オープンソースカンファレンスを通じて、ウィキメディアプロジェクトに貢献したり、特にウィキデータを使ったり、編集を楽にするオープンソースソフトウェアを作ってくれるエンジニアを増やすのが目的です。ただ、この貢献してくれた人数を数えるのが難しいので、現在のところ、『そういうプロジェクトをやっているとわかったエンジニアの人数』を書くことを考えています。

増やすことが目的なら、重要なのは差分だと思います。2025-26年の始まりに『そういうプロジェクトをやっているとわかったエンジニアの人数』を数え、2025-26年の終わりに同じ定義の人数を数えれば、何人増えたかが分かるかと思いますが、そういうことができますか？

ja:Wikipedia:ガジェットやja:Wikipedia:ツールには、既存のツールとその開発者が書かれています。こういった場所に書かれている人の合計が何人増えたか、なら分かりやすいと思います。ウィキペディア以外についても数えたければ、こういったページを各姉妹プロジェクトに新しく作ってもいいかもしれません。 whym (talk) 06:25, 19 April 2025 (UTC)

ツールの確認場所を紹介いただき、ありがとうございます。メンバーの間で議論した内容としては、Wikipediaの編集を補助するツールはもちろんですが、Wikipediaに限らずWikimedia Projectのデータを活用したプロダクト（たとえばまち歩きマップメーカーや遊具のある公園マップなど）を作っている人もカウントしようとしています。例示した2件は、ユーザーグループのメンバーであるUser:Barsaka2が開発したものなのでカウントに入れませんが、OSCに出展して出展者と交流する中で、このようなプロダクトを開発している人を見つける、という形にしようかなと思ってます。 VZP10224(WjpUG) (talk) 10:07, 19 April 2025 (UTC)微修正--VZP10224(WjpUG) (talk) 10:10, 19 April 2025 (UTC)

これは年単位の計画なので、年単位の数字が求められると思います。あるツールを2024年に完成させてすでに配布している、というエンジニアに2025年に出会ったらどうしますか？それも2025-26 Annual Planの実績に数えていいのでしょうか？1年間での増分を調べることはできますか？ whym (talk) 23:50, 24 April 2025 (UTC)

まず前提として、何かのツールやプロダクトに、適切な形でウィキメディアのデータを利用している事例は、私たちが把握していないだけで多数存在していると思います。そうした中で、2025-26 Annual Plan の期間外に配布を開始した、ということであれば、実績に含んではいけないと思いますし、そういうものは実績から除外したいと思います。申請の段階でこうしたメトリックを提示できていなかったのは、こちらの考慮不足だと思いますが、そもそもこれらのカウントを数値目標として採用すべきでないというのであれば、その旨ご指摘いただければ幸いです。 VZP10224(WjpUG) (talk) 10:56, 27 April 2025 (UTC)

編集支援のツールに限らず、ウィキメディアのデータを活用したプロダクトとその開発者についての情報をまとめるのは、それはそれで有意義だと思います。それを1年の最初と最後にやって、プロダクトの数や開発者の人数の増分を見るというのはいかがでしょうか？ whym (talk) 04:56, 6 May 2025 (UTC)

一般社会向けアウトリーチ

もし可能でしたら、図書館総合展（10月下旬に横浜3日間開催で、図書館・情報教育・学術出版関係2～3万人が来場）への出展も御検討ください。10月１回だけでも影響力はOSCよりさらに一般向け、かつ、大規模になります。2022年以降、私の方で対応してきて、関東圏を中心に10名前後のウィキペディアンの方に活動発表や編集相談会などを開催いただく定例ブースとして認知されつつありましたが、諸事情により今年は出展することがやや難しくなりました。せっかく拓いた広報の場を閉じてしまうのはもったいないので、引き継いでブース運営いただける方を探し中です。昨年度までに作成したツールや資料等の余っているものは、使っていただけるようでしたらすべて提供可能です。御検討くださいませ。--漱石の猫 (talk) 07:36, 12 April 2025 (UTC)

1) The proposal (as far as I understand it) is scoped at raising awareness while building links to encourage participation and growth. This seems sensible.

2) The proposal emphasizes creating safer spaces for underrepresented groups, such as women and young people, fostering inclusivity and community health.

• 2a) Practices to involve volunteers in planning, implementation, and reflection are evident, ensuring community endorsement and active participation.
• 2b) Efforts to address knowledge equity are integrated into the activities, content, and target groups, demonstrating a commitment to bridging gaps in representation.
• 2c) The group has made strides in navigating legal and administrative frameworks, consulting with experts in legal administrative work to ensure compliance and sustainability.

戦略2-1. 交流の場の増加/2026年1月に東京でウィキペディア25周年記念「巨大もくもく会」

• Movement_Strategy/Initiatives/Peer_spaces 仲間同士の空間
• ウィキペディア25周年に合わせてカンファレンスやセミナーではなく、「もくもくと作業する会」を行うのは、比較的1人で作業をすることが多いウィキペディアンにとっては居心地が良いと考えられます。（Kizhiya）
• これも他の交流イベントと同じく、貢献者の獲得、定着、顔が見える関係づくりによる安全性の向上を目指しています。また、お祭り的な効果も期待できるので、新しい人やオンラインにはあまり参加していない人に参加を促す狙いが強いです（Shinji Enoki)

戦略2-2. ウィキメディア運動の周知

• Movement_Strategy/Recommendations/Ensure_Equity_in_Decision-making（意思決定に公平さを確保）
• 日本のウィキメディアンは、まず「メタウィキで話し合いができる」ことを知らない人が多くいるようです。つまり、ウィキメディアの進む方向を、自分たちで決められることを知らない日本語版ユーザーが多いということです。私たちは、この状況を改善したいと考えています。そのために特に英語の苦手な日本語版ユーザが読みやすいようにメタの翻訳を進めていければと考えています。（Kizhiya）
• ムーブメントやガバナンスに興味を持つ人が少ないのは日本以外の地域でも同じかと思います。OSMやオープンソースコミュニティでも同じです。誰もが関われることこそがボトムアップなコミュニティの存在価値です。コミュニティでの自治を機能させ、発展させていくためには、ムーブメントやガバナンスについて知って、共感して、参加してもらうことが重要です。日本における英語への言語バリアは他の言語よりもかなり大きいため、翻訳の効果は一定あると仮設を立てました。まずはそこからスタートします。翻訳だけでは不十分で、今後効果的に伝える仕組みを模索していきます。楽しさが鍵になるかと思いますが...（Shinji Enoki）

対策としては、

• 1.に関しては、英会話のオンライン講座などを勉強受ける人にサポート代を出す。
• 2.と2aに関しては、勉強会をやる（もくもく会がその代わりになるかもしれません）
  • ある程度マニュアルを作る。
  • パンフレットを配ることで説明がしやすくなる。そのためのパンフレットを作る。

日本ではすでにWikiGapに取り組む活動、例えばja:Wikipedia:オフラインミーティング/WikiGapイベント/神奈川2025などのイベントが取り組まれています。現時点ではLGBTQをテーマにした活動が行われているか認知はしていないですが、ウィキペディア in エル・ライブラリーのようなエディタソンイベントが企画・実行されています。ユーザーグループの活動としては、こうしたすでに動いている企画と競合する企画を新たに立てるべきではなく、すでに企画を検討しているグループへのアドバイスや、当日編集サポートができるボランティアスタッフを派遣することを考えています。

グループのメンバー増加は重要ですが、すでに他の活動を目的としてグループを立ち上げたりしている人を無理やり誘うのではなく、グループの活動が露出する場面を増やしながら、グループの活動趣旨に賛同していただけるメンバーを増やしていくことを大切にしたいと思ってます。

15) Would you be able to clarify if OSC engagement would bring in new developers for MediaWiki/ Tools or is it just our basic projects like Wikipedia, Wikidata, commons?

OSCが関与する、というよりは、OSCに集まってくる、オープンソース/オープンデータに関心のあるエンジニアに対し、Wikimediaのコンテンツはフリーでオープンな利用が可能なデータであることを周知し、データの利活用を促進することが目的となっています。これまでOSCに出展して来場者や他の出展者にインタビューしたところ「Wikidataを知らなかったから、Wikipediaのデータを生成AIにデータ化してもらった」「そもそもWikipediaしか知らなかったので、データベースとして利用できるものがあるのはうれしい」といった意見をいただいています。こうした人たちに対し、ライセンスなどの利用条件を考慮せずに、プロダクト開発に注力できるデータがあることを認知することで、日本語圏でのWikimedia movementへの理解が進むものと思われます。

Thank you for your responses to the follow-ups questions and for joining the call with the ESEAP Regional Funds Committee. Congratulations! Your grant application has been approved in the amount of JPY 10,099,532 (includes 10% fiscal sponsor fee) from 1 July 2025 to 30 June 2026. Please provide a revised budget based on the approved amount and share it on the talkpage when ready.

Here are some comments from the review team that were captured from the final deliberation round

• 1] Suggestions for prioritizing programs that are designated as high priority. [2] Consider ways to better engage and retain new participants who attended your session at the conference. Creating a group or organizing offline meetups could be beneficial. Introducing them to the global wiki movement.
• It would be valuable for Wikimedia Japan to actively engage younger Wikipedians by appointing youth ambassadors. This could help broaden participation, bring in fresh perspectives, and foster a more vibrant and diverse community.
• There was some reluctance to list down goals and ambitions that are not sure as dedicated metrics. This is understandable, however it would be perhaps helpful to have ideas of what would be an optimistic outcome, where you achieve more than is laid out formally.
• There are a few ways to assess whether individuals we meet at OSC eventually engage with Wikimedia projects. One of the methods is to conduct a survey targeting log-in users of the Japanese Wikimedia projects—both new and existing. The survey could ask how they first became aware of Wikimedia, what aspects of the projects they enjoy most, and what areas they feel need improvement. If a lot of people know our project from OSC then it is worth to continue participating in this conference.
• Collecting this information will provide valuable insights into community needs and challenges. These insights can then inform and guide your strategic planning and future activities.
• We appreciate the consistent efforts done to promote UCoC and we would love to see new activities/program!
• Participants on conferences may utilized scholarship offers instead of the group fully shouldering the expenses.

Recommendations

• We would recommend reviewing the questions and comments from the review process with your Programme Officer. We would also suggest working closely with your programme officer to identify 1-2 priority areas that you plan to work on for organisational development. These could include but are not limited to recommendations from your previous grant application, this grant application and/or any other priority areas identified by the team. Where possible, do provide regular updates on this talkpage when you have made progress in these areas with links to other relevant pages for further details.
• Please know that your programme officer is also available to support you in reviewing and prioritising the funding outcomes into your revised workplan as well as for regular touchpoints throughout the lifecycle of your grant term.

Regarding the comment on how low the proposed metrics are ("The metrics for project improvement are really really low") and the response attributing it to humility and culture of understatement, I wonder if data can back it up. Do this user group's actual results tend to over-deliver against their initially planned goals, at least more frequently so than other groups and chapters? whym (talk) 02:33, 24 May 2025 (UTC)
