1,936 pages, each contributing uniquely to the documentation and dissemination of Bikol literature and culture.
With the growing Wikisource community in the Philippines, another significant milestone was achieved when another local edition of Wikisource was approved last March 2024. The Tagalog Wikisource became the second Philippine language-based edition of the project, which was originally proposed in August 2010, reflecting the sustained interest and investment in making valuable resources accessible in native languages.
Another vital result of the training is the formation of the UNC Wiki Club, an extra-curricular club composed of BS Architecture students and faculty who are enthusiastic about knowledge sharing and community collaboration. There is an ongoing discussion to formalize a partnership between PhilWiki Community and the University of Nueva Caceres, which aims to expand the reach and impact of these educational initiatives, fostering a culture of academic engagement and digital literacy among students.

As for the impact of the GLAM Wiki Conference Philippines, in September 2024, the GLAM Wiki Conference Philippines was held at the UNESCO World Heritage City of Vigan in partnership with the National Museum of the Philippines – Ilocos. Since then, more than a dozen GLAM outreach activities have been conducted in various institutions in Manila, Ilocos Norte, Ilocos Sur, Camarines Sur, Albay, Sorsogon, Cebu and Negros Occidental. The 3-day national training conference gathered different cultural heritage advocates and professionals from GLAM institutions with the vibrant Wikimedia communities. Anchored on the theme “Empowering Communities Toward an Accessible Knowledge of Cultural Heritage,” participants discussed collaborations on open digital resources and cultural preservation.
To date, volunteers have discovered valuable manuscripts and collections displayed at various locations including the National Archives of the Philippines in Manila, Malacañang ti Amianan in Ilocos Norte, Baluarte Zoo and Safari Gallery, Crisologo Museum, and Ilocos Sur Provincial Jail, which offer unique insights into local history and heritage. In Naga City, there is the Rizalian Library at Knights of Rizal Naga City Chapter serves as a repository of Rizaliana literature and its organization can also be a potential local partner, the James O’Brien SJ Library, Raul S. Roco Library, Museo ni Jesse M. Robredo, Museo Historico de Universidad de Santa Isabel, Museo del Seminario Conciliar de Nueva Caceres, and the University of Nueva Caceres Museum.
We have conducted outreach activities at the National Museum of the Philippines – Daraga in Albay, which showcases the natural history of the region; Museo Sorsogon, emphasizing local heritage; and the vibrant Port San Pedro, along with the Museo de Parian, Yap-San Diego Ancestral House, Casa Gorordo, and National Museum of the Philippines – Cebu. The images captured by the volunteers in these diverse locations not only give us a glimpse of these invaluable resources but also promotes accessibility to the information.
There is an on-going discussion to formalize a partnership between PhilWiki Community and the Center for Partido Studies - Partido State University as a result of the conference.This partnership aims to enhance research initiatives, promote educational programs, and facilitate knowledge exchange that could significantly benefit both organizations as inspired by the CBSUA Wiki Education now on its 2nd year of implementation.
We supported initiatives proposed by GLAM Wiki Conference participants. International Wiki Loves Folklore and Earth winners organized the Wiki Takes Bacolod and Silay in October 2024, while three other Wiki Loves Philippines winners formed Team Wiki Loves Birds PH and participated in an international bird photography race in Puerto Princesa City in November 2024. These fun-filled photo scavenger hunts were the latest photography outreach activities of the PhilWiki Community in the Central Philippines which coincided with the Masskara Festival and the Puerto Princesa Underground River 7th International Bird Photography Race, respectively.
Wiki Takes Bacolod and Silay participants, which consisted of Cebu-based photographers called Putowalkers, captured a total of 177 free-licensed images as a result of the 2-day photography hunt. Meanwhile, Team Wiki Loves Birds PH conducted an outreach activity in Puerto Princesa City to increase the quality and quantity of free licensed images of bird species on Wikimedia Commons. The team won Best in Uniform and captured a total of 80 images of different species of birds found in Palawan now available on Wikimedia Commons.

  • 10b) Did your event(s) have any impact that you did not expect, positive or negative?
RESPONSE: One positive impact of the sustained activities is the active involvement of the members. Participants have observed that they do not experience burn-out in joining the activities because of the variety of programs that PhilWiki Community conducts year-round.   • 10c) Please tell us about the top 2-3 innovations (new to you and your community) or things you tried at the conference/event?
RESPONSE: One top innovation in the GLAM Wiki Conference is having side events: Wiki Takes Vigan and Wikisource Loves Manuscripts proofreading activity which engaged the participants. Additionally, we offered an actual macro photography workshop. Cultural walks and tours were also organized, enabling attendees to truly appreciate our heritage and history through firsthand experiences of historical sites and local traditions. Through this innovation in the activities, the conference program became more experiential rather than theoretical, enriching the learning process and leaving a lasting impression on all involved.
We are able to maximize our budget by holding 2-in-1 activities such as conducting two different sessions/workshops within a day and ending the event with a celebration or awarding ceremony. The joint WILMA PH Graduation Graduation and Proofreading Challenge 2024 Awarding Ceremony held on National Heroes Day in August 2024. In November, we conducted a whole day of back-to-back activities on the Intro to Wikisource during the morning session, and the 17th Bikol Wikipedia Day celebration and launching of Wikipedia Asian Month 2024 in the afternoon. Last March 2025, side events were also conducted as part of the annual meeting namely a forum on translation attended by the Wiki Club Minalabac, and a session on Feminism+Wiki Loves Folklore in the afternoon participated by the community members followed by a meet up of WILMA PH Coordinating Team. RESPONSE: WikiConferences provide a platform for sharing experiences, building networks and developing strategies for the movement's future. The longer-term impact of these convenges of volunteers includes nurturing connections within the movement as well as facilitating collaborative efforts.   • 10e) Do your best to estimate the number of attendees in your event that have never attended any Wikimedia event before. How were you able to support and engage this group?
RESPONSE: Ninety percent (90%) or thirty-three (33) participants in Bikol Wikisource Training of Trainers are first-time attendees in any Wikimedia event. Meanwhile, less than twenty-five (25%) or ten (10) participants in GLAM Wiki Conference Philippines 2024 had never attended any Wikimedia conference before. Except for the facilitators, all of the attendees (100%) in extra-curricular activities organized by CNHS and CBSUA Wiki Clubs are newbies. While less than half (50%) of the attendees in WikiGap are first-time attendees. RESPONSE: At least fifteen (15) participants out of more than 40 attendees at the WikiCommons PH Conference 2023 were able to participate at GLAM Wiki Conference Philippines 2024. Participants look forward to attending conferences where they meet fellow contributors, share their learnings and experiences. Based on the post-conference evaluation (see link below), twenty-two (22) respondents look forward to the next conference in Cebu. 14) Do the output metrics match the inputs, in your mind? Are there other results that could be expected?

RESPONSE: The output metrics do match the inputs, for example, under the Promotion of Open Knowledge, the goal (Outcome) is to recruit 500 new volunteers and content editors through quarterly advocacy campaigns (Output). This will be accomplished with outreach activities, advocacy programs, and social media campaigns (Inputs). The main impact we aim for here is increased engagement and awareness on the Wikimedia campaigns, and empowered communities.
Another example is that the expected results (Outcome) under Partnership and Collaboration is to have 10 strategic partnerships that contribute to longer term growth, diversity and sustainability (Output). This will be accomplished with mutual support and assistance as well as effective resource-sharing (Inputs). The main impact we aim for is the synergy among stakeholders and mutual support of civic, professional, educational, and GLAM institutions for Wikimedia projects. 15) Could you provide more details about the contractors? How many hours are they expected to work per week or month? Additionally, is it mandatory to provide bonuses to part-time employees in the Philippines?

RESPONSE: For the position of Executive Vice-President/Chief Operating Officer, they are expected to work 12-24 hours/week; Programs Officer (12-18 hours/week); Office Manager (12-18 hours/week); and Liaison Officer (12 hours/week). On bonuses: In the Philippines, employees do receive what we call 13th Month Pay.
“The 13th Month Pay is a mandatory benefit introduced by the Philippine government to support employees during the Christmas season. Under Presidential Decree No. 851, S. 1975, entitled “Requiring All Employers to Pay their Employees a 13th-Month Pay,” private employers must provide their rank-and-file employees with an additional monetary benefit each year. While the law has been amended over time, the core framework remains: covered employees are entitled to a payment equal to one-twelfth (1/12) of their annual salary.”
“All rank-and-file employees who have worked for at least one month during the calendar year are entitled to receive the 13th Month Pay from their employer. Rank-and-file employees are those who are not in management or supervisory roles. They handle day-to-day tasks and operations across various industries, including administrative staff, clerks, sales personnel, technicians, and laborers. These employees typically make up the majority of a company’s workforce and are entitled to standard benefits like the 13th Month Pay. The law is clear on when the 13th Month Pay must be paid.”
Aside from the 13th Month Pay, performance bonuses are also given to employees.

RESPONSE: Facilitators are a diverse mix of active contributors and past participants who possess valuable experiences and insights, willingly sharing their knowledge with new contributors to foster a collaborative environment. Not only do they guide newcomers through the processes, but they also provide support and encouragement, helping them to navigate challenges and build their confidence. In addition to this, we place a strong emphasis on mentoring our members, empowering them with essential skills and knowledge required for effectively organizing various activities. This mentorship fosters a sense of ownership and responsibility, ensuring that each member feels capable and inspired to contribute meaningfully to our community. By cultivating a supportive atmosphere, we aim to enhance engagement and ensure the sustainability of our initiatives.

E) Overall recommendations or opportunities to explore

16) Perhaps they could share more about their governance system, including the roles and responsibilities, the decision-making process, and other relevant details, to ensure everything is clear and transparent.

RESPONSE: PhilWiki Community is able to keep a lean organizational structure. Some of the members wear multiple hats being qualified and experienced to handle governance and project implementation. Monthly meetings act as regular follow through and monitoring on status of the programs.
Our governance observes a two-pronged approach: policy making and executive function:
A. Policy making. The Board of Directors/Trustees (BOD) composed of five (5) members is elected by secret balloting each year during the Annual General Meeting attended by the regular members. This annual meeting of members is held on the 3rd Saturday of March of each year as provided for in the By-Laws of the Philippine Wikimedia Community Inc. approved by the Philippine Securities and Exchange Commission (SEC) - the Philippine government’s national body that regulates all registered businesses, organizations and institutions within the country. The number (5) in the BOD membership is provided for in the Articles of Incorporation also approved by the SEC.
This BOD sets the necessary policies that guide the functioning of the organization. Important policies internal to PhilWiki Community come in the form of Board Resolutions passed during regular as well as special meetings of the BOD which also makes sure that provisions of the By-Laws promulgated during its incorporation and submitted to the Securities and Exchange Commission are observed. The BOD also makes sure that specific PH-WC policies shall lead to the efficient and effective fulfillment of the approved Annual Plan and that the general policies followed by the global Wikimedia are adhered to in all aspects of Governance.
B. Executive. The executive functions are handled by a set of executive officers (EXECOM) organized and elected by each newly-formed Board of Directors/Trustees from among themselves or selected from the members as provided for under Section VI of the By-Laws of the Philippine Wikimedia Community Inc. The executive officers include the President (who must be a BOD), Treasurer (who may or may not be a BOD member), and the Secretary (who is a resident and citizen of the Philippines). They all serve for a term of one year.
The Execom, led by the President (who must be a member of the BOD) implements the programs, projects and activities of PH-WC in accordance with its approved Annual Plan. Its functions also include other administrative aspects as necessary for the smooth and efficient operation of the organization. It also executes whatever policies and guidelines are promulgated by the BOD in the form of Board Resolutions tackled during all regular and special meetings of the Board and of the general membership. All such meetings are covered by Minutes of Meetings recorded and prepared by the Secretary.
The Treasurer handles financial transactions for the organization and prepares reports with the President. There are also seasonal mandatory government reports, such as quarterly and year end financial reports for the Philippine Government’s Bureau of Internal Revenue (BIR) and yearly reportage needed for the SEC, that the Philippine Wikimedia Community Inc. is required to fulfill. These seasonal functions are farmed out to a bookkeeper and an external auditing firm possessing the necessary skill and license required for such government reportage. They work closely with the Treasurer and the President.
As an open and vibrant organization, the organization welcomes individuals who are interested in taking an active role in various activities it implements. Anyone can signify their intention to join the group through a dedicated Meta page. They can also formalize their membership by signing up the membership form to be approved by the BOD.
Per Resolution on Member in Good Standing, a member in good standing is any person who has fulfilled the requirements for membership who neither has voluntarily withdrawn from membership nor has been expelled or suspended from membership; and has remained current on dues which cover a 12-month period.
Members in good standing affirm their commitment to the objectives of the association, and to its [https://meta.wikimedia.org/wiki/PhilWiki_Community/Articles_of_Incorporation_and_By-Laws by-laws and policies. It is expected that members in good standing will work collaboratively to strengthen the Community and will not engage in any activities that put the association in financial or structural jeopardy, nor engage in any activities that will bring discredit to the Community.
Members in good standing are: 1) eligible to participate in all meetings, online and offline activities, [and] committee memberships, 2) eligible to apply for grants and fellowships, and 3) eligible to vote and be elected or appointed to executive board positions;
New members are eligible to vote immediately after applying for membership and payment of dues. A member who fails to attend two (2) successive annual general meetings of members, or to settle his/her membership fee within two (2) years after approval and annual dues in the last two (2) years, is considered an inactive member, who needs to apply for renewal of membership.

17) Applicants can try a variety of activities or collaborate with other wiki affiliates at ESEAP.

We hope to connect with more communities and affiliates within the region, although there have been several formal and informal collaborations between PhilWiki Community and various affiliates and communities before.
During the WikiCommons PH Conference 2023, we partnered with Commons Photographers User Group which we have been working with since 2022 during our satellite Wikimania event in Naga City.
When the PhilWiki Community started organizing Wiki Loves Earth Philippines in 2018, we worked with founding members/executive members of Wikimedians of Nepal, Maithili Wikimedians User Group, and Wikipedia & Education User Group in their personal capacity as team consultants.International Wikimedians from Thailand, Nepal, India, Bangladesh, Algeria, Timor Leste and New Zealand served as jurors in different Wiki Loves Philippines competitions.
We also supported various local and international communities Wikimedians of Nepal and Maithili Wikimedians User Group during Wikicamp Nepal 2018, and the Hindi Wikimedians User Group during WikiSammelan 2019 as well as the Bikol Wikipedia Community, Sinirangan Bisaya Wikimedia Community and Hablon User Group (Philippines) in their workshops and celebrations since 2015, 2017 and 2023.
We are proud to say that we have been participating in the Wikipedia Asian Month organized by the Wikipedia Asian Month User Group since 2015, in Wikimedia Sverige’s WikiGap Campaign since 2018, in WikiDonne User Group’s Wiki Loves Fashion since 2021, and the Wiki Loves Food initiated by Wikimedia India. The GA team welcomes this application from PhilWiki, a group that has not yet applied for public policy advocacy funding. The two legislations identified indicate that the group is monitoring recent policy developments. However, we would like to better understand the tactics they plan to use to influence these bills, especially related to copyright reform. Unfortunately some of their plans do not fall in scope of the public policy priority topics that are essential to influence the regulatory ecosystem in which the group operates.

  • Multilingual policy in education: Is this the same as The Proposed Senate Bill to Discontinue the Use of Mother Tongue? The topic of multilingual policies, while important, does not pose a significant risk or opportunity for Wikimedia projects or the open movement to exist. Language diversity is not urgent or posing existential consequences for our movement at the moment. In an effort to prioritize feasible impact within the limited time scope of this grant, we therefore recommend that the group focus on copyright reform which does represent a major opportunity to positively shape the regulatory ecosystem in which our projects exist.
  • Freedom of Panorama & Copyright Reform: To qualify as public policy advocacy, these plans need to target a specific legislation with the aim to promote, stop, or change that legislation. The overall intention should be to influence the regulatory ecosystem in which the user group operates. This proposal satisfies the first criteria, since it targets an existing Bill.

A) How will you build on existing learnings and experiences? Freedom of Panorama is a challenging topic for many reasons; our research of Wikimedians’ copyright advocacy efforts has shown that we are more successful when we focus on reforming other issues in the copyright space, such as upload filters or TDM exceptions in the context of AI and Copyright. PhilWiki is well positioned to advocate on behalf of these issues first, and then mention Freedom of Panorama. Alternatively, they could follow Wikimedia South Africa’s approach, who worked with a very broad coalition that demanded a whole list of changes and Freedom of Panorama was one of them.

B) How will you move from discussions to legislative impact? While this is a public policy goal that we generally support, their current plans focus on laying the groundwork for policy change and do not indicate any direct contact with government officials. Right now, PhilWiki has merely said that they plan to “conduct symposia and discussions…to promote the open knowledge and Wikimedia movements.” This is too broad and as it stands would not qualify for a public policy advocacy grant (see “avoid this common mistake” in our application guide). What topics will the symposium cover? How will you move from this discussion to actually influencing policy discussions ongoing related to copyright reform? There are ongoing Senate bills such as SB 2150 by Senator Jinggoy Estrada and SB 2385 by Senator Bong Revilla—which aim to empower the Intellectual Property Office of the Philippines (IPOPHL) with authority to block access to websites that facilitate copyright infringement. A counterpart measure, House Bill 7600, has already passed the House of Representatives and is awaiting Senate action. Do you have a chance to engage with any of these processes? If not, how will you try to create this opportunity?

C) How will you work with other Wikimedians? We recently received an application from Shared Knowledge Asia Pacific and Wikimedia Taiwan to work on Freedom of Panorama. Yes, signed into law by the president during the International Decade of Indigenous Languages (2022-2032), Republic Act 12027 discontinued the mandatory use of mother tongue as the primary medium of instruction to address issues such as proficiency in foundational skills. The law says regional languages may still serve as auxiliary media in monolingual classes if they have an official orthography and vocabulary published by the Komisyon ng Wikang Filipino (KWF). There are 19 recognized regional languages in the Philippines as ordered by the Department of Education (DepEd) including the eight (8) with existing Wikipedia editions.
Within the limited time scope of this proposal, what PhilWiki Community can do is advocate for building local Wikipedia editions, creating culturally relevant materials for language resources while promoting Creative Commons in the academe and beyond, and push for local ordinances that support the use of our native languages. We must defend our linguistic rights and the right to education in one's mother tongue to champion and advance free knowledge in the Philippines, which is a multilingual country with over 100 languages. There is House Bill No. 3012 entitled An Act Establishing Local Language as the Official Language in Local Government Towards People’s Greater Participation in Governance which seeks to institutionalize local language as the official medium of communication in Local Government Units (LGUs). The League of Cities of the Philippines (LCP) believes in the potential of the proposed legislation to increase people’s participation in governance by enabling them to understand government processes and freely communicate with the use of their native tongue.
Another house bill protecting our intangible heritage is House Bill No. 6069 or the proposed Philippine Indigenous and Traditional Writing Systems Act which recognizes the protection and promotion of the indigenous and traditional writing scripts of the country as part of its cultural treasures. We can also push for its approval through campaigns, petitions and education. The house bill promotes the country's indigenous writing systems as expressions of Philippine tradition and symbols of national identity which is aligned to our advocacy in cultural heritage. These writing systems would be introduced in relevant subjects of basic and higher education such as elective or specialized courses in higher education. Its approval would spur interest among the youth and become open to building new projects such as the Baybayin Wikipedia.
To promote Freedom of Panorama, what we can do is to create opportunities for legislators, architects and architecture students to discuss the positive impact of having freedom of panorama in the Philippines, while advocating Creative Commons. There is no provision in Republic Act No. 8293 also known as Intellectual Property Code of the Philippines about freedom of panorama. Under SEC.186. Work of Architecture - Copyright in a work of architecture shall include the right to control the erection of any building which reproduces the whole or a substantial part of the work either in its original form or in any form recognizably derived from the original: Provided, That the copyright in any such work shall not include the right to control the reconstruction of rehabilitation in the same style as the original of a building to which that copyright relates. This does not mention the limitations in taking and publishing photographs and video footages of buildings. The provision in SEC.184. Limitations on Copyright only pertains to the reproduction and communication to the public of literary, scientific or artistic works and not architectural structures.
We are open to collaborating with other ESEAP affiliates not only in advocating freedom of panorama but in building local Wikipedia editions for indigenous languages.

Congratulations! Your grant application has been approved in the amount of PHP 3,087,872 (includes 10% fiscal sponsor fee) from 1 July 2025 to 30 June 2026. Please provide a revised budget based on the approved amount and share it on the talkpage when ready.


Here are some comments from the review team that were captured from the final deliberation round

  • Suggestion to have an oversea partnership with ESEAP Affiliate (if applicable).
  • Rather than launching new conferences with limited resources, it may be more effective to focus on one key event annually. For example, organizing a GLAM conference or continuing the Wikisource conference as a yearly event would allow for better planning, resource allocation, and long-term impact evaluation.
  • It's great to see the growth in participants, editors, organizers, and especially partnerships in 2024/25. This growth is well-shown in your upcoming targets, very good! The engagement survey from year to year is a good initiative to have a better understanding of the community needs and growth. The proposal mentions micro-funding, but it is not clearly reflected in the budget or listed as an activity. If the affiliate intends to pursue this, it's essential to establish a clear system and guidelines from the beginning. Please provide more updates on this as you go along.


Recommendations

  • We would recommend reviewing the questions and comments from the review process with your Programme Officer.
  • We would also suggest working closely with your programme officer to set up a plan to review your annual planning process and volunteer engagement approach. Where possible, do provide regular updates on this talkpage when you have made progress in these areas with links to other relevant pages for further details.
  • Please know that your programme officer is also available to support you in reviewing and prioritising the funding outcomes into your revised work plan as well as for regular touchpoints throughout the lifecycle of your grant term.
  • We recommend only the Freedom of Panorama work be funded (see application). It is great to see the PhilWiki group working on concrete plans with government partners and other key stakeholders. However, it does not qualify as a public policy advocacy project (see definitions). To qualify as public policy advocacy, these plans need to influence the regulatory ecosystem in which the user group operates. Because of these restrictions, promoting indigenous languages does not qualify as public policy advocacy actions. Copyright reform discussions are more existential for our projects and movement; we therefore recommend the group focus on participating in the ongoing reform discussions in the Philippines and leverage those discussions to talk about the importance of FOP.
